Parent group worried flawed count could lead to school’s closure Methodology for calculating school capacity is skewed says Save A.R. Lord committee member
Rumana D’Souza
rumanadsouza92@gmail.com
A committee representing parents from Dr. A.R. Lord elementary school is concerned that a flawed methodology for calculating capacity utilization may lead to the school’s closure. The East Side school located across the street from the Hastings Community Centre is one of 12 schools targeted for possible closure next year because it failed to meet the province’s 95 per cent enrolment capacity — a requirement for the district to receive funding for much-needed seismic upgrades. Lisa Patterson, a parent and Save A.R. Lord committee member, said the Vancouver School Board’s calculation of the school’s capacity is skewed, making the school appear “empty” when it’s not. A.R. Lord’s 2015 capacity utilization was assessed at 43 per cent, when in fact, Patterson
said, the accurate capacity is 75 per cent. “When I come to pick up my kids at 3 p.m., I can barely walk down the hall because it’s overrun with kids. I can assure you, there’s no way our school is half empty. There’s something seriously wrong with their methodology,” she said. A secondary building on A.R. Lord’s property, used for the last five years by Templeton secondary school for two of its alternative programs, was counted in A.R. Lord’s capacity. In addition, a computer lab, music room, and a reading room for at-risk children were also counted as “empty” classrooms. To arrive at the 43 per cent capacity estimate, the VSB counted the Templeton outbuilding and the three other rooms as part of the school’s “capacity” to hold students. The formula to calculate a school’s capacity, agreed upon by the Ministry of Education and the school

board, is outlined in the VSB’s Long Range Facilities Plan report released in May 2016. The Save A.R. Lord
committee has compiled a fact sheet on capacity calculations for the school. Patterson said enrolment at A.R. Lord has
been steadily increasing; they expect the school will be at 97 per cent capacity in three years. The committee has been writing letters to the school board and the education ministry, but hasn’t received a positive response yet. School board trustee Patti Bacchus said the calculations done by VSB staff are based on the ministry’s formulas for utilization. “The ministry requires us to count all spaces — even spaces we have leased out. All of those are considered in the capacity calculation,” Bacchus said. Bacchus said she received the committee’s letters and shares its concern about how the Ministry of Education considers space utilization. “I absolutely agree with the parents that rooms used for art, special education or as computer labs should not be counted as empty classrooms the way the ministry currently does,” Bacchus said.
“It’s a way, in my opinion, for the ministry to force school closures on us.” The VSB passed a motion emphasizing the 95 per cent capacity rule is a ministry target and “did not reflect the values and goals of the board.” However, the board is required by the ministry to show how they can arrive at an average of 95 per cent space utilization in order to access more funding for seismic upgrades. Bacchus added that A.R. Lord’s fate isn’t sealed yet — VSB staff will be working through the summer to provide reports on space allocation, building conditions, enrolment projections and other factors to consider. “When we go back to our meetings in September, we’ll be looking at further staff reports on whether or not we should proceed with the closure of any of the 12 schools that were listed in June,” she said. @RumanaDsouza

target,” said Dale Miller, executive director of the B.C. and Yukon branch of the Lifesaving Society. “We want to make sure that when they do go out on the water in the summertime and if they find themselves accidentally in the water, that they know what to do to survive.” Established more than a century ago, the Lifesaving Society is the nationally recognized body for both training and certifying lifeguards in Canada. The July 22 event will be led by a handful of the society’s volunteer lifeguards, who’ll instruct participants in two-hour blocks starting at 9 a.m., 11:30 a.m. and 2 p.m. Space is available for 600 registrants. Statistics from the Lifesaving Society indicate accidental drowning is the second-leading cause of preventable death in Canada after traffic accidents. Those same stats point to the fact that half of Canadian kids never take formal swimming lessons. Sixty-five drowning deaths were reported in B.C in 2015, while 20 cases have been recorded up until June 30 of this year. According to Miller, the course’s goal is to impart three essential skills needed when someone unexpectedly falls into deep water. The first lesson will see participants roll into the water — they’ll then orient and calm themselves before catching their breath and strategizing the next step. From there, treading water for two minutes follows. The final step includes being able to swim for 50 metres. “It could be a dog paddle, it doesn’t have be any sort of Olympicrecognized stroke,” Miller said. “Panic plays such a big part, so you have to look at your situation and figure out what you’re going to do. Hopefully, when they’ve gone through these Swim to Survive skills, it will instill a bit of confidence so that the panic might be at a lower level.” To register for the Swim to Survive day in Vancouver, visit lgos.ca.

