he Metro Vancouver Transit Police Canine Unit just might be the most adorable police presence in the city. But don't let their wagging tails and sweet eyes fool you—these pooches offer invaluable skill and talent that keep our cities safe. While the VPD also has a canine unit, all of its dogs are dual-purpose German Shepherds. In contrast, the Transit Police Canine Unit dogs—five Labrador Retrievers and one Deutsh Drahthaar— focus exclusively on explosive detection. In fact, their unit is the largest singlepurpose explosive canine unit in the country. Having worked for 22 years with the VPD Canine Unit, Sgt. Gord McGuinness tells Vancouver Is Awesome in a phone interview that working for the Transit Police canine unit is a natural fit for him. That said,

there are a number of differences between the dogs. The Transit Police take their dogs to crowded areas such as the Commercial and Broadway SkyTrain Station, where it is imperative that they remain calm and friendly. "They have to have a very good temperament. We can't obviously have an aggressive dog who's going to react to someone who maybe startled them. Our labs are very approachable and very social." McGuinness notes that people should always ask before they come up and pet the dogs. While they are friendly and may appear to be enjoying a stroll, they might be doing important work. "You may see us doing a vapour scent deployment model and you think we're just out there walking our dogs, but just please ask if you can meet the dog first."

The Transit Police Canine Unit was launched in 2010 for the Winter Olympics, but it continues to monitor the system for explosives on the transit system. Occasionally, the unit even assists other police agencies. At its inception, the unit began with one dog, a black Labrador Retriever named Bailey. This breed was specifically selected due to the dogs’ great disposition, consistent drive, adaptability and strong desire to search. Bailey and her handler retired in 2015. Each of the dogs and handlers are in constant training, ensuring that they are up-to-date on their skills and current best practices.

n the Hockey Night in Canada broadcast last Saturday night, Kevin Bieksa asked a very pertinent question of his former am, the Vancouver Canucks: “What is team, ur team identity?” your Team identity” can have a number of “Team fferent definitions, but what it ultimately different oils down to is, “How does your team win boils mes?” Are you big, tough, and physical? games?” A hard forechecking team with size and eed? Is your team all about high-end skill speed? roughout the lineup? Does your team throughout pend on shot-blocking and goaltending, depend en counter-attacking on the rush? Or are then

you willing to play to a stalemate at evenstrength and win the game on special teams? There’s no one right answer to this question and most teams would try to incorporate a bit of everything. The biggest, bruisingest teams can’t win without skill and even the most highlyskilled teams want to play well defensively d sh how some griit on the forecheck and and along the boards. If your team identity is how you win games, then the Canucks don’t have one. Last season, the Canucks had an identity. They managed to make the playoffs, if only by the skin of their teeth, and made it to Game 7 against the Vegas Golden Knights, one game away from the Western Conference Final. How did they do it? It was largely through elite goaltending, one of the best power plays in the NHL, and a top-six that played two-way hockey like they were a bottom-

six. That last part may sound odd, but the addition of J.T. Miller and the development of Elias Pettersson and Brock Boeser’s all-around games gave the Canucks a top line that won puck battles as often as they strung together passing plays. Meanwhile, Bo Horvat and Tanner Pearson anchored a second line that could match up and hold their own with top lines across the league. The 2019-20 Canucks were not, however, a very good defensive team overall and they relied heavily on Jacob Markstrom to bail them out. On the ice, the players seem to have lost sight of what made them successful last season. The lost puck battles have been a particular aggravation and the frustration has been apparent, particularly with Miller. His anger with his own play has been visible — and frequently audible — on the ice. Off the ice, however, may be the bigger issue. Canucks GM Jim Benning was unable to bring back Markstrom and may have been right to do so given his contract with the Calgary Flames. If they weren’t going to get elite goaltending any more — and expecting that from the untested-as-a-starter Thatcher Demko was folly — then the team was going to need a new identity. That could have come in the form of committing to two-way puck possession

