Canuck Place Children’s Hospice has a new therapy pup

F

amilies at Vancouver's Canuck Place Children’s Hospice have a new friendly face to bring them comfort and emotional support during tough times.

The Hospice recently welcomed its newest "accredited facilities" dog: an adorable yellow Labrador Retriever named Gaia. She is a product of the Burnaby-based Pacific Assistance Dogs Society (PADS), which breeds, raises and trains fully certified assistance dogs. As a therapy dog, Gaia—along with her handlers, long-time Canuck Place nurse practitioner Camara Van Breemen and nurse Brenda Dewar—will support the care of children with life-threatening illnesses and their families at Canuck Place’s Vancouver and Abbotsford hospices, in addition to supporting patient care both at home and during hospital consults. Canuck Place staff are "thrilled" to welcome their newest team member, said Canuck Place CEO Tarnia Taverner in a release. “The past year has been challenging for so many of the children and families we care for, as life-threatening illnesses don’t stop or ease in a pandemic," she added. "Gaia’s presence at Canuck Place brings joy, happiness and stability in a very

unstable time. The children Canuck Place provides complex medical care for will benefit from connecting, touching and feeling love from Gaia.”

Gaia was selected from "dozens of candidates" to take over the leash from Canuck Place's previous therapy pup, a beloved and dearly-missed Golden Retriever named Poppy. She sadly passed due to cancer in 2018 after 11 years of service. Gaia was chosen for the role based on her "ability to seek out those that need her support," and, "perhaps more importantly, [because] she can support them without taking on the stress herself," said Laura Watamanuk, PADS' executive director. "This is a rare trait in dogs, just as it is in the special humans that work at Canuck Place.” In a special coincidence, Gaia was raised and trained by the same pair of longtime PADS volunteer puppy-raisers who brought up her Canuck Place

The Union of B.C. Indian Chiefs, the B.C. Civil Liberties Association, Hogan’s Alley Society and the WISH Drop-in Centre Society released a statement last Wednesday that argued police officers have no lawful authority to conduct street checks. The statement was in response to an audit the VPD conducted last year on street checks. The audit report, which showed a substantial decrease in street checks from 2019 to 2020, was presented Thursday to the Vancouver Police Board. “The VPD’s first annual audit of street checks normalizes the practice of street checks,” the coalition said. “The issue is not whether there are 10 street checks or 10,000 street checks – the issue remains that there is no legal basis for street checks. Even according to the audit, street checks continue to disproportionately harm Indigenous and Black communities.” As we previously reported, police said they conducted 75 street checks in 2020. Data for the period Jan. 15 to Dec. 31,

coalition of human rights organizations have renewed their call for the Vancouver Police Department to abolish “street checks” because they say the practice continues to unfairly and disproportionately target Indigenous and Black people.

2020 shows the 75 checks involved 87 people across all four policing districts, including 20 on Indigenous people and two on Black people. Indigenous people make up just over two per cent of the population in Vancouver, and Black people less than one per cent. Eleven of the checks on Indigenous people stemmed from an officer’s concern about a person’s well-being or safety, according to the report, which said the majority of the 75 checks were conducted for a public safety reason. The report said police use the checks to make enquiries into “reasonable and legitimate” public safety concerns such as suspicious activity, crime prevention or intelligence gathering. Police have said street checks helped solved crimes, including robberies and homicides. “Eighty-seven percent of the people in the 75 proactive street checks were a suspect in an average of 19.5 different criminal investigations prior to the street check,” the report said.

Other people checked last year included 49 Caucasians, seven South Asians, seven Asians, one Middle Eastern and one Hispanic. Of the 87 people questioned by officers, 68 were men and 19 female. Lama Mugabo, director of Hogan’s Alley Society, questioned the reliability of the data and reports produced by the VPD and another commissioned by the police board, arguing there is no evidence street checks are valuable. “The studies also ridiculously suggest that there is no racism in street checks, even though all the data and our experiences are clear that street checks are harmful for Black, Indigenous and low-income communities,” Mugabo said in the statement. Mebrat Beyene, executive director of WISH Drop-In Centre Society, said street-based sex workers continue to report being targeted by police for street checks. “Street checks are, by their very nature, arbitrary because they are outside of an actual investigation and create a climate of criminalization and harassment for sex workers,” Beyene said in the statement. “Street-based sex workers report being followed, stopped, and questioned by police officers, which can push the trade further underground and jeopardize sex worker safety.” By Mike Howell

Guy currently works as an inspirational speaker and a Peer Clinical Advisor at the BC Centre on Substance Use. He comes to it from a place of experience, as he fell into addiction at an early age and spent 30 years in and out of treatment, and jail. 20 of those years were spent in Vancouver's Downtown Eastside. A fierce advocate for harm reduction and a safer supply, this month marks the 8th anniversary of his last overdose.

