To rezone 450 West Georgia Street and 712-732 Richards Street from Downtown District (DD) to CD-1 (Comprehensive Development) District to permit the development of a 23-storey commercial office building. A height of 87.2 metres (286 feet) and a floor space ratio (FSR) of 15.3 are proposed.
5. CD-1 Amendment: 480 Broughton Street
To amend CD-1 (365) (Comprehensive Development) District to permit an increased maximum floor area and dwelling unit count for social housing in sub-area 1 (480 Broughton Street) to allow one extra storey, provide further amendments which support these changes, and update parts of the by-law to current standards. An increase to the maximum height from 30.00 metres (98.40 feet) to 38.82 metres (127.36 feet) and the total maximum residential floor area from 4,170 square metres (44,886 square feet) to 5,473 square metres (58,911 square feet) are proposed.

First Nations groups offer help to cope with the discovery of Kamloops burial site “Emotional support is available to you.” That’s the message being sent out to First Nations communities across the province whose people are grieving the discovery of the more than 200 bodies of children who attended the Kamloops Indian Residential School. Chief Rosanne Casimir of the Tk'emlúps te Secwépemc First Nation said the remains of 215 children, some as young as three years old, were confirmed last weekend with the help of ground-penetrating radar. She described the discovery as "an unthinkable loss that was spoken about but never documented at the Kamloops Indian
Residential School." In a recent Facebook post the Shuswap Nation Tribal Council said to its members they are not alone in their mourning. “The news from Tk'emlups regarding the residential school can be triggering to our people. Emotional support is available to you,” the post reads.

he 2021 Stanley Cup Playoffs have been incredibly compelling, delivering entertainment, drama, and absurdity in equal measure. It’s just too bad the Vancouver Canucks can’t be a part of it. Last year’s playoff run was supposed to be a sign of things to come for the Canucks, as they finally turned the corner after four straight years out of the
playoffs. Instead, the team immediately went back around that corner and finished dead last in the division. The prospect of next season, however, provides some hope. Not only will the Canucks be adding their top prospect Vasili Podkolzin, who signed his entrylevel contract with the team on the weekend, but the North Division should be no more. Barring COVID-19 keeping the U.S.-Canada border closed longer
than expected, the Canucks will be back in the Pacific Division for next season. And the Pacific Division is atrocious. The Canucks only finished ahead of seven teams in the NHL this season. Three of them were from the Pacific Division — the Los Angeles Kings, San Jose Sharks, and Anaheim Ducks. What was once a terrifying trio of Californians has settled into the dregs of the league. While those teams could get better next season — the Kings, in particular, have the best prospect pool in the NHL — but the rest of the Pacific isn’t great either. Just two Pacific Division teams even made the playoffs this year. The Vegas Golden Knights had the second-best record in the NHL, then the Edmonton Oilers were 11th. After that, there’s the Calgary Flames at 20th in the NHL, the Arizona Coyotes at 22nd, and the Canucks at 24th. Three teams from each division automatically make the playoffs and the third spot in the Pacific will be up for grabs. It’s easy to picture Podkolzin providing a burst of energy, Elias Pettersson and Quinn Hughes bouncing back from lacklustre seasons, and Thatcher Demko shutting the door in net to get the Canucks back into the postseason. he Vancouver Public Library has announced two writers in residence coming up later this year. Lindsay Wong, who's originally from Vancouver, starts her residency this month; she's known for 'The Woo-Woo: How I Survived Ice Hockey, Drug Raids, Demons, and My Crazy Chinese Family', which won the Hubert Evans Nonfiction Prize along with being named to a variety of top ten lists for the year it came out (2018) including CBC Books and the Globe and Mail. She's followed that up with a novel for young adults called My Summer of Love and Misfortune. Events with Wong are already open to sign up for, like a discussion with Doretta Lau, Jen Sookfong Lee and Roselle Lim. "During my residency, I invite prose writers of all levels and experiences to consult with me in the genres of YA, memoir, and fiction in one-on-one manuscript consultations via Zoom," says Wong in a press release. "New voices, especially from BIPOC, immigrant, and marginalized groups, are especially welcome." As there was no writer-in-residence in 2020 this year there'll be two. The second
is Chris Humphreys. In September Humphreys will start his residency. He's known for a variety of historical fiction books as well as his award-winning crime novel Plague. He's now working on a fantasy series called the Immortals' Blood Trilogy. He's also known as a stage actor with credits in TV shows and on stage. "Fantasy is such a wide-ranging genre marked by its diversity and complexity and limited only by one’s imagination,” says Humphreys in the release. “One of the most exciting aspects of the current fantasy scene is the racial, cultural and gender diversity of its authors and the subjects they address."
City opens 60 new shelter beds on Terminal

