First Nations Health Authority honours Dr. Bonnie Henry for ‘kind, calm’ leadership
D
r. Bonnie Henry, B.C.’s medical health officer, has been honoured by the First Nations Health Authority for her unwavering leadership during the COVID-19 pandemic. In a post to social media, FNHA thanked Henry for her “kind, calm, and reasoned” leadership during difficult times. The post noted that matriarchs from the FNHA, the First Nations Health Council, and the First Nations Health Directors Association gathered earlier this week, Oct. 19, mostly virtually, to honour Henry with a ceremony of songs, dance, words and gifts. One of the gifts, presented by Dr. Shannon McDonald, FNHA Acting Chief Medical Officer, was a silver pendant created by Heiltsuk Nation artist Sheldon William, which Henry can be seen holding in the above photo. In an FNHA video update on COVID, McDonald said Indigenous communities had responded “very effectively to the recommendations that were put forward about staying home.” “First nations did that very well from a family environment, all the way to a community environment where they locked down their community and really restricted the number of people that were coming and going,” she said. Although, she highlighted that younger people were still going out and hanging out with friends, and hadn’t “quite gotten the message.” As of Oct. 23, there were 176 cases of covid in First Nations

The Canucks’ cap situation is scary, but they still have options remaining
L
ike the best horror movies, the Canucks’ cap situation isn’t a cheap jump scare, but a slow-building sense of tension and unease. The Canucks are over the salary cap by a little more than $1.5 million, but NHL teams are allowed to go 10% over the cap during the offseason, as long as they’re cap compliant before the start of the next season. The question is how they’re going to get back under it by the end of training camp. One major problem for the Canucks is they have a lot of dead money on the books. The biggest financial corpse is the cap recapture penalty for Roberto Luongo, but it’s not the only zombie taking a bite out of the cap. There’s Ryan Spooner, who was a Canuck for all of 11 games, but his spirit lives with his buyout still on the books for one more season. Even the team’s youngest players are cap vampires. Elias Pettersson and Quinn Hughes were simply too good last season, earning the maximum “Schedule A” bonuses in their entrylevel contracts. Because the Canucks spent to the cap last season, those bonuses carry over to next season: a spooky $1.7 million. The Canucks had the option of dividing that bonus up over the next two seasons, but chose to let those bonuses apply in full to the 2020-21 season. It makes a certain amount of sense: Pettersson and Hughes, along with Thatcher Demko and Adam Gaudette, will need new contracts after next season — the Canucks need to keep their cap clear for their hefty raises. The same logic applies to the team's decision not to exercise

any buyouts. They could have bought out Sven Baertschi during the first buyout window or Brandon Sutter in the second buyout window afforded them by Jake Virtanen filing for arbitration. The trouble is that a buyout is like trying to kill a vampire without a wooden stake — it’ll come back to bite you. Even though buying out Sutter would have made it easy for the Canucks to get under the cap, a buyout spreads out the cap hit over multiple years, which is why Spooner continues to haunt the Canucks. A Sutter buyout would have added more dead money to the following season just when they

needed the most flexibility to re-sign their young stars. Instead, Jim Benning and the Canucks look to be sacrificing the 2020-21 salary cap on the altar of the hockey gods, an admirable piece of long-term thinking that would have been preferable prior to overpaying a plethora of bottom-six forwards, but better late than never. So, what options remain? Shedding salary via trade is a non-starter, it seems. There are too many good players with bad contracts available on the trade market for the Canucks’ bad players on bad contracts to attract other teams. More likely, the Canucks will look to put Micheal Ferland on Long-Term Injured Reserve. Ferland thrice tried to return from a concussion last season. Each time, postconcussion symptoms ended his comeback within a game or two. Placing Ferland on LTIR would provide relief as the Canucks could exceed the upper limit of the salary cap by up to his $3.5 million cap hit. The issue is that if Ferland is deemed fit to play by doctors, then he would have to be activated. The NHL and NHLPA would get involved if the Canucks tried to place a player that isn’t “injured” on the Injury Reserve, even if it might be the best thing for Ferland’s long-term health. That would leave one last option: start the season with a 22man roster instead of the full slate of 23 players. It’s risky — all it would take is two forwards getting injured at a morning skate to cause a scramble to ice a full lineup — but doable.

