H ow the NHL’s COVID-19 protocol How failed the Canucks

F

or most of the NHL season, the all-Canadian North Division has managed to avoid significant COVID-19 outbreaks. Now, Vanco ouver is hosting the biggest outbreeak the entire league has seen this year. The Canucks’ outbreak started quietly, with ju ust one player testing positive for the coronavirus last Tuesday. Then it was on ne more player and a coach on Wedn nesday. From there, it steamrolled until there were more than 21 COVID-19 cases between the Canucks players and coachiing staff by the end of the weekend. Whilee the outbreak likely could not have been prevented — the community spread d of COVID-19 and the highlytransm missible P.1 variant in B.C. made it almostt inevitable that someone from the Canuccks would contract the coronavirus — it’s possible that the spread could have been mitigated. Adam m Gaudette was the first player to testt positive for COVID-19. When his ressult came back from Monday’s daily test, Gaudette was immediately pulled d off the ice but the Canucks kept practiccing. Then,, on Wednesday, the Canucks acted as if it was business as usual, taking their tyy al morning skate as if it was any typica other gameday. “We’re preparing to play, we haven’t been told otherwise,” said Canucks head coach Travis Green after they took the morniing skate. It was only when they got Wedn nesday morning’s test results back — exp pedited so they’d be ready before game time — that Wednesday’s game was po ostponed and the Canucks’ players and co oaches went into isolation. Theree were two key decisions made by the Canucks that look highly questiionable now: continuing practice on Tueesday and taking Wednesday’s morniing skate. But it’s not just hindsight — therre were many voices questioning why th he Canucks were taking their morniing skate together just 24 hours after a player tested positive for COVIID-19. At thee same time, it’s hard to place the blamee on the Canucks. The team may have exercised bad judgment but it never should d have been a judgment call in the first pllace. Theree was one thing that Green repeattedly emphasized on both Tuesday and Wednesday: the team was following the NH HL’s COVID protocol.

“We’re prepping for a game here,” said Green after Wednesday’s morning skate. “We’ve tried to just stay focused on that task and let the people in charge that advise us on the protocols let us know if there’s anything else changing.” For Green and the players, their focus has to be on the game itself. What let them down are the people who advise them and the protocol they were following. Why isn’t it part of the NHL’s COVID-19 protocol for teams to wait for the previous day’s test results before starting practice? Why doesn’t the protocol demand that teams immediately cancel a practice when a positive test result is received? Why are there not more stringent requirements for a team to return to the ice after a positive test? Ultimately, it’s because the NHL’s COVID protocol is a compromise. The protocol does not require close contacts of people who test positive for COVID-19 to quarantine, a red flag that was identified in an article in Vancouver is Awesome back in December when the protocol was first released. Only those who are deemed “high risk” close contacts need to isolate. Evidently, practicing with teammates on the ice without masks is not considered “high risk.” The issue is that if all close contacts needed to quarantine, then entire teams would need to isolate as soon as a single positive test result came back, because all players are close contacts on the ice. It would cause a scheduling boondoggle, as games would be getting postponed all the time, even more than they are already. So, the compromise: Daily testing, all sorts of masking and social distancing requirements off the ice, and a whole lot of hope that if and when a player does contract the virus, they don’t pass it on to too many of their teammates and opponents on the ice when they’re in close quarters, maskless, breathing heavily from the exertion of playing one of the most cardio-intensive sports on the planet. It’s a compromise that B.C.’s provincial health authorities signed off on, all for the sake of having an NHL season in Vancouver. It’s a compromise that also compromised the health of nearly two dozen members of the Canucks organization and their families. By Daniel Wagner - Pass it to Bulis

ow did one track down the contact information for a business before the internet? A copy of the latest city directory was the obvious tool. City directories were produced annually by a variety of companies and contained a wealth of information and functioned somewhat like a telephone book. In 1931, when this photograph was taken, it was Wrigley Directories Ltd. that was responsible for producing the British Columbia city directories. Roy Wrigley was the president of Wrigley Directories Ltd. and had grown up in the printing and publishing business, learning the craft from his father in Toronto. He incorporated his company in 1918, the same year it first began producing directories. When the

company moved to this building in 1931, it employed 54 individuals in the production of them. Wrigley Directories Ltd., however, only produced the BC directories for another two years before Sun Directories Ltd. took over. In a conversation in 1947 with then-City Archivist, Major Matthews, Roy Wrigley claimed that Robert Cromie, the proprietor of the Sun newspaper, forced Wrigley to sell the BC

