records, and other legal documents up to date, and ensures that they conform to national standards. Besides coordinating with other county governments, county officials also worked in cooperation with federal agencies. For instance, on 11 March 1963 National Park Service official James Edan again met with the commission to discuss jurisdiction of roads within the Department of the Interior Glen Canyon withdrawal area in Kane County. Commissioner William J. Smirl asked for the cooperation of the park service in opening up the area and developing future roads that he thought would be necessary.53 During the 1960s, county officials increasingly appealed to state government leaders to give more support to economic development of southern Utah. On 10 March 1969, Kane County Commissioner H. Bernell Lewis read a resolution drafted by the body to the Utah Senate and House of Representatives "setting forth the lack of economic development in Kane County and the many things that could be done to start and stimulate this development." 54 Also in 1969, the Kane County Commssion began development of a comprehensive master plan. By April, detailed maps had been made of each of the county's cities and towns. The commissioners were being assisted by Planning Research Associates, Kendell Brinkerhoff of the Farm H o m e Administration, the Kane County Planning and Zoning Commission, and John C. Willie, a planning consultant who had been hired to review the comprehensive sewer and water plans as part of a $4,500 study funded by the Farm Home Administration. 55 The county commission held a series of public meetings while developing its plan for the county to promote the value of a master plan, to discuss growth potential in the county, and the value of the plan regarding proposed development. A meeting held 30 April 1970 at the Kanab BLM office included representatives from several local governmental agencies, businessmen, mayors of nearby towns, and state representatives. The meeting was held after the initial introduction of a draft of the Kane County master plan, to see if it matched the objectives of federal agencies involved in the management of county lands. A particular focus was the Kaiparowits Plateau power project, and the minutes of the meeting illustrate how complicated