and offence by re-signing Tyler Toffo Toffoli. It could have meant overhauling the def defence that gave up the second most scoring chances in the NHL last season to ea ease the burden on the goaltending. It could h have meant committing to the family feeling feelin in the dressing room by re-signing wellwe loved members of the team in hopes tthat character alone could overcome the team’ t s shortcomings. Instead, Benning seemed to just patc patch over the problems. Departing players were replaced one-for-one by new acquisitions. acquisit Out with Markstrom, in with Braden Holtby. Out with Chris Tanev, in with wit Nate Schmidt. Out with Troy Stecher, in with w Travis Hamonic. Out with Toffoli, in with... well, no one, because they seemed to think he was no great loss. How could anyone expect a team wit with these significant changes to retain the same identity as last season’s tha season’s team that captured the hearts and minds of Ca Canucks fans? The defence that needed to be b bailed out by Markstrom is even worse and now Markstrom isn’t there with the bucket. bucke Is it any wonder the ship is sinking? The East Van Cross was meant to be installed on Main St near Broadway

nstalled in 2010 as part of the City of Vancouver's Olympic and Paralympic Public Art Program, Ken Lum's East Van Cross (or Monument For East Vancouver,, as it is officially known), is a symbol that has defined the area east of Main for decades. Born in East Van in 1956, Lum took his love for the neighbourhood he grew up in—and a sort of emblem seen scrawled on walls since the 1940s—and made it into a permanent beacon. It was erected at East 6th Ave and Clark Drive, facing West towards downtown, before the Olympics took place. However, a little known fact is that the public sculpture was originally meant to be located on Main Street where it meets Kingsway, a block North of Broadway. On the original blueprints dated December 5, 2008, put together by Graham Barron for Lum, a rendering shows where the artist had hoped it would be placed. In an email to Vancouver Is Awesome, Lum notes that the siting of the Mapping and Marking project (which all the Olympics legacy art projects were funded under) was up to the artists. Meaning he could choose where he wanted it to be, granted it was public land. He tells us that "Given the subject of East Vancouver, I inclined towards Main street as a kind of obvious divider of the city. I noticed the median in the middle of Main street." Unfortunately, the City told him "That was not

possible," so he proposed that it go at the top of Kensington Park on Knight at 37th Ave. That also wasn't possible, because "Too many people objected," to it being put there. He presented Commercial Drive near Broadway next, and was also met with opposition, so the tiny strip of land at 6th and Clark "turned out to be the perfect site." In 2019 the application to build Nature's Path's headquarters on the adjacent property to the cross was approved, putting its future location in doubt. For now, it stays, but it just might end up near Main and Broadway one day. By Bob Kronbauer

It features 10 pieces by 10 local poets, all there anytime someone needs a bit of spoken art. "The Poetry Phone is Vancouver’s first free poetry hotline and can be called from any cellular device or landline, 24 hours a day, throughout 2021," states the Downtown Vancouver BIA (DVBIA) in a press release. When you dial up the number (1-833-763-6748) you can select from one of 10 poems, each read by the poets. Recordings range from 40 seconds to almost 4 minutes. "Our goal is to bring a new and accessible format of uplifting entertainment to anyone who has felt social isolation during the difficult times this past year," states the DVBIA. Since 2015, the City of Vancouver has used targeted land assessment averaging to calculate property taxes as recommended by the Property Tax Policy Review Commission in 2014. While averaging does not increase or decrease the City’s tax revenue, it affects the amount of taxes paid by individual property owners. The City transitioned from three-year to five-year targeted averaging in 2019. Under the targeted averaging approach, only those properties facing significant year-overyear increases in property values above a certain threshold (“hot” properties) would be considered for averaging. For eligible “hot” properties, the program calculates property taxes for the City and other taxing authorities using an average of the assessed land value for the current and prior four years, plus their current assessed improvement value, provided that this averaged value does not go below the threshold value. All other properties continue to pay property taxes based on their current year BC Assessment value. The table presented shows the estimated effect of the targeted five-year averaging program on the City of Vancouver’s general purpose tax levy for sample properties based on the thresholds proposed for 2021 (10% above class average change), subject to Council approval. The program requires an adjustment to the tax rates such that properties below the threshold would pay slightly higher taxes to provide tax relief for those “hot” properties above the threshold.

Amounts levied by other taxing authorities such as provincial schools, TransLink, BC Assessment, and Metro Vancouver are not included in the analysis.