directory business to him by threatening to produce a rival directory should Wrigley choose to continue to publish. Regardless of how the Sun acquired the BC directory business, Wrigley’s company was still able to produce other national directories and trade magazines, as well as street maps and guides. Province buying Patricia Hotel and two other properties to house homeless

he Province of British Columbia says its purchase of three additional properties will be key in having enough spaces for all unhoused people currently sleeping outside at Vancouver's Strathcona Park. The Attorney General and Ministry Responsible for Housing announced Thursday, April 1, the purchase of the following properties: • 403 E. Hastings St., Patricia Hotel – 195 units • 956 Main St. – 22 units • 1012 Main St. – 32 units The government is spending $75.5 million on the purchases: $63.8 million for the Patricia Hotel and parking lot; $4.9 million for the hotel at 956 Main St.; and $6.8 million for the hotel at 1012 Main St. "These purchases are part of the Province’s ongoing actions to provide housing

for people experiencing or at risk of homelessness and build on the nearly 1,000 supportive homes that have opened in Vancouver over the last three years," notes a media release from the ministry. The Patricia Hotel and the two Main Street properties join the other properties in Vancouver recently acquired to provide living quarters for the unhoused. The Ramada Hotel at 435 W. Pender St. will provide 80 permanent supportive homes for people experiencing

homelessness, including those living at Strathcona Park, while properties at 1025 Granville St. and 103 E. Hastings St. were being leased by the Province to provide 108 spaces for people who have needed a safe place to self-isolate during the pandemic. espite the fact that the 2020 Capture Photography Festival was slated to take place just about two weeks affter the COVID-19 wave firsst hit Vancouver's shores, the disruptive global pandem mic proved to be no match fo or Western Canada’s largest leens-based art festival. "It was a bit of trial by fire, but we did a quick digital pivot," reecalled festival executivve director Emmy Lee Walll.

Now, even with a worse wave washing over B.C. in 2021, the festival's ability to adapt hasn't faltered. "This year, we were able to plan our live-streamed talks and video productions to offer engagement to our audiences near and far amidst ongoing health concerns," she explained. In addition to the numerous virtual events packing Capture's month-long calendar, the festival, first launched in 2013, is also celebrating its return to

What you need to know about Masons in B.C. and centuries of fear surrounding them organization. There are now around 80 halls with over 140 lodges operating out of them in B.C. and Yukon. Freemasons have documented much of the operations in B.C. since their founding. The Freemasons employ secret symbols, rituals, and passwords (and more), which adds to outsiders' questions about the organization. Many of these activities are shrouded in centuries of secret history. There is also no overarching body for Freemasons; instead, they operate with lodges (local units) and grand lodges (regional units). The grand lodges connect with each other (though some conspiracies claim there is one central ruling body). Dubbed 'Anti-Masonry' by B.C.'s grand lodge, Freemasonry fear has been a thing for as long as Freemasonry has existed; the B.C. group dedicates a section of their website to refuting these claims, including conspiracies

ith police arresting one man in relation to last Tuesday's three fires at Mason halls in Vancouver and North Vancouver, it appears the alleged arson was directed at an organization that's long-faced accusations of Satanism and conspiracy. Freemasonry grew out of masonry; the earliest records related to the organization are around 600 years old from Europe. Over the centuries it has become known as a secret society with global connections. The beginnings of Freemasonry occurred around 1858 in Victoria, according to the Grand Lodge of British Columbia and Yukon (GLBCY), by Freemasons who arrived on Vancouver Island from elsewhere. The first official lodge started operating a couple of years later. This year they're celebrating 150 years in B.C; more than a dozen premiers have had connections to the

"Anti-masonic thought can be grouped into two broad categories: accusations of anti-Christian or satanic objectives, and accusations of political and social manipulation," states the grand lodge on their website. "Anti-masonic thought today generally turns to the many conspiracy theories currently popular in the media." They explicitly state that Freemasonry is not a religious organization.

