It has been more than 100 years since the City has had direct access to the Columbia waterfront. The site of Vancouver Waterfront Park has changed dramatically over the past century. The property was home to a lumber mill (1889-1922) and then a paper mill (1922-2006).

Grant Street Pier is an engineering masterpiece reminiscent of the sailing ships that once explored the river. It extends 90 feet over the river and is held in place by 16 steel cables. The 80-foot-tall mast weighs 59,000 pounds.

More than 15,000 visitors of all ages visited the park and surrounding development which kicked off with remarks from elected officials, other project stakeholders and was followed by a ribbon cutting ceremony at the pier in September.

A New Era: Vancouver’s Future Taking Shape Remember the Oldsmobile commercial from years ago with the tagline “This is not your Grandfather’s Oldsmobile?” As I was contemplating what to write, that tagline came to mind. Vancouver and Clark County are certainly not the place many of us remember. Having called Vancouver home for over four decades and watching the population of Clark County grow from 135,000 to nearly a half-million today, the changes have been dramatic but I have to say none as dramatic as those we’ve seen in the last few years. It really doesn’t matter where in the county you look, the change is apparent – even for those who have only been here a few years, let alone those who grew up here. Here is a look at just a few of the changes that make Vancouver and Clark County more than Grandfather’s sleepy burg. Waterfront Vancouver The Waterfront Vancouver project, over a dozen years in the making, was celebrated with the opening of the riverfront-park and iconic suspension pier at the end of September. It is estimated 15,000 people took part. Talk about change, in your grandfather’s Vancouver it was unheard of to get 5,000 people out on a Saturday afternoon let alone 15,000! Food and beverage options There was a time here when it seemed like the only thing Clark County residents went out to eat was Chinese food or pizza. Now our options have balanced those mainstays with offerings ranging from neighborhood cafes and brew pubs, to a diverse ethnic assortment as well as fine dining. Developments at our county Ports • The Port of Camas-Washougal is expanding its Steigerwald Business Park as well as its own waterfront park, which was completed earlier this year. • With the Waterfront cleanup completed and new rail overpass to the waterfront to begin construction in 2019, the Port of Ridgefield is excited to open up the

waterfront to its residents. The completion of the West Vancouver Freight Access at Port of Vancouver has provided uninterrupted access to the Port of Vancouver from the east. The Port of Vancouver is also opening up additional acreage which means more land for jobs.
Education No longer do our best and brightest need to leave home if they want to pursue a robust post secondary education. WSU Vancouver’s campus continues to grow along with its course offerings while Clark College is in the planning and development stage for its third campus in the county. Cities Each of our cities are contributing to the positive changes in our community. In Ridgefield a full line Rosauers grocery store will be opening in the spring of 2019. Ridgefield is also completing a new recreational facility that has already attracted a Wood Bat League baseball team, the Ridgefield Raptors, to begin playing next summer. Thanks to the generous contribution of 181 acres made by Georgia Pacific of its former plant property, the city of Camas will have a new greenspace with public access to the waterfront. In Battle Ground, the SR 502/I5 interchange providing access to Battle Ground from the interstate opens up tremendous opportunity for growth in all sectors commercial, industrial and residential. Change is scary to some, exciting to others and presents challenges for us all. That is where your Greater Vancouver Chamber of Commerce comes in. PAC Nears the Release of the 2019 Business Priorities, Focus on Education & Infrastructure It has been a busy summer for the Chamber’s Public Affairs Committee, and while there is much work ahead, we’ve made great progress. We have completed our Legislative Priorities for 2019. Our understanding of some of the most important issues facing education is deeper. We have begun our collaboration with partners to prepare for the 2019 Legislative Session.

