President’s Report

ThewholeVAFAwasthrilledto fi nallygetthroughafull seasonin2022followingtheCovidforcedcancellationofour 2020seasonandprematureabandonmentof2021.

TheAGMhadbeenpostponedfromitsoriginaldateof December6,2021toMarch21,2022duetothetragicpassing ofBoardcandidateSteveLaussen.Asaresultofelections atthatAGMandseveralsubsequentBoardresignationsand newappointments,anewBoardwasputinplace.

ItisimportanttorecognizethecontributionstotheVAFAof severalformerlongstandingBoardMemberswhodeparted during2022.MickOvermanservedtheVAFAastreasurer forseveralyearsandasPresidentfromDecember6,2021 toFebruary14,2022.Mick’sworkasTreasurerduringCovid wasoutstanding.DeanMatthewsservedastheChairof ourFootballSubcommitteeandPetaOliveastheChairof ourGovernanceSubcommittee.WethankthemandCheryl Cartwrightfortheire fforts.Iwouldalsoliketonotethe passingofthemuch-lovedVAFALifeMemberandHonorary historianMrJohnBell,andalsoofMrMaxLyon.Bothmade invaluablecontributionstoourAssociation.

TherefreshedBoardsettoworkonthestrategicdirection andimplementationofourcompetitiononreturnfromCovid. Directorshadafocusofvisitingallclubsonmatchdayssoas togain fi rst-handunderstandingofthechallengesfacedby ourstakeholders.TheVAFA‘sFootballSub-Committeeunder Chair,Vice-PresidentFrankDunell,andDirectorincharge ofWomen‘sFootballVickiDurston,togetherwiththeVAFA Adminteam,hadeverythinginplaceforanon-timestartto the2022season.

Ourclubsandplayers,umpiresandvolunteersfromall sectionswerereadyforthe fi rstbounceoftheyear.Itwas greattobebackalthoughsince2020,theimpactofCOVIDhas seenourregistrationnumbersplateauacrossourwomen’s andmen’scompetitions.Indeed,oneofthekeyplatformsof ourstrategicplanistheaimforthecompetitiontoreturnto growthinparticipationnumbersin2023andbeyond.

Thisyeartherewereinexcessof100VAFAwomen’splayers onVFLWlistsand156malesonVFLlistswhichisatestament tothegreatstridesandrecognitionofthestandardofour players.

Umpiresisanareawhichisofgreatimportance.Ourstrategic planaimstokeepdevelopingandencouragingmoreumpire participation,especiallywomen,beitasa fi eld,boundary orgoalumpire.TheVAFAispursuingopportunitiestobuild astate-of-the-artcomplexatElsternwickParkspeci fi cally forourumpireswithfemale-friendlyfacilitiesandspectator amenitiestoencouragetherecruitment,retention, development,andenjoymentoffemaleandmaleumpires.

Indeed,inMay,theVAFAwassuccessfulinsecuringfunding of$1millionfromtheStateGovernmentfornewlightingand spectatoramenitiesatElsternwickParkandthesewillbe implementedassoonaspossible.

ThisyearwetrialledplayingthePremierCMen’sGrand FinalontheFriday23rdSeptemberpublicholiday.Theclash betweenMonashBluesandOldGeelongwasamagni fi cent spectacleplayedinfrontofabumpercrowdandoptimising thispublicholidayiscertainlyontheradarinfuture fi xture planning.

FromaBoardupdate,ourTreasurerMr.TimHabelandthe Financeteamhavebroughtanoutstanding fi nancialresultby implementingourbudgetandreturnedtheVAFAtoamodest 2022profi t.WearetonightpresentinganewAffi liationFee modelforrati fi cationwhichifpassed,willresultinlower costsandfeesformostclubs.AllRegulatorydocumentation hasalsobeenbroughtuptodate.

TheGovernanceSub-CommitteeunderBoardmembers FelicityFrederico,VickiDurstonandSarahDelbosctogether withNewConstitutionprojectcoordinatorPhilStevens,our variousstakeholdersandourlegalexpertshavestrenuously

workedonthenewConstitution.Itistheaimforthisnew constitutiontobetherocktotakeourAssociationintothe nextperiodofourhistory.

