Respected fire captain gets long-awaited send-off on

e was an incredible firefighter,” said Robert Weeks, President of the Vancouver Fire Fighters' Union local 18, and colleague of Captain Steve Letourneau.

“He meant so much to this department, he was an exceptional firefighter and an exceptional officer. He really led from the front and brought the best out of his crew, a

real teammate.” Letourneau died in June of 2020 due to work-related cancer but with pandemic restrictions, there could be no memorial service and send-off for the respected captain. “This was a tough service for us.” Weeks added: "He started in 1983 with our service and spent 37 years on our job, he was actually

the most long-tenured member of our service when he passed." Firefighters marched in uniform with Letourneau’s casket held in the back of a vintage firetruck from Vancouver Fire Hall No. 7 to St. Andrew's Wesley United Church. Over 1,500 people came to pay respects and honour Letourneau to provide a proper sendoff for the family.

“You can see by the turnout he was a wellrespected member of our family. And of course, his own family got to experience that with us today,” stated Weeks. firefighters are three times as likely than the general public to get cancer,” stated Weeks. Letourneau was diagnosed with cancer in 2014. “I never thought it would be me, but it is me who has cancer. I really have no regrets. I’ve been dealt a bad hand. But in general, it’s been a great, great ride," Letourneau said in 2019. “He battled that cancer for five years, often told many times that this would be the end, and he kept persevering,” added Weeks. During his fight, Letourneau was visited by his colleagues and friends from the fire department. “Because of the length of that struggle, a lot of us got to spend more time with Steve than we otherwise would have.” Weeks also touched on what can be done to help prevent workplace diseases like the cancer that ultimately claimed Letourneau's life. “We need to be diligent about prevention. We need to be diligent about research.

And we need to engage best practices to make sure that we do our best, knowing that the environments we go in are incredibly toxic," said Weeks. The memorial finished with the final send-off, formal dressed firefighters lined either side of Burrard St. to give a final salute to the captain while he and the family were escorted underneath the flag. “This was an incredible moment for this family to reflect upon Steve and pay our respects.” By Mike Howell

he Vancouver Cherry Blossom Festival wrapped up with the Sakura Days Japan Fair to celebrate all things Japan. The Japanese cherry blossoms or Sakura has long been a traditional icon in Japanese culture and is a symbol of spring. In 2008, the Vancouver Cherry Blossom Festival started the Sakura Days event. The Vancouver Cherry Blossom Festival is partnered with the Japan Fair Association of Vancouver, which consists of a team made up fully of volunteers to put on this event. The days involved many Japanese performances, art, and culture. From tea ceremonies to sake tasting, the sold-out fair was constantly busy throughout the days. The Fair took over VanDusen Botanical Garden for the weekend and vendors and exhibitors all came out to display cultural and artistic items.

One of the main draws to the fair is the food and with Vancouver classics like Japadog, and Teriyaki Boys lines were long but well worth it. By Ethan Cairns

Since the pool won't be opening any time soon, the Second Beach and New Brighton pools will open earlier in the morning. During the April 11 park board meeting, staff noted the costs for the repairs are still to be determined. "We hope to get you back swimming here as soon as we can," Fox says.

City contributes $6.1M into 149 arts and culture non-profits

Vancouver pharmacy selling fentanyl for the cost of 'street' drugs

F

entanyl has gained a notorious reputation for being one of the most lethal drugs on Vancouver streets — but a doctor working in the Downtown Eastside claims otherwise. While numerous British Columbians have died after using fentanyl, many of them did not know they were taking it. And, even if they do take it, they often have no idea how much of it they are using. A new program launched by the Portland Hotel Society (PHS) provides people who use fentanyl with a place to access it for the price they would pay for it on the street without the risk of accidentally consuming a higher or contaminated dose. The program, called Enhanced Access (EA), commenced in early April. Fentanyl powder is offered to patients in capsules and they can open them to smoke or inject the powder. Other programs in Metro Vancouver offer similar services, where patients receive drugs that they then use at the clinic. What differentiates EA from these programs, however, is that patients are able to take the drug with them to use at their convenience.