The PAC will use this, on behalf of all of you, in its advocacy work during the 2019 Legislative Session. Many thanks to those of you who participated in our survey to help rank the issues in order of their importance to you. It was very helpful to us as we completed our priorities.
EDUCATION There are some important changes happening in the public education space, few of which seem as important as the way our education system prepares students for their life after high school. John Steach, Superintendent of Evergreen Public Schools and a member of our committee, shared his vision and work on a system that “de-links” the earning of a high school diploma from a single standardized test. His in-depth plan has been reviewed and generally accepted by nearly two-dozen school superintendents across the state, as well as the school directors association. Steach’s presentation was compelling, as was the consultation of Ben Bagherpour of SEH America who helped craft the idea into a proposal. It was so compelling that the PAC recommended the full Chamber Board of Directors to officially support Steach’s proposal.
COLLABORATION While it may seem earlier than usual that we get to work on finalizing these priorities, there is a strategic reason behind it. Every year we collaborate with our partners at the Columbia River Economic Development Council (CREDC) and Identity Clark County (ICC) to create a joint legislative agenda on behalf of businesses in Clark County and Southwest Washington. Together, we meet with our legislators beginning in the fall to give them a preview of our hopes for the upcoming session. Getting our own priorities finished early allows us to complete that collaboration and be ready with our materials for pre-session visits with our delegation. We are excited about the upcoming Legislative Outlook Breakfast (Friday, Dec. 14, 7:30-9 a.m. at Warehouse ’23), and the work we will do between now and then to inform our legislators on those items that are most important to us as businesses in Clark County. We hope to see you there!

What a party! On September 25th, the GVCC had our Annual Dinner and it did NOT disappoint. This is always a fun night, especially since attendance was nearly TWICE that of last year. But, honestly, when you are walking towards ‘some business dinner’ and the first thing you see is a camel...you have to know something out of the ordinary might be happening. This was NOT just ‘some business dinner.’ Special thank you to the presenting sponsor, the Port of Vancouver USA and their staff and caramel corn vendors (aka the port commissioners) for making it a one-of-a-kind night! After getting to pet Curly the camel and the show pony, guests entered the Vancouver Hilton and saw that it had been transformed into a vintage circus complete with jugglers, a stilt walker and fortune tellers. Many chose to embrace the ‘Under the Big Top’ theme and there were some GREAT costumes as well. The Ambassadors were unbelievably dressed, including a full sized giraffe suit by Ross Armstrong of Biggs Insurance. The GVCC team was dressed by Diana Kirkpatrick of Center Stage Clotheirs, a member who established her business on Main Street in 2017. Hopefully, everyone got a chance to take in the gorgeous desserts before they were battled for in the now famous Dessert Dash, sponsored by HAPO Community Credit Union. Good news! No one crashed this year, but we didn’t make it easy: the top five tables raced to their desserts in floppy clown shoes! The program began with the time-honored tradition of installing the new board members and officers. I personally loved this part because it meant finally wrestling the gavel from Eric Sawyer (no easy task). Kidding aside, Eric

was a terrific Chairman of the Board so I know I have some big (clown) shoes to fill and I truly thank him for his mentorship. After the 2018-2019 Board Installation, the dinner moved on to my favorite part: The Business & Leadership Awards where we celebrate business leaders in six categories. These leaders and businesses are making a real impact in the community. Hearing the stories of successes and contributions from our award winners brought home for me what we all know: The variety of people and industries that contribute to our area’s prosperity is vast and inspiring. It really takes us ALL to create a robust community. And, when you have more than one acceptance speech move you to tears, you know you are indeed not at just ‘some business dinner.’ Thank you to the INCREDIBLE staff at the GVCC who knocked this out of the park AGAIN and I already can’t wait for next year. Business Engagement Will Work to Address Education/Career Mismatch Margin I recently had a conversation with a local education related non-profit leader about the mismatch between the educational focus of today’s high schools, and the types of jobs available to high school graduates.

For decades, our local school districts have focused on preparing high school students for college as the next step in their careers, yet workforce demands for high school graduates have not matched their preparation during high school. Recently, in Washington State for example, 66% of high school graduates were on track to head on to college after they graduated, yet the demand for college graduates is in the range of 33% of the workforce. At the same time, the

demand for technicallyskilled workers is around 57% today, but only
13% of high school graduates are prepared for these types of jobs. The net result of this mismatch is a significant (40%) underemployment or unemployment of college graduates, and a significant number of skilled labor jobs going unfilled. Workforce Southwest Washington (WSW) and WorkSource recognize this

In April of this past year, WSW, WorkSource, their partners and more than 40 employers hosted 600 high school students at the Youth Employment Summit (YES) at the Clark County Event Center. This event provided a great opportunity for high school Juniors and Seniors to meet with prospective employers, learn about some of the skilled jobs available to them after graduation, and even try their skills at operating some of the equipment they would use in these jobs.
In October, Clark College and Workforce Southwest hosted a manufacturing career exploration event at Gaiser Hall where high school Freshman and Sophomores got the opportunity to meet with representatives of five manufacturers, play with some of their “toys and gadgets,” and explore some of the Clark College skills-related programs’ classrooms. With the Baby Boomers set to retire in droves within the next decade, now is the time for companies to be planning for the near-future and engaging with the next generation of potential employees and customers.