Vancouver MLA wants to battle the bots John Kurucz
jkurucz@vancourier.com
The furor on social media was palpable, and the disappointment and frustration was felt from one Canadian ocean to the next. Buoyed by a need to battle the bots that are the bane of concertgoers’ existence, Vancouver-West End MLA Spencer Chandra Herbert is calling on the province for legislation to control the en masse scalping of tickets online. Chandra Herbert spoke to the Courier Tuesday afternoon, after an Insights West poll claimed almost a third of Canadian concertgoers have struck out when trying to get tickets through primary ticket outlets such as Ticketmaster. “This certainly confirms what I’ve heard — it makes people mad,” Chandra Herbert said. “When any big-name artist is in town, people will get upset. And for good reason — people are getting gouged here through unfair practices.” Bots are computer programs used to buy tickets online. They’re then re-sold at a much higher prices through secondary ticket vendors. That the Insights poll was released just days before the Tragically Hip’s farewell tour begins isn’t exactly happenstance. Mario Canseco, Insight
West’s vice president of public affairs, said more than a half dozen of his employees tried to get tickets during both the pre-sale and general sales. He said by 9:03 a.m. on both days, not only were the shows sold out, but tickets were being re-sold at huge markups. “We thought it was ridiculous,” he said. “You start to wonder, is this something that’s just happening to me, or is this a qualitative experience where it’s something that is happening to everybody?” Some of the highlights from Tuesday’s poll include: • Three in 10 Canadians who attend concerts have been unable to buy tickets to the performance of their choice. • 28 per cent say they attempted unsuccessfully to buy tickets through a primary ticket outlet. • 17 per cent say they bought tickets through a secondary ticket seller, such as StubHub, including 25 per cent in B.C. • 87 per cent of respondents would support severe fines or jail time for scalpers caught using bots to buy tickets online. Perhaps most surprisingly, 32 per cent of those polled suggested a return to yesteryear: lining up outside venues or ticket outlets in a firstcome, first-served system. “You have a third of peo-
ple of who said, ‘Yeah, I’ll grab my lawn chair and I’ll spend 48 hours there eating food from a can just to have an equal chance to get tickets to the performance that I want to go to,’” Canseco said. “It’s like asking somebody if they want to go back to using the rotary phone. Technology has advanced so much, but now it’s being used against us.” Canseco noted that policies in Israel restrict tickets from being re-sold for above face value. New York State is also looking at implementing punitive fines or even jail time for scalpers using bots. He likened the current concert conundrum to what happened with Napster in the early 2000s. “There was somebody making money off the music and it’s not the musicians,” he said. “Now we have a similar scenario. If you’re selling a ticket at 10 times the price that is on the ticket, you’re the one who is getting all of that profit and the artists aren’t getting anything. Ultimately there’s somebody who’s profiting in a way that is not palatable.” Better Business Bureau (BBB) spokesperson Evan Kelly said Tuesday’s poll didn’t offer up much in the way of surprising findings, but rather reinforces the need for Canadians to demand change from government. Joyce to the world: Skateboard community
An unlikely friendship forged at East Van skateboard park Michael Kissinger
mkissinger@vancourier.com
She might not know an ollie from a shuvit, or ever attempted a backside 180, but Joyce Wong has carved out a sizable spot for herself in the tightknit community of skateboarders at Hastings Skatepark. On Monday night, dozens gathered at the picnic tables near the Italian Garden at Hastings Park, skateboard in one hand, Old Milwaukee or Pabst Blue Ribbon in the other, to throw Wong a birthday party. And not just any old birthday bash — her 75th. “Joyce is pretty amazing,” said Julia Dennis who, like many people at the festive gathering, wore a black T-shirt with a graphic of Joyce’s smiling face across the front. A logo of Joyce’s name and the words “75 years strong” is also spraypainted across the south bowl of the skatepark, and two weeks ago more than 3,000 people attending the Van Doren Invitational skate competition sang an early “Happy Birthday” to a tearful Wong. “When everyone sang ‘Happy Birthday’ there was a moment where a few of us got choked up,” Dennis said. So what brings an elderly Chinese woman with three kids and a handful of grandchildren deep into the fold and loving embrace of East Vancouver’s rough-and-tumble skateboarding scene? In a word: cans. Tosh Osaka, 42, has
The skateboard community at Hastings Skatepark came out in full force Monday to wish Joyce Wong a happy 75th birthday. Wong and her husband, Henry, have become fixtures at the skatepark over the years, collecting empty cans and bottles. See photo gallery at vancourier.com. PHOTOS JENNIFER GAUTHIER

where they live. Because skateboarders tend to be a thirsty bunch, Joyce makes sure to attend all of the skateboard competitions, even travelling by bus to North Vancouver’s Seylynn Skatepark for its annual Canada Day Bowl Series Jam. And if there’s a new skateboarding event coming up, the community is sure to inform Joyce about it. “She’s like the grandmother of Hastings,” said Osaka, who often saves his empties at home for Joyce and Henry to collect. Lore has it, the retired couple has been able to put their kids through university and finance a yearly trip back to China through their recycling efforts. “She’s the sweetest woman in the world,” added Amy Beyers, 33. “She’ll come by your house to pick up cans,
she’ll plant vegetables in your garden. She’ll bring you food.” According to Amy’s husband, Jonny, it was the younger skaters who first took a shine to Joyce. Unlike the usual can and bottle collectors who would come by the skatepark, Joyce was nice to them. “What first attracted the connection was how she would be considerate and friendly and engage with us,” Jonny, 39, said. It was also comforting to know that she and Henry lived nearby and could be trusted, he added. And it’s not uncommon for Joyce to find lost items at the park and return them to people’s homes. “A lot of people here are from somewhere else, so she’s become kind of like family,” he said. “She’s been part of the culture here for 14 years or so.”