Here’s how the BC Liberals can guarantee victory in 2024
T
he BC Liberal Party is decimated. They ran a disastrous campaign: a meltdown of values, high-profile controversies, feckless leadership, and an exceptional inability to connect with voters. While the BC NDP must now navigate the economic catastrophe of the COVID-19 pandemic, the BC Liberals must regroup, in the ruins of an embarrassing defeat, to guarantee victory in 2024. Here’s how:
Re-Establish Party Values
The BC NDP successfully typecast the BC Liberals as a hypocritically elitist party, disconnected from regular British Columbians. The BC Liberals need resuscitation. They must unearth their mission statement and organizational values, tweak as necessary, and re-commit to their identity: a socially- and environmentally-minded, free enterprise coalition. This foundation will inform everything from policy to candidate recruitment to messaging. Blunt tax reductions, competition for ICBC, and a vague promise to end tent cities did not resonate with voters. Instead of policy patchwork, the party should comprehensively develop a values-based platform: a vision that prioritizes quality of life, entrepreneurship (over crony capitalism), and a robust regime of social and environmental policies focused on communities. Properly mandated organizational identity and values will also help the BC Liberals escape their past controversies and speak to women and centrists who abandoned the big tent.
Recruit Candidates Now
Pre-pandemic, effective MLA candidates require about eighteen months to assemble a campaign team, establish relationships with community groups, and build a presence within their neighbourhoods. This groundwork should begin immediately. Scouting candidates now, especially as the party undertakes a membership drive for a leadership race, will recruit stronger, more diverse members. It will also enable thorough vetting for the best matches to the party’s values, which will prevent candidate controversies in the future. Strong Leadership (or: The Case for Dianne Watts) Unquestionably, the BC Liberals need a new leader who possesses some traits completely opposite to Andrew Wilkinson. The new leader must have a graceful presence and everyday charm, free from entrenched connections to those “sixteen years” of BC Liberal power. They must be empathetic always and decisive in times of crisis, embodying the party’s renewed mission and values with a charisma to rival both Premier Horgan and Sonia Furstenau.
Humility
On election night, now-former BC Liberal MLA, Mary Polak complained that the BC Conservatives played “spoiler” in her riding. After fifteen years in office, Polak blamed her loss on the BC Conservatives, as if she was entitled to those unearned votes. Instead of admitting the hurt she caused, probably-former BC Liberal MLA Jane Thornthwaite insisted her infamous comments at Ralph Sultan's virtual roast were misplaced

jokes, offering an apology “if people were offended”. This attitude ignored the magnitude of the uproar that she caused, which would contribute to her party’s crushing defeat. Having witnessed 2017's #IamLinda incident firsthand, Jane demonstrated a remarkable tone-deafness to the province’s culture. In the BC leaders’ radio debate, Andrew Wilkinson refused to concede past BC Liberal mistakes during the Campbell and Clark years, of which he was a part. His reticence personified just how poorly the party understands British Columbians: Voters do not expect their representatives to be infallible; voters expect them to be accountable. As a low-rank media personality, I received baseless, personal attacks from a BC Liberal spokesperson and a BC Liberal candidate for the great sin of releasing a video from a public BC Liberal event and questioning BC Liberal drug policy on CKNW, respectively. Clearly, hubris had so malignantly impaired the BC Liberal Party’s judgment, it permeated into all the aforementioned areas: inconsistent adherence to values, poor messaging, unrehearsed candidates, and aloof leadership. This hubris should have been humbled long ago. and less than 200 votes behind in Abbottsford-Mission. “It would be definitely surprising if the level of support for the Liberals grew with the mail-in ballots at a level that is higher than what they had [on election night],” said Mario Canseco, president of polling group Research Co. Although polling suggests more of the mail-in vote will be for the NDP, Canseco said that the mail-in vote could also favour incumbents - since the people who mailed in the vote during the campaign are usually party loyalists who aren’t voting based on the developments of the campaign. After losing key seats in Metro Vancouver and being shunted from Vancouver Island, the BC Liberals will be left searching for a new identity as voters relegated them to a rural party. With a tenuous coalition of federal Conservative voters with right-leaning federal Liberal voters and the threat of a political party to its right, some wonder if the party’s days are numbered. However, four of the five candidates who ran in the BC Liberal Party leader race retained their seats in the 2020 provincial election, and party members seemed hopeful about some of the fresh faces they were able to nominate for the 2020 election. The Green party didn’t gain any seats Saturday night but had some positive outcomes. While the Greens lost their
stronghold and former leader’s riding of Oak Bay-Gordon Head, the party won a seat on the mainland for the first time in the party’s history. The party is currently up more than 600 votes in West Vancouver-Sea-to-Sky above the Liberal candidate, who could pull ahead with the final count. Horgan will not pick his cabinet until the results are finalized, likely on or after November 13. However, with seven high-profile NDP MLAs retiring from the party’s old guard - including former finance minister Carole James there will definitely be cabinet positions for the party’s rising stars (such as North Vancouver-Lonsdale's Bowinn Ma) left out of the minority government’s cabinet. Canseco said that Fin Donnelly, a former MP who was recruited by the BC NDP and successfully flipped the Coquitlam-Burke riding, will likely be a top choice for Horgan’s new cabinet. Canseco also said that some people will be considered for promotions, including Ravi Kahlon from Delta North (who has worked on the provincial human rights commission and forestry file in the past).

