U.S. Army Brief HISTORY: The Small Business Program was established under the Small Business Act of 1953 (Public Laws 83-163 and 85-536) to implement a government-wide policy of providing counseling and assistance to small business and small disadvantaged business concerns and ensure that a fair proportion of total Government purchases are placed with these entities at both the prime and subcontract levels.
the face of America’s economy. WOSBs are increasing in number, industry categories, and earning power. As WOSBs expand their capabilities, they also increase their ability to meet the needs of the War Fighter with creative, capable, and competitive proposals. The primary vision of the Army WOSB Program is to encourage full participation of WOSBs in the Army acquisition process.
Public Law (PL) 100-533 amended the Small Business Act in 1988 that established the WOSB program. However, this PL did not establish a preference program for WOSBs. The Federal Acquisition Streamlining Act (FASA) of 1994 established the Government-wide goal for participation by womenowned small businesses at 5 percent of the total value of all prime contract and subcontract awards for each fiscal year. The Act also established the requirement for prime contractors to submit separate women-owned small business goals in their subcontracting plans.

THE DEPARTMENT OF THE ARMY WOSB PROGRAM: We are committed to expanding opportunities for Women-Owned Small Businesses (WOSBs) to compete in the Defense marketplace. Women are changing

To facilitate, preserve, and strengthen full participation for WOSB in Army acquisition programs. To promote efforts to achieve the government-wide five percent goal for prime and subcontract awards to WOSB. To support the growth of WOSB through outreach and technical assistance.
STATISTICS: The Army’s prime contract awards to women-owned small businesses represent approximately 38% of the overall awards that the Department of Defense made to this important part of the American economy. The Army is the first agency to award 3.7 percent ($2.6 billion) of total Army contracts to WOSBs. Preliminary data for FY 2006 shows that the Army increased dollars awarded to WOSBs by $91M from FY 2005 to FY 2006. The Army is the leading agency within the Department of Defense (DoD) for total prime contracting dollars awarded to WOSBs.

Speaker Biographies Ms. Kathlyn Adams Seay President and CEO Ross Technologies, Inc. Kathlyn “Kathy” Adams was born in Baltimore, Maryland. While attending Carver Vocational-Technical High School, at the age of 16, Kathy was chosen to take part in a select group of Carver students that NSA was testing for possible future employment. Twenty four months later, she was entrusted with her security clearance credentials. By the time she graduated from high school, she received full-time job of fers from both NSA and the Baltimore City school system. She made the choice that laid the foundation of her career today—she chose NSA. She attained a B.S. in Computer Science and Information Systems from the University of Maryland. Kathy worked at NSA for 7 years prior to becoming a contract employee working for corporations such as GE Aerospace, Computer Science Corporation and TRW. It was in 1987 that some of her NSA mentors gave her the courage to leave the NSA environment. By 1997 she had reached executive level positions running the Information Technology Services Division of a corporation who she now competes with. By 2001, she found herself in the most challenging role thus far--President and CEO of her own company, Ross Technologies Inc. named after her son, Ross. Mr. Anthony Bell Associate Director for Small Business US Army Corps of Engineers Anthony (Tony) Bell is the Chief of Small Business Programs at the US Army Corps of Engineers (USACE). The mission of USACE is to provide engineering services to the nation for planning, designing, building and operating water
resources and other civil works projects; designing and managing the construction of military facilities for the Army and Air Force and providing design and construction management support for other Defense and federal agencies. Tony is responsible for managing the USACE small business program to ensure that small businesses are provided maximum practicable opportunities to participate as prime contractors or subcontractors. Prior joining USACE, Tony was the Program Manager for the Small and Disadvantaged Business Utilization Of fice at the Transportation Security Administration (TSA). Tony was named the 2006 Small Business Advocated of the Year by UIDA Business Services. UIDA is a Native American organization dedicated to the economic advancement of Native American Indians. Ms. Madhu Beriwal President and CEO IEM, Inc. IEM President and CEO Madhu Beriwal is widely recognized and respected for her expertise in emergency management, homeland security, and homeland defense. She founded IEM, her Louisiana-based consulting company, in 1985. Today, approximately 300 IEM professionals in eight offices nationwide provide technical and analytical services to the DoD and DHS, as well as emergency management, homeland security, and other agencies in 40 states. Ms. Beriwal is a former member of the Defense Science Board’s Task Force for Intelligence-Gathering on Terrorism, and was the invited facilitator for the DoD’s Chemical and Biological Modeling and Simulation Futures Workshop, which examined strategic defense issues. She’s also lectured at the prestigious Homeland Security Executive Leadership Program at the Naval Postgraduate School’s Center for Homeland Defense and Security in Monterey, California.