Iwouldalsoliketorecognisethecontributionofclub membersDavidHowe,TimPurdeyandLawrenceTuttonfor themanyhourstheyhavespentassistingwiththisdocument. The“old”constitutionhasservedtheAssociationbrilliantly since1961andIwouldliketoacknowledgetheworkdoneon thatoriginaldocumentbyitskeywriterVAFALifeMember andformerPatronMrJohnDillon.

AnewBoardcharteranddirector’scodeofconducthas beenimplementedandmanyoftheVAFAPolicieshavebeen updated.

ThenewVAFAStrategicPlanledbyBoardmemberOliver Gilberthasalsobeenrati fi edwiththestrategicdirection, roadmapandplansforthenext4years.Aspartofthis direction,itisourintentiontoincorporatethelandmarkState GovernmentFairAccessPolicyRoadmapintheseplansto ensurethattheVAFAwillalwaysprovideenvironmentsthat arewelcoming,accessible,andinclusiveforeveryone.

OurCommercialSubcommitteewithboardmembersAlistair Ewart,IvanDelacandAnthonyAmadandtheVAFAAdmin teamareworkingwithOliverGilbertonourMediareview andexcitingmediaoutcomestoincreaseouraudience reach.OnesuchexampleisapartnershipwithNewsCorp aswasunveiledthisyearoverthe fi nalsseriesproviding livestreamingontheirKommunityTVplatformandanother beingthenumberofprominentarticlesandphotographs whichfeaturedregularlyintheHeraldSun.

OurCommercialTeamalsoundertookanexhaustivetender processfortheon-fi eldapparelwiththeresultthatourclubs willnowhavefourqualitysupplierstoselectfromfortheir merchandise.

TheVAFA’skeystrategiccommercialpartnerisWilliamBuck whocontinuetobeafantasticstakeholderintheVAFAand providednotonlygenerouscommercialsponsorship,but alsohavebeengreatadvocatesincrucialareassuchas fi nancialadvice,governance,genderbalance,anddiversity withintheVAFA.ToLindsayHollowayandtheteam,sincere thanksforyourongoingsupport.

Newsponsorshipandstakeholderopportunitiesarealso beingexploredatthesametimeacknowledgingthe continuedsupportofourotherwonderfullong-termpartners, especiallyHolmesglen,BJSInsurance,Sherrin,Anytime FitnessandMecwacare.Wethankyouallenormously.

Itakethisopportunitytoacknowledgeseveralseniorstaff memberswhomovedonintheircareersduring2022after makingsigni fi cantcontributionstotheVAFA.

FormerCEOMr.BrettConnellledtheVAFAforthelast5 yearsuptoApril2022andhewasatthehelmastheVAFA negotiatedourwaythroughamostdi ffi cult2-yearCovid period.Bretthadgivengreatserviceandleadershiptothe VAFA.Wethankhimforhise ffortsandweallwishhimwellin hisfuturecareer.

ShonaMcInnes fi nishedupherVAFAtenureinSeptember 2022andisacknowledgedforheroutstandingcontribution inhelpingsetuptheVAFAWomen’sFootballcompetition in2017,whichwasrecognisedbybeingtherecipientofa prestigiousAustralia-wideawardbytheAFL.WewishShona wellinherfutureendeavours.

TheGMofFootballOperationsSamConfaithadalsogiven greatservicetotheVAFAanddepartedtotakeuparolewith AFLVictoriaasdidtheformerVAFA’sUmpire’sDirectorof coachingRussellDavidson.

IalsowishtothankMr.PeterGrantwhoservedasInterimCEO for3monthsthisyearforhiseffortsduringamostdi ffi cult period,andalsothoseofGMCommercialandMediaMr.Glen TowerswhenhesteppedupasSeniorManagerInCharge.