ritish Columbia’s COVID-19 election was one for the history books. It was the first time the province held an election during a pandemic, the first time an NDP premier was re-elected, and the first time the NDP won a riding in Langley. Although a final vote count isn’t expected before November 13, John Horgan and the BC NDP had a record night - gaining 14 seats and holding the greatest number of seats in the provincial legislature in the party’s history. As a result, the NDP will be forming a majority government for the first time since the Grizzlies NBA team played in Vancouver. The NDP was able to secure its victory by making inroads in Lower Mainland ridings once considered to be safe Liberal strongholds. The party won (or is leading in) three of the four Richmond seats, a city that hadn’t been represented by the NDP since the ’70s. The NDP also won seats in Langley for the first time in the province’s history. Polling suggests that more BC NDP voters were expecting to use mail-invoting than the BC Liberals and BC Greens. If the polling is right, it could mean that the NDP may flip a few more ridings once considered to be safe for the B.C. Liberals. The initial count has the NDP less than 700 votes behind in B.C. Halloween roundup: How to celebrate the spookiest day of the year in Vancouver
Halloween 2020: The last time you can legally set off fireworks in Vancouver
S
ay goodbye to consumer fireworks. This Halloween will be the very last Vancouver residents will be able to celebrate with a bang. Those glittery explosions in the sky, as in fireworks being set off by those with a safety permit, will be made illegal starting Nov. 1. The municipal ban targets everyday buyers from setting off the fanciful, pyrotechnic devices. As such, it will not apply to “certified fireworks technicians” at events such as Chinese New Year, Diwali, the annual Celebration of Light fireworks display at English Bay, and Canada Day. To date, municipalities including Richmond, North Vancouver, Delta, Surrey, Langley, Coquitlam, Port Coquitlam, Pitt Meadows, Maple Ridge, and Abbotsford have all banned fireworks – due to excessive property damage, injuries, and costs. Data compiled by Vancouver Fire and
Rescue Services in 2018 showed the average fire loss to property related to consumer fireworks was $379,000 per year during the last 12 years. Vancouver is one of the last cities in the region to officially ban the illuminations. City councillor Pete Fry first introduced a motion to end their sale to the general public after arguing they negatively impact the environment and are a source of harm to both domestic and wild animals. Coun. Melissa De Genova voted against the ban, suggesting their prohibition will spawn the growth of an underground market for the devices. Exceptions to the ban include First Nations reservations, which allow the sale of fireworks to the public, and those sold by mail or courier. Fines for violations under the city's fire bylaw are proposed at $1,000 per offence. By Sarah Grochowski

Slayland: Night of a Thousand Screams
Playland has transformed into Slayland over the month of October, until Halloween night. Running from 6 p.m. until late, ‘A Night of a Thousand Screams’ will be putting a chilling twist on the usual thrills of Fright Nights past. In lieu of haunted houses, the park grounds will be possessed by terrifying décor and a horror-themed outdoor walk-thru experience that pays its respects to your favourite haunts. Slayland is also inviting guests to ride twenty rousing ride attractions in the dark, including the Atmosfear, Wooden Roller Coaster, and the Beast, along with the ScaryGo Round, Murder Hornet Express, and the Skeleton Swinger. After months of dealing with reallife frights like murder hornets, catastrophic wildfires in parts of the world, and, not to mention, a deadly virus and a global pandemic, it's no surprise that Vancouverites are clamouring to distract themselves with more traditional terrors like ghosts, ghouls and zombies as the extra-long Halloween night approaches. But thanks to that aforementioned virus, Halloween celebrations this year will look different than ever before, with many longstanding Lower Mainland traditions postponed until 2021. But from sociallydistant trick-or-treating to incorporating a mask into your costume, there are many ways to get into the spooky spirit while keeping safety top of mind. Halloween is still "on" in B.C., with plenty of fun events set to take place across Metro Vancouver, both virtually and in-person, in celebration of the holiday. We've rounded up a few of them for you:

