OUR MISSION United Way of Racine County improves lives and creates lasting community change in partnership with others.
MESSAGE FROM LEADERSHIP We are proud to share highlights from the past year in the work of United Way of Racine County. As this report demonstrates, our efforts improve lives, impact our community and create opportunities for a better life for all. Everyone can take part in building a better Racine County and in 2011, our donors and volunteers took action. The $5.25 million raised in our annual campaign, led by Christopher Ruud, is the highest in the history of United Way of Racine County. We are inspired and encouraged by the generosity of our donors and volunteers. Together, we are making change happen. In collaboration with many different partners, we were able to make progress in the areas of education, income and health - the building blocks for a good life. United Way supported numerous programs that enrich the lives of youth and adults. We will continue to develop measurable solutions to our county’s most pressing problems, while we also maintain a viable safety net for low-income individuals and families in crisis. EDUCATION To ensure children succeed in school, United Way of Racine County funds programs that improve academic performance, from preschool through graduation. In addition to providing more than 6,500 children with safe, structured afterschool programming three or more hours per week (the amount of engagement proven to improve school achievement), the following outcomes were met: 198 preschoolers increase social and cognitive skills.

397 children demonstrate increased skills in reading and math. 14 teen mothers are on track with their own education. 349 students develop improved attitudes and study skills. 566 children demonstrate improved coping skills and social functioning. 168 children developed leadership skills through service learning activities. The Success by 6 Investment SUCCESS BY 6 Committee, a decision-making body of United Way of Racine County, has initiated the development of a public awareness campaign with the tagline of “Learning Starts Here.” The campaign will increase community awareness on the role of parents/ caregivers, the importance of early childhood development and being engaged in positive ways in the lives of young children from birth to age six.
Reading proficiency continues to be a concern with Racine Unified students lagging behind the state average, although in other parts of the county, third graders perform at higher levels. Public high school graduation rates mirror the reading picture with Racine Unified four-year graduation rate at 67 percent and Burlington, Union Grove and Waterford all above 89 percent.
The Caring for Kids Investment Committee sponsored the start-up of Schools of Hope Racine, a United Way-led initiative in partnership with Racine Unified School District, local businesses and other concerned community members, to provide young children with tutors on a regular basis that will increase reading achievement in the early grades, a key element of academic success leading to productive adulthood.

ANNUAL INVESTMENTS INCOME During the past six years, United Way has continued to increase its support of programs that help individuals gain skills for living wage employment. In 2011, about 500 adults developed new skills and more than 1,000 adults obtained and maintained stable employment, including the 42 families served by the financial stability initiative, Advancing Family Assets. Many of the programs funded by United Way to address special needs and mental health issues now include the employability component as well as skills for asset management. Addressing emergency and immediate needs of low-income individuals and families has been a long-term commitment for United Way. In 2011, more than 2,000 individuals accessed needed resources and benefits such as shelter or clothing, with 125 receiving housing vouchers. American Red Cross received $10,000 in reimbursements for providing disaster relief to Racine County residents needing emergency support.
A good income means earning enough to sustain self and family through retirement. In 2011, Racine County continued to experience challenges with county-wide unemployment estimates at 8.2 percent for November, ranking as the 20th highest unemployment rate among the 72 Wisconsin counties. The November unemployment rate for the city of Racine was estimated at 11.8 percent, making Racine the Wisconsin city with the highest unemployment rate.
United Way of Racine County supports IMPACT 2-1-1 which connects people who need resources to the right agencies or organizations through the online resource database or by dialing 2-1-1 for assistance with basic needs; income maintenance programs, such as public health insurance benefits; substance abuse and mental health issues; education and employment; family and parenting concerns; financial issues, such as foreclosure, concerns and difficulty with paying utility bills; need for www.impactinc.org counseling and supportive services; legal assistance and eviction issues; aging and disability concerns, and more. Good health can improve success rates in school and in the workplace. Community health concerns include prenatal care, low birth weight babies, blood lead levels in children, alcohol and drug use, crime, and abuse. Rates of infant mortality, teen pregnancy, and juvenile and adult crime have decreased in recent years, along with risky behaviors (smoking, drinking, etc.) as reported by youth. However, rates of elder abuse and cases of sexually transmitted infections seem to be trending up for Racine County.
HEALTH United Way funds programs that work to ensure children are born healthy, stay healthy and grow up in safe, nurturing environments. As a result, about 400 adults increased knowledge of early childhood development and positive parenting. Child outcomes around health and safety include: 155 children demonstrate healthy development based on ASQ screenings. 4,320 students demonstrate positive refusal skills against risky behaviors. More than 6,800 children learn skills to avoid abusive situations. United Way also funded programs for low-income families, senior citizen or those with developmental disabilities or mental illness to improve quality of life for adults with the following outcomes: More than 2,300 low-income individuals obtain needed health care. 55,000 clients receive food referrals for food pantries and meal programs. 2,155 adults report less stress and better daily functioning.
United Way serves as fiscal agent and funding partner for the Racine County Family Resource Center Network, funded chiefly by Children’s Trust Fund, in partnership with Children’s Service Society of Wisconsin, Racine County Human Services Department, and Next Generation Now. Network Provider meetings for direct service providers who currently work with families with children prenatal to age three and families facing multiple risk factors within Racine County provide opportunities to share resources and effectively coordinate services to families at risk for child abuse and neglect. This project also supports a home visitor and the Community Response Program which works to strengthen families with referred, but not substantiated, incidents of child abuse or neglect.