We look forward to Guy enlightening our readers with his insights, knowledge, and ideas on how society can work to end the overdose epidemic while continuing to reduce the harms that affect those caught in its grip. Vancouver gelato shop spread a little love for Random Acts of Kindness Day: Free scoops for local health care workers last week.

Uno Gelato performed "Random Acts of Gelato" last Wednesday afternoon and evening, and anyone who works in the local health care industry was invited to come in for a free scoop. Random Acts of Kindness Day is observed on Feb. 17, and is the annual tradition of showing

kindness to others to bring positivity to people’s lives for the day, week, or - ideally - all the time. According to the Random Acts of Kindness Foundation, evidence shows that there are positive effects of “doing kind acts for others as well receiving or evening witnessing kindness." If rezoning is approved, a subsequent development permit process would entail a review of a proposed form of development. 2. CD-1 Rezoning: 4118-4138 Cambie Street To rezone 4118-4138 Cambie Street from RS-1 (Residential) District to CD-1 (Comprehensive Development) District, to permit the development of a six-storey residential building containing 90 secured market rental units. A height of 22.0 metres (72 feet) with additional height for a rooftop amenity space and a floor space ratio (FSR) of 2.94 are proposed. 3. CD-1 Rezoning: 1943-1999 East Hastings Street To rezone 1943-1999 East Hastings Street from MC-2 (Industrial, Commercial and Residential) District to CD-1 (Comprehensive Development) District, to permit the development of an eight-storey, mixed-use building containing at-grade commercial space, 131 strata residential units and two live-work units. A building height of 31.5 metres (103 feet) and a floor space ratio (FSR) of 4.0 are proposed. 4. CD-1 Rezoning: 5910-5998 Cambie Street To rezone 5910-5998 Cambie Street from RT-2 (Residential) District to CD-1 (Comprehensive Development) District, to permit a mixed-use development including a 15-storey hotel tower containing 270 hotel units and a 29-storey residential tower containing 168 strata units. The two towers sit atop a podium containing ground-floor commercial space, hotel space, and nine live-work artist studios which are to be delivered turnkey to the City. The podium height is 23.1 metres (75.8 feet) for five storeys plus partial sixth and seventh floors. The maximum tower height is 85.7 metres (281 feet) with additional height for a rooftop amenity space. The floor space ratio (FSR) is 10.41. City-wide

To amend CD-1 (55) (Comprehensive Development) District at 100 West 49th Avenue to accommodate the college’s current phased masterplan for the campus which consists of academic and community buildings. If approved, subsequent development permits for specific buildings will be submitted individually with each phase of expansion. B. Extension of the Rental Housing Stock Official Development Plan to C-2, C-2B, C-2C, and C-2C1 Commercial Districts To amend the Rental Housing Stock Official Development Plan (RHS ODP) to extend the requirement for one-for-one replacement of existing rental housing units to the C-2, C-2B, C-2C, and C-2C1 zoning districts. The RHS ODP currently requires rental replacement in new developments comprising three or more units in certain RM, FM and CD-1 zoned areas in the city. This amendment will further protect the existing rental stock by expanding the RHS ODP requirements to these other districts. C. Amendment to Downtown Official Development Plan – Area K3 (Granville Street) To amend the Downtown Official Development Plan in Area K3 (Granville Street between Drake Street and Nelson Street) to allow developments where 100 per cent of the residential floor space is secured as rental housing or social housing up to 5.00 FSR, an increase from the existing 3.50 FSR. The amendment includes two conditions, namely that the increased density allowance would apply only to a site with a building constructed since 1930 and to a site with a maximum frontage of 23 metres (75 feet). This amendment would not change the existing maximum height, and ground-floor retail would continue to be required. D. East Fraser Lands Official Development Plan and Public Amenity Financial Plan and Strategy: 10-year Review and Update To amend the East Fraser Lands Official Development Plan (EFL ODP) to add 143,604 square metres (1,545,745 square feet) of permitted floor area, to increase the package of public amenities, and to better align with City policy approved since 2006. Consequential to the EFL ODP, an amendment to CD-1 (567) for the Waterfront Precinct is proposed to increase the building height maximum from 24 to 28 storeys.