economy tough to stimulate. Resilience has always been a cornerstone of Gastown's vibrancy and persevering spirit so many store owners are simply riding the wave. Kimprints founder Kim Brisoce says, "We just keep going forward. It might be three steps forward, one step back, but we just keep going." The Gastown Business Improvement Association recently met with Vancouver mayor Kennedy Stewart, who expressed a willingness to help bring back local foot traffic. Over 85 per cent of businesses are currently open in the area, including more than 70 clothing and footwear stores, salons, galleries, bars, restaurants, and cafés with patios - all within a few blocks of each other. f you're a trading card collector in Vancouver, you've probably been to Wally's Pro Sports Cards. Owner Wally Leung has been on the same East Hastings Street block for 30 years (24 at the current location). Leung is old school - so old school he doesn't even have a store website, but that doesn't seem to affect sales. The NHL trading card crowd has grown up since the '90s, but they're still collecting, and today's youth make up a big part of his

consumer base, as kids are always eager to add to their Magic, Pokémon, and Yu-GiOh! collections. Although Wally's has virtually no promotion or marketing, the shop has become a fixture in the neighbourhood over the decades. Business is also booming during the pandemic. "You can thank COVID for the upswing. People are staying home, so they're all taking up a hobby of some kind," explains Leung. The humble store owner is

Vancouver Canadians to begin 2021 season in Oregon

T

he Vancouver Canadians baseball club has announced that they will begin their 2021 season by playing their home games in Hillsboro, Oregon. The Canadians are the only Canadian team in the sixteam High-A West League established this year by Minor League Baseball. The team originally said it may consider starting at home in Vancouver at Nat Bailey Stadium if the border travel issue could be resolved. The club added it is not ruling out returning to Vancouver at some point during the season if the border situation clears up. “The Vancouver Canadians

Youth launch 'Safe Buddies' in response to anti-Asian hate crimes

their day. The BOLT Safety Society, made up of nearly two dozen young men and women, will be launching their Safe Buddies program on April 10. The program was created in response to the surge of anti-Asian hate crimes during the coronavirus pandemic, the shootings in Atlanta and the recent incident involving a woman being stalked in downtown Vancouver. “Safe Buddies are volunteers who will escort seniors and women home. The goal of the program is to foster compassion and keep our community safe,” reads the program’s description. To become a Safe Buddy, volunteers at or over the age of 18 can apply. Pending on Safe Buddy availability, clients will be matched with buddies who will then stay with the client along a predetermined route. Throughout the trip, phone or text message check-ins will be made to ensure the volunteers’ and clients’ safety. According to BOLT’s website, seniors at or over the age of 60 in Canada can request Safe Buddies to escort them to their residence. The service will also be available to anyone who

Blind Vancouver singer-songwriter Pandemic cools property purchases by foreign buyers in Metro Vancouver feels music as motion

J

ustin Wack's dream performance wouldn't include the spotlight. Or any light at all. The 21-year-old musician and producer is blind, and has been since birth. That doesn't mean he doesn't take the stage; in fact he enjoys it. However, he'd love to be able to do an auditoryonly experience and share that with a live audience. He likens it to restaurants that serve food in the dark. Until then (and when it's allowed again) he's happy to take the stage all the same. "I know it exactly, I map out the stage beforehand," he says. "Like 'This is how far I can walk before I fall.'" Wack developed synesthesia just a few years ago as he became more involved in music. And while many people associate synesthesia with the ability to see sounds as colours, it took a different form for Wack. "When I listen to music, it makes my body feel like I'm moving," he says, calling the experience "trippy" and connecting it to his enjoyment of moving about on stage. He and his doctor believe it manifests as motion for him because he has no concept of colour; his visual cortex isn't used for anything visual. It likely appeared during his late teen years because he was playing more music. "It's incredible to me how the brain adapts," he says. Wack is originally from St. Albert and moved out to Vancouver when he was 18 for his education—studying the music industry.

It's been his passion, and while he was told pursuing that dream was impractical, the young man is already entering his fourth year in the business. Living in Vancouver has helped; it's where his "heart is at." While he left family and friends behind he has some friends here and has found the city welcoming. "Being totally blind, transit here is really good, people are really kind," he says. Living in the big city helped him make connections as well; just before the pandemic he travelled to L.A. to record a song with Darla Fox; that song was just released last week. He's got other work on the way as well; with the pandemic impacting everything he's taken it as an opportunity. "For me, COVID has been a blessing in disguise because a lot of people that I wouldn't normally be able to work with are available to do online sessions," he explains. That means pitching songs to big-name artists and working with producers who've worked with big names, like Katy Perry. While he'd like to make it big himself, he's happy to work in the industry. "I definitely want to be as big as I can, but I'm content with being able to do this," he says. No matter how big he gets, he hopes his music can have a positive impact on people. "Music is an escape for people," he says. "We all need a bit of fun and a bit of happiness in our lives all the time." By Brendan Kergin

