The Sweet Kid at the Wicked ‘Wich

As I walk into the West Sacramento Community Center, I know exactly where to go. Follow the swirling aromas of bold Italian roast coffee and fresh baked goods. The Wicked ‘Wich Cafe illuminates the once empty corner of the West Sacramento Community Center. Operated by West Sacramento’s very own, Broderick Roadhouse, this charming cafe has become a welcome spot for hungry visitors. West Sacramento natives may remember the Wicked ‘Wich food truck, one of the original food trucks of our city, serving up scratch-made sandwiches and street food inspired by the Broderick Roadhouse menu. The concept and energy of the food truck found a new brick and mortar home at the cafe. The Wicked ‘Wich cafe opened in March of 2015. Chef Matt Cannedy and Brian Bush from Broderick, have crafted a sweet and savory menu to bring this cafe to life; which includes panini pressed sandwiches, healthy salads, hearty soups and an assortment of baked goods. Each week they offer new featured items and a vegetarian soup of the day. Everything is hand crafted and prepared on-site with fresh in-

West Sacramento Police investigate Saturday shooting On Saturday, Oct. 25, at approximately 8:50 p.m., officers responded to the 900 block of Solano Street for a report a victim with a gunshot wound. Officers arrived on scene to find a 13year old-girl victim suffering from a gunshot wound to her head. The victim was at home with her grandmother when several bullets were fired into the residence, striking the victim one time. The victim was transported to the University of California Davis Medical Center, and as of press time, was in critical condition. The West Sacramento Police Department is asking anyone with information related to this crime to contact investigators at 372-3375 or the Crime Tip Hotline at 617-4747.

Chef Matt sees the cafe as an uplifting place where people gather, have meetings, plan events, and enjoy good quality local food. He envisions it as a place that is new and evolving to serve the needs of the community and hopes to grow into a place that can cater and host events. Chef Matt and Brian see the City of West Sacramento as the perfect location for an urban cafe connecting with all members of the community, including everyone from the seniors and youth that visit the center, to the Arthur F. Turner library patrons, and the students next door. People love Chef Matt’s coffee creations, especially the latest favorite, a mocha latte with salted caramel. See ‘wich, page 3

Flood Agency Visits Southport Elementary By: Michael Dunham

On Monday October 19 the West Sac Flood Protect the City Agency held a presentation at Southport Elementary school regarding flood preparedness. West Sacramento Mayor Christopher Cabaldon, Darren Suen of the California Department of Water Resources, and Rachael Orellana from the US Army Corps of Engineering all attended the presentation to stress the importance of preparing for a major flood in the city. Public outreach firm Crocker & Crocker has worked with the West Sac Flood protect the city agency for several years helping them organize their events to reach out to communities to warn them about the dangers of flooding in a city surrounded by levees. Crocker & Crocker representative Justina Janas said, “We’re hoping that students and the community understand that although West Sac is protected by levees they are still sur-

And even though we’re in a drought even a small rain event can back up storm drains and cause localized flooding.” The motto of the program is to Plan, Pack, and Protect which refers to the act of communities planning for floods, packing an emergency kit, and protecting yourself with flood insurance. Janas continued say-

ing, “West Sacramento residents need to remember that the city is basically an island surrounded by 52 miles of levee. If there ever was a large flood, residents may need to evacuate and their home and belongings may be damaged.” An important part of the program is to educate homeowners on the importance of flood

insurance. Many people may not know that homeowners’ insurance policies don’t cover flooding and flood insurance policies take 30 days to become active. Southport Elementary third grade student Drake Nielsen who attended the event said the most important message he learned to be prepared for a flood was, “To have a plan.”

On Oct. 7, the city council heard from Director of Administrative Services, Phil Wright about the budget for the fiscal year 2014-15. He reported that property tax revenues came back strong than projected with $275,929 over the projected year-end revenues and more than $1.3 million over the amended budget. Despite the loss of HD Supply and Macy’s.com, he said the city’s sales tax revenues continue to rebound from the recession and that numbers represent an increase in city revenues. Unfortunately, however, property tax revenues are about $1.4 million below those in 2007-08. “The good news is that they continue to move, but we are still well below where we were in 2007-2008, so we haven’t really recovered See Budget, page 2