Mike Telford, 37, recalls going to house parties and being initially surprised to see Joyce and Henry among the revellers. “It’s like her social scene. It’s kind of cool that she actually enjoys us, because we’re a lot younger,” he said. “It would always surprise me seeing her at competitions… And then seeing her at house parties was the next step. I’d be half-cut and be like, ‘That looks like Joyce over there.’ She part of our little society.” Chris, a 40-year-old skater who wouldn’t give his last name and goes by the nickname “Bumbles,” had a similar experience while partying.
“A few years ago, we threw a sausage-themed party and had people dress up as German beer maids. We invited Joyce and Henry, and we have these photos of them sitting on our bed drinking tea with all of us just raging around them. And they were there for hours.” When Henry and Joyce arrived at Hastings for the birthday celebrations, Joyce was greeted with hugs and bouquets of flowers. Joyce insisted on bringing massive trays of chow mein and fried rice, which she cooked earlier in the day, and handed everyone a red envelope containing a five dollar bill. She’s also brought several cases of beer for her crew. According to Jonny, Joyce wouldn’t have it any other way. “One of
the things she said about tonight is don’t bring anything. ‘Just come so I can take pictures and show my grandchildren how many friends I have.’” So what does Henry make of their celebrity status among the skateboarding community? “A lot of Chinese people who come from China ask me, ‘Why are they so good to you?’ I say, I don’t
know. We just go along with it,” he said. “Myself and my wife like to associate with people. We don’t want to be alone at home. I see them as family.” As for getting a T-shirt with his wife’s face on it, Henry hasn’t received one yet. “They don’t have anymore,” he said. “I was told they’re ‘limited edition.’” Monday not only marked Joyce’s 75th
birthday, it was also the anniversary of the day she arrived in Canada. She remembered the immigration officer had wished her happy birthday, but at the time she didn’t understand English. That was 47 years ago — long before Hastings Skatepark and most of the skaters there were even born. Now she’s celebrating another milestone, sur-

rounded by her unlikely adopted family members, who have taken her in as much as she’s taken them in. “I have a big family now,” Joyce said with a grin that never left her face as she hugged wellwishers, posed for photos and urged people to eat. “I’m so happy. Everyone’s so nice to me. I’m so happy.” @MidlifeMan1

Fixed-term tenancy agreements put squeeze on renters
W
hile most of the coverage around the housing crisis has been centred on owners of occupied homes, an equally disturbing dilemma is facing renters. They, after all, are the majority of folks who live in Vancouver. So, at the risk of being glib, renters’ lives do matter. Although given the circumstances they face, you wouldn’t think so. If the relationship between an individual’s income and the cost of home ownership is off the charts, well, it has gotten that way for the cost of renting too. In this city, renters face a vacancy rate that has recently dropped from .6 per cent to .4 per cent. Housing is in such high demand, there are actually bidding wars by desperate tenants. It should not surprise you that some landlords are willing to take ad-
vantage of the situation, ignoring legislated regulation on annual rent increases (two per cent plus inflation) knowing that if this tenant won’t pay the extra freight, there will be a lineup of desperate people right behind them who will. The principle tool for putting this unscrupulous squeeze on renters is called a “fixed-term tenancy agreement.” It is covered by the provincial Residential Tenancy Act. The minister responsible is Rich Coleman. The Vancouver Tenants Resource and Advisory Centre, which provides legal advice to tenants, refers to this as a “loophole” in the law, one that allows landlords takes advantage of tenants. It is an agreement signed by both landlord and tenant and can have a couple of different provi-

tenancy. Under a new tenancy, a landlord can set whatever rent they want. We do not know how often this is happening, although based on complaints coming to NDP
Housing is in such high demand, there are actually bidding wars by desperate tenants. At year’s end, the landlord is able to raise the rent by the legally allowable amount. But that is not always the case. Too often in this extremely tight rental market, the landlord, at the end of a fixed term agreement, ignores the legal rent increase limit, jacks up the rent beyond that limit and insists on a new fixed-term agreement, making it a “new”
MLA Spencer Chandra Herbert from VancouverWest End, where more than 80 per cent of his constituents are tenants, the number of incidents of abuse are increasing: “Until a couple of years ago,” he told me, “I never heard about these agreements.” Of course, the tenant can always phone the Residential Tenancy Branch of the government and complain. I actually phoned them this
week to hear: “Due to the high call volume we are unable to take your call at this time.” A recent report in the Globe and Mail on the increasing squeeze Vancouver renters find themselves under for a variety for reasons, noted that the “majority of renters’ complaints are directed to a phone line where records show the average wait time is 34 minutes.” They also point out that, no surprise, about one third of callers simply give up. Chandra Herbert says he raised the issue of potential abuse under these fixed-term agreements during estimates for Coleman’s budget in the legislature this past spring and Coleman “just brushed it aside.” The impact of these agreements is much further reaching and easier to fix than either empty condos that could be rented out or rental properties
now serviced by Airbnb and the like. An amendment to the Residential Tenancy Act could be put through as early as next week when the legislature meets to deal with a couple of other real estate issues. But wait: A story in Business in Vancouver two weeks ago pointed out the new Aquilini Tower adjacent to B.C. Place Stadium is demanding one-year fixed-term agreements for all of its tenants, agreements BIV points out “that allow landlords to raise rents above provincial cap, [and] evict tenants more easily.” This is not to suggest that the Aquilinis have this in mind. But I have to wonder whether Coleman’s reticence to close this loophole is related to the fact that the Aquilinis, in their many corporate configurations, are major donors to the B.C. Liberal Party. @allengarr

