• Milne’s son Christopher Robin was born in 1920, and became the model for the character in the Pooh books. For his first birthday, Christopher, who was mostly called Billy, received a stuffed bear from Harrod’s Department Store in London from his mother. The bear was given the name Edward, and sometimes Big Bear, or Teddy Bear. A.A. One Wrong Doesn’t Make a Right, Either It is a well-known mathematical fact that two wrongs don’t equal a right. Lesser known is the surprising notion that one doesn’t, either. The following letter from a reader culminates with the explosive assertion of a single disturbing wrong:

Brute force is never an effective teaching tool. Most people, if told their child’s eye had been blackened not by a bully but by his English teacher because of his inability to spell, would run to the nearest happy hour full of ACLU lawyers and scream “civil rights violation!” And the teacher’s defense would be embarrassingly lackluster: “No, I never taught him how to spell, but I left the dictionary right there on his desk.” Dogs are not born housebroken. It is not a matter of better breeding, bad genes or big bucks. To date, with all that modern technology affords we humans and our canine counterparts, no breeder has been able to deliver into the world an inherently potty-trained dog. Or child. If you want your dog to perform his bodily functions out of doors, you have to let him know that. This is done through training. Training is essentially the creation of a shared, albeit limited, language between man and beast. The good news is that housebreaking is easy to achieve and takes less than a week to accomplish. The bad news is that a lot of people would prefer not to make even that minimal effort. Unfortunately, the headache that results packs enough of a wallop to lead a person down the wrong path -- toward abuse, squalor and abandonment. The basics of housebreaking boil down to the regulation of three components: food, water and walks. One area of confusion is the difference between the Welcome to Medicare doctor visit and the annual Wellness Visit. Here is what to expect from your initial Welcome visit: Counseling, mostly. They might do a basic vision test and a body mass index. A plan will be provided for screenings, shots or tests. The Wellness visit doesn’t cost you anything. You’ll have to fill out a health-risk questionnaire as a means for the medical staff to develop a prevention plan for you. receive. There are millions of Social Security beneficiaries who get much more than that, primarily because they work well past age 66. And I must mention that I am not going to get into the muddled mess involving Medicare Part B premiums. (They are usually deducted from Social Security checks.) It’s a topic I’ve discussed in past columns, and no doubt will do in future columns. Suffice to say, for some people, their premiums will go up, possibly negating the small 0.3 COLA increase. For others, they will stay the same. Another measuring stick, called the national wage index, is used to set increases to other provisions of the law that impact Social Security beneficiaries and taxpayers. Specifically, this includes increases in the amount of wages or selfemployment income subject to Social Security tax, the amount of income needed to earn a quarter of coverage and the Social Security earnings penalty limits. The Social Security taxable earnings base will go up from $118,500 this year to $127,200 in 2017. In other words, people who earn more than $127,200 next year will no longer have Social Security payroll taxes deducted from their paychecks once they hit that threshold. This has always been a very controversial provision of the law. (Bill Gates pays the same amount of Social Security tax as his plumber!) Normally, I would bet my next pension check that any eventual Social Security reform package would include an increase in that wage base. But now with the anti-tax Republicans controlling both houses of Congress and the White House, I’m not so sure. Most people need 40 Social Security work credits to be eligible for monthly benefit checks from the system. In 2016, people who were working earned one credit for each $1,260 in Social Security taxable income. But no one earns more than four credits per year. In other words, once you made $5,040, your Social Security record has been credited with the maximum four credits or quarters of coverage. Next year, the one credit limit goes up to $1,300, meaning you will have to earn $5,200 in 2017 before you get the maximum four credits as-

