Midvaal ranks top in Gauteng Ratings Africa’s Municipal Financial Stability Index (MFSI) for 2014, covering a sample of the 100 largest local municipalities in the country, has revealed that Midvaal Local Municipality is the top performing municipality in the Gauteng province in terms of financial sustainability. The MFSI evaluates the operating performance, indebtedness, budget practices and liquidity position of a municipality and score these four components out of 100. This forms part of a deeper analysis process that also looks at other sustaina-

bility issues such as service delivery and infrastructure capacity. The trend nationally has been a deterioration in financial sustainability, resulting in poor quality service delivery. The success of the top-performing municipalities has been attributed to stable, consistent institutions which have wellentrenched financial policies, and budgets which are based on sound long-term financial strategies. Midvaal Local Municipality achieved a clean audit for the 2013/2014 financial year, and has implemented various meas-

ures to ensure that financial sustainability and excellent service delivery are the key priorities for the municipality to achieve. “Achieving this top position is confirmation that we are doing the right things and moving in the right direction as a municipality. We are extremely proud of the result, but moving forward now we are already looking at ways to improve our score for next year. Without financial sustainability, we cannot implement our core mandate of service delivery,” said MMC for Finance, Cllr Patricia Hutcheson.

Living the spirit of Mandela Day MEYERTON. - Child Welfare Meyerton spent their 67 Minutes for Madiba well by serving hot soup and fresh bread to children and residents of Sicelo. Members and staff of Child Welfare Meyerton prepared close to 200 litres of soup and started serving a mere five children playing in a nearby park. Soon the number grew and eventually close to 500 people, most of who were children enjoyed some soup and bread. Child Welfare Meyerton aims to make this a regular occurrence at various points in the district and should you want to volunteer or make a donation, you can contact Mykie Heymans on 072 178 2398. This “Winter Wine Fest” differs from all other wine routes in South Africa in that it offers a record number of ways to travel between wine venues. This Winter Wine Feast should be on every connoisseur’s to-do list. The wine route provides pleasant and charming relief during the dull winter months of July and August. You can choose from vintage cars, luxury cruisers, limousine, helicopter, speedboat, houseboat or even a donkey cart to travel between venues. The Vaal River Meander Wine Route can be combined with luxurious stay-overs in firstclass hotels, visits to spas and top restaurants along the Vaal River. With so much to do, it is best to make a weekend of it to fit in all the exciting activities that await on the tour. The route encompasses 16 luxury venues where guests are invited to a tasting of over 200 wines. Tinnitus can be perceived in either one or both ears, and is often described as “ringing in the ears.” It can, however, take the form of high-pitched whining, hissing, humming, whistling, buzzing and many others. NOTICE OF ENTER INTO PUBLIC PRIVATE PARTNERSHIP AGREEMENT NOTICE IS HEREBY GIVEN IN TERMS OF SECTION 116(3) OF THE LOCAL GOVERNMENT: MUNICIPAL FINANCE MANAGEMENT ACT 56 OF 2003 (THE “MFMA”), OF AMENDMENT OF THE PUBLIC PRIVATE PARETNERSHIP AGREEMENT FOR THE INSTALLATION OF ELECTRICITY AND WATER SMART METERING INFRASTRUCTURE The Emfuleni Local Municipality (“Emfuleni” or the “Municipality”) entered into a Public Private Partnership Agreement (“PPP” or “Agreement”) with BeijjingFuxing Xiao – Cheng Electronic Technology Stock Co. Limited JV Ole Power System (“BXC”) in December 2013. The PPP is aimed at increasing collections and decreasing bulk costs for electricity and water services. The advantages of the introduction of a smart meter system and network include accurate measures of consumption by consumers within the Municipal Services area, pre-payment, geo-location of any leakages that occur, and more information with regard to bulk volumes. The Municipality determined that the original Agreement was deficient in a number of important aspects, and it entered into negotiations with BXC to update the current PPP. The parties agreed to replace the original PPP, and this was entirely due to the difficulties in updating the agreement. The re0drafting process has not affected the financial terms or the risk relationship between the parties, and all essential terms remain as they were in the original PPP. The draft PPP Agreement was submitted to National Treasury for consideration, which has already provided high level comments and has provided in-principle support for the new draft PPP Agreement. Affected parties are hereby invited to submit written representation later than Friday 21 August 2015 at 12:00 pm. VANDERBIJLPARK. - Vesco Community Enterprise (VCE) is a NonProfit Organisation (NPO) situated in Vanderbijlpark. The focus of VCE is community development through a variety of projects that bring hope and pride to disadvantaged members of our communities and empowers them with necessary skills. One such project that has been running for the past three years is the Baby Hamper Project. This project provides used wearable clothing to destitute and needy children, preferably in the age range of 0 – 12 years, which is where the greatest need has been identified. VCE subscribes to the constitutional view that children also have a right to human dignity and respect. Vesco, with Ster and Vaalweekblad as media sponsors, request community members to please assist us in making this project a success by donating used wearable children clothing (new clothing is also welcome and will be greatly appreciated). All donations should be delivered to Ms Nomveliso Mkosana at VCE Offices which are situated at the corner of Frikkie Meyer and Noble Boulevards, Vanderbijlpark (opposite Boipatong Township).