Poll indicates 32 per cent of ticket buyers would prefer lining up Continued from page 7 While his organization can’t really wade into the bot debate, they’ve investigated countless ripoffs around fake tickets and sketchy online re-sellers. “The ticket bot situation, while from a BBB point of view certainly seems unfair that people can’t get a hold of tickets, the best response is for people to shop with
their wallet — if you don’t want to pay that price, then don’t pay that price. Instead, go push for legislation to stop this.” An admitted Hip fan who didn’t even try to get tickets because of the current system, Chandra Hebert pushed for legislation via a private member’s bill in 2009 to regulate the ticket industry. He renewed those
calls earlier this spring and wants an industry panel including sellers, re-sellers, artists, fans and government to find a solution. “Let’s draft a set of guidelines that are going to work,” he said. “Some regulation is going to be required but let’s involve the folks that are in the market because there are all sorts of loopholes that people game
the system with now.” For its part, Ticketmaster provided a statement to the Courier suggesting it is “at war with the bots.” That said, the company also offers up tiers of seating, sometimes referred to as “platinum seats” that are sold at much higher prices than standard seats. The company has said those tickets are set aside for art-
ists, promoters and other industry folk. “We invest millions in technology and human moderation to identify and block them,” the statement reads. “But with millions more to be made by those willing to cheat and break the law, we can’t win alone. We need stronger laws and greater enforcement to punish those who want to deny real fans the oppor-
tunity to get tickets.” Peter Fassbender, the minister of community, sport, cultural development and minister responsible for TransLink, did not respond to an interview before the Courier’s print deadline. The Hip plays Vancouver on Sunday, July 24 and Tuesday, July 26. Good luck trying to get tickets.

There are a couple of absolute requirements when it comes to producing West Side Story: there must be a fantastic performer in the role of
Puerto Rican Anita, and the choreography has to be terrific. This Theatre Under the Stars production, directed by Sarah Rodgers, has both. Alexandra Lainfiesta, a Studio 58 grad, is a sizzling Anita. Swishing her ruffled skirt side to side and dancing to hot Latin rhythms, she takes what is perhaps the most iconic West Side Story song — “America” — to the moon. And rather than using the original Jerome Robbins 1950s choreography, director Rodgers engaged Tara Cheyenne Friedenberg, known for her intelligent, edgy style. In this production, there are three dozen performers to put in motion without bumping into each other. Friedenberg — and the dancers — do it and it’s brilliant. You can hardly go wrong when the music is by Leonard Bernstein, the lyrics by Stephen Sondheim and the story is loosely based on Shakespeare’s Romeo and Juliet. Rather than the Capulets and the Montagues, the warring “families” are two teenaged street gangs: the Sharks — immigrant Puerto Ricans — and the Jets. And the action is not in Verona, it’s in New York City’s Upper East Side. At a community dance, the Jets’ leader, Riff (Daniel James White), challenges the Sharks’ leader Bernardo (Alen Dominguez), to “a rumble” after the dance. At the dance, however, Bernardo’s sister Maria (Jennifer Gillis) meets Tony (Matt Montgomery), who has been trying to distance himself from the Jets. It’s love at first sight. The fight goes sideways, a young man dies and the tragedy unfolds. Like the original, it ends badly but reconciliation between the warring factions seems possible. And here’s where Vancouver’s own “Divine Sarah” (Rodgers) does something special. She opens the show with a newly created character, Hopscotch Girl (Aurielle Lindbjerg Strelau on opening night), a little girl with two blond ponytails, all dressed in white. (Lindbjerg Strelau alternates with Aunjali Panju in the role). Hopscotch Girl is frightened off by the teenaged boys,
but she reappears in the final scene to lift the tragedy out of sadness and despair to send us off into the night with some hope. Gillis and Montgomery make a fine pair of lovers: young, eager and innocent. Gillis, a soprano, is more “operatic” than most of the singers and, at times, it feels odd. Like Juliet, Maria appears childlike in the first half of the show but matures suddenly when the tragedy unfolds. And, as in Romeo and Juliet, Romeo’s sudden infatuation seems ridiculous, but boyish Montgomery makes it believable. Neither West Side Story nor Romeo and Juliet work if you don’t suspend your disbelief. As Riff, White is nicely physical and pugnacious, cranking the Jets up for the fight. It’s a pity that Anybodys (Sara Vickruck) doesn’t get a solo because Vickruck can really belt out a song. Her presence on stage is always watchable, nevertheless. Something that’s disturbingly clear in this production is the girlfriends’ complicity in the violence. Anita says it all: the guys are “hot” after a fight so the girls aren’t going to stop it. West Side Story is full of memorable songs including “Maria,” “I Feel Pretty,” “Somewhere” and “Tonight,” and the orchestra, under the direction of Chris D. King (who steps in as Shrank) makes it all wonderful. Brian Ball (set design) and Gerald King (lighting design) give the show a gritty inner city look. TUTS is the whole package: popcorn and hot chocolate, warm blankets, hotdogs and salmon burgers, and a great show under the stars. Disney’s Beauty and the Beast is probably a better choice for the little kids, but West Side Story will leave you singing, “Tonight, Tonight” as you head off into the night. For more reviews, go to joledingham.ca. West Side Story is at Theatre Under the Stars (alternating with Disney’s Beauty and The Beast) until Aug. 20. For tickets, call 1-877-840-0457 or go to tuts.ca.