Ms. Beriwal holds a Master’s degree in Urban Planning (Transportation and Land Use) and a Bachelor’s degree in Geography and Economics. Lieutenant Colonel (LTC) James A. Blanco Assistant to the Director Office of Small and Disadvantaged Business Utilization Secretary of the Army LTC James A. Blanco serves as the Assistant to the Director, for the Office of Small Business Programs (OSBP) at the Pentagon. OSBP is the Army's single point of contact for small business outreach, policy and acquisition integration. LTC Blanco began his Army career in Berlin, Germany where he served as Platoon Leader and Executive Officer for Headquarters and Service Company, Field Station Berlin. After departing Berlin, he was selected to command Headquarters Company, 20th Corps Materiel Management Center (CMMC) at Ft. Lewis, WA. . In 1994, he was assigned to the Training With Industry Program (TWI) with Super Valu Inc. located in Minneapolis, Minn. His TWI utilization assignment was with the Army Center of ExcellenceSubsistence (ACES) at Ft. Lee, Va. where he was advisor to Defense Supply Center, Philadelphia (DSCP) on Army implementation policy and commercial practices. In 1998, LTC Blanco was selected for Advanced Civil Schooling (ACS) earning a Masters of Science in Commercialization and Technology Transfer from the University of Texas (UT) at Austin. Upon graduation from UT, he was assigned to US Army Contracting Command Europe in Wiesbaden, Germany and participated on a variety of contingency operations throughout Eastern Europe and Asia. His military education includes the Quartermaster Officer Basic and Advanced Courses and the Army Command and General Staf f College. He is also Level III Certified in

LTC Blanco was selected as the 2000 Secretary of the Army Outstanding Military Contracting Officer. Honorable Claude M. Bolton, Jr. The Assistant Secretary of the Army Acquisition, Logistics and Technology and Army Acquisition Executive The Honorable Claude M. Bolton, Jr. became the Assistant Secretary of the Army (Acquisition, Logistics and Technology) in January 2002. He serves as the Army Acquisition Executive, Senior Procurement Executive, and Science Advisor to the Secretary of the Army. Mr. Bolton is the Army’s senior research and development official, and has principal responsibility for all logistics matters. He oversees the Elimination of Chemical W eapons Program, and has oversight and executive authority for the Project and Contracting Office charged with Iraq reconstruction. A veteran of more than thirty years of distinguished service, Mr. Bolton retired as a major General in the U.S. Air Force. He hold a Bachelor’s in electrical engineering from the University of Nebraska; a Master’s in management from Troy State University; and a Master ’s in national security and strategic studies from the Naval War College. He also holds a Doctor of Science (Honoris Causa) from England’s Cranfield University Lieutenant General (LTG) James Campbell Director of the Army Staff U.S. Army
the Army Staff where he manages the Army’s day-today business in the conduct of long-range planning, resource determination and allocation, the development of Army-wide objectives, the formulation of broad policy guidance, and the supervision and control of Department of the Army activities. LTG Campbell works directly for the Secretary and Chief of Staff of the Army. LTG Campbell has led and commanded Soldiers at every level of the Army. He has taken part in virtually every military action this country has experienced in the past 15 years. Prior to assuming his current duty, LTG Campbell was Commander of the U.S. Army, Pacific, where he was responsible for the training and readiness of over 25,000 soldiers based in Hawaii, Alaska, and Japan. Ms. Jovita Carranza Deputy Administration Small Business Administration Jovita Carranza was sworn in Dec. 15, 2006, as Deputy Administrator of the U.S. Small Business Administration. President George W. Bush nominated her for the post and she was confirmed by unanimous consent by the U.S. Senate on Dec. 9, 2006. As Deputy Administrator, Carranza serves as second in command to Administrator Steven C. Preston. She helps to manage an agency with more than 80 field offices across the country and a portfolio of direct and guaranteed business loans, venture capital investments and disaster loans worth almost $80 billion. Carranza currently leads key operational improvement initiatives and projects designed to improve customer response. For her outstanding accomplishments throughout her career, Hispanic Business magazine named her Woman of the Year in 2004. A native of Chicago, Carranza earned her MBA from the University of Miami (FL).