The NHL’s Department of Player Safety remains an Orwellian-named joke

T

wo weeks ago, Justin Bailey went into the corner to play the puck in a game between the Vancouver Canucks and Calgary Flames. Milan Lucic followed behind him and hit him directly in th he numbers, splattering him against the boards. Bailey wen nt down favouring his left shoulder and left the game. Thiss was the type of hit that the NHL once claimed it wan nted out of the game. When the Department of Player Safeety (DoPS) was first founded by Brendan Shanahan, theyy made changes to the boarding rules and cracked dow wn on hits from behind with suspensions and fines.

Luccic didn’t even get a penalty. If the NHL even looked at the hit after the game, it passed without comment and was forg gotten, even as Bailey is still on the Injured Reserve and has yet to return to play. Thee truth is, the Department of Player Safety (DoPS) isn’t mucch concerned with player safety at all. Its name invokes Geo orge Orwell, whose “Ministry of Love” in Nineteen Eigh hty-Four actually enforced obedience through torture. Insttead of deterring the type of violence that endangers playyers, the DoPS seems intent on keeping hockey just as violeent as the NHL wants it to be. Thee head of the DoPS, George Parros, founded the cloth hing company Violent Gentleman, which sold hats thatt said, “Make hockey violent again.” He directly profi fited off of violence in hockey. The NHL saw this and iden ntified him as the perfect candidate to take Shanahan’s old job and keep players safe. Con nsider the comments this past week from former NH HLer Ray Whitney, the Director of Player Safety for the DoPS, who spoke to The Hockey News about his role.. The department’s addition of a skilled player like Whiitney, who was known as “The Wizard” in his playing dayss, was seen as an attempt to balance out ex-enforcer Geo orge Parros. Insttead of providing an alternate perspective, however, Whiitney seems to have the same antiquated views. “A lo ot of times, and more often than not, I put the onus on the guys getting contact and getting hit, strictly because, wheen I played the game, I played half my career in the tren nches, in the hook and hold ’90s with the fighting and the meanness,” said Whitney. “If you went to the net with Chrris Pronger, you were going to get hit. You went to the net with Dave Manson, holy, you were going to feel som mething. “So I grew up in an era that was pretty tough. I received a lott. I wasn’t giving a lot. So I really take pride in putting

the onus on skill players to be able to take contact and be prepared for contact, to expect to be hit.” Suddenly, several non-suspensions in the past make more sense — if the decision-making on suspensions felt like it came from a more violent era of hockey, it’s because it does. Instead of putting the onus on the player delivering the check to hit in a legal way, they put the onus on the player receiving the hit not to put themselves in a vulnerable position. It’s classic victim-blaming. Instead of Lucic shouldering the blame for seeing Bailey’s numbers the whole way and still finishing his check, the blame falls on Bailey for daring to play the puck.

It also flies in the face of the NHL rule book, which puts putts the th he onus on the hitter. The rule for boarding, 41.1, specificallly says, “The onus is on the player applying the check to ensure his opponent is not in a defenceless position and if so, he mu ust avoid or minimize contact.” CONTINUE ON PAGE 10

people with the health care they need, when they need it," says Minister of Health Adrian Dix. "Area residents who currently lack a primary care provider will benefit from increased access to same-day appointments for urgent needs and ongoing primary care.” Urgent care is for people who need

Virtual reality lab takes inclusive education to next level

A Vancouver-based youth academy is breaking barriers and helping make it easier for Black students to become involved in science, technology, engineering, and mathematics (STEM). Ethos Lab launched last February and, despite the pandemic, has managed to cultivate a growing community of young innovators. The group became the first Black-led organization in Canada to create a social VR space. Founder Anthonia Ogundele tells Vancouver Is Awesome the lab aims to provide participants with the tools and skills necessary to become active creators, rather than passive consumers, of media. Mayor looks to ban handguns in city