Six ways to get prepped for the Pride Parade Sandra Thomas
sthomas@vancourier.com
What’s the No. 1 rule of etiquette for watching the Pride Parade? In no way, shape or form, do you spray water on, at, or anywhere near the MCs lining the parade route — in particular Joan-E. Seriously, she will take you down with just one look. With hundreds of thousands of spectators expected to line this year’s parade route to watch the glitz and glamour that is Pride — and in an attempt to catch a glimpse
of Prime Minister Justin Trudeau — here are some tips to help make the day the best it can be for everyone.
3. Road closures
1. Stay off the road
4. Leave your car at home
Don’t be that person who decides the barriers are there for everyone else except you. You know who you are. It also minimizes your chances of getting run over by a float covered in glitter and rainbows.
2. Reduce waste
There will be garbage and recycling stations along the parade route — use them.
Road closures in the West End begin at 8 a.m. and will remain in place until 4 p.m.
Consider transit, walking or cycling. A bike valet service will be available at Sunset Beach.
5. Liquor
Alcohol is prohibited and with so much liquor available for sale legally in bars and restaurants along the route or at Sunset Beach, there’s no excuse for that open beer bottle.
6. Sun safe
The Pride Parade is three hours long and if the sun is shining, that’s a lot of exposure. Sunscreen, a hat and lots of water can mean the difference between eating peanuts at Pumpjack after the parade or lying in a first aid tent wishing you’d worn more than a loin cloth. The Pride Parade starts at noon Sunday, July 31, at the corner of Robson and Thurlow streets before heading west on Robson to Denman to Beach Avenue to Pacific Street ending at the festival grounds at Sunset Beach. @sthomas10

Canada is so incredibly vast, the best way to gain any sense of its size and scale is to travel across it overland. And taking the train is a great way to see it without the discomfort or worry of driving a car or riding a bus. Recently, my husband Joshua and I were invited to get on board Canada’s famed Rocky Mountaineer, a privately owned luxury rail service, for a trip through our majestic Canadian Rockies. Heralded by a bagpiper at the terminal, we, along with 700 rail enthusiasts — mostly tourists from the United States, Europe and Australia celebrating everything from anniversaries to retirement — climbed aboard one of 22 cars destined to either picturesque Jasper or Banff. Travellers pre-determined their destination and chose between Red, Silver and GoldLeaf service. We had the pleasure of the latter, the firm’s top tier of service with glassdomed, double-decker seating and a separate dining level below.
From the attentive service, big bucket seats and white tablecloths, to the fine china, silver ware and gourmet meals, it truly felt like we were reliving the golden era of rail travel. Even the leisurely pace at which we were travelling (roughly 50 kilometres per hour) had an old world charm to it. The first day’s leg from Vancouver to Kamloops took just over nine hours (everyone disembarks in Kamloops and is put up in a hotel overnight). Our time on board was easily filled, beginning with the food and beverage service. We made our way down a spiral staircase to enjoy two elaborate three-course meals. Executive chefs Jean Pierre Guerin and Frederic Couton’s menu is extensive, inspired by Western Canada’s diverse culinary landscape. From buttermilk pancakes topped with a warm compote of sweet B.C. blueberries for breakfast to Alberta beef short ribs for lunch, every item is sourced from local farmers wherever possible. While many, yours truly included, wanted to head upstairs to take a nap following the royal repast, to sleep through the spectacular scenery would have been criminal. Instead, Joshua and I went outside to the vestibule — a viewing platform between carriages — for a breath of fresh mountain air and to take in the outdoor entertainment. And
what an impressive show. From the ever-changing soul-stirring scenery ably described by our guides to the wide variety of animals that greeted us, every moment was photo worthy. We saw horses, cattle, bald eagles, bighorn sheep, elk and blacktail deer. Every sighting was called out by our knowledgeable Vancouver-based attendants Sara, Eddie, Darren and Zahra and fellow travellers. To the disappointment of all our cabin mates, the only creatures out of view were the much-anticipated, discussed and sought-after grizzly or black bears. Thankfully, we were consoled with endless snacks, spirits, beer, and Okanagan VQA wines. Day two would bring more adventures, and arguably the most breathtaking stretch of scenery as we made the dramatic climb (some 1,625 metres above sea level) through the majestic Rockies. The roughly 10-hour journey to scenic Banff, AB. would take us through three national parks and Craigellachie, B.C., where the historic last spike was driven in 131 years ago, marking the completion of the transcontinental railway and connecting the West Coast to the rest of the country. But the biggest moment of the trip was saved during the second seating of lunch. The pronouncement from the front of the train that a bear was sighted stopped everyone in their tracks.

The entire group quickly lurched left, and held their collective breath, anxious for the iconic creature to come into view. The entire carriage fell quiet. And then in a flash, a young black bear appeared, quietly grazing through the tall grass oblivious of all the attention. Attempts at a decent photo failed. Blurry at best, it didn’t matter. The group erupted in cheers as if we had just won the lottery. Their reactions: priceless.
Hurrahs, hugs and high-fives ensued. The bear spotting was the perfect ending to a most memorable trip. With smiles on everyone’s faces — fully satisfied with what just transpired — we all retired upstairs for a final round of celebratory cocktails and fresh baked cookies, brought to us by the hard-working culinary team. All too soon — just as friendships were being cemented — we reached the end of the line.
“Spectacular.” “Simply breathtaking.” “Magical.” “Trip of a lifetime.” These were some of the comments shared about our adventure by our new best friends. No one was in a hurry to depart. We thanked our lovely hosts (tipping is encouraged), exchanged contact details with our new besties from Australia, Ireland, England and Switzerland, and took a few more selfies before finally saying goodbye.

