• burning of weed growth along ditch banks, incident to clearing these ditches for irrigation purposes; • controlled heating of orchards or other crops to lessen the chances of their being frozen so long as the emissions from this heating do not violate minimum standards set by the board; and • controlled burning of not more than two structures per year by an organized and operating fire department for the purpose of training fire service personnel when the United
States Weather Service clearing index is above 500.
AIR CONSERVATION REGULATIONS The Air Quality Committee has adopted rule R307 to deal with all aspects of air quality and pollution. R307 addresses all aspects of air quality and air pollution. Portions of R307 are applicable to the issuance of burning permits. These sections are included in the Rules section of this manual. SMOKE MANAGEMENT
The Utah Smoke Management Plan (SMP) identifies the responsibilities of the Utah Division of Air Quality (DAQ) and federal, and state land managers to coordinate procedures that mitigate the impacts of prescribed fire and wildland fire used for resource benefits on public health, public safety and visibility. This plan is designed to meet the requirements of Title R307, Utah’s air quality rules, and the policies of the U.S. Environmental Protection Agency’s interim air quality policy on Wildland and Prescribed Fires (Interim Policy). The SMP for prescribed fire and wildland fire has been developed by the DAQ, federal land management agencies and the Division. The purpose of this plan is to allow for the use of management ignited fire consistent with public health and safety, air quality, and interstate airshed commitments. The intent is to limit smoke emission impacts on the public through timing and coordination. The specific requirements of the SMP will evolve with time to insure the objectives of the plan are met. Prescribed Fire Plans developed by the Division will meet the requirements of this plan.
The SMP applies to prescribed fire use by land managers and also landowners who use prescribed fire on lands where the Department of Natural Resources (DNR) provides fire protection during the June-October fire season. Landowners who use prescribed fire that covers less than 20 acres must obtain a permit through FFSL. The plan does not apply to agricultural outdoor burning and open burning as defined by Utah Code 19-2-114.
