Dog Petting Etiquette From a reader:

“I was taught as a toddler: When around a new dog, hold still and present your hand palm up for the dog to sniff. Recently, I had a vet tech breeze up to my dog, Ruby, and lower her hand down over Ruby’s head. Ruby jumped up and “air bit” at the vet tech’s hand.

“Also, when I walk Ruby, people encourage their kids to come up and pet her whether or not I say it’s OK, including toddlers who want to grab her to steady themselves. I was taught to ask permission to approach someone’s dog. What is wrong with people?”

My advice:

Don’t reach out to pet a strange dog, even with the owner’s permission. Dog owners do not always provide the most accurate assessment of their dog’s temperament. This is sometimes a byproduct of denial, but by and large, it’s ignorance.

A dog owner who does not grasp the importance of socialization won’t understand that Fido’s good manners and sweet disposition at home aren’t guaranteed to hold true out on the streets with the rest of us. When a stranger asks for permission to pet Fido, his owner might give the go-ahead -- not realizing Fido’s inner Cujo hasn’t been tamed when it comes to strangers.

And the strangest of the strangers to a pooch? Children.

Children are awkward. They walk funny, fall over, flail their arms, shriek, clap, and their heads wobble all over the place. To a dog that hasn’t been raised around children, any of this may feel threatening. I have four fantastic dogs at home. One of them has never been around children, and one of them gets nervous around quick, jerky movements. When my small nephew visits, I keep those dogs away from him. This is not about aggression; it’s about fear. And it’s the kind of “better safe than sorry” judgment call that responsible dog owners should be equipped to make.

If you must pet a strange dog, make a knuckle sandwich. This will protect your fingers.

Social Security 101

Sometimes this column can get into some complicated or esoteric Social Security rules or circumstances. But it dawned on me that many of the emails I get from readers are asking questions about some pretty basic Social Security stuff. So this week’s column will be like a refresher course in Social Security. I will just go over the basic rules for various kinds of Social Security benefits.

But I will only scratch the surface of these basic rules. For more information, you’ll need to read my little Social Security guidebook. Instructions for getting that book are at the end of this column.

Retirement Benefits

To get Social Security retirement benefits, you must be “insured,” and you must be at least 62 years old. Being insured means you have a minimum of 40 credits (sometimes called “quarters”).

Because you can only earn four credits per year, that means you must have worked and paid Social Security taxes for 10 or more years to qualify for benefits.

You get your full retirement benefit if you wait until your full retirement age to apply for those benefits. Benefits are reduced by roughly one half of one percent for each month they are taken before FRA. If you take benefits at 62, you will get somewhere between 70% and 75% of your full benefit, depending on what your full retirement age is.

(If you’re not sure what your FRA is, you’ll find a chart in my book.)

If you delay taking benefits beyond your FRA, you will get a two-thirds of one percent increase in your eventual retirement rate for each month you delay taking those benefits. But those DRCs stop getting paid once you turn 70.

If you are over your FRA, you can work and make as much money as you want and still be due all your benefits. But if you start your benefits before your FRA, you will lose one dollar in benefits for every two dollars you earn over $18,960. Only earnings from a job count towards the earnings penalty limits, not savings or investment income.

There is a more lenient income threshold ($50,520) beginning in January of your FRA year up until the month before the month you reach your FRA. Disability Benefits

To qualify for Social Security disability benefits, you must be “insured,” and you must have a physical or mental impairment that is so severe it will keep you from working for at least 12 months.

For most people, being insured means having at least 40 work credits. But some of those credits must be earned recently. The general rule is that you need to have worked and paid Social Security taxes in five out of the last ten years.

When you file for disability benefits, you must provide contact information for anyone who has treated you for your condition. Those doctors, hospitals, etc., will have to provide SSA with your medical records so that a decision can be made about your eligibility for benefits.

And here’s a special message for any disabled seniors. Once you are over your full retirement age, disability benefits are no longer payable.

Or to put that another way, after FRA, a disability benefit pays the same rate as a retirement benefit.

• Sir Sultan Muhammad Shah Aga Khan, leader of the Ismaili Muslims, turned 75 years old in 1946. To celebrate his birthday in Bombay, wealthy supporters volunteered to contribute to his favorite charities an amount of money equal to his weight in diamonds. He sat on a giant balance scale while case after case of diamonds were loaded on the other side. The diamonds were of industrial quality to lower their value, but still it took over half a million carats at a value of a million and a half dollars to counterbalance his hefty 243 lbs.

DEFEAT BY DIAMONDS

• In 1981 Francois Mitterand was elected president of France. His win might well be attributed to the questionable actions of his opponent, incumbent President Valery Giscard d’Estaing. Giscard had accepted gifts of diamonds from the self-appointed Emperor of the Central African Empire, worth about $1 million today. When a newspaper reporter learned of the gift and asked questions, Giscard claimed the diamonds had all been donated to museums.

The newspaper checked but could find no such museums, nor any record of what actually did become of the gems.

• Giscard then went on TV and said the diamonds had been sold and the money given to the African Red Cross. The paper investigated this claim as well, but found no such record of gifts to the Red Cross. Giscard then said they had been sent to the Emperor’s successor in Africa.

After more checking, it was found that Giscard had actually sent the equivalent of one small diamond to Africa. After his defeat in 1981, crowds of angry French citizens surrounded him shouting, “Give back the diamonds!”

Giscard never held office again. □
