Biographies Debbie Cabreira-Johnson Program Director Procurement Technical Assistance Program Debbie Cabreira-Johnson has been directing the Los Angeles County Office of Small Business & Procurement Technical Assistance Center (OSB/ PTAC) since 2000. Debbie’s team conducts training classes on government contracting and certification procedures, including the County of Los Angeles and the Department of Defense. In 2008, the LA County OSB/PTAC recorded approximately 93 million in contract awards for small business clients. The OSB/PTAC is the County’s premier agency for small business outreach, education and advocacy, serving all 88 cities of Los Angeles County. Outreach is focused on addressing the needs of small, disadvantaged, veteran, service-disabled veteran, women, and minority owned businesses. Under cooperative agreement with the U.S. Department of Defense Logistics Agency, this office helps local businesses obtain federal, state and local government contracts. It also serves as a resource center for all types of business assistance including certification, financing and export/import information. The Office offers counseling, training courses and bid matching services to its clients at the prime and sub-tier levels and administers the County’s local small business certification program which gives certified firms a 5% bid preference and a 15-day prompt pay turnaround on invoices. The OSB/PTAC web site: www.laosb.org, is where vendors can view contracting and bid opportunities available with the County, register to receive email notices, and link to purchasing sites for the federal, state, and local governments.

Glen V. Constantino Assistant District Director 8a Business Development U.S. Small Business Administration Glen Has a BA in Urban Affairs /Public Administration from the University of Southern California (USC) and holds a Master of Business Administration (MBA), With special concentration in - Strategic Planning from the Anderson School of Management at the University of California @ Los Angeles (UCLA). A Los Angeles native, he has been married for 30 years with 3 adult children. His hobbies include distance running, billiards, basketball, racquet sports, photography and international travel.

He directs the Section 8(a) Business Development Program for the Los Angeles District Office. The Program is a comprehensive Procurement Training and Entrepreneurial Development Highway designed to assist existing businesses owned and controlled by socially and economically disadvantaged individuals. The staff includes four business development professionals and one support staff. His territory includes Los Angeles, Ventura and Santa Barbara Counties.

Margot Dorfman CEO - U.S. Women’s Chamber of Commerce VP – National Association of Small Business Contractors Margot Dorfman is the CEO and Co-Founder of the U.S. Women’s Chamber of Commerce. She is a visionary leader who has dedicated herself to promoting the economic and leadership interest of women. Her extensive background in business, business ownership, publishing and nonprofit leadership has prepared Ms. Dorfman to set the vision for the U.S. Women’s Chamber of Commerce. Dorfman founded Arizona Women’s News, Hispana News and the Greater Phoenix Chamber Business Connection. She holds a Master’s Education from Lesley University and a B.S. in Education from Northeastern University. Additionally, her experience includes over ten years in executive positions with General Mills and other Fortune 500 firms.

Renee DeSmet Small Business Specialist Bureau of Reclamation Renee joined the Bureau of Reclamation, Department of Interior in June of 2009 as a Small Business Specialist. In her new career as a SBS, she hopes to educate small businesses on how to efficiently market the Federal Government and win contracts. Prior to that, she worked in the private industry technology sector for 12 years. The roles fulfilled through the years were Operations Manager, Project/Process Management, LEAN Facilitator, and she is a green belt in Six Sigma.

Dan Freeman Deputy District Director – Maintenance California DOT (Caltrans) Mr. Dan Freeman, Caltrans Deputy District Director for Maintenance, has supervised the work of over 1,000 employees responsible

for the maintenance, upkeep, restoration and maintenance design of the California State Highway System in Los Angeles and Ventura Counties since 2005. Mr. Freeman currently oversees the maintenance of 42 state freeways and highways in the two-county District. On average, over 100 million miles are traveled daily in District 7. Prior to assuming his present role in Maintenance, Freeman, a registered Civil Engineer, held positions at Caltrans as a Construction engineer with a background in bridge and structures construction; as an Office Chief in Highway Construction; and as a Traffic Operations Chief as the District Traffic Safety Engineer. Mr. Freeman graduated from San Jose State University with a degree in engineering. Some career highlights include: As Senior Bridge Engineer, he oversaw structures (bridge) construction of the I-105/I-110 Interchange project; he supervised construction of the 4,000-foot High Occupancy Vehicle (HOV), or carpool lane, connector at the SR-91/SR57 interchange; and he currently serves as Director of the Emergency Operations Center, overseeing the District’s emergency response efforts in Los Angeles and Ventura Counties.