Brockton Oval trails reopened following aggressive coyote encounters

f you’re hoping to head to Stanley Park for some fresh air, the Vancouver Park Board has some good news for you: Trails in the Brockton Oval area reopened as of last Friday afternoon. The trail network was closed to the public for much of last month, after numerous reports of coyotes chasing and nipping at joggers in Stanley Park. The decision to reopen the trails was made in cooperation with the BC Conservation Officer Service, "as there have been no recent cases of coyotes nipping at people," the park board shared in a tweet Friday afternoon, Feb. 5. About a dozen coyotes reportedly call the park home. Though the animals are naturally scared of humans, coyotes tend to become bold and aggressive when fed by people. In addition to the trail closures, that kind of behaviour prompted the City of

Vancouver's Board of Parks and Recreation to launch a public education campaign aimed at informing the public about coexisting with coyotes. CONTINUE ON PAGE 10

Centre for Indigenous Fisheries launches at UBC

new centre at UBC aims to combine Indigenous knowledge with current science. The Centre for Indigenous Fisheries will be led by Dr. Andrea Reid, a Nisga’a Nation member and fisheries scientist, according to a press release from the university, and operate under the Institute for the Oceans and Fisheries. The centre will help build a better understanding of fishery management using the two perspectives offered through modern science and Indigenous knowledge. "We are working towards a future where culturally significant fish and fisheries are

valued and protected in the long-term. Our research is fundamentally communitycentred, employing both Indigenous research methodologies as well as tools and understandings from both Indigenous and Western sciences," says Reid in the release. Scientists are referring more to Indigenous knowledge in recent years to help fill in data in evidence-based research. Reid has worked internationally, visiting Indigenous fisheries. "We hope to become a hub nationally and, eventually, internationally, for Indigenous fisheries work, learning, and knowledge sharing with our growing network of Indigenous organizations, fishers and

managers, colleagues, governments, and communities across BC and beyond," states the centre's website. Among the projects she hopes the centre will be able to take is one called 'Fish Outlaws,' which will focus on the legal issues for Indigenous fishers in the Salish Sea area. The National Geographic Society is helping fund the project; Reid herself is a National Geographic explorer and the project will include three others. Still in its early days, the centre's interim director is Dr. Dianne Newell and they plan to bring on a second faculty member soon. By Brendan Kergin

ruise vessels carrying over 100 passengers will not be able to enter Canadian waters this year, Minister of Transport Omar Alghabra announced last Thursday. The temporary measures for pleasure craft and cruise ships were scheduled to end on Feb. 28, 2021. However, Transport Canada says the safety of transportation workers is a top priority and adds that "Cruise vessels in Canadian waters pose a risk to our health care systems." The Port of Vancouver is Canada's largest port. Typically, it welcomes over 800,000 cruise passengers annually. In a statement, the port says the safety of local communities and travellers to B.C. remains its top priority and it will continue to support the direction of Transport Canada regarding the extension of the cruise restrictions. "The Vancouver cruise industry is a key contributor to the local economy, stimulating

$3.17 million in direct economic activity for each ship that calls at Canada Place, and $2.2 billion of total economic impact," explains the port. "The cruise industry is critical to the economic recovery of our region. The Vancouver Fraser Port Authority is working with our destination partners, Tourism Vancouver, Destination British Columbia, the Vancouver Hotel Destination Association, the Hotel Association of Vancouver, and the Vancouver Airport Authority to develop a framework for a future, phased restart of the Vancouver to Alaska Cruise. "We remain committed to working with all levels of government, local communities and industry partners to restore confidence for cruise travel. t's alm most time to begin the Year of the Ox. Lunar New Year offi fficially falls on Feb. 12, kicking off one heck of a long weekend that also happens to include Valentine's Day and B..C.'s Family Day holiday on Monday, Feb. 15. And what bettter time to get to some feasting and treat-eating? Luckily, the Lunar New Year is celebrated for a 16-day stretch... so get out those stretchy pants. Though you and your household bubble may already have a traditionaal way to celebrate the Lunar New Year with some home cooking or with food from a favourite restaurant, there are a number of places in Vancouver that are offering tantalizing treats and d elegant feasts to enjoy. The tempting goodies range from boxees of cookies and pastries to fresh seafood platters you can assem mble at home to traditional complete meals for sharing. Some halllmarks of Lunar New Year eating include several symbolic foods. For example, eating seafood is thought to bring prosperity ty, y while eating "Longevity Noodles" - plates of long strands off noodles - is said to bring happiness and a long life to its eaters. In Vancou uver, the Lunar New Year menu at Street Auntie features sw weet rice dumplings, which represents family

