Biographies Beverly Bailey President & CEO Stronghold Engineering, Inc Beverly Bailey is President & CEO of Stronghold Engineering, Inc., a quality driven general contractor. Stronghold specializes in the design-build, electrical, general, and civil construction for Federal and Public Works agencies. Stronghold is not a typical construction company. Developing a close-knit organization with an ethical and professional culture has always been at the center of Beverly’s approach. Debbie Cabreira-Johnson Program Director Procurement Technical Assistance Program Debbie Cabreira-Johnson has been directing the Los Angeles County Office of Small Business & Procurement Technical Assistance Center (OSB/PTAC) since 2000. Debbie’s team conducts training classes on government contracting and certification procedures, including the County of Los Angeles and the Department of Defense.
In 2008, the LA County OSB/PTAC recorded approximately 93 million in contract awards for small business clients. The OSB/PTAC is the County’s premier agency for small business outreach, education and advocacy, serving all 88 cities of Los Angeles County. Outreach is focused on addressing the needs of small, disadvantaged, veteran, service-disabled veteran, women, and minority owned businesses. Under cooperative agreement with the U.S. Department of Defense Logistics Agency, this office helps local businesses obtain federal, state and local government contracts. It also serves as a resource center for all types of business assistance including certification, financing and export/import information. The Office offers counseling, training courses and bid matching services to its clients at the prime and sub-tier levels and administers the County’s local small business certification program which gives certified firms a 5% bid preference and a 15day prompt pay turnaround on invoices.

Mr. Dan Freeman, Caltrans Deputy District Director for Maintenance, has supervised the work of over 1,000 employees responsible for the maintenance, upkeep, restoration and maintenance design of the California State Highway System in Los Angeles and Ventura Counties since 2005. Mr. Freeman currently oversees the maintenance of 42 state freeways and highways in the two-county District. On average, over 100 million miles are traveled daily in District 7. Prior to assuming his present role in Maintenance, Freeman, a registered Civil Engineer, held positions at Caltrans as a Construction engineer with a background in bridge and structures construction; as an Office Chief in Highway Construction; and as a Traffic Operations Chief as the District Traffic Safety Engineer. Mr. Freeman graduated from San Jose State University with a degree in engineering. Ron Perry an Alaskan Native, is a nationally recognized expert in 8(a) and minority contracting to include; Mentor Protégé, JV, teaming, equity buyouts and national trends. With 20 years of federal business experience. Ron has years of experience navigating the ever continuing changes of government contracting to include; HUB Zone, Service Disabled Vet, and Women Owned. Ron is one of only two Natives Americans who has been the president/CEO of both an individually owned 8(a) company and the president of an Alaska Native Corporation. Ron is president of the National 8(a) Association (www.national8aassociation.org) and played an active role in the inception of this organization. The mission of the National 8a association is to educate and promote the 8(a) program, Service Disabled Vets, and all minority contractors. Furthermore, Ron is the past Chairman of the CIRI foundation (54 million endowment), an education endowment established in 1982 to promote the education and career development of Alaskan Native enrollees and their descendants through post-secondary educational scholarship and grant programs. Ron plays an active role in his local community as well as a past member of the city of Anchorage budget advisory commission, supporter of the Boys and Girls Club, the March of Dimes, and the local native arts.
Joe Ochab has been working as a Management and Program Analyst for the U.S. Environmental Protection Agency since 1995 where he has provided liaison, environmental compliance, and procurement assistance services to small businesses within EPA’s Pacific Southwest Region (9). This EPA Region serves the states of Arizona, California, Nevada, and Hawaii, the Outer Pacific Islands, and Tribal Nations. As EPA Region 9's Disadvantaged Business Enterprise Coordinator, Joe currently monitors efforts by the Agency’s grant recipients to reach out to and utilize minority-owned, women-owned and other disadvantaged-owned businesses when those grant recipients are buying supplies, equipment, construction, and other services for their EPA-funded projects. Joe is also the Region’s Small Business Advocate, promoting the use of small and disadvantaged businesses in EPA Region 9's direct procurement activities as well as advising small firms on how to market their products and services to the Agency. Secretary for Fossil Energy (ASFE) in the U.S. Department of Energy. Mr. Roy directs the Budget Office and Fossil Energy field offices on planning, formulation, presentation and justification of the FE budget and advises the ASFE on important budget issues relative to budget formulation, execution and management of FE programs. He assures that the Administration’s priorities are reflected in the preparation and justification of the internal Corporate Review Budget, the Office of Management and Budget (OMB) and the President’s budget requests and in the distribution of operating budgets. Linda Ryan Deputy for Small Business, NavFac SW Linda Ryan is a San Diego native with 20 years experience in government contracting. Linda started her career in Long Beach, at Naval Supply Center, moved to Fleet and Industrial Supply Center (FISC) in 1990, then transferred to Naval Facilities Engineering Command Southwest (NFECSW) in 2001 as a Small Business Specialist. She was appointed as the Deputy For Small Business at NAVFAC SW in 2006. Her duties include participating in acquisition strategy planning and source selection boards, conducting small business training, and counseling small business firms about contracting opportunities and policies. She served as the 2006 and 2007 Chairperson of the DoD Western Regional Council for Small Business Education and Advocacy and was President of the San Diego Supplier Development Council in 2005. She has a Baccalaureate in Business Administration from National University.