It has been my custom for most of the past 18 years to write a year-end column that summarizes the Social Security changes and updates scheduled to take place the following year. Almost all Social Security beneficiaries are familiar with the most popular and publicized upcoming change: the increase in monthly benefit checks for 2017 due to the automated cost-of-living adjustment. In fact, Social Security recipients have probably already received a letter from the Social Security Administration telling them of the expected increase. I know my wife and I got our notices. All Social Security checks are going up 0.3 percent in 2017. The COLA is based on something called the Consumer Price Index for Urban Wage Earners and Clerical Workers. This is the official measuring stick SSA has used to determine COLAs for the past 44 years. If you want to learn more about this measure, check out the website of the folks who maintain it: the Bureau of Labor Statistics. I always dread mentioning COLAs in this column because every single time I do, I am flooded with emails from readers complaining that the increase is not enough. (Maybe not unexpectedly, not once in 18 years has anyone ever written to me to say that the COLA increase was too high!) Yet here’s the rub: Many economists and social planners believe Social Security COLAs are too generous! (I’ve explained why in past columns, but don’t have the space to get into that argument today.) That’s why most discussions of long-range reform for Social Security include proposals to reduce cost-of-living increases. Due to these increases, the average monthly retirement check will be $1,360 in 2017, a $5 increase from the 2016 level. signed to your Social Security account. People under age 66 who get Social Security retirement or survivor’s benefits but who are still working are subject to limits in the amount of money they can earn and still receive all their Social Security checks. That limit was $15,720 this year and will be $16,920 in 2017. For every two dollars a person earns over those limits, one dollar is withheld from his or her monthly benefits. There is a higher earnings threshold in the year a person turns 66 that applies from the beginning of the year until the month the person turns 66. (The income penalty goes away once a person reaches that full retirement age.) That threshold goes up from $41,880 in 2016 to $44,880 next year. A couple other Social Security provisions are also impacted by inflationary increases. For example, people getting disability benefits who try to work can generally continue getting those benefits as long as they are not working at a “substantial” level. In 2016, the law defined substantial work as any job paying $1,130 or more per month. Next year, that substantial earnings level increases to $1,170 monthly. Finally, the Supplemental Security Income basic federal payment level for one person goes up from $733 this year to $735 in 2017. SSI is a federal welfare program administered by SSA, but it is not a Social Security benefit. DEAR DR. ROACH: I am 83 and recently began having sciatica pain down my right thigh. My doctor recommended using a hot-water bottle. Are there any painkillers I can use? Are there any other products I can use? -- G.L.B. ANSWER: The sciatic nerve is a very large nerve that runs down the back of the leg. When the nerve is pressed on in the back -from a herniated disk in the back or from spinal stenosis -- there can be intense pain that feels like it is coming from the back, or anywhere from the top of the thigh to the foot. Since other nerves besides the sciatic can be affected, the condition is called lumbar radiculopathy. A herniated disk is when the shockabsorbing material in between the vertebrae comes out into the space where the nerve root is, on its way out of the spinal column toward the leg. Spinal stenosis is a narrowing of the bony canal through which the nerve travels. In most cases, people get better within four to six weeks. Standard pain medications, such as acetaminophen (Tylenol) or ibuprofen, can be helpful. If pain is severe and not respon-

There is a label on the cabinet that says “Edison Standard Phonograph.” The records are in cardboard containers and marked with the words “Edison Gold Moulded Records -- Echos All Over the World.” The phonograph serial number is #6825841, and the patent date is 11-171903. Can you tell me anything about my phonograph and its value?

It was traditional in the late 1800s to the very early 1900s to present a bride with a beautiful berry basket. Most were silverplate or sterling with glass inserts. Some were just silver without inserts. The baskets were used as centerpieces to serve fruit or cake. The silverplate holder for yours was made by Pairpoint Manufacturing Co., which was in business from 1880 to 1958. Rest In Peace, Craig Much smarter men and women than me have addressed the subject, but it never makes sense that so often those among us who seem to have the most life are taken away from us too soon. Craig Sager will no doubt be remembered for his striking attire, but it would be such a shame if all we remember about this great sportscaster was his taste in ties. He now joins the ranks of the immortals, another victim to cancer, another life that seemed to end too suddenly, and the void left is far too noticeable for his family, his friends, and in this case, the fans. In the end, Sager gave his own eulogy, and it is something that bears repeating. Rest in peace, Craig. In Sager's words, “When you are diagnosed with a terminal disease like cancer, leukemia, your perception of time changes. When doctors tell you have three weeks to live, do you try to live a lifetime of moments in three weeks? Or do you say, ‘To hell with three weeks?’ When doctors tell you your only hope of survival is 14 straight days of intense chemotherapy, 24 hours a day, do you sit there and count down the 336 hours? "Or do you see each day as a blessing? Time is something that cannot be bought. It cannot be wagered with God. And it is not an endless supply. Time is simply how you live your life. "I’m not an expert on time, or on cancer, or on life itself.