new homeless shelter has been opened up at 875 Terminal Ave. The shelter, called Klahowya Tillicum Lalum, is a partnership between the city, province, and Lu'ma Native Housing Society (LNHS) and will provide 60 beds along with showers, laundry, and access to meals. "With shelter, meals, and supportive connections to a variety of services we are optimistic this will lead to more permanent housing outcomes," says Kevin Eaton, a director with LNHS. "With Indigenous homelessness representing 39 per cent of the recent homelessness count, we are hopeful that this will be a step toward self-sufficiency." The pod system used by the shelter will both give clients privacy and help create social distancing. "Low-barrier shelters are key in ensuring our residents experiencing unsheltered homelessness can come inside and stay 24 hours a day if needed,” says Celine

"Most of them are [shopping for] indoor tropical plants or plantrelated stuff, like flower pots," says Ng. Plants now make up the majority t of sales in the iconic shop. One of the difficulties has been securing enough products from nursery suppliers, as chain stores usually get the bulk of the in-demand stock. Running a business in Chinatown during COVID-19 also comes with another set of challenges. On the subject of antiAsian racism, a topic so prevalent in recent

General manager Jim Benning said at the end of the season, “What we saw last year in the playoffs, is where we want to return to,” but the Canucks were dominated in the second round by the Golden Knights last year. They only pushed it to seven games through a heroic effort by Demko, who made 123 saves on 125 shots in three starts. As Eames says in the movie Inception, “Musn’t be afraid to dream a little bigger, darling.” The Canucks ought to be watching the Colorado Avalanche in the playoffs this year and dreaming they can be as good as them someday. After all, the Avalanche swept the St. Louis Blues in the first round, then stepped into Game 1 against the vaunted Golden Knights and toyed with them, romping to a 7-1 win. Or they should be looking at the defending Stanley Cup champions, the Tampa Bay Lightning. Certainly, both teams have tremendous top-tier talent, but what the two teams have most in common is depth. The Avalanche get scoring right through their lineup, while the Tampa Bay Lightning are so deep that they played the entire regular season without their leading scorer from last season, Nikita Kucherov, as he recovered from hip surgery and still cruised comfortably into the playoffs. Even their captain, Steven Stamkos, missed 18 games. The Canucks don’t have that depth — losing Pettersson was a death sentence for their season — but they also lack a clear path to getting that kind of depth. After Podkolzin graduates from the prospect pool, it will be frighteningly shallow, even with the addition of another top pick from the upcoming draft. The Canucks have a few prospects who could carve out a bottom-six role, but the Avalanche and Lightning have players in their bottom-six who would be topsix forwards on any other team, not to mention the defensive depth that both teams boast. Getting back to the playoffs and gaining some more postseason experience would certainly help the Canucks but, until they improve their depth, it won’t get them to the Stanley Cup. One suspect was stealing the liquor while the other was using his cab for transportation. They would later sell the liquor. The pair were arrested March 9. West has been charged with 26 counts of theft under $5,000 and 12 counts of failing to comply with an undertaking. West was known to police and his undertaking meant he wasn't allowed to be in any BC Liquor store during. He remains in custody. Thiara faces 10 charges including four counts of possession of stolen property t and four counts of theft under $5,000. He has been released with conditions. ravis Emard West (51) and Gurmukh Singh Thiara (54) were both arrested by Surrey RCMP in March in relation to a series of liquor thefts across the Metro Vancouver area. In total, they face 48 charges for the string of thefts, according to a press release from the Surrey RCMP. Police began an investigation in February after a series of thefts from liquor stores in Surrey. Police figured out the thefts were being conducted by a pair of men working together, and that the duo wasn't just in Surrey. Two of the 48 charges are related to a Vancouver theft, and West and Thiara also allegedly hit stores in: • Coquitlam • Port Coquitlam • Delta • Langley • Burnaby • Abbotsford • Port Moody • New Westminster • Richmond • Maple Ridge • North Vancouver • West Vancouver They were targeting hard liquors like vodka, rum and whiskey, often at government liquor stores.