InMay,theboardappointedMr.JasonReddickintotherole ofVAFACEO.Jasonhasmadeanimmediateandpositive impactatalllevels.WethankJasonforhistirelesswork, andastutemulti-skillswhichhehasbroughttotheVAFAthis yearandintothefuture.Weallalsorecognisethee ffortsof allourVAFAstaff fortheirdiligenceandextraordinarye fforts duringtheyear.

Congratulationstoallclubsandteamswhowerepremiership winnersacrossourmen’s,women’sandU19competitions. Toourindividualmedalwinners,B&Fwinners,leadinggoal kickerswelldonetoall.

Andmostimportantly,toallourvolunteersandalllife members,weapplaudandthankyouforwithoutyouand youre ffortsandinput,therewouldbenogames.

Finally,spreadacrossMelbournewithpeopleofall backgrounds,westrivetobethemostinclusivefootball competitioninAustralia.Weareabouttheloveofthegame andourclubsoffermorethanjustagameoffootball.The VAFAisindeedaplaceforconnectedness,comradeshipand asafehavenforall,whereweallbelong.

Beingamemberassociation,theBoardaimstomakesmall profi tseachyear,andiflargerprofi tsemergetoreinvestthem tothebene fi tofthememberclubs.

Comparisonto2021

TheStatutoryAccountsrequireacomparisontotheprior year.Thisisnotparticularlyinformativegiven2021wasnota “normal”year.

Asexpected,withmorefootballin2022bothrevenue andexpenseshavereturnedtomore“normal”levels.A signi fi cantproportionofthe2021Profi tof$523Kwasdriven byGovernmentsubsideswhichhavenotappliedthisyear.

Comparisonto2019

Thelast“normal”yearwas2019andsogivesamore informativecomparison.Thatsaid,2019isalsosu ffi ciently inthepasttoalsonotbeaperfectcomparison,withthe di ffi cultyoflossofcorporatememoryastowhathappened backthen.

Thereportedprofi tin2019wasalossof$150K,meaning2022 wasanimprovementof$213Kbycomparison.

Inreviewingseason2022,I fi rstwishtopayduerespecttomy CEOpredecessors,Brett‘Bear’ConnellandPeterGrant,who leadtheVAFAthroughthemajorityofthis fi nancialyearthat commencedbackon1stOctober2021.

HavingcommencedmyCEOdutiesinlateJune2022,Ihave agreatappreciationforthecommitmentlevelsthatBear andPeterclearlyinvestedtoe ffectivelymanagethelargest seniorfootballcompetitionofanycodeinthecountry.

Iampleasedtosharemykeyobservationssincemyarrival, asfollows:

HIGHLIGHTS

1.FinalsFootball

Thehighlightoftheyearwasundoubtedlyseeingthe completionofthe fi rstVAFA fi nalsseriessince2019.The VAFA fi nalsinvolved145gamesplayedacross19venuesand wereattendedby53,000spectators.Congratulationsare extendedagaintoalltheparticipatingandsuccessfulteams, especiallyStKevin’sFCledbyPresidentPatrickMount, whoachievedthePremierMen’sandWomen’spremiership double.

Ialsowishtoacknowledgetheenormousworkperformedby ourFootballOperationsteaminMattCollister,WillThomas andRebeccaCarterinco-ordinatingandmanagingsucha successfulseriesofgames.

Aspecialmentiontoo,tothePresidentsofOldXaverians,Old Scotch,OldBrighton,Mazenod,OldGeelong,MonashBlues andHamptonRovers,whoeitherworkedcollaboratively,or wereverysupportiveoftheVAFA,insecuringalternate fi nals venuesfortheirteam’smatchesduetothereducedoptions in2022.Itwasimpressivetoseethemputasideself-interest andfocusonworkingtogetherfora‘greatergood’outcome.