"This is a way for people to have a step out of the Downtown Eastside." The ability to take the drug with them is a significant step forward in allowing people who use drugs to lead normal lives, Portland Hotel Society Director Dr. Christy Sutherland tells Vancouver Is Awesome in a phone interview. When the program starts, a nurse observes a patient using a lower dose of fentanyl. The dosage is gradually increased over three or four days to establish an individual’s tolerance. Once stability is established, patients purchase their fentanyl from a pharmacy at the PHS for a price on par with “street” value, removing any financial incentive to sell it. "What had happened in the past is [a patient] would say, 'Dr. Sutherland, I got a job, I can't come here every day, throughout the day to have all my witnessed dosings. How can I get this drug otherwise?'" "There [was] no other option. Either you come here and be witnessed or you don't get it," she explains. "This is a way for people to have a step out of the Downtown Eastside, back to work, find housing, back to stability, back to their family." When asked about the risk of a patient taking all of their doses at once, Sutherland notes that each individual has their own specific prescription and pick-up schedule. In other words, one patient may receive a small amount of fentanyl that they will use for a week but someone who is on a higher dose may have to return daily. Ultimately, however, the doctor wants to prevent her patients from turning to the street to access fentanyl. Not only could the supply be tainted, but the process of accessing the substance puts them in harm's way. CONTINUED ON PAGE 13

s the weather improves around Vancouver and people look to spend more time outdoors, TransLink is increasing services to some parks and beaches. Ten routes are affected, including adding the 42 Alma/Spanish banks which will be travelling down to the beach every 30 minutes on holidays and weekends starting May 21. Trips to White Pine Beach (150) on Sasamat Lake are returning as well on a similar schedule starting April 18, as is Lynn Canyon Park (226). Other Vancouver routes are seeing increased service including the 19 which heads into Stanley Park. That will start May 21 with trips between the park and Main Street station increasing to every 5-8 minutes on weekend days. Also leaving from Main Street station is the 23, which will take you to the beach in English Bay. Service is increasing between the two ends there, as well. Other locations in North Vancouver will get increased service as well, with Mount Seymour (211) and Deep Cove (212) trips increasing to every 30 minutes on weekends and trips up Grouse Mountain (236)

increasing to every 15 minutes on weekday days and every half hour on weeknights and weekends. Buntzen Lake (179) will see bus service once an hour on weekends and holidays as well, starting May 7. Those heading south to the ferries out into the islands will see more trips added as well, starting April 18. TransLink is also adjusting SkyTrain hours on the Millennium Line; it will affect the earliest and latest commuters heading to and from the Tri-Cities area. The first trip eastbound from the Production WayUniversity station will leave at 5:48 a.m. starting April 18, instead of 5:10 a.m, on weekdays. The last trip of the day will now leave Lafarge Lake-Douglas at 1 a.m., instead of 1:39 a.m. Similar changes are occurring on the weekends, with the first eastbound trip leaving Production Way-University at 6:48 a.m. Saturdays and 7:48 a.m. Sundays. The last westbound trips will be leaving Lafarge Lake-Douglas at 12:59 a.m. on Saturdays and 11:59 a.m. Sundays. By Brendan Kergin

Spike in emergencies at Wreck Beach prompts changes

ancouver’s popular Wreck Beach has gotten so busy that a corresponding spike in emergency calls to police, firefighters, paramedics and marine rescuers is prompting officials to take up a greater presence this summer. Last year, 178 emergency calls for service at Wreck Beach were made to the RCMP (54), Vancouver Fire Rescue Service (48), BC Ambulance Service (41) and the Canadian Coast Guard (35), according to a report from Metro Vancouver, the regional government in charge of managing the park. Park rangers report visits to Wreck Beach, located west of the University of B.C., have grown at an annual rate of 11% since 2010. In 2021, a record 700,000-plus people were estimated to have visited the park. Rangers are now contemplating a suite of changes to the park, including a new annual log and debris removal program to dissuade beach fires and more patrols to support police

monitoring. This summer, beachgoers can expect more “education” from rangers on basic rules such as prohibitions on fires, alcohol consumption, camping and loud amplified music. Where education — including new signage — fails, park rangers are preparing to issue violation tickets to repeat offenders, the report claims. The authorities have struck a committee to address the rise in emergencies, which pose a particular challenge to rescuers because the beach is isolated at the bottom of a steep hill, only accessible by an over-500 step staircase. As a result, the Coast Guard’s hovercraft is often deployed to the beach to extract injured people. The Coast Guard visited Wreck Beach in 2021 35 times, nearly as many times as it did between 2018 and 2020 (41). In preparation for the summer, staff are also making repairs to trail surfaces, wooden steps, railings, fencing and signage