The Greater Vancouver Chamber of Commerce houses a Procurement and Technical Assistance Center (PTAC) counselor, Jeanett Santiago, who serves businesses in three SW Washington Counties: Clark, Skamania, and Cowlitz. Small Business Grant Fund Grows, Chamber Will Award Three $2,000 Grants in November On November 1st the GVCC, in partnership with Columbia Credit Union, will kick off a social media hashtag competition for three $2,000 Small Business Saturday Grants. Competition for the “best post” starts on November 1st and ends on Small Business Saturday which is November 24th this year. Every GVCC and BGCC Member with 15 full time employees or less can enroll in our Small Business Saturday Grant Program at no additional cost (good standing membership required). The Small Business Saturday hashtag contest is designed to give every participating member a marketing push - regardless if they earn the grant via best post or not. The hashtag contest is the perfect opportunity to ask your past clients to share about your business on social media! Think of the hashtag contest as a mar-
keting framework that you can utilize to push fourth quarter marketing efforts. If you’re a retail business it can help you launch the “shop local” holiday shopping season; if you’re a service business, you can reach out to vendors, clients, and employees to share about your services using the hashtag. If you’re a restaurant, you can take advantage of all the free marketing collateral you’ll receive like: counter cards, buttons, and flyers to get the word out about the hashtag contest. Let’s Strategize Use the hashtag contest as a framework for a Q4 marketing effort. Design a strategy to get more posts made about your business in November. clude a link to a photo gallery, as images are best translated within this competition to earn a spot in the finals. Give First Think about posting for others and you’ll be surprised at what comes back your way! You can start by reviewing the list of participating GVCC members in the contest. Helping one another is a solid strategy to boost your own reach. Stephanie Lynn of Sweet Spots Skirts sat down and shared how she has connected with a number of fellow small businesses. This didn’t hurt her chances of winning - she won a $2,000 grant in 2017. Use the Collateral Let the Chamber’s supporting marketing materials do the work for you. We have thousands of counter cards for participating members to use at no cost. This is how Maddogs Gourmet Hot Dogs won in 2016. The Innovative Services
NW rep took one counter card after a meeting, sat in his car, and reflected on his positive relationship of placing two workers with special needs he posted from the heart. Run a Contest on Your Own! tunity to the best of their ability, truly pinpointing where they want to see the most success, growth, and development within their organization or goal-setting. With this program in motion, we see our business community growing a solid network, while connecting individuals together for a potential life-long professional connection. At this festive event we celebrate those who make a difference in our community. First, we honor the Chamber’s Ambassador team, the heroes of the GVCC who volunteer countless hours to support our mission to move business forward. Next, we spotlight a nonprofit that is a hero within our community. This year, we’ve chosen Innovative Services NW for their work with our most vulnerable, specifically their Pediatric Therapy & Neurodevelopmental Center. This wonderful nonprofit offers services to children who have developmental delays or disabilities as well as other diagnosed conditions. Each year we ask our guests to bring an item that can support the chosen nonprofit. Their list includes: children’s socks (regular and gripper, all sizes), children’s books for age’s toddler-12 years, art supplies, and board games (additional suggestions on the next page).

The Innovative Services NW Staff: Serving Our Community’s Youth One year ago, a little boy with a rare and complex diagnosis and an undefined future was introduced to Innovative Services NW’s therapists and educators. The team at ISNW came together to support him and his family, providing home-based early intervention services led by Emily Castor, Early Intervention Specialist, andtyhere OT, PT, and ST therapists. They dedicated themselves to further his development and provide strategies to his parents on how to maximize his abilities through play-based therapy. At three, he transitioned to outpatient services where he received Speech Therapy from Megan Knight, SLP Augmentative Assisted Communication specialist, and Holly Leder, SLP, focusing on developing his expressive and receptive language skills. Melodie Sherer, Certified Occupational Assistant, is helping develop purposeful play and promote his social emotional abilities and Chelsey Hoglund, Physical Therapist, is facilitating his gross motor movements. Just as important as working with the child, the team educates his parents, giving them hope, as they learn how to teach and further his growth through play and activities. While his prognosis is unknown, his parents and his therapy team are doing everything possible to assist him reach his full potential.
