Some Facts About the U.S. Mail System The United States Post Office delivers mail to every city and every town in every state, nearly 151 million homes, businesses and P.O. boxes. Let’s learn some facts about the origin and operation of this immense delivery system, one that receives none of its income from tax dollars.

“The Fleet of Feet.” • In the early 1960s, with the volume of mail increasing dramatically, the Post Office began working on a coding system to enable faster processing. It was dubbed the Zoning Improvement Plan, or ZIP, for short. A fivedigit code was assigned to every address across the nation, with the first number designating the geographical area and the second two digits identifying a regional center. The last two signified the post office number. The ZIP Code system went into effect in July 1963. Today there are more than 42,000 codes nationwide. • If a ZIP code begins with a zero, it indicates the northeastern part of the United States. The lowest ZIP code identifies Holtsville, New York. ZIP codes beginning with nine designate

the far West, with the nation’s highest ZIP code of 99950 in Ketchikan, Alaska. General Electric in Schenectady, New York, has been assigned the easiest to remember, 12345. • Last year, nearly 5,700 postal employees were attacked by household pooches protecting their turf, costing the Postal Service close to $1.2 million in medical expenses. Houston, Texas, holds title as the leader in the number of dog attacks on mail carriers. • The nation’s smallest post office can be found in Ochopee, Florida, measuring just 61.3 square feet. New York City is home to the largest facility, with 393,000 square feet. Hinsdale, New Hampshire’s post office has been in its current location longer than any other -- a total of 195 years! ■

• During the early colonial days, mail was delivered by friends, traveling merchants or Native Americans who served as couriers. A service between England and its colonies was developed in 1639, and a Boston tavern became the first post office letter drop for overseas mail. • The early colonies instituted their own monthly postal route between New York City and Boston on one of the few primitive travel routes between the two cities. Known as the Old Boston Post Road, that same route is now part of U.S. Route 1, and is still referred to by New England locals as the Post Road. • Pennsylvania’s founder William Penn established that area’s first post office in 1683. In 1737, 31-year-old Benjamin Franklin, a local printer and publisher of the Pennsylvania Gazette, was appointed as postmaster of Philadelphia. Thirty-eight years later, Franklin became the nation’s first Postmaster General, and was paid $1,000 a year for the position. • America’s first postage stamps were issued in July of 1847, with two varieties available. The five-cent stamp, good for any distance under 300 miles, featured the likeness of Benjamin Franklin, while the ten-cent denomination, for further distances, honored that of George Washington. Although these early stamps were pre-gummed, they had to be cut from a sheet with scissors. Washington’s likeness has appeared on more U.S. postage stamps than that of any other person. • By 1851, the efficiency of the Post Office had improved so much that Congress was able to reduce the common postal rate to three cents, where it remained unchanged for the next thirty years. • Today, approximately 563 million pieces of

lead to deep scars. Deal with feelings first. It’s easy to criticize or judge others for behavior we don’t approve of or hammer them for personal or professional shortcomings. To be a better man, think like a woman. Personally, I feel sorry for the macho man, the tough dude who takes no prisoners. He’s always in charge. He’s a “leader” who takes no flak from anyone -- including his partner. For most women, nurturing is the very essence of being connected and in love. They know how important it is to comfort and support, to be there in times of need. Men can learn a lot from women. True intimacy means sharing with your partner your vulnerabilities. Love is more important than sex. Many men I know -- and I’d have to include myself among them -- are beggars when it comes to sex. There’s nothing wrong with wanting sex and asking for sex. There’s something very wrong with demanding it. Sex is not a “right.” It’s about giving, a shared joy that lifts both partners’ spirits. Relationships change, so adjust. Even 30 years later it seems as if it were yesterday that we started to date. Time flies. And every day the rules of the game change and so do we. Every relationship takes work. Never take your partner for granted, work on being closer and be willing to compromise. Love grows. It’s an interesting thing. We tend to think of love and passion as the province of the young, but the opposite seems to be true. Surveys of couples indicate that those in their 50s have a much higher level of love and commitment than those in their 30s. Commitment counts. Commitment doesn’t happen all at once. For some couples, it might occur in months; others might not get there for years. But successful couples invariably take this crucial step. Get help before giving up. I would never argue that a bad marriage is better than divorce, but always seek help before throwing in the towel on a relationship. There is nothing more precious than a good marriage, something we should cherish and work diligently on to assure its success, despite some overwhelming odds.

