Lead by Example
O
ne year ago, as I took on the position of Chair of the GVCC Board of Directors, I set out to continue the vision of outgoing chair Lisa Dow. Although those were big shoes to fill, Lisa had created a model of success through a simple-yet-effective organizational and leadership philosophy that works: Listen, Act, and Lead by Example. Last Fall, I promised that we’d tighten our focus to address specific member needs. We asked you, our members, where we should focus our efforts and you told us: networking, education, advocacy & jobs creation. In the past year we’ve taken this feedback to heart and strengthened our programs on everything from government affairs to networking opportunities. We have developed a great working relationship with our local legislators, and even our Governor. We have pursued a timely agenda with our Public Affairs Committee. And of course, who will forget our No Business After Hours events. The dynamic, customer-oriented Chamber that exists today is truly YOUR Chamber and we thank you for taking the time to provide the critical input needed and our Chamber staff to make that happen. I especially want to thank Kim Capeloto for more than two years of extremely effective leadership that served as a catalyst at a crucial time to transform our organization. As you know from Kim’s column, he has accepted a position at Riverview Community Bank. (Congratulations to you, Kim. I am so pleased that you are staying here in Clark County). Kim has already been told to expect a phone call from the GVCC in the near future. We’ll definitely be tapping him for volunteer leadership on the Board of Directors. I also want to thank my fellow Board members and the numerous members of the Chamber committees which are the cylinders that propel the engine. Please join us at Black Tie & Blue Jeans on September 14 as we ring in the new Chamber year with a fun & festive event. We’ll be celebrating our 120th year and wishing Kim well as this will be his last event as GVCC President & CEO. Change can be tough, but it also brings resiliency, growth, and strength -- as we’ve seen over the past two years. With your help, anything is possible. L
ast November as I took my position as Public Affairs Committee chair the GVCC had recently surveyed members about their top advocacy priorities. Members told us to focus on jobs creation and the Columbia River Crossing. For the past year, we’ve done just that and we’re not wavering from our commitment. As our community continues to recover from economic hard times, we are actively involved in partnerships, collaboration, research, education, and leadership to build the local economy and build a modern I-5 bridge that will help meet our jobs goal, keep this region on the map, and improve our quality of life. In February we met with Gov. Chris Gregoire and her staff in Olympia, in addition to members of the southwest Washington legislative delegation. We pressed jobs and the bridge. Our visit didn’t go unnoticed. Through the course of the year, GVCC leadership has had continual discussions with our representatives in Olympia on a variety of issues. But rest assured, every chance we get, we speak out on two main issues: Building jobs here in Clark County and making the Columbia River Crossing a reality. Additional priorities throughout the year were education, health care and launching the “Land Here, Live Here” project with Identity Clark County and other partners. One thing I have learned over the course of the year is just how powerful this organization is. Your voice matters. OUR voice matters. When we go to Olympia, we are met with support and listening ears. We are making a difference. Watch your inbox for the 2010 Advocacy Priorities survey. We’ll be asking you again soon to help us focus our priorities where it matters most to you. Please take the time to answer. We take your interests to heart.

Define “Interim”
S
ome of you may remember when I joined the GVCC as “Interim” CEO; my intention was to stay on until the Board of Directors found a permanent CEO. I committed to staying for 3-5 months assuming that was enough time for them to get someone qualified at the helm of this ship. Well, on August 18th, I celebrated my two year anniversary with the GVCC, which means one of two things; either this job is very rewarding and satisfying, which prompted me to stay this long OR I am simply bad at math. OK, so maybe it means both of those things! Most of you have heard by now that an opportunity at Riverview Community Bank presented itself that was a great fit for me and allowed me to continue to remain active in this incredible community, and so it is with mixed emotions that I write my last column for this newsletter. In the last two years, my co-workers and I have worked very hard to ensure that YOUR Chamber stays relevant to its members’ needs. It is difficult to balance what is best for the majority and unfortunately there have been times that some of our members have been dissatisfied with the Chamber’s stance on particular issues, as well as with particular initiatives we have rolled out. When you represent more than 1,000 companies, I assume that is to be expected, however given how diligently the Chamber employees work to ensure member satisfaction, it still can be a bit disappointing. The hundreds of positive comments that we have received certainly makes getting up and coming to work an easier task. In the last 24 months, we have introduced “No” Business After Hours, Maximize Your Membership seminars, the GVCC “Fast Pass”, Ambassador’s Charitable Giving Breakfast and the Southwest Washington Business Leaders (SWWABL) group. We have provided annual subscriptions to the Vancouver Business Journal to members at no cost, expanded the L&I Retro program, partnered with Washington State University Vancouver, Clark College and SCORE and enhanced our web site. Our newsletter is now being circulated electronically to more than 4,000 people. GVCC employees hold representation as directors/advisors on at least 15 outside boards and we have emceed more than 40 events continues on page 19