little luck of the Irish for fans of whiskey and pub fare in Vancouver, as Smith's Bar & Restaurant opens its doors at a familiar Gastown address. Smith's has taken over the space at 208 and 212 Carrall Street, which was previously home to the Irish Heather. While the Irish Heather did pack up at the end of March - with a curtailed farewell phase thanks to pandemic restrictions on indoor dining - the veteran watering hole is getting a new lease on life over in Chinatown after nearly a quartercentury in Gastown. The first customers can make their way into Smith's as of Friday, May 28 to enjoy the bar and lounge's traditional snugs (screened private spaces for drinking) and outdoor courtyard. As a bonus carryover from the previous tenant, which operated the not-sosecret Shebeen as a little bar within the pub, Smith's is also offering guests a
"hidden whiskey room." When it comes to food, the 200-seat Smith's is offering a global take on modern pub fare, including items like nachos, charcuterie boards, fish and chips, veggie fajitas, a poached salmon sandwich, burgers, and even a full Irish breakfast - complete with black pudding, white pudding, and Irish soda bread. Smith's is pouring Guinness, Kilkenny, and Harp on draught, along with a house Lager and other local and imported brews. There are more options for ciders, bottled beers, wines, and cocktails, including Pimm's Cup and an Irish Mule made with Jameson. t the age of 12, Guy Felicella began using street substances to cope with the trauma of physical and emotional abuse in his childhood. His dependence on drugs led him to spend the next 30 years in the repeated cycle of gangs, addiction, treatment, and jail. For 20 of those years, Guy resided in the Downtown Eastside, where he lived through three major public health crises: the HIV/AIDS epidemic, the introduction of opioids, and the beginning of the ongoing fentanyl crisis. Guy relied on harm reduction measures, like Insite’s safe injection site, to stay alive. In 2013, an overdose left him dead for nearly 7 minutes. “When I came to, the nurse was in tears and I asked her ‘why are you crying?’ and she said ‘because I care,’” recalls Guy. “I was moved by her compassion and it brought me to a place where I knew things had to change.” After numerous obstacles along his journey to recovery, Guy eventually found himself at an out-patient, trauma-informed program with the promise of access to long-term support after treatment, including housing and employment opportunities. To Guy, this offered the purpose, self-worth, and human connection he needed to face his emotional scars and keep fighting for the life he wanted to live. Committed to building bridges and inspiring systemic change, Guy is fiercely fighting for a system that better acknowledges and supports those suffering with addiction
through harm reduction, recovery services, and safer supply of drugs. Today, Guy works as a Peer Clinical Advisor in a shared position with the Ministry of Mental Health and Addictions’ Overdose Emergency Response Centre, Vancouver Coastal Health’s Regional Addiction Program, and the BC Centre on Substance Use. Having been both a participant in and a provider of harm reduction, treatment, and recovery programs, Guy puts a face to addiction by sharing the perspective of someone with lived experience. His is a message of compassion that aims to destigmatize people living with drug addiction and the services they need, and to open up conversations about seeking support for substance use. “As a health issue, we need to move from criminalizing and punishing people and stigmatizing and instead work to change those laws and policies that keep people from breaking free of their circumstances,” says Guy. “As a society, we have to be more empathetic, but also demand action from our policymakers, our city and our government to do something to stop the deaths of people by giving them access to recovery and support services.” Guy shares his personal story on countless platforms, reaching students, educators, healthcare providers, law enforcement, government figures, and the general public through TED Talks, conferences, school presentations, news outlets, and through his blog and social media platforms. lans are in the works for the 111th year of Vancouver’s Pacific National Exhibition this summer. On May 25, British Columbia entered the first phase of a four-phase plan to reduce public health orders and restrictions put in place to curb the spread of coronavirus (COVID-19) in the province. While not all restrictions have been completely lifted, the news has offered a glimmer of hope to many across the province, including the organizers of the PNE. “We were very pleased to hear yesterday’s announcement. It’s fair to say that we are cautiously optimistic, and have restarted our planning for an in-person fair,” said Laura Ballance, PNE spokesperson. “Whatever we plan will look different and daily capacities will be much smaller.” In an announcement made in late April, the PNE's CEO indicated fair’s future was at stake due to unprecedented financial losses incurred over the coronavirus (COVID-19) pandemic.
At the time, PNE president and CEO Shelly Frost stated that "all of the major events had to be cancelled in 2020" and that the PNE is a staggering $8 million in debt. "We are forecasted to be $15 million in debt by the end of 2021," she said. Vancouver Mayor Kennedy Stewart said that the PNE as we "now know and love it could
end" despite the city's backstopping of its line of credit. Kennedy added he hoped Premier John Horgan would come to the table and provide the support that the PNE needs. Around the same time, Playland announced it would not open as previously announced in an effort to support the provincial "circuit breaker" established in the wake of soaring COVID-19 cases. The amusement park was slated to open May 1 but organizers decided to remain closed until after the May Long weekend. Then earlier this month the PNE announced it was clear that the number of guests required to make an in-person fair financially viable would not be allowed under the Public Health Orders anticipated to be in effect this summer. Whether this reduced reopening will make a significant dent in the PNE's debts is unclear but Ballance said this latest announcement is a good one all around. “Although it won’t look the same as our traditional fair, we are excited to bring British Columbia some of their favourites. I will also say this is great news for our staff team as well as our long-time concessionaires,” Ballance said. More announcements are expected in the coming weeks as plans are finalized. Aside from the day-to-day cuteness, viewers can also follow along with their training. Nelson explains that all the otters are rescued, meaning they were found alone usually within a couple of days or a week of being born. As they grew up without their mothers, they can't learn basic otter life skills like foraging for food or evading predators.
Sea otter pups are brought to the rescue centre on a case-by-case basis as the Department of Fisheries and Oceans deems them nonreleasable due to their lack of those life skills. “Sea otter pups are actually one of the most high maintenance babies, they need 24-hour care, they need bottle feeds every two hours, we have to teach them how to groom their fur, it's very very hands-on," Nelson explained. he soothing sounds of waves combined with the antics of rescued otters make for an adorable live stream experience that has been the source of entertainment and joy for many during the coronavirus pandemic. The live stream was launched last summer by the Ocean Wise Marine Mammal Rescue Centre to track the progress of the "criminally adorable" baby otter Joey. Since then two more cameras have been added with one under the water to watch otters swimming about. Altogether the cameras show Joey and his six other otter friends splashing, sleeping and otherwise being cute as all get-out. Rachel Nelson is an otter trainer with the Vancouver Aquarium where the otters are housed. Nelson took a moment to speak with Vancouver Is Awesome shortly after convincing a particularly mischievous otter to give up a toy that had recently been eviscerated. 'It can be a superpower if you look at it that way': teen screenwriter normalizing learning challenges