2.MediaCoverage

Throughthee ffortsofGMCommercialandMediaGlen TowersandMediaManagerCameronVoss,weengaged bothMySportLiveandNewsCorp(KommunityTV)todeliver anunprecedentednumberoflivestreamedVAFAmatches throughouttheseasonand fi nalscampaign.Thisresultedin 155,976livestreamviewsandithasbeenheart-warmingto hearthenumerousstoriesofsupporterswhowereinterstate/ overseasorinillhealthathome,thrilledattheopportunityto watchtheirVAFAteamsinaction.

JoeyPignataroledateamofdedicatedvolunteerswho continuedtodeliverahighlyprofessionalbroadcasting serviceforalltheVAFAgames.Wearefortunatetohavesuch passionatedevoteesworkingforourAssociation.

3.Events

IanCordnerandhisworkinggrouporchestratedagreatBig VlunchatthetraditionalRACVClubvenuewhichwasvery wellattendedbypastBigVrepresentativesfromacrossthe decades.TheBigVlunchisnotexclusivetopastparticipants only,soIwouldhighlyrecommendtoallourVAFAcommunity tobookintonextyear’sBigVeventandexperienceaterri fi c showcaseoftheVAFAspirit.

TheannualWilliamBuckFinalsLunchwasanotherwonderful eventheldattheuniquePlazaBallroomwhereGarryLyon andNathanBuckley,togetherwiththeVAFAPremierMen’s andPremierBMen’scoaches,entertainedthe240-strong crowdwithpreviewsandinsightsintoboththeVAFAandAFL fi nalsgamesahead.

GrandFinalLuncheswereheldonmatchdaypriortothe PremierWomen’s(ElsternwickPark)andPremierMen’s(Trevor BarkerOvalSandringham)games.Iwanttoacknowledge thegreatsupportandpatronageoftheseeventsprovided bythecompetingClubsandtheirsupporters,itmakesthese

Finally,theVAFAAwardsnightmarkedtheculminationof the2022season,anditwaswonderfultoseerepresentatives fromallbutoneortwoVAFAClubsinthe400-strongcrowd attheSofi teltocelebratetheworthyindividualawardwinners ineachdivision.Thiseventproducedanimpressivedisplay ofthevastsizeandconnectionofourVAFAcommunity.I’m expectingwecangetto100%Clubrepresentationin2023. SpecialmentionofSusanMillerwho,togetherwithcontractor LeighMooney,didapowerofworktodeliverthesehugely successfulmajoreventsinsuchatighttimeframe.

CHALLENGES

1.Clubs

Thereisnodoubtthatdespitethecompletionofafullseason, thatmanyclubsenduredsigni fi cantchallengeswithlackof players,astrainonareducedvolunteerbase,insu ffi cient offi cialumpirenumbers,andgamesmissedthroughforfeits and/orbyescausedbyanunevennumberofteams.It’s noconsolationthatthereductioninparticipation,umpires andvolunteersisare flectionoftraitsexperiencedinall communitysportacrossAustralia.

TheVAFAisacutelyawareofthisandourCommunityand ClubManager,SeanWalker,UmpireManagerStephen Privitera,andUmpireAssociationPresidentBenMcWiggan, areworkingcloselywithAFLVictoriatoproduceanumberof newinitiativestoaddresstheseparticularconcerns.

Similarly,MattCollisterisworkingcloselywithanumberof VAFAclubstodeterminetheircapacityto fi eldteamseach weekin2023,andensuringwehaveanevennumberof teamsineachdivisionwhereverpossible.

2.VAFA

Wehadourownsigni fi cantchallengesduringtheyear,none lessthantheplayerpointsenforcement,themediapublicity aroundavili fi cationcase,andtheabysmalconditionof ElsternwickParkforthePremierBMen’sGrandFinal.