A most memorable trip indeed — an experience more locals — Vancouverites, British Columbians and Canadians — should really discover. Sometimes it’s not about the destination, but about the journey itself. This was such a case. The luxury rail service is truly worthy of all its praise and accolades. The Rocky Mountaineer runs until Oct. 17. Fred Lee was a guest of Rocky Mountaineer.

New program punches back at Parkinson’s disease Rock Steady Boxing combines physical and cognitive training
John Kurucz
jkurucz@vancourier.com
Amy van Weelderen is a part-time cornerwoman and a full-time realist. When her husband Floris was diagnosed with Parkinson’s disease four years ago, the pair faced a life-altering, sink-or-swim scenario. They both chose the latter. “I look at it as though something like this is going to happen to all of us as we age — maybe it’s cancer for some, in our case it’s Parkinson’s,” she said. “Even the healthiest person can have severe back pain. The key is how you deal with it.” Floris is dealing with “it” through a new method of Parkinson’s therapy that entails perseverance through punching. Last month the couple enrolled in classes at Rock Steady Boxing, a program run out of Seacity Fitness on Howe Street. While there is no physical, person-to-person punching like in traditional boxing, the Rock Steady modus operandi targets speed, focus, balance, hand-eye coordination and other factors that are directly affected by Parkinson’s. Each 60-minute session includes stretching, cardio, circuit training, pounding on a heavy bag and weight training. Participants in the Vancouver program, one of only four in Canada, range in age

between their 40s and 80s. But before the sweating starts, the group gathers for an introduction and some cheer. “It’s a good ice breaker and it helps to build camaraderie among the participants,” said Allie Saks, an occupational therapist who leads the Vancouver classes. “A lot of our clients can be socially isolated or embarrassed to go out in public and do something like this
because of their symptoms. This is a really nice way for our participants to make connections and fight that collective fight with others who are going through the same thing that they are.” Floris’ fight with Parkinson’s began four years ago, when he was 46. Having previously served in the military for 24 years, he relies on the type of ironclad resiliency that was hammered home over those
decades when it comes to improving his lot in life. “I set goals and see them through,” he said. “I like to say you either lead, follow or get out of the way. There isn’t really an alternative.” Floris had previously been enrolled in CrossFit programs and the Israeli martial art known as Krav Maga. While he still works full time, the long days behind a desk, coupled with his condi-
tion, left him sedentary. Ironically enough, it was time in front of the boob tube that led Floris down his current path. Last fall he and Amy saw a profile on Rock Steady on 60 Minutes and contacted the company’s headquarters in Indianapolis, Ind. They were then put in touch with Saks, whose motivation to begin teaching the courses also came from the same 60 Minutes episode.
Floris has been sweating it out since the beginning of June, and both he and Amy have seen a marked difference — particularly between the ears. “Rock Steady isn’t just about improving your physical ability,” Floris said. “Many people fall into depression when they are diagnosed with Parkinson’s, but my brain feels good after a workout. I feel focused.” “I see a change in his attitude,” Amy added. “It’s definitely been uplifting for his spirit.” As his cornerwoman, Amy helps with everything from the tangible — putting on Floris’ gloves, wiping down sweat and helping with equipment set up — to being a de facto spokesperson and cheerleader. “This is not a wussy class — regardless of your physical or cognitive ability, this is extremely demanding,” she said. “Nobody goes in there with an attitude and nobody cares about what you can or can’t do. That’s the number one thing for everyone — there are no alternate plans for people with Parkinson’s, so I’m there to help in any way I can. It’s as simple as that.” Rock Steady Boxing costs $25 per class, or $200 for a 10 class pass. For more info, email vancouver@rsbaffiliate.com or visit facebook.com/rocksteadyboxingvancouver.
YVR stretches out to travellers with pre-flight yoga John Kurucz
jkurucz@vancourier.com
How about some namaste before you’re on your way? That’s part of the pitch rolled out by YVR about a weekly pilot program the airport launched July 15, which encourages travellers to stretch and breathe before boarding. Dubbed YYoga@YVR,
the program represents a partnership between YVR and Vancouver-based YYoga, which is providing the yoga mats free of charge. “We’ve heard a lot of interest from passengers and we’ve seen a lot of people doing stretches and doing breathing exercises before their flight,” said Kim Halowski, manager of sales and services with the Van-
couver Airport Authority. “We all know Vancouverites are yoga fanatics.” The 10-foot by 10-foot wellness space, which can accommodate about a dozen people, is located behind security gate C, near Air Canada domestic departures. A yoga instructor will be on hand each Friday between 10 a.m. and 2 p.m. The pilot program is
being offered until Aug. 26. After that, airport officials will look at a series of metrics, including customer feedback and usage rates, to determine whether it will continue in the future. “It really is a universal program,” Halowski said. “We expect there might even be some kids that just want to stretch or relax with mom and dad.”
YVR introduced a free yoga program July 15 for passengers departing to other Canadian locales.