Virginia Gomez Law Associate McKenna Long & Aldridge LLP Virginia is a government contracts and international law associate in the Los Angeles office. Ms. Gomez has experience with virtually aspects of federal procurement law, including contract disputes and claims, ethics and compliance, small business and other socioeconomic issues , False Claims Act (“FCA”) investigations, and export regulation. She also has significant experience representing individuals before the Department of Defense Office of Hearings and Appeals, who are applying for national security clearance. Ms. Gomez has represented large defense contractors in contract claims against the government at the Armed Services Board of Appeals (“ASBCA”), and has experience pursuing a range of recovery theories including inter alia contract changes/interpretation, differing site conditions, defective specifications, government interference, and governmentcaused delay.

Vicky Harper-Hall Aerospace Systems – Sector Manager Northrop Grumman Corporation


Vicky Harper-Hall manages the strategically important small business and socio-economic business programs for Northrop Grumman’s Aerospace Systems sector. In this position, she oversees all aspects of sector programs related to small, small disadvantaged, women-owned, historically underutilized, veteran-owned and service-disabled veteran-owned small business, and historically black colleges/universities and minority institutions programs. As part of helping ensure Northrop Grumman’s competitive position in the defense industry, Harper-Hall also guides the company’s work in surveying and assessing potential small business partners, and works to increase those partners’ participation in government and commercial contracts. Harper-Hall also provides guidance to small business liaison officers at Aerospace Systems sites, maintains U.S. government customer approval of the small business program and master subcontracting plan, and executes procedures to ensure compliance with federal, state and corporate laws that govern the administration of the programs. Harper-Hall’s diverse previous Northrop Grumman assignments include, serving as a proposal development manager, subcontracts manager, small business program manager, government relations representative, and small business liaison officer.

Dennis Hass Contracting Officer Los Angeles Air Force Base Mr Dennis Hass is the Civilian Leader, 61st Contracting Squadron, Space & Missile Systems Center, Los Angeles Air Force Base, California. The 61ST Contracting Squadron is responsible for providing operational contracting support for over 2,500 employees of 66 units supported by Los Angeles AFB. Mr Hass also serves as the Small Business Specialist for the 61st Air Base Wing and is a warranted Contracting Officer. Mr Hass has been assigned to the 61st Contracting Squadron since 1995. He retired from the United States Air Force in 1997 and returned to the Contracting Squadron in a civilian capacity. He was recognized as the Secretary of the Air Force Small Business Specialist (Part-Time) of the Year for 2007. Mr Hass has 33 years federal service in the Operational Contracting field. Mr Hass is a Level III Certified Acquisition Professional. Mr Hass is married to Carmen Abejuro of Cavite City, Philippines. They have two sons James and Jeremy and one daughter Christina.

Gladys Hurtado National Director, National Association of Small Business Contractors/Small Business Contractors’ Forum Gladys Hurtado has over 25 years of business experience with particular focus on marketing, procurement and business development initiatives for small to medium size businesses. She also spent 25 years in purchasing, procurement and quality control in large Fortune 500 companies such as Northrop Grumman as a Quality Assurance Analyst II and Raytheon as a Procurement Buyer where she developed her skills and gained considerable experience in management and procurement.

M. Leonard Manzanares Procurement Center Representative (PCR) U.S. Small Business Administration Wo r k s f o r t h e U . S . S m a l l B u s i n e s s Administration, since 1976, in the following Areas, Finance Division, Liquidation Division, Business Development Division, Minority Economic Development Division and now with Government Contracting as the Procurement Center Representative (PCR). Responsibility for over 28 Government Agencies Government to insure that Federal Agencies meet their Small Business SetAside Goals. Before coming to the Small Business Administration, worked for several banks in Texas and Colorado as a commercial loan officer, Besides SBA have worked for the Department of Defense in Colorado as a contract specialist. Has over 35+ years working for the Federal Government.

Dakeyah McFarlin Deputy for Small Business Marine Corps Installations West Graduated from the University of California Santa Barbara in June 2008 with a Bachelor or Arts in Political Science and was then accepted into the New College of California School of Law in San Francisco, CA where she studied Public Interest Law. Her vision was to advance human rights worldwide and serve as an advocate for underrepresented groups by stimulating public interest advocacy. After graduating from law school in 2001 she was selected to work as a Graduate Law Clerk for the San Diego County Public Defender’s Office. There, she litigated motions, conducted evidentiary hearings and worked along side senior level attorneys in case preparation for trial or disposition.