Themostimportantthingtocomefromeachoftheseissues wasthelearningsthatwehaveandstepswearetakingto ensurethereisnorepeat.TheVAFAFootballSub-Committee isinvestigatingfurtherresourcestomanagethePlayer Pointssystemfrom2023andtaketheonusawayfromClubs. Followingthecancellationoftheentire2020seasonand the2021FinalsSeriesduetotheCOVID-19lockdownsin Melbourne,itwasfantasticfortheVAFAclubsandwider communitytoexperience fi nalsfootballonceagain.More than53,000peopleattended fi nalsmatchesoveranine-week periodfromlateJulytolateSeptemberculminatinginthe PremierCMen’sGrandFinalsontheAFLGrandFinalpublic holiday.TheVAFAcongratulatesthe37Premiershipwinners andthankstoallclubsfortheirassistancewiththesmooth deliveryoftheFinalsSeriesandforhelpingcontributetoa safeandexcitingatmosphereateach fi nalsmatch.

Followingthepositivefeedbackofitsinauguraleditionin 2021,theVAFAHolmesglenUnder19Men’sFootyFestival returnedforasecondyear.Thisyearitwasallaboutbeing abletocelebrateandchampionUnder19Men’sDivision1 football.Players,coachesandoffi cialsfromtheeight(8) teamsinvolvedenjoyedafullsetofumpires,alivestream broadcastandanopportunitytocheckouthowalltheir opponentswereshapingupforthesecondhalfoftheseason. VAFA Under 19 Men’s Over-Age Player Policy

TheUnder19Men’sOver-AgePlayerPolicycontinuedtobe asuccessfulinitiative.Thepolicyprovidedallmen’splayers whowerebornintheyear2002theopportunitytostill experienceandparticipateinHolmesglenUnder19Men’s footballfollowingtheinterruptionsofCOVID-19in2021.The policyprovidesthe48teamsparticipatinginthecompetition amechanismtocontinuetoprovideapathwayfortheir Under19Men’splayersandtohelpretainandtransitionthese playerstoseniorfootball.

The2022seasonsawthedeliveryofnewandexistingClub DevelopmentinitiativestosupportVAFAclubsandtheir stakeholders.ThemajorfocusofVAFAClubDevelopment in2022wastoconsultextensivelywithclubsaftertwo interruptedyearsandstarttodeveloplongtermplansto supportclubsmoree ffectively,whichwillbehighlightedin theVAFA’sStrategicPlan2023-2026.

Amajorfocusin2022wasthecontinuedrelationship developmentbetweentheVAFAadministrationandVAFA clubs.ThroughouttheyearVAFAadministrationwasable tovisit40VAFAclubsanddiscussthewins,challenges,and futuredirectionsofclubswithkeycommitteemembers. Throughoutthesediscussionsmanykeythemesconsistently cametothesurfacewithvolunteernumbersandthe recruitmentofnewvolunteersaconcernatnearlyevery club.Clubsalsoconsistentlyexpressedthechallengesof unpredictableplayernumberswiththereturnoftravel, increasedUniversitybreaksandthedesiretospendmoretime withfamilypostCOVIDallkeycontributorstothechallenge of fi eldingteam’sweekinandweekout.Otherkeythemes includethechallengesurroundingplayerwelfareincluding addressingmentalhealth,thechallengeofawkward fi xtures withuneventeamnumbersinsomesections,theprovisionof aninclusiveenvironment,thenumberofumpirestheVAFA canprovideandthecurrenta ffi liationfeemodel.

InFebruarytheVAFAworkedwithAFLVictoriatodeliver subsidisedtrainingofLevel1Sportstrainersthrougha partnershipwithSportsMedicineAustralia.AcrossallVAFA clubs,30trainerstookuptheofferoftrainingwhichwas100% subsidisedaspartoftheprogram.TheVAFAdevelopeda workingpartnershipwithAFLVictoriaonthisprogramafter keyfeedbackin2021thatthebarrierofcostwasahindrance to fi ndingnewSportsTrainers.

