New York Harbor on an October day in 1886. The statue, officially called “The Statue of Liberty Enlightening the World,” had been received from France the previous June. It was shipped in 350 separate parts and was assembled over the next four months. • In October 1941, South Dakota’s Mount Rushmore was completed after 14 years of work by sculptor Gutzon Borglum and 400 workers. Unfortunately, Borglum didn’t get to see his 60-foot carvings completed, as he died just months before the monument was done. • Construction was completed on the St. Louis Arch in October 1965, following 32 months of work. Officially known as the Gateway Arch or Gateway to the West, it is the tallest man-made monument in the United States, towering 630 feet (192 m) over the city of St. Louis. When the structure was completed, the Federal Aviation Administration issued an order that any aviators who flew under the arch would receive a hefty fine and have their pilot’s license revoked. At least 10 pilots have disobeyed the edict. Only once have fliers been legally permitted the right -- during the July 4th festivities of the nation’s bicentennial in 1976. • Germany’s Oktoberfest got its start in 1810, celebrating the marriage of Crown Prince Ludwig of Bavaria to Princess Therese von Sachsen-Hildburghausen. The royal couple invited the citizens of Munich to join in their wedding festivities, and the following year, all the merriment was repeated, beginning the tradition of a 16-day Oktoberfest each year. Rally Shows Why You Keep a Steady Hand What a difference a day makes, or even a week. It was at the beginning of this month -- Oct. 3 -- that the Dow Jones industrial average closed at 10,655. An early sell-off the following day pushed stocks into bear market territory, with an intra-day decline of 20 percent from the highs of the year. But that day, the market rebounded to close with a gain. Ever since, the bears have been licking their wounds. A week later, the market had gained 7.3 percent from that day’s closing loss. The following Monday, the Dow rallied 330 points, to a closing at 11,433.18. An excellent demonstration of how futile -- and even dangerous -- it is to base your investment strategy on one day’s headlines, whether on the upside or on the downside. There’s been no substantial change in the market-moving news. Yes, there is hope that Europe will get its act together and limit the damage caused by Greece. But those hopes could easily be dashed. The latest U.S. economic reports, especially those related to jobs, continue to show anemic growth -- but at least not negative numbers. Quarterly earnings reports will be revealed this week, likely showing the same number of surprises to the upside as to the downside. In short, the current market is ruled by emotion. And it’s the emotions that are volatile, not the economic reports. The Dow is within 150 points of where it started this year. And that difference could

Act To Bring Down Puppy Mills Puppy mills have been around for more than half a century. In the post-World War II boom, more disposable income and leisure time met with farmers actively searching for alternative “crops” -- a collision that led to the phenomenon of the retail dog. Pet stores sprouted and multiplied as money-minded individuals realized the irresistible appeal of “that puppy in the window.” With this new industry, along with previously existing ventures dealing with living creatures, came abuses that necessitated new regulation. In 1966, President Lyndon B. Johnson signed into law the Animal Welfare Act, which became -- and remains -- the minimally acceptable standard for animal treatment and care. The USDA is the primary party charged with the enforcement of the AWA. By all reasonable standards, its performance has been grossly uninspired, particularly in the area of commercial cat and dog breeding -- a.k.a. puppy mills. Like a lot of legislation, the AWA came with a loophole: It allows commercial breeders who sell puppies online and directly to the public to escape licensing and regulation -- a problem that was compounded by the advent and ensuing popularity of the Internet. Pending in Congress today, the 2011 Puppy Uniform Protection and Safety Act closes that loopproduction hole. Tips on Filing for Social Security Disability Benefits About a month ago, I answered some questions from people who were wondering if I thought they might be eligible for Social Security disability benefits. I essentially told them that the only way they would know for sure is to actually apply for such benefits. I took flack from some readers who thought my answer encouraged an “entitlement society” where everybody is trying to mooch some kind of financial windfall off the government. I answered those charges in a previous column. But I got many more comments and questions from readers asking for my help in applying for Social Security disability. In a moment, I’ll offer some tips for people who plan to sign up for benefits. But first, I need to provide some general information about the disability program. Disability benefits were added to the Social Security program in 1956. A separate funding structure was established to pay for the program. A small percentage of the Social Security payroll tax (currently 0.9 percent) is earmarked to fund the disability program. Those monies are collected and disbursed from a trust fund (the Disability Insurance Trust Fund) that is managed separately from the retirement fund (formally known as the Old Age and Survivors Insurance Trust Fund). Many people mistakenly confuse Social Security disability with the Supplemental Security Income (SSI) disability program. They are totally different government programs. SSI is welfare benefit payable to people with low income and assets. It’s funded by general income tax revenues, not Social Security taxes. Both programs just happen to be run by the same agency: the Social Security Administration. It doesn’t help that SSA refers to one as SSDI (Social Security disability insurance) and to the other as SSID (Supplemental Security Income disability). The law defines “disability” this way: It says that in order to qualify for Social Security disability benefits, you must have an impairment that is so severe that it’s expected to keep you from doing any kind of work for at least 12 months. Or the condition must be so bad that it is considered terminal. Throughout the insurance and pension industry, that is known as a very strict definition of disability. Despite all the rumors that exist about deadbeats and fakers on the disability dole, the opposite is more often the case: There are lots of people who would be considered disabled and eligible for many other government and private disability plans who do not qualify for Social Security disability payments. Eligibility is also restricted because of the work and tax-paying requirement. As a general rule, a person must have worked and paid Social Security taxes for at least 10 years to qualify for Social Security disability. And some of that work must have been recent. Enclosed you will find pictures of a set of dishes that I have. There are approximately 70 to 80 pieces in the set, which includes ser ving bowls, platters, a gravy bowl and a teapot.