The XTreme Fear, or the "extra scary pass," features "more scares, more jumps, and has more special effects," while the less-scary, kid-friendly "Boogeyman Bash" allows guests to explore the regular haunted maze, but without any actors jumping out at you. Halloween night will be one hour longer this year

alloween celebrations this year are destined to be unlike any others, for more reasons than one. Of course, the ongoing COVID-19 pandemic is forcing British Columbians to consider different or altered ways of celebrating the spookiest day of the year, but we'll skip subjecting our readers to yet another article focused on how to celebrate safely. Another major change this year? Halloween night—which happens to fall on a Saturday—will last one hour longer than usual. Daylight Saving Time (DST) began at 2 a.m. on March 8 this year. Now, it's set to end, with clocks falling back an hour at 2 a.m. on Sunday, Nov. 1 in a return to standard time. Unfortunately for Halloween revellers, the time change won't necessarily translate into an extra hour of partying. In normal years, the annual rollback would result in packed bars and nightclubs staying open for business for the extra hour, but public health orders restricting liquor sales to a 10 p.m. cutoff mean last call will come long before the clocks shift back. While the time change may net you an extra hour of sleepin time Sunday morning, or a few extra rays of morning sunshine if you're an early riser, that means sunset will also come an hour earlier than southern B.C. has become accustomed to in recent weeks. But not all British Columbians will see their clocks change this weekend: Part of the Peace River Regional District is on Mountain Time, and does not observe DST, while the municipality of Creston similarly observes Mountain Standard Time year round. That means those regions share a time zone with Calgary and Edmonton in the winter, and Vancouver during the warmer months. Saskatchewan also avoids observing DST, and remains on standard time year-round. Vancouver clocks are due to spring ahead again on Sunday, March 14 in 2021, while DST is set to end on Sunday, Nov. 7 next year—so savour this extra-long Halloweekend while you can! By Megan Lalonde
Vancouverites rescue drowning dog from English Bay
A
drowning and unconscious dog was carried out of the ocean by his owner and some good Samaritans last week in Vancouver. Cst. Tania Visintin tells Vancouver Is Awesome in an email that VPD officers were called to assist with a drowning dog in English Bay on Oct. 22 just before 2:30 p.m. Several people assisted with rescuing the dog out of the water as well as reviving him back to life. VPD officers took the dog and the owner to the vet in their police car, explains Visintin. CONTINUE ON PAGE 11

hile members of British Columbia's arts community have been among the hardest hit by the economic effects of the COVID-19 pandemic, Vancouver's arts and culture scene were nonetheless there to lift locals' spirits during the darkest days of the pandemic. Now, one highlight of Vancouver’s annual arts and cultural calendar is returning to shine a spotlight on "the creative resilience" of Vancouver's visual arts community. But the Eastside Culture Crawl isn't just returning for its 24th year— it's expanding. The popular arts festival is taking advantage of a collective shift towards online activities to expand its reach across the entire Pacific Northwest, offering attendees "a fully customizable experience" over two consecutive weekends. The Culture Crawl kicks off next month, scheduled to take place Nov. 12–15 and Nov. 19–22. The Eastside-based festival is set to include virtual studio tours, livestream demonstrations and appointment-based studio visits that are sure to inspire. The Eastside Culture Crawl has long been known to offer "unparalleled access" to Vancouver-based visual artists and a wide range of different art forms. Those include mediums like painting, sculpture, pottery, photography, jewelry, glass art, furniture, to name a few. The Crawl has grown exponentially since it began in1997 with just "a handful of visual artists in three Strathcona area studio buildings." In recent years, the event has boasted more than 500 artists, craftspeople, and designers and has facilitated more than 45,000 studio visits. This year's event is featuring 247 artists, according to the event's website. That said, the festival's 2020 edition has been "designed to suit the needs and comfort levels of all arts enthusiasts during these extraordinary times," organizers explain in a news release. "Arts patrons will have the opportunity to engage in an innovative, intimate and enriching Culture Crawl this year through enhanced, interactive virtual programming, as well as a new digital appointment scheduler for controlled, inperson engagement at open studios." Visitors are also invited to take part in a "sneak peek" of Culture Crawl festivities during a Virtual Preview Week set for Nov. 2–9. The preview will feature "a curated selection of artist workshops, demonstrations, and talks, as well as the 7th annual Moving Art exhibition." Arts enthusiasts are also encouraged to use this week to plan