In 2004, she was selected by the Department of Navy’s Acquisition Intern Program to serve as an 1102 Contract Specialist Intern for the Military Sealift Command (MSC) in Washington, DC. There, she was involved in cradle to grave procurements in the areas of services, supplies and the MSC’s prepositioning program of selfsustaining ammo laden vessels. In 2007, after graduating from the Navy Acquisition intern program, she returned to San Diego, California where she was hired to work with the Naval Facilities Engineering Command (NAVFAC) at the ROICC Office aboard MCB, Camp Pendleton. In 2008, Ms. McFarlin was selected as the Deputy for Small Business to establish the Marine Corps Installations West Small Business Program.

Michelle Nolen Deputy, SPAWAR/PEO Small Business Program, Mentor Protégé Mgr/NMCI Liaison Space and Naval Warfare Systems Command, US Dept of the Navy Ms. Nolen joined SPAWAR System Command August 2004 and assumed responsibility for the NMCI Small Business Program and the Mentor Protégé Program. Additionally, she administers the Small Business Program to assure small, small disadvantaged, woman-owned, HUB Zone small business concerns, veteran-owned small businesses and Historically Black Colleges and Universities receive a fair proportion of the Center’s purchases. The robust Program entails training and outreach functions, as well as guidance to contractors and Center personnel on Program objectives and policy. The Small Business Office acts as liaison and ombudsman between the Center and the small business community. Prior to joining SPAWAR Systems Command, Michelle was a Contracting Officer with the Naval Facilities Engineering Command for over 20 years. Michelle holds a Masters in Management Organization and BA in Business Administration. She is a member of National Contract Management Association, Board member of the DoD Western Regional Council for Small Business Education and Advocacy. She is an active member of the San Diego Supplier Development Council, promoting small business awareness in the San Diego area.



Joe Ochab Small Business Advocate, Environmental Protection Agency Region 9 Joe Ochab has been working as a Management and Program Analyst for the U.S. Environmental Protection Agency since 1995 where he has provided liaison, environmental compliance, and procurement assistance services to small businesses within EPA’s Pacific Southwest Region (9). This EPA Region serves the states of Arizona, California, Nevada, and Hawaii, the Outer Pacific Islands, and Tribal Nations. As EPA Region 9’s Disadvantaged Business Enterprise Coordinator, Joe currently monitors efforts by the Agency’s grant recipients to reach out to and utilize minority-owned, women-owned and other disadvantaged-owned businesses when those grant recipients are buying supplies, equipment, construction, and other services for their EPA-funded projects. Joe is also the Region’s Small Business Advocate, promoting the use of small and disadvantaged businesses in EPA Region 9’s direct procurement activities as well as advising small firms on how to market their products and services to the Agency.

Richard Oliver Attorney McKenna Long & Aldridge LLP Richard Oliver is a government contracts lawyer with more than thirty years of experience representing clients dealing with a wide range of government contracts issues. In the course of his practice, he has represented clients at the Government Accountability Office, in state and federal courts, and before administrative boards of contract appeals. He has counseled clients, written professionally and lectured on the Federal Acquisition Regulation, bid protests, service contracts, debarment and suspension, voluntary disclosures, quality assurance, changes and claims, contract compliance, socioeconomic policies (such as those related to small business) and subcontractor-prime contractor disputes. He is an active member of the Professional Services Council, the National Contract Management Association, and the American Bar Association. Mr. Oliver has a dynamic bid protest practice, both in contesting agency contract award decisions and defending contracts awarded to his clients. He has challenged government award decisions involving numerous acquisition techniques, including reverse auctions, oral presentations and performance based contracting.

Natalie Orta Chief of the Economic Development Division, Los Angeles District Office U.S. Small Business Administration Natalie Orta is the Chief of the Economic Development Division at the Los Angeles District Office of the U.S. Small Business Administration where she has been employed for the last fourteen years. She is actively involved in outreach efforts targeting the small business population in Los Angeles, Ventura and Santa Barbara counties. She has organized and participated in business seminars sponsored by numerous civic and private organizations in both English and Spanish.

