Everhart Small Business Program Manager B & W Pantex, LLC Sherry Freeman Programs Director, Air Force of Small Business Programs Washington DC Sherry Freeman is a Programs Director in the Secretary of the Air Forces’ Office of Small Business Programs (OSBP) with primary responsibility for managing the WomenOwned Small Business and Historically Underutilized Business Zone (HUB Zone) Programs. She’s been on the staff of the small business office since April 2007. Prior to joining the OSBP, Ms. Freeman was the Director of Small Business Programs for the Air Force Operational Test and Evaluation Center (AFOTEC) headquartered in Albuquerque NM located on Kirtland Air Force Base. She served as the principal advisor to the commander on all matters that affected the small business program as well as being the advocate voice of the small business community in promoting opportunities for small businesses within AFOTEC and the federal government as a whole. Ms. Freeman began her federal career in acquisitions in 1976 as a cooperative education student. With over 27 years of service, she has held the positions of Chief of Acquisitions, Contract Negotiator, Contract Specialist, Contract Administrator, and Contracting Officer with unlimited warrant authority. Mark W. Frye Board of Directors, The Greater San Antonio Chamber of Commerce Chair, Legislative and Public Relations Committee, San Antonio Military Transformation Task Force Mark Frye has been involved on implementation aspects of the Department of Defense (DoD) Base Realignment and Closure (BRAC) process, and has supported other DoD and public sector infrastructure transformation and cost reduction initiatives. Mr. Frye has supported the integration of all BRAC actions in San Antonio, BRAC actions
affecting the National Capital Region (Walter Reed, Bethesda, Fort Belvoir, Fort Detrick, Air Force District of Washington, Quantico) as well as various military department BRAC offices around the nation. Mr. Frye supports the State of Louisiana on the groundbreaking Federal City Project in New Orleans. Mr. Frye’s teams, while at BearingPoint, were involved in the successful transformation initiatives at Kelly Air Force Base and Brooks CityBase, where they provided process development and training, process integration, process facilitation and program / project management and planning support. Mark has more than 30 years experience providing technical, management consulting, program management and training support to a variety of military and other public sector clients Autumn Harrison Business Outreach Program Specialist Texas Department of Transportation Autumn Harrison has been with the Texas Department of Transportation for ten years. She began her career as a training specialist for the Training Quality and Development Section. Since 2004, she has been working with small and minority businesses through the Business Outreach and Program Services Branch. She currently manages the Technical Assistance Program (TAP) which provides training and technical assistance to small and minority business owners certified as a Disadvantaged Business Enterprise. Mr. Randy Holman Deputy Director, Strategic Communications Joint Program Management Office Mr. Randy Holman began his professional career with the Naval Facilities Engineering Command (NAVFAC) in 1993, after he received a Bachelor of Science degree in Chemical Engineering from Oklahoma State University. He worked for NAVFAC until 1996 as Co-Base Closure Manager under BRAC for the Long Beach, California Naval Hospital and Complex.
From 1996 until 2003, Mr. Holman served in various capacities for U.S. Army Europe and the U.S. Army Corps of Engineers at several locations in Germany. His positions included Environmental Engineer, Life Cycle Project Manager, Life Cycle Program Manager and Supervisory Chief of the Construction Branch in the office of the Deputy Chief of Staff Personnel and Installation Management. Since 2003, Mr. Holman has been in San Antonio assigned to the Southwest Division of the U.S. Army Corps of Engineers. He worked initially as IMCOM-West Liaison Officer before he assumed the role of Chief of Program Management with the Joint Program Management Office (JPMO) for the San Antonio BRAC Program. He has since become the JPMO Deputy Director of Strategic Communications. Gary Kelso Procurement Analyst Randolph AFB Mr. Gary Kelso is a Procurement Analyst in the Acquisition Support Branch at the Headquarters, Air Education and Training Command’s (AETC) Contracting Division, Randolph AFB TX. Mr. Kelso has been on the AETC Contracting staff since May 1995. Mr. Kelso serves as a Business Advisor for all AETC bases which include Altus, Vance, Sheppard, Luke, Randolph, Lackland, Maxwell, Goodfellow, Tyndall, Laughlin, Columbus, and Keesler He is also the Subject Matter Expert for Construction and Contract Labor issues for all 13 Air Education and Training Command bases. Mr. Kelso works very closely with all Contracting Squadrons providing guidance on Service Contract Act and Davis Bacon Act labor problems. Mr. Kelso was previously assigned as Administrative Contracting Officer for the $500M Base Operating Support Contract at Vance AFB, Oklahoma from 1985 to 1995. Mr. Kelso started to work at Vance AFB in 1968 pushing a lawn mower for Serv-Air, Inc. and moved up the ranks to the Chief Buyer and assumed the position of Superintendent of Procurement when Serv-Air, Inc. lost the contract to Northrop Grumman. Mr. Kelso was