he numbers and the anecdotal evidence are clear: while Metro Vancouver’s housing market has been on a surprising tear during the COVID-19 pandemic, the market for foreign buyers looking to enter the Lower Mainland has not followed suit. But while local real estate industry representatives and urban development analysts agree that COVID travel restrictions have limited international interest in Vancouver-area homes, they disagree on whether the foreignbuyers market faces a longer-term correction. According to municipal residential real estate data, there were five months out of 12 in 2019 in which there were more than 30 foreign-involved transactions that triggered the 20% provincial foreign-buyers tax in Vancouver. Since March 2020, that monthly number of transactions has not surpassed 15 – and failed to break single digits for six of 2020’s last 10 months. “Who really wants to move globally in the middle of a pandemic?” said Andy Yan, director of the City Program at Simon Fraser University and one of the city’s leading urban-planning researchers. “In March 2020, we had 24 foreigninvolved transactions in the city of Vancouver. The next month, we went down to six.” Mike Stewart, who works with corporate rentals for out-of-town executives, said the pandemic “has really put the crimp on corporate rentals, because people are not travelling.” Brian Higgins, founder of YVR4Sale, which has clients from the U.S., Europe, and Asia, agreed that the real estate market boom is driven locally. But Higgins said foreign-buyer activity in Vancouver has lagged behind as far back as 2016, when former premier Christy Clark introduced the 20% foreign buyers tax on any

such purchases. Higgins added that Vancouver’s empty home tax and the additional speculation tax implemented under the John Horgan BC NDP government also “scared a lot of people onto the sidelines.” Yan, however, noted that even as the number of transactions fluctuated in the market since 2016, their overall value has stayed relatively stable in the $20 million-to-$60 million range every month. That indicates that the taxes have not dramatically shrunk the total dollar value of transactions – just the number of buyers who can afford the extra 20%. “You have to remember, the nature of the foreign buyers tax wasn’t to prevent more buying,” Yan said. “It was just to capture value for the B.C. taxpayer. It’s essentially increasing the fee for [international buyers] to access the clubhouse. And you’ve also got to remember: It’s very specific to where and what. It’s a very particular type of property in specific regions that are moving up.” He added that the B-20 mortgage rules introduced in 2018 that have been credited with spurring the current real estate boom have instead discouraged foreign buying, because the requirement for non-Canadians to get a mortgage makes the process more difficult. What is also clear, observers say, is that international demand has not gone anywhere. Both Stewart and Higgins said they anticipate a surge in buying from abroad – mostly from Canadians living outside Canada in places like the United States, Hong Kong, Great Britain, or Europe – as soon as vaccinations become widespread and travel restrictions are loosened. Environment Canada updates spring weather forecast for Vancouver Environment Canada Meteorologist Armel Castellan tells Vancouver Is Awesome that April's forecast looks cooler than average this year. What's more, he says it looks like the month will see temperatures up to 2°C below seasonal averages.

8 ways to support local restaurants while indoor dining is suspended

he coronavirus pandemic has had us in its grip for over a year now, and through the many challenges these past several months have posed, our restaurants have been bearing the brunt of multiple restrictions on service. What was an initial halt of service for St. Patrick's Day 2020 immediately evolved into a ban on indoor dining altogether in the province, lasting until late May. Eventually, expedited patio approvals and temporary patio programs were launched in order to help restaurants offset their losses and reduced indoor seating capacities implemented to ensure physical distancing. Several businesses pivoted to offer take-out, picnic packs, cocktail kits, groceries, and meal kits and created packaged products to sell direct-to-consumer

or through new businesses created to connect customers with local food product producers and restaurants. Relaxed laws around alcohol sales allowed restaurants to boost revenue by selling liquor to-go with food purchases. On March 29, 2021, Dr. Bonnie Henry amended current public health orders to implement a three-week suspension of indoor dining in B.C. Back in early March 2020, before there were restrictions in place, we shared some suggestions for ways to support local restaurants in the face of the COVID-19 crisis. While that crisis swiftly became a pandemic and public health measures have changed the way we experience restaurants, many of those options still ring true for what's happening right now.