Meet Carla Marquez, Principal of Stonegate Elementary “If you keep encouraging kids, they won’t disappoint you.” By Julia McMichael Throughout the Washington Unified School District and its greater community, perhaps no one is more widely known and well liked than Carla Marquez, Principal of Stonegate Elementary located in Southport. Because of her long tenure as a kindergarten teacher at the old Westmore Oaks, she has developed a simple and direct method of communication which serves her well as she works with staff, parents, and students in her current job. As Pam Geivitt, a longtime District employee, says: “She gives good advice. She is the go to person.” This is Mrs. Marquez’ forty-second year as an educator and she is a second generation educator: her mother Alma Soost was Principal at Westacre Elementary for 35 years. Mrs. Marquez literally grew up in the West Sacramento education community as her mother hosted staff and administrators at their home. Mrs. Marquez’

sons are also interested in teaching. It is very likely, that soon there will be a third generation of Marquez educators. Mrs. Marquez was raised in West Sacramento and has lived here her entire life. Her grandfather built their first home on B Street in Broderick. She says “everyone knows everyone here. I love the people.” Mrs. Marquez has taught a variety of grade levels and knows first hand the challenges of children’s developmental stages. At Westmore Oaks, she became lead teacher, then Assistant Principal and continued to move into a greater administrative role. Pam Geivitt, describes Mrs. Marquez as “Outstanding, her heart and soul are into students, staff and the community. She is so proud of her teachers and students.” She goes on to say that Mrs. Marquez is frequently nominated by her staff for Administrator of the Year. At Stonegate, Mrs. Marquez says she “really worked hard to create a positive school culture.” She does a lot of talking to the children: “We keep our problems small — we talk about it.” She feels that Stonegate has the feeling of the old Westmore Oaks. At Westmore

Oaks and Stonegate, it is a common occurrence for former students to return to visit Mrs. Marquez and tell her of their plans. Also, a lot of hugs are exchanged. It is obvious that there is a strong bond between Mrs. Marquez and her students. As Pam Geivitt says, “Kids come back. They just love her.” While a Kindergarten teacher at Westmore Oaks, the lines for enrollment in her class began at 5 AM. Clearly, parents were aware of her abilities as a teacher. She absolutely believes in an open door policy. “I love my hardworking staff. We are a team.” In recruiting new staff, budgeting and site plans, Mrs. Marquez involves her team in the process. “I don’t make decisions myself. I involve people who’ll be working with them. It is vitally important that selected teachers fit on the team.” She feels she has an instinct for selecting teachers who will be successful in the classroom and within the school culture. “I believe that teaching is a creative art form. That being said, a teacher absolutely must know their subject matter.” She would like people to know how hard teachers work. “Teachers work at home, on weekends and in the summer. This is not a school hours job”. Once a month, she hosts a Parent/Principal coffee

for updates and conversation about the school climate. “We encourage parents to volunteer. We have over two hundred parents who have gone through the District process.” On Sunday nights parents are linked to a phone call from the school to update them. There is also a school newsletter with a calendar of school activities for easy reference and of course, a letter from the Principal and a school website. When asked what the secret of her success is, she says, “I have highly qualified teachers. I communicate with parents daily and I set high standards. The large motto in the school offices reads, “Be safe. Be respectful. Be responsible.” The office is well decorated and inviting. The campus is clean and well ordered. For that reason, many parents are choosing Stonegate rather than private schools. What keeps Mrs. Marquez motivated after so many years? “Watching the light bulb go on in kids.” She says she is particularly motivated by kids that others don’t believe in. “If you keep encouraging kids, they won’t disappoint you.” Mrs. Marquez relies on all District and community resources to help struggling students. She has an entire team of intervention specialists and assists parents to use the full range of

