Purpose Develop America's Airmen Today ... for Tomorrow

• On February 17, the Congress passed the American Recovery and Reinvestment Act. • The purpose of the Act is to stimulate the U.S. economy while enhancing our national security • U.S. jobs are created and preserved when funds are spent on U.S. military installations to build new facilities, repair aging facilities, or bring buildings up to date with the most modern energy efficiency standards

• As stated on www.recovery.gov, the purpose of the Recovery Act is to create and save jobs, jumpstart our economy, and build the foundation for long-term economic growth. In order to fulfill these objectives, the Department intends to execute Defense-related funds as quickly as possible

Small Business Develop America's Airmen Today ... for Tomorrow

• Small Business • The Department is committed to maximizing small business opportunities within DoD acquisitions and recognizes that small businesses play a critical role in stimulating economic growth and creating jobs, which is one of the primary goals of the Recovery Act. • The Department adheres to the Federal Acquisition Regulations Part 19, Small Business Programs, which allows agencies to make awards both competitively and noncompetitively to various types of small businesses. 10

• The use of these socio-economic programs enable contracting activities to maximize small business participation in federal contracting • The Department will make every effort to provide maximum practicable opportunities for small businesses to compete for agency contracts and to participate as subcontractors in contracts that are awarded using Recovery Act funds • DoD contracting activities will work with their small business offices and coordinate with the Department's Office of Small Business Programs to maximize small business opportunities that use Recovery Act funds

• Providing maximum practicable opportunities for small businesses. Small businesses play a critical role in stimulating economic growth and creating jobs. Because support of small businesses furthers the economic growth and job creation purposes of the Recovery Act, agencies should support projects that provide maximum practicable opportunities for small businesses.

• In the sphere of government contracting, agencies should provide maximum opportunities for small businesses to compete and participate as prime and subcontractors in contracts awarded by agencies, while ensuring that the government procures services at fair market prices. • Accordingly, agencies are strongly encouraged to take advantage of authorized small business contracting programs to create opportunities for small businesses. Agencies’ Offices of Small Disadvantaged Business Utilization and SBA’s District Offices can assist with market research to help identify qualified and capable small business sources, both at the national and local level, including small businesses that may be able to respond quickly to solicitations and otherwise get their firms contract-ready 15

• Obtain maximum practicable competition; • Maximize opportunities for small businesses to compete for agency contracts and to participate as subcontractors; • Use supplies and services provided by nonprofit agencies employing people who are blind or severely disabled as provided in FAR Subpart 8.7;

• Civil Engineering developed list of projects based on execution from the Automated Civil Engineering system (ACES) • List was prioritized based on projects ready for execution • Bases given authority to advertise and negotiate projects • Guidance being provided was incomplete • AETC had over $70M ready to award when money was issued

• Funding received 31 Mar 09 • Upon receipt of funding money was issued to bases for award of projects • If project was not ready for award, money was held at HQ until ready • HQ monitored project award through obligation of funding • Bases could not exceed funding originally estimated • Only one SRM project went to COE 21