sabella Strickland's star is rising. The Vancouver teen is an accomplished actress, author, and screenwriter. In March she even won a $250,000 US international screenwriting contest. Strickland also has ADHD, dyslexia, and social anxiety. However, learning differences aren't getting in her way. "It can be a superpower if you look at it that way," she explains. Her first co-written young adult novel, ‘Then and There, Here and Where’, is now being adapted into a movie, which will begin
filming early next year. The sci-fi fantasy story follows a character with her own disabilities. "Finding that experience in reading about someone who has that same challenge and finding that connection is really important for people," says the author. But Strickland isn't stopping there. Her other screenplay, ‘Death Noise’, is also being developed for the screen. The 1970s-set horror story is based on an urban legend and described as "Close Encounters of the Third Kind meets Stranger Things." It seems like a lot for the

Vancouver cycling team is testing the limits of endurance, all in support of a worthy cause. On June 11 a group of seven local riders will conquer the 'Triple Crown' of Mount Seymour, Grouse Mountain, and Cypress Mountain (a well-known route in the cycling community), plus make a trip to Whistler Village — all in one day. The planned journey is roughly 240 kilometres with over 5000 metres of elevation gain. There will, of course, be breaks along the way. The epic feat of strength will benefit the Coast Mental Health Foundation as part of its 'Courage 2 Go Further' fundraising initiative. Richmond resident and 'Crowns and Clowns' team member Andrew Ross sees it as an opportunity to promote mental health awareness, an issue that has been magnified during COVID-19. "We all like to be out and about and right now we're all sort of cooped up. We can't see our friends; socializing is just not there," he explains. Ross also says people often balk at the idea of the ambitious route until they realize why the team is doing it. "We're trying to raise money for a great cause, for mental health. So why not do something that's challenging? Because that's what people go through with their challenges. So we thought we'd try it out," says Ross. The 'Courage 2 Go Further' campaign helps thousands of people across the province access critical resources through support services and employment or education opportunities.