The beach is a portion of a seven-kilometre shoreline along Point Grey. It was deemed clothing optional in 1983 by the provincial government. The agencies are said to have met with user groups and members of Musqueam First Nation to form a vision statement that acknowledges the park’s distinct subculture. “Wreck Beach has a beach culture that is

unique and vibrant but also safe, welcoming, and inclusive to all regional residents and visitors,” notes the Metro Vancouver staff report to the regional parks committee on April 13. Along with safety upgrades, the Musqueam will be contributing to a signage program highlighting the area’s Indigenous history. By Graeme Wood

lockbusters are like fossils, we're used to that fact though it still hurts. But this latest announcement in the world of video stores might be the most devastating yet. After 26 years in business, Vancouver's Black Dog Video (1470 Commercial Dr) announced in a tweet on April 14 that the next few months will be its last. After surviving the mass shuttering of all other video stores to become the last one in Vancouver, a fire, the construction of the Canada Line, and two years of a pandemic, Black Dog owner Darren Gay writes in a heartfelt statement posted to their website: "business has been on a decline for years while costs – rent, etc – have steadily risen. We just can’t feasibly stay open any longer. We lost the war to, what I call, the “convenience of mediocrity” that is streaming et all." Gay says that unless some miracle changes the situation, they plan to close at the end of June. Work has already begun on pricing the stock and they hope to have it ready for sale by May.

The closure doesn't mean the end of video stores in Vancouver however, Gay sold the Cambie Street location of Black Dog to a former employee in September 2020 and it was renamed Video Cat—keeping it in the family. We asked Gay over the phone if he had anything else he would like to say to the community and his reply was: "Thanks to everyone who came into the shop over the years, it's been a pleasure and a treat to be a part of the community." He told Vancouver Is Awesome the decision to close was a hard one that he fought against for as long as he could, grants from the government were able to keep Black Dog going during parts of the pandemic but that's all gone now. "I tried so many things but nothing's improved," he laments. Black Dog on The Drive intends to close up by the end of June. Inventory will be put on sale starting in May. By Allie Turner

he Vancouver Police Department’s marine unit issued approximately 100 notices in February and March to boat owners in False Creek who overstayed their allowable anchoring time, a problem that has increased since the coronavirus pandemic was declared in March 2020. Police cited the Federal Contravention Act in six cases to issue tickets worth $288 each to boaters who refused to leave the Creek, according to Sgt. Steve Addison, a VPD media relations officer. “Many of the boats in False Creek have been there for months, if not years, and we continue to hear concerns about safety and pollution from False Creek residents, boaters and people who use the area for recreational activities such as kayaking, paddle boarding and rowing,” Addison said in an email. The Vessel Operation Restriction Regulations is federal legislation that applies to boaters in the Creek and states a boat can

be at anchor for 21 days out of 40 in winter months, and 14 days out of 30 in summer. “Many of the boats floating in False Creek are in poor condition, often without working engines and unable to move without assistance,” Addison said. “There continues to be significant pollution concerns, with a number of operators failing to use free mobile pump stations and instead choosing to dump sewage and litter into the water.” Park board marina staff also noticed a significant increase over the past two years in the number of boaters who continue to anchor in the Creek without a permit. Valuable art stolen from BC Children's Hospital found

A

piece of artwork donated to the BC Children's Hospital in Vancouver was stolen - and subsequently found and returned just a few weeks after being installed. The work is a part of B.C.-based artist Marie Khouri's series called Vessels; they're bronze sculptures which appear somewhat like bowls. The piece at the hospital was installed in front of the hospital earlier this year, standing on a pedestal. It was originally donated to the BC Children's Hospital Foundation as part of fundraising efforts in 2019. The person who purchased it has since donated back to the hospital to be displayed near the hospital's front entrance off of Oak Street. It was installed Feb. 25. The hospital says it was stolen the night of

April 3. "The stolen bronze sculpture was designed to be displayed outdoors in a garden, which is why it was installed outside of one of the hospital entrances," the states the hospital in a press release. "It was intended to create a small space of outdoor sanctuary, rest and reflection for children and families at the hospital." Artwork is intended to help the healing environment at the hospital, they go on to say. "This type of setting has been shown to positively impact a patient’s hospital experience, which can then contribute to their improved healing and recovery," they note. Khouri's work is on display across Metro Vancouver, and around the world, with prominent large pieces displayed in New York, Hong Kong and the Presidential

Palace in Djibouti. Another of her series of Vessels is to be displayed in Paris. Similar work to what was stolen has been on display in Vancouver; she's also the sculptor behind public Vancouver pieces like Nautica in the Olympic Village. On the afternoon of April 14, officers tracked

down the artwork in East Vancouver but no arrests have been made. VPD’s Property Crime Unit continues to collect evidence and while the investigation is still ongoing there are no further details available at this time. By Brendan Kergin