Challenge 2. Stronger, more financially stable families
“Higher Expections,” Racine County Workforce Development 10-Year Plan
By 2020, Advancing Family Assets will have measurably increased the financial and family stability of at least 500 families in Racine County, achieving a variety of positive outcomes within the families leading to increases in the number of reliable and productive workers, ultimately reducing poverty in Racine County.
Income Highlights 75% of AFA adults are employed. 77% of families follow their monthly budgets. 73% of families improve their debt situation by paying off old debt and not gaining new “bad” debt. 90% of families are “banked.” Nine families moved to safer, more affordable residences.

Advancing Family Assets supports families through an intensive coaching approach by working to build skills and change behaviors in the areas of income, education and health while helping all family members focus on their best possible futures: adults get better jobs, families manage their money better, young children engage in preschool experiences and are prepared to succeed in kindergarten, school age children do better in school and participate in afterschool activities, family members develop healthy relationships and all members of the family practice healthy lifestyles. These conditions and behaviors give families the best chance for success. Advancing Family Assets ensures the provision of high-quality coaching services with Individual Success Plans, jointly developed with AFA family members, that address the whole person/family across life domains and systems related to income, education and health. Since 2009, when AFA first began delivering services to families, 69 families have worked to make improvements in their lives. During the second year of program implementation, 42 families participated at least three months. Retention of program participants has increased since the first year of implementation. Currently, almost all AFA families reside in the City of Racine, with two families living in Union Grove. Education Highlights 60% of AFA preschoolers are school-ready (ASQ results).
Health Highlights 70% of young children are on track for healthy development.
73% of children/youth are engaged in afterschool programs.
80% of families are pursuing healthy physical activity, i.e. YMCA memberships.
49 AFA participants attended AFA’s Back-to School Family event for school supplies. 16 AFA adults are improving employability with additional training or education.
All household living conditions meet basic safety standards. All family members remain drugfree with no referrals to in/out patient treatment.

FamilyWize provides free prescription discount cards. In 2011, residents in Racine County saved $110,768! On average, people in our community saved $20 per prescription. For more information, please visit www.unitedwayracine.org/familywize
United Way, with support from the Runzheimer Foundation, brought Dolly Parton’s Imagination Library to western Racine County in 2009. Locally, approximately 550 children have participated in the program, with more than 400 children currently receiving free books. “My child is so excited for her book to come each month and loves that it is addressed to her. United Way manages the Racine County Afterschool website in an effort to connect students, parents and other youth-focused professionals with afterschool programs. In 2011, United Way worked to update the site to include listings of programs west of I-94 and easier navigation. www.unitedwayracine.org/afterschool
In October 2011, United Way unveiled a dramatically redesigned website. The new site is more interactive, easier to navigate and wrapped in a contemporary package. The URL is the same www.unitedwayracine.org
Through grant making and community service, Youth As Resources (YAR) empowers young people to make a positive difference in their communities. YAR funds youth-designed, youthimplemented community service projects that address specific needs or problems in Racine County. See more information on YAR at www.unitedwayracine.org/youth-as-resources. Youth As Resources had four grant deadlines during 2011 and funded six projects totaling $4,493. Since 1996, YAR has awarded $252,155 for 382 community service projects that address a variety of local needs.

