Just the other day, when I was making a stop at a local fast food joint, I caught myself as I was about to quickly utter my usual apathetic thanks. When faced with a problem, we have essentially three choices: 1) ignore it, 2) dispose of it, or 3) confront it. If you’re a parent, the choice you make in these moments sends a clear message to your kids. Taking the easy way out time and again is not lost on a little one. They’re watching, they’re listening, they’re learning. How many four-letter words uttered in the heat of a moment have come back to haunt a parent at the most inopportune and embarrassing moment? I’m happy to report that at least one family rang in the new year on the right note. This family -- mother, father and two sons -- adopted a beautiful 4-year-old standard poodle from a shelter. They brought the newest member of their household home, and she promptly proceeded to make it her own -- urinating and defecating all over the place, and all but devouring a rather expensive piece of furniture. Truth be told, the grown-ups reluctantly explained, Mom and Dad hadn’t really wanted a dog at all, but they did want to please their boys. So they compromised and agreed on an older dog, thinking that would be easier than a puppy. Two blinks later and they knew how wrong they were. So the story goes. The top three reasons people give for dropping their dog at the local shelter are: 1) moving, 2) divorced and 3) allergic. The actual reason, though, is almost always more complicated and most likely involves a behavior problem that could have been easily resolved with some basic training. With a person, a little information can be a dangerous thing. With a dog, it can work wonders. The cold, hard truth is that shelters are filled with dogs formerly owned by people who felt it was simply easier to dispose of the problem -- by their lights, the dog -- than deal with it. Thankfully for one recently rescued poodle, the stuff this particular family is made of is much stronger than that. After a couple of weeks of puddles, messes, stained carpets and destroyed objects d’ art, they asked themselves the question: What did we get ourselves into? And then they called me.

Social Security Update for 2018 It has been my custom for most of the past 20 years to write a year-end column that summarizes the Social Security changes and updates scheduled to take place the following year. Almost all Social Security beneficiaries are familiar with the most popular and publicized upcoming change: the increase in monthly benefit checks for 2018 due to the automated cost-of-living adjustment, or COLA. In fact, Social Security recipients have probably already received a letter from the Social Security Administration telling them of the expected increase. All Social Security checks are going up 2 percent in 2018. The COLA is based on something called the Consumer Price Index for Urban Wage Earners and Clerical Workers. This is the official measuring stick SSA has used to determine COLAs for the past 45 years. If you want to learn more about this measure, check out the website of the folks who maintain it: the Bureau of Labor Statistics. I always dread mentioning COLAs in this column because every time I do, I am flooded with emails from readers complaining that the increase is not enough. Yet here’s the rub: Many economists and social planners believe Social Security COLAs are too generous. (I’ve explained why in past columns, but don’t have the space to get into that argument today.) That’s why most discussions of long-range reform for Social Security include proposals to reduce cost-of-living increases. Due to these increases, the average monthly retirement check will be $1,404 in 2018, a $27 increase from the 2017 level. The maximum Social Security check for a worker retiring at age 66 next year will be $2,788, compared to $2,687 in 2017. And please note that $2,788 is the maximum for someone turning 66 next year. That does not mean it is the maximum Social Security payment anyone can receive. There are millions of Social Security beneficiaries who get much more than that, primarily because they work well past age 66. And I must mention here that I am not even going to get into the muddled mess involving Medicare Part B premiums (that are usually deducted from Social Security checks). It’s simply too complicated to discuss in today’s column. Suffice it to say, for some people, their premiums will go up, possibly negating the 2 percent Social Security COLA increase. For others, they will stay the same. I will take the time to make this quick point. Even though they are linked in the minds of most senior citizens, Social Security and Medicare are entirely separate programs, administered by entirely separate federal agencies, and they have entirely separate rules and regulations regarding their benefit and payment structures. For example, I already explained how Social Security COLAs are figured. Part B Medicare premium increases have nothing to do with the CPI. Instead, they must be set at a level that covers 25 percent of the cost of running the program. Another measuring stick called the national wage index is used to set increases to other provi-

Help With Home-Care Bills DEAR SAVVY SENIOR: Do you know of any resources that can help with my mother’s home-care bills? She is recovering from a stroke and needs in-home care, but I understand Medicare doesn’t cover it. She doesn’t have long-term care insurance. --Stressed-Out Daughter Dear Stressed-Out: Depending on your mother's circumstances, there are a number of government and not-for-profit programs that can that either subsidize or pay for your mom’s home care or offer aid in other ways. Here’s where to look for help. Medicare Coverage If your mom is recovering from a stroke, the first thing you need to know is that Medicare does cover a variety of in-home health care services. To be eligible your mom must be “homebound,” and her doctor will need to approve a “plan of care” confirming that she needs skilled-nursing care or skilled-therapy services from a physical or speech therapist. Her doctor can also request the services of an occupational therapist and a non-medical home aide to assist with activities of daily living like bathing, dressing and using the bathroom. But, be aware that Medicare will not pay for non-medical home aide services alone, if your mom does not need skilled-nursing or skilledtherapy services too. Homemaker services, such as shopping, meal preparation and cleaning are not covered either.

Medicaid-eligible patients get PACE for free, but if your mom is not eligible for Medicaid, she may be charged a monthly premium, though far less than she would pay a private service. To see if PACE is available in your mom’s area, see NPAonline.org. Veterans Benefits If your mom is a veteran, or a surviving spouse of a veteran, the VA also offers some benefits that can help pay her in-home care. One is “Aid and Attendance or Housebound Allowances,” which are supplemental monthly benefits for veterans already receiving a monthly VA pension and requiring healthcare. Veterans and surviving spouses qualify if they have certain disabilities or need help with activities such as dressing, bathing, and feeding, among other criteria. Go to Vets.gov/pension for more information. Another option is the “Veteran-Directed Care” program. This program, available through VA medical centers in 38 states, as well as in Washington, D.C., and Puerto Rico, provides as much as $2,000 a month that can be used to pay a professional or family member or friend for home care. The program is open to any veteran who meets the criteria, including requiring help with three or more activities of daily living. Visit the “Home and Community Based Services” section at VA.gov/geriatrics for information. To look for additional programs in your area that can help pay your mom’s home care, go to PayingForSeniorCare.com and use their Eldercare Financial Assistance Locator tool.

There were at least 10 Victorian substyles that were influenced by earlier periods of design. The Rococo Revival style occurred from 1845 to 1870. The balloon back, cabriole legs, molded serpentine apron that frames the seat and fingermolded frame are representative of Rococo Revival. Lady’s chairs are also known as parlor chairs and were frequently accompanied by gentleman’s chairs. They were a smaller version of gentleman’s chairs and designed to accommodate women’s heavy skirts and bustles. Your chair was made around 1850 to 1860. It should be insured for $500 to $800.

This mark is on each piece of a set of dishes that I have. It was given to me by an elderly lady 30 years ago. It originally was a ser vice for eight, but some dishes have been broken and it is now a ser vice for six.