Recently, the Centers for Disease Control and Prevention reported that more and more couples are choosing to live together before getting married. From 1982 to 2010, the number of women below age 45 who lived with a domestic partner out of wedlock increased from 3 percent to 11 percent. Marriage is still occurring but later in life so that by age 40, 90 percent of women and 80 percent of men have been married at least once. The number of younger people who haven’t married is increasing. In 2010, 38 percent of women under 40 reported never having been married, compared with 33 percent in 1995. Black women were the least likely to be married (55 percent) followed by Hispanics (49 percent), Asians (39 percent) and white women (34 percent). However, across the board, 58 percent of marriages still end in divorce. Divorce is least likely in Asian women (69 percent remain married) compared with 54 percent in white women and 37 percent for black women. Hispanic men are the most likely to stay married (70 percent), compared to 54 percent for white and 53 percent for black men. The chances of marrying later are higher for those with more education and secure employment, both of which are strong predictors of a successful marriage. If you have a college or postgraduate education, the chance of remaining married after 20 years is 72 percent, compared to 41 percent for those without a high school or college degree. CASEY’S CORNER (from page 9) “scent smart.” According to Gary Settles, professor of mechanical engineering at Penn State University, who studied the canine olfactory system for the Defense Advanced Research Projects Agency, “They use scent the way we read the newspaper.” To put that in normal domestic dog terms, that’s how your dog can mark the same spot on the carpet repeatedly, no matter how much perfumed cleanser you drown it in. But for bomb-sniffing dogs, cadaver-sniffing dogs or search-and-rescue dogs, this heightened sensitivity becomes the stuff of superheroes. And it is why SAR canine handlers are taught, above all: Fide canem. Specialized training with an expert handler turns a dog’s unique gifts into a lifesaving skillset. Tosch said of the SAR teams’ role in Haiti, “All SDF handlers are experts in reading their canines... The canines are literally the Task Force’s most precious tool in the hunt for survivors: Their well-being is mission-critical.” And that well-being is ensured. SDF repays their debt of gratitude to these distinguished dogs by guaranteeing a cushy retirement. Not that these hardworking canines seem overly concerned with their benefits plan. Terry Trepanier, a lieutenant with the Washington Twp. Fire Department, and his golden retriever, Woody, spent 10 days at Ground Zero after September 11. “To know what they’ve been through and to see how they performed makes you proud. And they never complain,” said Trepanier. “They just wag their tails and say, ‘Let’s go.’” These remarkable dogs are a part of our lives. We pass them in airports, cruise by them at border crossings and sail past them at our nation’s ports. We read about them when children go missing or when a victim of Alzheimer’s disappears. More than a decade ago, we all sat riveted as they reported for duty when the Twin Towers crumbled in New York City. And more recently, we stood by as they responded to the cry for help in Haiti. Well, dear readers: do you want the good news ... or the bad news? Let me get the bad news out of the way first. I’ve been working on a new fact sheet for my readers (that’s actually the good news - but more about that in a minute); and as part of my research, I’ve discovered that I haven’t been completely clear in some past columns when explaining the coordination between taking reduced benefits on your own Social Security record and any possible benefits you might be due on your spouse’s Social Security record. A question I’m frequently asked goes something like this: “Can I take reduced benefits on my husband’s record at age 62 and then at 66, switch to full benefits on my own account?” The answer to that question is “no.” But sometimes I’ve overstated that negative response by following up with a comment similar to this: “If you take reduced benefits on one Social Security record, you cannot later switch to full benefits on another record.” As a politician who’s caught bending the truth might say: “That statement is no longer operational.” Before I can clarify that, I have to explain a technical part of Social Security rules called the “unrestricted application policy.” That means that an application for any kind of reduced Social Security benefit is automatically an application for all other Social Security benefits a person might be due. Because most people are usually due benefits from only two accounts -- their own and a spouse’s -- in practical Tues., Apr. 5 day-to-day use, the policy is saying that if you apply for your own Social Security benefit before age 66, you are automatically applying for spousal benefits at the same time. Or the reverse is also true: if you are applying for reduced benefits on a spouse’s Social Security record, you are simultaneously applying for your own Social Security. Poor Customer Service a Frustrating Challenge Q: Is it just me, or is it getting harder and harder to find customer service people who really want to help you? If I’m fortunate enough to call a number that lets me talk to a live person instead of a recording, they don’t even act like they care. It is so frustrating! When a product or service I have paid for doesn’t perform as advertised, I want to either get the issue settled or get my money back. It seems all I get is rude representatives and the runaround. Many friends in my complex have had the same bad experience -- especially with retail stores. It seems to be getting only worse. Whatever happened to "the customer is always right" philosophy?

You can’t start your retirement planning too soon! I could devote an entire column and much more to this subject alone, but suffice to say everyone should start building their nestegg as soon in life as possible. A: Warwick China Co. was located in Wheeling, W. Va., from 1887 to 1951. They produced a wide variety of vitreous china that included: portrait vases, dinnerware, jardinieres, bowl and pitcher sets, umbrella stands, and decorative ware. Even though some of their pieces were hand painted, much of their ware was decorated with decals. The Warwick China Co. used the “Ioga” mark from 1905 to 1920. “Ioga with a knight” mark remains a mystery as to its meaning and was used from 1905 to 1920. Your circa 1920s portrait vase would probably be worth $250 to $325.

It was designed by Henri Loux around 1930 and was inspired by the villages of Obernai, France. The scenes are transfer prints and feature landscapes, people, animals, castles, and homes. Each dish can be found selling in antiques shops in the range of $75 to $125.