Ron Perry President and CEO of Teya Technologies LLC, 8a Certified Alaska Native Corporation President National 8(a) Association Ron Perry an Alaskan Native, is a nationally recognized expert in 8(a) and minority contracting to include; Mentor Protégé, JV, teaming, equity buyouts and national trends. With 20 years of federal business experience. Ron has years of experience navigating the ever continuing changes of government contracting to include; HUB Zone, Service Disabled Vet, and Women Owned. Ron is one of only two Natives Americans who has been the president/CEO of both an individually owned 8(a) company and the president of an Alaska Native Corporation. Ron is president of the National 8(a) Association (www.national8aassociation.org) and played an active role in the inception of this organization. The mission of the National 8a association is to educate and promote the 8(a) program, Service Disabled Vets, and all minority contractors. Furthermore, Ron is the past Chairman of the CIRI foundation (54 million endowment), an education endowment established in 1982 to promote the education and career development of Alaskan Native enrollees and their descendants through post-secondary educational scholarship and grant programs. Ron plays an active role in his local community as well as a past member of the city of Anchorage budget advisory commission, supporter of the Boys and Girls Club, the March of Dimes, and the local native arts.

Linda Ryan Deputy for Small Business NavFac SW

Linda Ryan is a San Diego native with 20 years experience in government contracting. Linda started her career in Long Beach, at Naval Supply Center, moved to Fleet and Industrial Supply Center (FISC) in 1990, then transferred to Naval Facilities Engineering Command Southwest (NFECSW) in 2001 as a Small Business Specialist. She was appointed as the Deputy For Small Business at NAVFAC SW in 2006. Her duties include participating in acquisition strategy planning and source selection boards, conducting small business training, and counseling small business firms about contracting opportunities and policies. She served as the 2006 and 2007 Chairperson of the DoD Western Regional Council for Small Business Education and Advocacy and was President of the San Diego Supplier Development Council in 2005. She has a Baccalaureate in Business Administration from National University.

Karl Rojc Director of Defense Services California Manufacturing Technology Consulting (CMTC) Karl Rojc is the Director of Defense Services at California Manufacturing Technology Consulting (CMTC). CMTC’s mission is to assist Southern California manufacturers to improve profits, stimulate growth, create and retain jobs and improve productivity. Serving both manufacturing clients and government customers, Mr. Rojc provides expertise in the areas of aerospace & defense, product design & development, manufacturing, business development and government contracting. Prior to joining CMTC, Mr. Rojc lead business development efforts and managed manufacturing engineering associated with advanced technology products. Mr. Rojc has also served in engineering positions including with General Dynamics, and Hughes Aircraft Company – Space and Communications Group. Mr. Rojc is a graduate of the University of Illinois, a Senior Member of the Society of Manufacturing Engineers, and holds a patent in the aerospace field.

Pamela meets with lead procurement officials on a regular basis to develop new acquisition strategies that will afford small businesses an opportunity to provide services in areas where there participation has been minimal. Pamela works tirelessly as an advocate to increase procurement opportunities for small, minority, veteran, service disabled and womanowned businesses in California, Arizona, Nevada and Hawaii. Her passion is to help bridge the gap between Federal Government and aspiring entrepreneurs. Pamela has been an instructor at local Procurement Technical Assistance Center (PTAC), where she teaches entrepreneurs how to become successful Government contractors. Grace Whitcomb Diversity Manager Southern California Edison Grace Whitcomb is the Diversity Manager with Southern California Edison, one of the nation’s largest investor-owned electric utilities, based in Rosemead, California. Grace works in the Supplier Diversity Program Division of the Equal Opportunity Department. Grace began her career with Edison in 1983. During her tenure with the company, she has worked as a stenographer, office supervisor, and served as the productivity improvement program administrator.

Patty Zenizo, President Preferred Bonding & Insurance Services Patricia Zenizo, President of Preferred Bonding & Insurance Services (PBIS) was educated at Pepperdine University where she earned a BA in Sociology and Social Work and a MPA

in Public Administration. Her background in social work brings an aspect of compassion and understanding for ambitious construction companies that need assistance in their growth development. Ms. Zenizo began her surety career at Aetna & Casualty Surety Company where she was trained as a Surety Bond Specialist, then became a Surety Underwriter for Hartford Accident and Indemnity Company. Later she joined the Los Angeles Metropolitan Authority as a Consultant Bond Specialist for minority and disadvantaged construction firms. Preferred Bonding & Insurance Services, Inc. was established in 1995 by Ms. Zenizo; she is the backbone of PBIS and is the final authority in departmental underwriting, administration and organization. The agency specializes in grooming contractors, who actively seek bonds, for presentation to the standard surety market, with a niche in obtaining bonds for minority, veteran, and 8a firms; they do this by nurturing and guiding their clients through the bond process.