resources to help their child. Mrs. Marquez is quite excited about the resources at Stonegate. The District has a Visual and Performing Arts program with art, music, dance and drama. The Stonegate music program features two bands at the fifth grade level and sixth through eighth grade level. They have two concerts in the Fall and Spring. There are plans for a new garden plot at Stonegate to focus on healthy eating for the students which has also been implemented in District cafeterias. Stonegate will also be getting a second computer lab. There is a strong push for reading and writing book reviews. There are sports programs for sixth to eighth graders. “We’re doing good things.” says Mrs. Marquez with pride. Residents can support the schools by bringing “Boxtops for Education” or by ordering the Fiesta Burger at Broderick Roadhouse. In terms of expenses during the economic downturn, in addition to reductions in staffing, the city, Wright explained, has tried to keep department expenses at 98 percent and that is what was projected. “We actually are under budget but we are not at 98 percent, “ he said. “We’ve essentially spent the money that was allocated by the council for our expenses and given the work levels that are cranking up, and still the reduced staff, I think it’s a fair assumption that we should not be asking departments to stay at 98 percent, that if we allocate the money, we have to watch that we stay within the budget. But, I don’t think we need to come under budget each year. It doesn’t mean that’s not all of our individual goals, but I don’t think we should mandate that. So, we’re fine on expenses although we’re a little high... We’re projecting slow, steady growth.” In his report, he writes that two funds that were severely hit by the recession, Public Works Engineering and Community Development continue to experience some financial challenges. Public Works Engineering finished the year with a deficit of $182,359 due to insufficient tracking of engineering services to cost centers. At the end of the year, the public works engineering fund owes the general fund $1,150,035. Staff has asked the city council to approve the write off of the loan amount after the audit is complete. During the meeting, he explained that when budget struggles were going on, the city used Ziggurat parking money to prevent then-additional layoffs. “Now we don’t need the money to help balance the budget, so we’re asking the council to move back to parking fund, as it is good seed money for parking authority.”

Oct. 20, 9:20 a.m. - Reporting Date Unknown suspect or suspects burglarized a residence on Higgins Road while the victim was out of the country. Incident Status: Active Oct. 20, 12:30 p.m. A 10-year-old boy admitted to throwing a marijuana joint over the fence on the 1100 block of Carrie Street. Item booked for destruction. Oct. 20, 3:45 p.m. A West Sacramento Under Cover Officer made contact with the suspect at the 1000 West Capitol Avenue area. The suspect told the officer that he could have sexual intercourse with her for $50. The suspect got into the undercover vehicle and rode with the officer until West Sacramento personnel could respond for the arrest. The suspect agreed to the sexual act near the river by Raley’s Field. Arrested and Booked. Oct. 19, 6:21 p.m. The suspect was contacted at West Capitol and Poplar after it was reported that he was a possible 459 pc (when a person enters a structure a commits a crime such as theft) suspect. The suspect discarded a bag that contained suspected heroin. Notice to Appear Oct. 19, 7:44 p.m. Report of a female trespassing on the property located on Michigan Boulevard. Multiple residents called WSPD to report that a black female in her early 20s wearing an orange jacket and a silver hat, was attempting to walk into their apartments. She was recognized because she trespasses on the property regularly. The officer arrived on the scene and observed a female matching the description standing in front of apartment No. 4. Suspect identified herself verbally and

was detained in handcuffs. The resident in No. 4 stated she called police when the suspect walked into her unlocked apartment and refused to leave. The suspect was loitering on the property and inside the apartments of residents who do not know her, without permission, against their will, with no lawful purpose. Arrested and Booked. Oct. 18, 7:36 p.m. Vince’s Motel storage room No. 109’s front door, was kicked in by unknown suspects, taking coolers. The manager observed 2 males carrying the coolers and confronted them .They dropped the coolers and fled on foot. Stolen property recovered. No arrests made. Oct. 18, 11:30 p.m. Officers were dispatched to a Willow Avenue residence on a vandalism call. The suspect was contacted matching the description provided by the witness. When suspect was ordered to stop he evaded police on foot but was apprehended on West Capitol and Walnut. The suspect was arrested. Officer contacted the victim on scene who was a protected person in a restraining order listing suspect as the restrained. Suspect had been served with the order and it stated he was not to destroy any personal property of the victim. The victim pressed charges for vandalism. Damage appeared to be more than $400 worth. Under Miranda, suspect stated that he punched the windshield of the victim’s car shattering it, broke off the driver’s side mirror, kicked the driver’s side door causing damage and defe-