Army Materiel Command Selected for his current position as Associate Director in April 2003, Scott is responsible for the overall management of AMC’s command-wide multi-billion dollar Small Business Program. He leads a team of dedicated professionals who optimize small business contracting opportunities in fulfilling AMC’s mission to support America’s Warfighters. Prior assignments include contracting and acquisition positions with headquarters AMC, the Army Troop Support Command, the Army Intelligence and Security Command, the Office of the Assistant Secretary of the Army for Research, Development and Acquisition and Project Manager-Soldier. Scott holds an MBA from Webster University, St. Louis, MO, and an undergraduate degree in Finance & Management from the University of South Carolina. He is a graduate of the Army Management Staff College and is level III certified in Contracting and Program Management. In 2006, Scott received the Secretary of the Army Small Business Utilization Award and DoD’s Outstanding Small Business Specialist Award. Ms. Sarah Finnicum Director of Supply and Logistics U.S. Army, G-4 Mrs. Sarah H. Finnicum, assumed duties as the Senior Executive Service Director of Supply and Maintenance, Headquarters, Department of the Army, on 16 January 2007. She is a Department of the Army Civilian with over 25 years of Federal Service. She completed the formal training portion
of the AMC Supply Management Intern Program in June 1979 and transferred to the Electronics Materiel Readiness Activity at Vint Hill Farm Station. She served as an item manager during this period before transferring to the Depot System Command in April 1981 serving in a variety of positions-LOGMARS project Officer, inventory Management officer, and distribution facilities specialist. In November 2002, Mrs. Finnicum became the Assistant G-4 for USAREUR. As the Deputy G-4 for HQUSAREUR, supervised and managed a multidisciplined staff to support all Army logistics operations and activities within the 94 countries of the European Command footprint. Primary responsibilities included supervising the development of plans and policies that would ensure the levels of materiel readiness necessary to successfully support the GWOT. Additionally, managed command logistics implementing procedures to ensure ef fective execution to standard and ef ficient execution within resource allocations. Developed overarching plans of action and milestones to support the commander's strategic objectives for supporting expeditionary forces and achieving long term theater sustainment. Actively engaged with EUCOM, ARNG, USAR, DLA, AMC, and HQDA to lead the transformation of CSS in Europe. Ensured logistics resource requirements, such as, transportation of soldiers, equipment, and supplies; reset of OIF/OEF equipment; maintenance of Left Behind Equipment, etc. were identified, validated and programmed. Developed logistics strategy to support OIF/OEF deployments and redeployments of all USAREUR units and deployment and redeployment of Army National Guard units to Bosnia and Kosovo. Pinson Director, Office of Small Business Programs U.S. Army Ms. Tracey L. Pinson became the Director for Small and Disadvantaged Business Utilization, Office, Secretary of the Army in May 1995. Ms. Pinson advises the Secretary of the Army and the Army Staff on all small business procurement issues and is responsible for the implementation of the Federal acquisition programs designed to assist small businesses, including small disadvantaged businesses and women-owned businesses. She is responsible for the management of the Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) program, and develops policies and initiatives to enhance their participation in Army funded programs. She started her acquisition career as a GS-1102 intern at USACCE Stuttgart in 1989. After graduating from the intern program, she served in various contracting commands as a Contracting Officer with unlimited warrant authority in the United States, Germany, and Korea. In 1999, she returned to Germany, and served on the PARC’s Procurement Management Review Team traveling to dangerous war-torn places like Kosovo, Bosnia, Tuzla, and Sarajevo. Executive Director U.S. Army Installation Management Command Mr. Philip E. Sakowitz Jr., is Executive Director of the U.S. Army Installation Management Command. As the “City Manager” for TRADOC, he was responsible for installation management doctrine, policies, resources, standards and programs. Mr. Sakowitz managed 15 major installations and oversaw mission support to include logistics; engineering; morale, welfare and recreation; military and civilian personnel; provost marshal operations; safety, fire protection and environment; contracting; base realignment and closure; and equal opportunity. He managed a MACOM headquarters staff of 300+ personnel and provided management oversight of: $1.57 billion annual budget; 50+ thousand military and civilians; 2 million acres of land; 160 million square feet of facilities worth $30 billion; $1+ billion contract support and daily base support for 150+ thousand students, active duty, reserves, civilians, and retirees. Mr. Sakowitz has also served as the Assistant Deputy Chief of Staff for Personnel and Installation Management, U.S. Army Forces Command (FORSCOM), Fort McPherson, Georgia, where he was responsible for individual and unit personnel readiness, mobilization planning and support, oversight of a $1.3 billion BASOPS budget and management of base support for DOD’s largest major command composed of over 800 thousand soldiers and 30 thousand civilians. Ms. Stephanie Tubbs Jones U.S. Congresswoman Congresswoman Stephanie Tubbs Jones, now serving in her fifth term, is the first African-American woman elected to the United States House of Representatives from Ohio. Prior to being elected to Congress, Rep. Jones served as the Cuyahoga County Prosecutor in Ohio. She also served as a Common Pleas and Municipal Court Judge. She obtained her Bachelor's degree in Sociology and Juris Doctorate from Case Western Reserve University. He is a registered professional engineer in the state of Virginia as well as a graduate of the Department of Army, Engineer and Scientist Executive Development Program. Congresswoman Nydia M. Velázquez Chairwoman, House Small Business Committee As the first Puerto Rican woman elected to the U.S. House of Representatives in 1992, Congresswoman Velázquez made history again in 2006 when she became the first Hispanic woman to serve as Chair of a full committee in the history of Congress. In her position as Chair , Congresswoman Velázquez oversees the Small Business Administration (SBA), the federal agency tasked with supporting this nation’s entrepreneurial sector – and its $200 billion dollar loan, contracting and assistance programs. In addition, she has oversight of all of the federal agencies’ regulatory and paperwork requirements which impact small firms, and any federal policies that affect small business. In the area of access to capital, she has been a strong champion for SBA’s lending programs and for ensuring that adequate funding is available for these programs. For the past two years in a row, Congresswoman Velazquez successfully passed a bipartisan amendment to restore funding for the agency’s flagship program, 7(a), at the previous years level, in an attempt to reduce the fees on the program. Congresswoman Velázquez has become a leader in fighting to ensure that small businesses receive their fair share of the $300 billion federal
U.S. Army Day Women-Owned Small Business Conference 2007 National Small Business Federal Contracting Week marketplace. She initiated the annual Scorecard report, the first comprehensive study of its kind, which evaluates 22 federal agencies, now accounting for more than 99 percent of procurement dollars, on their mandated small business contracting goals. In order to address the lack of contracting opportunity reaching women business owners, Congresswoman Velázquez created the women’s procurement program, which would restrict competition to women entrepreneurs for federal contracts. The initiative would help the federal government to meet the 5 percent women owned contracting goal – a goal which the federal government has yet to reach. The initiative was signed into law in 2001 by President Clinton – however, the SBA has yet to implement the initiative, costing women business owners $25 billion in lost contracting opportunity.