In2022theVAFAengageditscoachesinavarietyof ProfessionalDevelopmentopportunitiesincludingthe Women’sCoachingAcademy,whichsaw8womenfromVAFA clubsengageinworkshops,observation,anddiscussionwith theguidanceofLaurenMorecroftandNatalieWood.The purposeoftheWomen’sCoachingAcademywastoincrease theprofessionalknowledgeofparticipants,connectlikemindedcoachesandsupportmemberstofurthertheirskill setthroughsubsidisedaccreditation,whilesupportingthe recruitmentandretentionofwomencoachingintheVAFA. TheVAFAalsointroducedaCoachDevelopmentProgram tosupportindividualcoacheswith1:1observation,feedback andgoalsetting.TheprogramwasdeliveredbyLawrie WoodmanandLaurenMorecroftandwastakenupby6clubs. TheroundofJuly15th-17thmarkedTACroundin2022and representedthe31styearofpartnershipbetweentheTAC andAFLVictoria.Publicityoftheroundwasagainpushed outthroughallVAFAchannelsandacalltoactioninvolved VAFAclubswearingtheblueTACarmbandtoshowsupport fortheTACmessageandthe#bandtogethertheme.VAFA Clubsengagedintheroundbycompletingtheirown socialmediacampaigns,takingpartineducationasa club,completingsurveysaboutroadsafetyandsupporting playersandadministratorstoapplysmartdrivingpractices whenconsumingalcohol.TheTACRewardsprogram demonstratesachanceforclubstogeneratefundingifthey enhancethemessageoftheTAC.ThisseasonVAFAclubs received$39,000infundsthroughengagementpractices withtheTACmessage,withMelbourneUniversityWomen’s FootballClubreceiving$10,000forthesecondconsecutive year.

Umpire Operations

Therecruitmentofnewumpireswasamajorfocusarea throughouttheseasonwiththeaimofreducingtheburden onvolunteersandclubumpires.TheUmpiresDepartment engagedclubstoassistwithrecruitmentthroughtheclub incentiveprogram.Otherrecruitmentactivitiesincluded onlinejobadvertisements,websiteadvertising,expression ofinterestsleadsandjuniorpathwaytransitions.The451 registeredumpires(4%increase)servicedthecompetition e ffectivelywithmanycompletingtwoorthreegamesper weekendtomaximisecoverageforallteams.

A69%retentionratewasachievedin2022,upfrom60%in 2021.Therecruitmentandretentionofumpiresremainsone ofthehighestprioritiesfortheVAFAmovingintothe2023 seasonandbeyond.Thelong-termobjectiveheldbythe UmpiringDepartmentistoprovideeveryteamwithatleast oneleagueappointedumpirepergame.Wethankallclubs whodidanexceptionaljobinorganisingclubumpiresto offi ciateunappointedgames.

Coaching

OurcoachingpanelwasheadedbyRussellDavidson(Field), RyanO’Shea(Boundary)andBernieJephson(Goal).This groupworkedcloselytogethertoensureallthreedisciplines receivedexpertcoachingandopportunitiestodevelop theirumpiringskills.Umpiresreceivedacombinationofonfi eldandvideocoachingsessionstoensuretheywereup todatewiththelawsofthegameandinterpretations.The umpirecoachinggroupwasalsopresentonmatchdaysto ensureumpiresindividualprogresscouldbetrackedandso feedbackcouldbeprovidedonspeci fi cincidents.

OwenHinson(Premier),LionelKatz(Senior)andGuy Hexter(Development)ledtheir fi eldsquadsthroughout theyearbyensuringahigh-leveltrainingenvironmentand growthopportunitieswereavailabletotheirumpires.The appointmentsprocesswascomplex,butallumpirecoaches ensuredthathighpriorityand fi nalsgameswerecovered withthebestperformingumpires.

Focusnowshiftstoacompleterebuildofthewebsitetoprovide thebestpossibleexperiencefortheVAFAcommunity,witha mobile-fi rstdesigngiven74%oftraffi ccomesfromamobile device.We’realsoworkingwithGameDaytoimproveaccess tomatchinfo,andlookingatthefeasibilityofintroducinga VAFAApp.

Recognisingtheimportanceofemailmarketing,weincreased thefrequencyoftheVAFANewslettertoweeklyin2022,with theaudienceincreasingbyabout4,000to21,000subscribers. Animpressiveopenrateof34%wasachievedandaclick-rate of10%,whicharebothwellabovetheindustrystandard.