Kay Rash Small Business Program Office of Environment Management Member of the EM Office of Acquisition and Project Management staff, directly supporting the Office of Procurement Planning. He has been the cognizant Senior Contracting Officer on projects ranging from the mundane to the construction of the National Reconnaissance Office (NRO) Headquarters building in Chantilly, VA. His alma maters include Siena College (BBA), Central Michigan University (MS) and the University of Southern California (MPA/DPA). He will also complete his law degree at Catholic University in May 2007. Theresa Alvillar-Speake Department of Energy Director, Office of Minority Economic Impact and Diversity Theresa Alvillar-Speake was appointed by President George W. Bush and confirmed by the U.S. Senate as Director of the Office of Minority Economic Impact and Diversity at the U.S. Department of Energy in August of 2001. Ms. Speake is the first Hispanic ever to head the office. In that position she provides guidance
and direction to the Secretary of Energy on the impact of energy policies, procedures and programs on minorities, minority institutions and minority businesses and also on policy development and program implementation in the area of Small and Small Disadvantaged Business Utilization and Civil Rights. She is also responsible for providing agency support to minority educational institutions, minority banks and for promoting diversity within the agency and its contractors. Prior to coming to the Department of Energy, Ms. Speake worked with the government of the State of California in different capacities, including: Director of the Office of Small and Disabled Veteran Business of the Department of Transportation; Director of the Business Outreach Office of the Employment Development Department; and Director of the Office of Economic Opportunity in the Office of the Governor. Ms. Speake holds a bachelor of business administration from California State University (Fresno) and an MBA from Golden Gate University in Sacramento, California. She attended the John F. Kennedy School of Government at Harvard University in 2004. Mary Spencer Small Business Specialist US Army Corp Engineering Lawrence R. Sullivan Small Business Program Manager National Energy Technology Laboratory Since March of 2004 I have been the Small Business Program Manager for the National Energy Technology Laboratory (NETL). The National Energy Technology Laboratory (NETL) is a science, technology, and energy laboratory owned and operated by the U. S. Department of Energy. As part of DOEs national laboratory system we support DOEs mission to advance the national, economic, and energy security of the United States. I am actively involved with outside organizations working to promote small business one of the largest is the “Teaming to Win” conference put on each year in West Virginia. In addition, NETL has hosted
several other events sponsored by the PTAC and the SBA. I started working for DOE in January of 1990 and worked fourteen years as an accountant in the Finance division. In all I have 32 years of government service having started as a National Bank Examiner after graduation from Point Park College in 1970 with a Batchelor of Science Degree in Accounting. Jim Swanson Small Business Program Manager Lawrence Livermore National Laboratory Patty Zenizo, President Preferred Bonding & Insurance Services Patricia Zenizo was educated at Pepperdine University where she earned a BA in Sociology and Social Work and a MPA in Public Administration. Her background in social work brings an aspect of compassion and understanding for ambitious construction companies that need assistance in their growth development. Ms. Zenizo began her surety career at Aetna & Casualty Surety Company where she was trained as a Surety Bond Specialist, then became a Surety Underwriter for Hartford Accident and Indemnity Company. Later she joined the Los Angeles Metropolitan Authority as a Consultant Bond Specialist for minority and disadvantaged construction firms. Preferred Bonding & Insurance Services, Inc. was established in 1995 by Ms. Zenizo; she is the backbone of PBIS and is the final authority in departmental underwriting, administration and organization. The agency specializes in grooming contractors, who actively seek bonds, for presentation to the standard surety market, with a niche in obtaining bonds for minority, veteran, and 8a firms; they do this by nurturing and guiding their clients through the bond process. Ms. Zenizo is dedicated to servicing the growth needs of contractors and guiding them for success.