togetherness. You'll find lots of heaping bowls and plates of Longevity Noodles locally, too, like at Heritage Asian Eatery and Potluck Hawker. At Potluck Hawker, their take-out only Lunar New Year meal begins with the lively Malaysian and Singaporean tradition of Yu Sheng, also called a Prosperity Toss, followed by plates of classic symbolic dishes, such as whole Hainanese chicken, lobster, fried rice, and soup. “Yu Sheng really brings the whole family together, and it’s fun for everyone,” explains Justin Cheung, co-owner and chef of Potluck Hawker Eatery. “Raw fish is used because it represents abundance. I used to do the toss with my family growing up - it was a tradition. You can get as messy and loud as you want! The more you toss, the more good luck it brings. We all need some hilarity during times like this, and we hope our Lunar New Year menu will bring some joy, luck, and happiness to people’s dinner tables.” There will be plenty of raw fish at Vancouver spots like Minami, and the seafood shop Fresh Ideas Start Here (FISH) even has a festive seafood platter you can put together at home. “We specifically designed our seafood platters and kits to be interactive, fun, and easy to put together,” explains Jenice Yu,

ontroversial NPA Vancouver board member and personal injury lawyer, Wes Mussio, has apparently deleted his Twitter account. The @wesmussio handle disappeared from the platform last week, shortly after Mussio was in the news defending a tweet that noted he was heading to Tampa Bay, Florida for the Super Bowl. If the name and the account are familiar, that might be because you recall a previous story of ours about a threat of physical violence directed at a member of the press (me), issued from his official account back in 2018. Mussio had explained to the Law Society of B.C. then that it was actually his wife who had made the threat, using his Twitter account, and was ultimately not penalized. He has not yet claimed that his wife deleted his Twitter account. Whoever did it, it's safe to say that some of us are glad it's gone, but let's get back on track here; what is a board member of a Vancouver municipal party doing hanging out in Florida during a pandemic, when we've been advised not to travel, you may ask? As Mussio explained to NEWS1130, he's been living in the sunshine state since October. Before his account was deleted he had been sharing photos of what maskless life is like in a state where, as of the time of this writing, 1,777,983 people have so far been diagnosed with COVID-19, and 27,696 residents have died from it.

The politico offered foreshadowing of the account deletion a few weeks earlier; the day after former U.S. President Donald Trump was banned from the social media platform.

On Jan 9, 2021, Mussio tweeted that he was "Joining Parler, as an alternative to Twitter," because "The second big tech starts to ban anyone from Twitter because of opposing views to their leftist message is the second Freedom of Speech is at risk. Hope others drop Twitter, Facebook, and Google #boycottTwitter" Mussio was added to the NPA's board in November, after heading up a lawsuit meant to remove Green Party Councillor Michael Wiebe from office over a conflict of interest. Apparently, those two things are unrelated, yet his days on the board may be numbered. That board is putting on a clown show right now. One of their recent circus acts included blowing up animal balloons and defending another board member, Angelo Isidorou, after a 2017 photo surfaced of him flashing a white power symbol and multiple publications wrote about it. They issued a press release saying they believe there was a "clearly co-ordinated smear campaign to besmirch a newly appointed board member," seemingly accusing the progressive publication The Tyee and the not-so-progressive Vancouver Sun newspaper of somehow being in cahoots to bring down a single board member. Isidorou stepped down on his own, saying he would be suing both media outlets and he didn’t want that to distract from the work of the board. The board then attempted to deflect further, filing its own lawsuit against Mayor Kennedy Stewart over his comments he’s made about their antics. The party yet to announce a date for their upcoming AGM, where sensible party members may or may not elect a new group of board members who will stop running the NPA like Ringling Bros. If they don’t, their chances of having any candidates elected to Vancouver City Council in the 2022 election are… well… laughable. YOUTUBE