selected by the Air Force as a Contract Administrator in 1980 and promoted to the Administrative Contracting Officer position in 1985. He spent a total of 30 years at Vance AFB. Teresa L.G. Lewis, Director Office of Small and Disadvantaged Business Utilization U.S. Department of the Treasury Teresa Lewis assumed her duties as the Director, Office of Small and Disadvantaged Business Utilization, Department of the Treasury, on March 30, 2008. Teresa is responsible for ensuring small businesses receive maximum practicable contracting opportunities. Prior to serving in her current position, Teresa previously served approximately 10 years at the U.S. Small Business Administration (SBA), in the following positions: Director, Office of Management and Technical Assistance/8(a) Business Development Program; Assistant Administrator, Office of Federal Contract Assistance for Veteran Business Owners; Procurement Policy Analyst, Office of Policy Research, Office of Government Contracting; Area Director (East Coast), HUBZone Empowerment Program Office and Senior Eligibility Specialist, Team Leader, Office of Small Disadvantaged Business Certification and Eligibility. She came to the SBA following six years of Government contracting experience as a contract specialist with the Department of the Air Force and the Department of Commerce. Teresa is a retired United States Air Force Major. A native of High Point, North Carolina, Teresa received a Master of Arts Degree, with honors, in Procurement and Acquisition Management from Webster University, St Louis, Missouri and a Bachelor of Science Degree in Business Administration from the University of North Carolina at Greensboro.

Debbie Newberry is the Small Business Manager for DynCorp International. She spent the first sixteen years of her career as a Certified Court Reporter, licensed by the Supreme Court of Texas, before joining DynCorp International in 1999. She has served as DI’s SBLO since May 2003. DynCorp International has been named by Vetrepreneur magazine as one of the 10 best companies for veteran-owned companies for the past three years.
He is a Service-Disabled Vietnam Veteran. Mr. Shackelford has been the subject of biographies in Marquis Publications Who’s Who in the East (1999-2000) and Who’s Who in America (2000). Mr. Shackelford has over 36 years of Federal service. He became a member of the Army Acquisition Corps in 1994. He has worked for the Army Medical Command for over 27 years and has been the Medical Command’s primary advocate for small business participation in health care acquisitions since December 2002.
Ms. Wesley-Case began her government career in 1972 and, since, has served as a buyer for the Naval Regional Procurement Office, a contract specialist at the Air Force Regional Procurement Office, the Director of the Family Support Center, and the deputy chief of the 27th Contracting Squadron and small business program manager.

In addition to planning and managing the AF SBSC, she is responsible for developing policies, procedures and strategies to manage the AF SBSC and to provide effective oversight and creativity. She previously served as Deputy Director of the AFOPO, and other positions of
Ms. Wesley-Case assumed the position of director of the Small Business Program in support of the Air Force Center for Environmental Excellence in 1993. In January,1994 she also assumed management of the Small Business Program in support of Armstrong Laboratory and other organizations of the Human Systems Center. She remained in this role until 1998. Elaine Young (Navajo) Director of the National School of Government Contracting USWCC / NASBC Elaine Young has over 12 years experience in assisting small businesses in the federal government procurement arena, particularly for Native American business owners. In 1998, Elaine joined the National Center for American Indian Enterprise Development (NCAIED), a national non-profit organization, providing business development services to Native Americans. As a Program Manager, of the American Indian Procurement Technical Assistant Center, she provided a wide range of services to Native American (AIPTAC) businesses which includes training and seminars, individual counseling and access to bid opportunities, contract specifications, procurement histories, and other information necessary to successfully compete for government contracts. Prior to her position with the AIPTAC at NCAIED, she also worked as Management Consultant with their Minority Business Development Agency program. Other professional experience has been with the Small Business Development Center at Northland Pioneer College, in Holbrook, Arizona, and a Community Planner with the Navajo Nation, Kayenta, Arizona.