Oct. 17, 8:10 a.m. The unknown suspect broke into a vehicle on Jefferson Boulevard breaking the steering column and damaging the ignition. The suspect fled the area when approached by the victim. Incident Status: Active Oct. 17, 11:30 a.m. – Reporting Date An unknown suspect entered the victim’s residence by kicking in the rear door and took property. The suspect or suspects also took the victim’s car from the garage. Incident Status: Active Oct. 17, 9:30 a.m. Officer was dispatched to a disturbance at Linden Park at Bradford and Mandeville Way. The suspect was contacted and found to have a warrant. Arrested and Booked. Oct. 16, 5:00 p.m. The victim’s mail hanging out in front of the residence on Rich Street for pick-up, was gone with $35 in cash taken from two birthday cards. Incident Status: Active Oct. 16, 10:26 a.m. Officers were dispatched to Walmart regarding a cooperative shoplifter in custody. The shoplifter had been placed under citizen’s arrest for the theft. West Sacramento dispatched confirmed the suspect had 2 outstanding felony warrants and was placed under arrest. Booked into Yolo County Jail. Oct. 16, 3:32 p.m. The suspect was contacted for trespassing at the 1700 block of West Capitol Avenue. Suspect was found to be on probation. Distracted driving is putting local high school students at risk: Yolo County Friday night live mobilizing to eliminate distracted driving During a recent onehour monitoring of distracted driving habits near high schools in West Sacramento, Winters and Woodland, drivers were found to be visibly and dangerously demonstrating the need to improve their focus. Distracted driving observations included the following: Out of 1,269 cars, River City High School had a total of 58 distracted drivers with 19 using a hand held device, 16 eating or drinking, nine listening to loud music, six involved in personal grooming, three with pets in the car and five reaching for an item. Over near Winters High School, out of 758 cars, 57 were involved in distracted driving and near Pioneer High School 81

were involved in distracted driving out of a total of 1,662 cars. More than just cellphone use, distracted driving is categorized by the California Highway Patrol as a range of activities that impact a driver’s visual, auditory, physical or cognitive abilities when driving. Motivated by what they observed, Yolo County Friday Night Live members are mobilizing to implement campaigns that aim to eliminate distracted driving among their peers and in their community which include the following activities: • Distracted Driving Pledge, resource fair and obstacle course • Red Ribbon Week Pledge • Daily announcements

Matías Bombal’s Hollywood Rock the Kasbah The MPAA has rated this R Open Road Films brings us “Rock The Kasbah” in which Bill Murray stars as Richie Lanz, a below bottom row talent agent and scout that had almost touched greatness many years before. Now, we find him in a derelict motel building in Van Nuys promising stardom and club bookings to those with talent that only a mother could love. Clearly, he would like a better level of existence, and fate provides it when his secretary Ronnie (Zooey Deschanel), also longing for fame, is singing at a gig in a seedy roadhouse that Richie had set up for her. By chance, Richie bumps into a man that loves Ronnie’s singing and wants them to go on a tour of Afghanistan for the soldiers, as he books talent for the USO. Seizing the moment and Ronnie, they are off to war-torn Afghanistan with dollar signs in their eyes. Landing in Kabul, they find things are not as ideal as hoped, and Ronnie is scared and wants out. When the GIs arrive to escort them to the show, Ronnie is gone, and so is Richie’s wallet, cash and passport! Without his star, Richie gets no further military support and he’s left to his own devic-

They offer to take him in search of his singer, through many dark streets of Kabul, ending up in a hidden night club where she may be found. No luck, but he does encounter Merci (Kate Hudson) practicing the world’s oldest profession, and seeks comfort with her. She’s all business, but with the proverbial heart of gold. Bruce Willis suddenly appears. He is a mercenary

with the fun name “Bombay” Brian. He solves the mystery of the missing singer, but it comes with a price, and the singer will not return. Richie meets with the ex-pats that had taken him to the club. They offer him much money, to solve his problems, if he’ll just make a delivery for them. As Richie fears, that trip will not be as easy as he hopes. He is captured with his cab driver who translates for him. They meet a large family headed by the feared Tariq (Fahim Fazli). Whilst staying as his “guest” overnight, as his host commands, Richie hears a singular voice coming from a cave, a female voice that he’s sure will be his next meal ticket to fame. With a positive outlook in intense adversity, he sets out to make a star of the young girl who is no less that Tariq’s daughter. Naturally, this breaks every possible cultural taboo, and fun for the audience ensues in what is an enjoyable crowd pleaser which may even get an Oscar nomination nod for Bill Murray. I suggest that possibility as Murray plays an industry type, wheeling and dealing, and often Hollywood likes reflections of itself when it comes to the statuette parade. I found this picture enjoyable and entertaining, perhaps a little long, but perfect for a movie matinee. All Things Must Pass: The Rise and Fall of Tower Records The MPAA has not rated