The weeks ahead offer romance, creative surges and speculative, risk-taking urges. (Most of these will reward you, as your “gambling luck” is high.) You’ll tend to win in sports, games and romantic competition. This week, affectionate or flirty communications, emails, glances, winks tend to fill the air. You can have intriguing conversations with Gemini and Libra. Some unattached Aries will even meet a life-mate now.
The weeks ahead bring an upbeat, optimistic, happy mood. If you’re single, a friendly romance could begin. Your future looks bright (and it is). Popularity and social delights will visit you. Enjoy yourself! (However, in all this, remember that present bonds, if made, might not be as compatible or fortunate as those you might make after late September [into autumn 2017].) There is no urgency, so value yourself fully. Sun./Mon.
The four weeks ahead draw you toward home, family, security. You might visit your family, if you live far away. Get plenty of rest, take “power naps”– especially this Sun./Mon., when your weariness accumulates (but luck is strong, so do contact head office or the government for favours, permissions). A good month ahead to prepare for retirement, start renovations or landscaping, etc.
Light your ambition’s fire, Scorpio, as the weeks ahead (especially before Aug. 5) will reward your efforts, skills and perseverance. Until early August, bosses, parents, even VIPs and authorities such as judges in court, will favour you and your proposals. From Aug. 2 onward (into late September) these higher-ups will appreciate your creativity (especially your financial creativity). They’ll say, “Let’s go, show us your stuff!”
Now to late August, Gemini, you’ll be in your element: trips, conversations, communications, paperwork, media, learning and telling others what you’ve seen. Siblings and/or casual acquaintances will play important roles. Keep things short: good comics leave the stage before the last joke. Sunday/Mon. bring hope, optimism, social delights, popularity, wishful thinking (and a wish or two coming true.)
A month of wisdom, mellowness, gentle love, far travel and intellectual expansion has just commenced. Everything you love (travel, learning, cultural adventures, law, etc.) is favoured for a few weeks — but with subtle differences. Now to July 30, co-operating allies aid in these pursuits. You might meet a viable life mate. You can use these “things” — travel, education, etc. — as stepping stones up ambition’s sometimes steep path.
The month ahead involves money. In general, your mood or “isness” will slant toward possession: of money, house, car, of facts and figures (that you memorize) and of the opposite sex. (Applies to gays, too.) You want to possess someone, so casual sex draws you, also. It’s a fairly stable, slow month in which you and a partner can make moola, or you can grab opportunities that might involve another person, or relocation.
The weeks ahead emphasize mystery, research or detective work, lifestyle changes, mutual finances (e.g., with your spouse or business partners) investing, debt reduction, medical actions, sexual desire and bonding, commitment and consequence. (Mostly good consequences.) The “starting spark” of many projects or courses of action in these zones has already been lit since mid-July, or will spark now to Aug. 5. So if you can, begin soon, don’t procrastinate.
Your month of solitude and recuperation is over. Now to late August, energy fills you and others are drawn to you. You can lead now, especially if new projects or your own ventures are involved. Resolve to do something significant in the month ahead. There is no particular area of life that is lucky now: all your luck is personal, will flow into anything you do. You’ll attract others and could start a rather important love affair: But you might sense that it’s a little “unfair” as he/she is so “easy.”
You’ll meet your opposite, but equal this month ahead, Aquarius. You’ll also meet good people, compatibles, opportunities, relocation themes, and public interactions. Every day, practise diplomacy and flexibility. Let others run the agenda. Since last August (15) and continuing to early September (16) your greatest luck lies in finances, shared funds, sexual bonding, research and discovery.
Be restful during the weeks ahead, Virgo. Lie low, seek sweet solitude, contemplate and plan. You’ll interface with civil servants, institutional workers and “head office.” Here’s a little clue: if you flatter these types, you’ll get much more from them. (Think of something meaningful to them: e.g., a compliment on how he/she deals with people, how patient he/she is, whatever. Essential: start with a sunny attitude, not with scepticism, frowns.)
You’ve had your romantic adventure, Pisces. Now the weeks ahead are filled with work, health themes and your duties toward dependents. (BTW, if you’ve separated in the last 11 months, legal divorce is likely. If you’re single and met/wooed someone in the last eleven months, marriage is likely — but don’t push anyone toward it before May 10, 2017.) Sunday/Monday bring money, good money, perhaps from work, garage sale, etc.
July 21: Cat Stevens (68). July 22: Alex Trebek (76). July 23: Slash (51). July 24: Lynda Carter (65). July 25: Iman Abdulmajid (61). July 26: Helen Mirren (71). July 27: Triple H (47).