Ms. Terry Williams Editor U.S. Women’s Business Journal Terry Williams has a broad background of community and business leadership experience. She began her professional career as an orchestra conductor. Her conducting experience includes, Music Director of The Nouveau West Chamber Orchestra and Musical Theater of Arizona; Guest Conductor of The Phoenix Symphony; and Conductor of Orquesta Mexicana de la Juventud (Mexico City, Mexico). In her early thirties, Ms. Williams found that she was very drawn to the business world and became a successful business owner gaining experience in retail, B2B and government contracting. In 2001 she (along with Margot Dorfman) founded the U.S. Women’s Chamber of Commerce. During her work of the USWCC, she traveled the U.S. talking with small business owners about their business growth challenges and found that there is a need for a strong focus on assisting small businesses in procurement market sales. With the launch of the National Small Business Federal Procurement Summit in April 2004, she announced the launch of the National Procurement Council - the national trade association for small businesses active in procurement markets. Ms. Williams served as NPC’s first president. Ms. Williams is a recipient of the prestigious Governor’s Award from the State of Arizona and a New Times - “Best of Phoenix” award for her community contributions. Terry holds a master’s degree from Northwestern University and a bachelor’s degree from Arizona State University where she was a Board of Regents Academic Scholar.

Department of Agriculture's (USDA) Office of Small and Disadvantaged Business Utilization. She is an advocate for small businesses in USDA and monitors her Department's progress in meeting its small business goals. Ms. Cohen assists small, small disadvantaged and women-owned firms in gaining access to USDA's procurement network. Linda Wright Department of the Navy, Naval Facilities Engineering Command Associate Director for Small and Disadvantaged Business Utilization Linda Wright is the Associate Director for Small and Disadvantaged Business Utilization, Department of the Navy, Naval Facilities Engineering Command. Ms Wright is responsible for the direction of the SADBU Program, providing leadership for more than seventy small business offices located in the NAVFAC field offices throughout the United States and Guam. Under Ms Wright's leadership the Command won the Secretary of the Navy Cup for the FY03 and FY05 Outstanding Small Business Program, the Small Business Administration FY03 Outstanding Federal Agency Goaling Award, and the 1995 NISH Outstanding Government Agency Award. Before coming to this position, Ms Wright was the Contracts Advisor to the Commander, Pacific Division, Naval Facilities Engineering Command and also served as the Director of the Pacific Division Contracts Department for five years. Ms Wright started her procurement career in the SECNAV Intern program in 1974, and has served in a variety of senior acquisition positions at various Navy and Army Commands. The Department of Army Office of Small Business Programs is dedicated to assisting to Women-Owned Small Businesses (WOSBs) in doing business with Army, by providing education, training, comma and networking opportunities. Our mission is to ensure that every small business that wants to do business with the Army has the necessary knowledge about the program and tools to participate successfully as either a prime contractor or a subcontractor.
Our Accomplishments The Army is the leading agency within the Department of Defense (DoD) for awarding prime contracting dollars to WOSBs. In Fiscal Year 2005, WOSBs received $2.6B (3.7%) of the total awards made to U.S. business firms.