this movie. In a rare instance, I must preface this review with full disclosure: I once worked for the Tower Records company for more than a year at the Sacramento Tower Video store located across from the iconic 1938 Tower Theatre, where the famous record company started. Company Name and Gravitas Ventures release Colin Hanks’ documentary about music mogul Russ Solomon’s chain of record, later book and video stores from its beginnings in the Tower “cut-rate” Drug Store, to worldwide growth. It was fascinating to see in images stories steeped in local Sacramento legend. Sad, too, to see how technology advances and a corporate shake-up began the downward plunge of the retail giant. This movie is smart and snappy, and is related to the audience by those company founders that lived along the red letter and yellow background ride of several special decades. Decades that touched the music, their lives, and to some extent our own. My favorite moment was a point of historical interest that I’d not heard about until this movie. The company’s iconic color scheme was lifted directly from the eye catching colors used by Shell Gasoline in their logo. An observation that I may make from my personal experience is that the movie is mostly

told from the perspective of upper management, or major players that started as clerks and moved up the ladder. Solomon is heard saying in his own voice how important it was that the kids in the store that knew the material were the very best way to most effectively sell the product, yet director Hanks rarely interviews or presents the perspective of the experience of the lowest level clerks and how they related to working at the giant chain. My own youthful experience at Tower Records/ Books/Video was mostly agreeable, a minimum wage job that allowed me to cultivate and further explore my passion for movies. Working the holidays meant double time, and the West Sacramento corporate office MTS, would always send great food trays in for the holidays. The “wild parties” of upper management were stuff of rumor and legend, but I never saw or participated any of it, nor saw any evidence of it in my experience. Years after I left Tower, I was in a partnership with Larry Dunn in the operation of Sacramento’s Guild Theatre as an art film movie house. We desperately needed a new movie screen and could not afford it. I thought why not ask Russ Solomon for some help? The experience was very much like going to see “The Wizard of Oz” for a heart. I’d worked for the man and never met him, and now, years later, my first meeting is to ask for $5,000 for a movie screen. I came armed with the lousiest looking neck tie I could find, as an offering for his famous collection. I was sure not to be wearing one and was ushered in to see the great man. I made my pitch somewhat nervously, and without batting an eye, he said sure, sent me off to his secretary and a check was cut. I’ll not forget that gesture as long as I live. Colin Hanks gives us a great historical presentation of a singular and sharp business giant, set against the revolution in music which occurred in an arc that mirrored the arc of Tower Records life. I wish he had touched more on the humanity and kindness that also exists in this remarkable man

and in his company’s culture that became a way of life for so many. You’ll no doubt want to again visit a record store after seeing this movie, much more than downloading something on to your mobile device for audio playback. Record buying was a social event. What have we got now? This documentary was written by Steven Lekart. It appropriately is playing in Sacramento where it all started, in the original Tower Theatre from which the record empire got its name. Steve Jobs The MPAA has rated this R Universal Pictures brings us “Steve Jobs”. This movie follows the iconic tech industry giant’s launch of three of his company’s most famous products from a behind the scenes view. Michael Fassbender is in the title role of the difficult and self-focused larger-than-life personality that alienated so many in his path to reaching his vision. There have been numerous movies made about Steve Jobs, and many more documentaries. Here, we are painted a picture of a man dealing with high pressure situations that arise, naturally, just moments prior to the launches of several of his company’s iconic creations. This high pressure time, known to anyone in show business, is a circus-like world of confusion and last moment adjustment. Director Danny Boyle uses that unease hoping that it will transfer to the audiences watching, as a device to build tension, giving an ample playground for drama. One of my favorite present day actors, Michael Stuhlbarg, who is fantastic in everything that he does, plays Andy Hertzfeld, a close associate of Jobs. In this movie, we are sort of a fly on the wall as the back stage drama unfolds during each launch. The players include Kate Winslet as Joanna Hoffman, Jeff Daniels as John Scully, Katherine Waterston as the estranged Crissanne Brennan and an actor that I have never liked, Seth Rogan, turning in a good performance as the gradually angered Steve Wozniak. This is a movie with strong performances, yet reveals an unlikable man that you end up liking even less afterwards. Perhaps taking visual cues from the movie “Birdman” which plays out in a similar setting, the camera moves much with the performers and features a richness of color design and elegance of image that was most appealing. Overall, however, the movie did not impact me favorably outside of the fine points that I have illustrated. This is another example of a movie to watch for fine performances and an elegant look, yet does not hold up as entertainment. Something was missing.