2011 CAMPAIGN A record-breaking year Thanks to the support of hundreds of companies, organizations and an estimated 10,000 individuals, a record-breaking total of $5,250,000 was raised during this year’s United Way campaign efforts throughout Racine County. Christopher Ruud, president of Ruud Lighting, led this year’s campaign with the help of more than 20 community leaders in his Campaign Cabinet and ten Loaned Employees. In addition, hundreds of people volunteered within their individual workplace campaigns. Highlights: SC Johnson & Son remains the largest contributor, raising an outstanding $1.6 million among employees and a corporate match. At Andis, more than 20 employees volunteered to get a Mohawk haircut along with company president Matt Andis if they reached their 2011 company-wide goal. Andis not only met that goal, but exceeded their past year’s total by 22 percent. They have increased their campaign by 200 percent in the last four years.

CNH achieved results 20 percent ($120,000) higher than last year as a result of engaging leadership from across the divisions and locations and doing a multitude of successful special events. Special fundraising efforts in support of the expansion of United Way’s community impact initiative, Advancing Family Assets, resulted in significant contributions from key community leaders, above and beyond their regular workplace campaign commitments, due to their particular interests in employment and financial stability of low-wage working families. In addition to CNH, a number of companies achieved unprecedented growth: Educators Credit Union was up 40 percent, Ruud Lighting was up 30 percent, Runzheimer was up 40 percent, JK Management was up 22 percent and Putzmeister was up 54 percent, just to acknowledge a few.

Western Racine County Campaign Being United Way of Racine County means that companies and individuals from across the entire county get involved with United Way. Since 2009, United Way has maintained a satellite office in western Racine County. The office at 615 North Pine Street in Burlington provides residents with additional access to United Way resources and helps to strengthen partnerships with the local community. The Western Racine County ACTION Committee was formed in the summer of 2011 and consists of individuals who live and/or work in Burlington, Union Grove, Waterford, and the surrounding communities. The group focuses its efforts on strengthening relationships with local partners, raising awareness and promoting efforts of United Way west of I-94. In 2011, the committee planned and participated in several events, such as: United Way Awareness Day - Events were held at Burlington High School, Catholic Central High School, Union Grove High School, and Waterford High School during varsity football games. Cheerleaders tossed LIVE UNITED t-shirts into the crowds and the Union Grove and Catholic Central dance teams performed during halftime wearing the LIVE UNITED shirt!

Super Saturday - United Way hosted a free bouncy house for children in downtown Union Grove and distributed literature about Imagination Library. More than 30 children registered for the program during the event. Grove Gear employees volunteered their time to help for the second year in a row. Spooky City - United Way helped to organize the children’s Halloween costume parade and emcee the Magic Show held at the Plaza Theater in Burlington. LIVE UNITED balloons and temporary tattoos were seen everywhere, with 50 lucky kids taking home a LIVE UNITED t-shirt! Waterford Fall Festival - Seventeen more preschool children joined the Imagination Library program at this event. Burlington Home Expo and Waterford Home and Commerce Show United Way distributed literature and balloons from our display booths. United Way’s increased presence in western Racine County resulted in an increase of $19,135 in donations from the previous year’s campaign. Approximately 30 companies from west of I-94 participated in the campaign, with about 10 new companies joining their ranks. The dollars raised are reinvested in the community with more than $550,000 going to programs, services and special projects that touch the lives of approximately 30,000 residents in the communities west of I-94.

LEADERSHIP GIVING Beacon Circle members are community
champions who have demonstrated their commitment to a stronger community, right here in Racine County. They believe their community is indeed worthy of significant personal investment. Their gifts help community members of every age receive and maintain the assistance they need in order to achieve and maintain self-sufficient, productive lives. When the Beacon Circle leadership giving program began in 1997, 260 donors contributed $456,456. In the 2011 campaign, 823 donors contributed an astounding $1,280,954, comprising nearly 25 percent of the entire campaign. It is because of this exceptional leadership that United Way of Racine County ranks above the 75th percentile in donations per capita for United Ways of similar size.