M

ayor Kennedy Stewart has issued a statement supporting the new federal Bill C-21, specifically the section about the federal government allowing municipalities to ban handguns. In his statement, Stewart says he supported Prime Minister Justin Trudeau's actions last year around assault weapons but added that, for cities, handguns are a bigger issue. "[F]or cities like Vancouver, the greatest threat to public safety is the proliferation of handguns, deadly weapons that have no place in cities, and this bill would give us new tools to get them off our streets,” he says in the statement. The mayor wants the ban as quickly as possible, pointing to recent shootings and weapons found by police as reasons to put a ban in place right away. He adds that he'll bring a motion as soon as possible. Bill C-21 was just introduced in the House of Commons today. Along with allowing municipalities to ban handguns, it looks to tackle a wide variety of firearm-related issues, ranging from the glorification of guns in ads to a non-permissive storage regime for recently prohibited guns to new anti-gang funding. The act is expected to pass the Liberal majority-held House of Commons before heading to the Senate. By Brendan Kergin

roject Arrow was a success, according to the Vancouver Police Department. On Feb. 17, police released statistics from the month-long project focusing on downtown shoplifting, announcing they arrested 130 individuals with 268 different criminal charges recommended by police. The project was created in response to what Inspector Rob Clarke, who's the commanding officer for District 1 (the downtown core), called a "disturbing trend" over recent months. “This initiative was established in response to growing crime in the area,” says Clarke in a press release. “Last year in the downtown core, VPD saw a 260 per cent increase in shoplifting incidents involving weapons such as bear spray, knives, needles, and guns, when compared to the previous year.” 2020 saw a drop in property crime he added in a press conference, but there was an increase in violent shoplifting. The initiative focused on that aspect, and prolific offenders. During Project Arrow police also returned $37,000 in stolen items and collected 35 weapons, which ranged from bear spray to uncapped syringes. Police worked with loss prevention officers and security guards. “I am proud of these results, and I hope this initiative sends a clear message to the business community that the VPD will respond swiftly when you tell us your concerns about crime and safety,” adds Clarke. “Moreover, I hope it sends

a clear message to violent thieves – we are watching you, and when we catch you, you will be arrested and charged.” At the press conference, Clarke noted that it's important for people to feel safe in the city's core. Of those arrested, 45 were wanted by the law or were breaching bail conditions. Members of Vancouver's downtown business community also participated in the press conference and thanked the VPD for the operation. "This was an important operation because it identifies and addresses individuals, dangerous individuals, who are plaguing our retail businesses," said Tony Hunt, loss prevention manager for London Drugs. Police released a video to illustrate the types of crimes they were targeting, noting none of the incidents captured were part of Project Arrow but were indicative of what it was focusing on.

Council approves Indigenous-led housing project with 160 new homes and more

A

vacant lot on East Hastings won't be vacant much longer. The Vancouver Aboriginal Friendship Centre Society ty (VAFCS), BC Housing, and the City t of Vancouver are partnering on the project; last week council voted to approve the rezoning needed to allow the project to move forward. Plans show tw t o mixed-use buildings (13 and 14 storeys apiece, connected at the bottom) housing a variety t of residential options along with space for a social enterprise. Of the 163 units in the building, 85 will be for affordable non-market housing, 53 will be market rental housing, and 25 units will be transitional housing. There'll also be space for 80 permanent shelter beds. The VAFCS will run both the social enterprise and shelter space. "We have long been advocating for a new shelter and homes that will serve the needs of urban Indigenous peoples," says Susan Tatoosh, executive director of the VAFCS, in a press release. "These new homes and shelter are an important opportunity t to create a safe space where people from all walks of life can come together and feel accepted and valued."

The ground floor won't have much retail activity ty but will be an active area, according to the documents from the applicants. "This will include a commercial or social enterprise business – a café/bistro with outdoor seating and a bicycle shop – to activate the Hastings/Glen Drive intersection, a landscaped entry courty t ard serving the affordable housing entrance, the large-scale shelter entrance portal, and a separate landscaped courty t ard for the shelter," state the documents. Smith recently revealed that Mooby's was Vancouver-bound, promising details to come later.