20 16 Toyota
Tacoma
C
onsider Coca-Cola. With a recipe composed of 21 secret ingredients, it is a known quantity that tastes the same no matter where you order it. Leave aside the urban myths about its ability to dissolve bone or whatnot, and Coca-Cola’s success is absolute; order a Coke and you know what you’re getting. It’s an unqualified success as-is; remember the disaster of New Coke? Sometimes change isn’t good. Now consider a car company, forced by regulatory pressure and customer expectation to refresh and update their models every couple of years. If you’ve already cranked out the winning formula, then what do you do if you have to mess with success? With the Tacoma, Toy-
ota must surely have found themselves facing just such a question. Re-sale values are excellent. The fan base loves it. Sales are strong. But change is required, so something must be done. Here’s the 2016 Tacoma, an update a long time coming. Is it New Coke all over again, or still the same Tacoma Classic that quenches many a midsized truck thirst?
Design:
On first blush: sorry, you said this was the new Toyota Tacoma? Despite a bluff new grille and updated tailgate, you’d be forgiven for thinking Toyota just wrote “New and Improved” on one corner of their mid-sizer’s packaging and called it a day. Continued on page 26

today’sdrive Continued from pge 25 A revolution, the Tacoma is not. But why would it be? Not only does Toyota as a company dislike radical change, neither would their customers enjoy a total deviation from the script. The Tacoma remains simple, recognizable in silhouette, and slightly more butch looking than its ancestors. As is pickup truck de rigueur these days, you get a giant ‘Tacoma’ script on the tailgate, but really it’s not much more than a surface reworking.
The Entune touchscreen infotainment system is large, bright, quick, and comes with easy-to-use knobs.
Environment:
However, step inside the Tacoma, and previous owners will be impressed by the changes made. After something like seven years without a major update, the Tacoma’s cabin was rugged but deeply aged, and about as sophisticated-looking as the plumbing department at Home Depot. Now it’s not dissimilar to the Camry’s countrymusic-lovin’ cousin. This being a Limited version, leather clad seats and a sunroof were the icing on the Tacoma cake, but the rest of the options were much better suited to modern life. The Entune touchscreen infotainment system is large, bright, quick, and comes with easy-to-use knobs. The seats are comfortable. There’s plenty of storage for cups and smartphones. Everything’s sensible, but a little on the tight side for a taller driver. And never mind the sport truck pro-athlete image, if you’ve got kids to haul along with you, the crewcab Tacoma makes for a surprisingly solid family car. Two child seats bolted right in without much wrestling, and the low transmission tunnel made for extra space to carry stuff. Kids don’t take up much room — it’s their stuff that’s the

problem. Throw a canopy on this thing for bikes and boards and who-knowswhat, and you just might have the alternative to the minivan every crossover pretends to be.
Performance:
New under the Tacoma’s hood is a 3.5L V6 that replaces the old 4.0L six. I’m not saying the latter was getting a bit dated, but you can find references to it on the walls of Tutankhamen’s tomb. It’s just short of predating agriculture. The new 3.5L engine adds not much in the way of torque at 265lb-ft, and requires a bit of stick to get power out of it. Rev it up and it’ll make a solid 278hp at 6000rpm, but the sixspeed automatic transmission requires a good solid prod to unlock the power. As this is a proper bodyon-frame truck, you might expect the Tacoma to exhibit some rough around the edges road manners. True, there is a tendency to judder over offset bumps, but there’s surprising onroad competency here in spades. The steering ratio proved decidedly untrucklike on a winding country back road. The long wheelbase contributed to a nicely controlled highway drive. If you’re a member of the Toyota faithful, it’s about this time that we’ve got to ask why there’s no diesel option for this truck. The usual excuse is that a complex diesel engine, with its turbocharger and heavyweight construction, would add extra cost to the truck, a cost the market would not bear. Oh horse, um, feathers. The Tacoma is already an expensive option, this Limited version stickers at $46K after freight, and a well-heeled customer would undoubtedly stump up for the added hauling torque and better fuel economy.

today’sdrive While the V-6 is a solid performer that returns good fuel economy, a little more low-end grunt would make for a more relaxing drive. But having said that, the Tacoma we do get adheres to the proven recipe with solid road manners and good performance. A little light off-roading didn’t faze it one bit, and even parking it around town became second nature after a day or so. You can get more power, more hauling, and more space, but everything that made the Tacoma popular in the first place is here again.
Features:
Basic Tacomas come with a 2.7L four-cylinder engine and not much in the way of options. Call it delivery truck spec, just like
the yellow machine from the first Toy Story movie. However, move up to the Limited and TRD trims and you start getting a host of niceties. As-equipped, my tester had everything from navigation to satellite radio and a backup camera. Opt for the TRD trim if you’re intending to use your Tacoma for heavy duty, but if you’re a city-slicker who occasionally makes forays into the wilderness, the Limited is by no means bare-bones. Official fuel economy figures improved significantly with the introduction of the 3.5L, rating at 12.0L/100kms on the highway and 10.0L/100kms city. Real world figures hit the mixed-mileage rating of 11L/100kms, very livable in these days of inexpensive fuel.
The Toyota Tacoma has useful V6 power; decent cabin space; outstanding resale value; pleasing on-road manners and good rough terrain capability

Proposed New Inflation- Adjusted Rates for Development Cost Levies, Density Bonus Contributions and CAC Targets
On July 27, 2016, Vancouver City Council will review a report which recommends new annual inflationadjusted rates for Development Cost Levies (DCLs), Density Bonus Contributions and CAC Targets. DCLs are fees collected by the City of Vancouver from all new development. Density bonusing is a zoning tool that permits additional floorspace in exchange for amenities and affordable housing. CAC Targets are contributions provided by property developers when Council grants development rights through rezoning. These fees help pay for amenities such as parks, affordable housing, childcare centres, libraries, community centres, transportation and other infrastructure that meet the needs of our growing city.
If approved, new rates would come into effect on September 30, 2016. FOR MORE INFORMATION: Chris Clibbon 604-873-7237 chris.clibbon@vancouver.ca vancouver.ca/financegrowth