Business Almanac GVCC Board to Congressional Delegation: Support the Bridge
T
he Greater Vancouver Chamber of Commerce Board of Directors recently approved a letter to the Southwest Washington congressional delegation supporting the Columbia River Crossing project. The GVCC regularly surveys members on legislative priorities and public affairs issues. This project has ranked as the highest priority amongst the Chamber’s 1,100 members along with jobs creation for three years in a row. “For three consecutive years, our members have ranked the Columbia River Crossing as the number one priority for us at the GVCC,” said Kim Capeloto, president and CEO. “We have become increasingly active in this complex process and this letter of support further demonstrates our commitment to our members and our community’s best interests.” The Chamber’s overall mission is to work diligently on behalf of members to support projects and provide positive business leadership that results in progress for the GVCC membership, their employees, and the community. Member support of this action by GVCC leadership is overwhelmingly positive. ■

nitiative 1082, sponsored by the Building Industry Association, will be on the fall ballot, but GVCC voted in July to take a neutral stance on the issue. In August the Board of Directors passed a resolution to oppose Initiative 1098, the state income tax initiative that will also be on the November ballot. Members of the Public Affairs Committee (PAC) hosted speakers in July and August to present pro and con information on the upcoming ballot initiatives. In regards to 1082, the PAC and board concluded that Committee members agreed that the issue is confusing and while there is no downside to competition in the area of Workers’ Comp, this particular initiative is addressing a “Puget Sound problem” and that business members of the GVCC have little to gain either way. As for I-1098, GVCC leadership determined that an income tax as proposed could hinder economic development and is not a stable source of education funding as its proponents suggest. ■

.S. Senator Patty Murray (D-WA), Chairman of the Senate Transportation Appropriations Committee, traveled to Vancouver in August to attend a press conference hosted by the GVCC to announce that she had secured $42 million in federal transportation funding for Southwest Washington to support preliminary work on a new Columbia River Crossing. The funding will go to support work on the Environmental Impact Statement, preliminary engineering, start of final design and other steps that will help move the project toward construction. Murray

Clark County Developmental Disabilities Advisory Board and Greater Vancouver Chamber to Host Ninth Annual Awards Ceremony October 5
I
n recognition of National Disability Employment Awareness Month, the Clark County Developmental Disabilities Advisory Board and the Greater Vancouver Chamber of Commerce are hosting the ninth annual awards ceremony October 5 to honor Clark County’s employers and employees. The official theme for October’s National Disability Employment Awareness Month is: “Talent Has No Boundaries: Workforce Diversity INCLUDES Workers With Disabilities.” The theme serves to inform the public that workers with disabilities represent a diverse and vibrant talent pool for hire. The Clark County Awards include Service Recognition, Employee of the Year, and Public and Private Employer of the Year. The event will be held at the Hilton Vancouver Washington in downtown Vancouver. Festivities begin at 4:00 PM. The public is invited to attend. In 2009, the Dennis Campbell Outstanding Service award was given to Kris Krohn of the Arc of Clark County for her ongoing commitment to improving the lives of individuals with developmental disabilities through advocacy
and community participation. The 2009 Large Private Employer of the Year award was given to the WalMart Super Center for their outstanding commitment to hiring individuals with developmental disabilities.

The scholarship is intended to supplement the cost of tuition, which in turn, will make a college education and career goals more attainable. uring the course of 2010, GVCC leadership, staff, volunteers and members worked hard to accomplish stated objectives and meet goals set forth to strengthen and improve the organization. The Greater Vancouver Chamber of Commerce is one of the largest and most active organizations in southwest Washington with a diverse and dynamic membership. During the past year, the GVCC staff has set out to bring higher value to membership than ever seen in the past. Thank you, members!

n Expanded our offerings in conjunction with the Southwest Washington Business Leaders group, bringing visibility to members by collaborating on trade shows and special events with Southwest Washington chambers and business association members. n Continually surveyed event attendees beginning in December 2009 to ensure high quality events. n Created a new member Meet & Greet event.

Making Headlines ■ Port of Vancouver USA announced discussions are underway with BHP Billiton, the world’s largest diversified natural resources company, regarding the potential location of a potash export facility at the port’s Terminal 5. The port and BHP Billiton have reached preliminary agreement to proceed and are working to finalize terms and a lease agreement. The project would include handling, storage, dock and rail facilities for potash export from BHP Billiton’s first mine to be developed in Canada’s Saskatchewan Basin. Potash is a natural mineral fertilizer that improves crop yields.

The funding Murray secured will go to support work on the Environmental Impact Statement, preliminary engineering, start of final design and other steps that will help move the project toward construction. “Our 1,100 members have ranked the new bridge construction as the number one priority for the past three years,” said Kim J. Capeloto, GVCC President and CEO.“Senator Murray’s support of the business communities priorities regarding this project is very much appreciated.” ■ Share, a non-profit agency providing services to the hungry and homeless in Clark County since 1979, is proud to announce the launch of the next generation Web site for its organization at www.sharevancouver.org ■ Representatives from the Vancouver Watersheds Council and Walmart joined the Mayor of Vancouver, City Council members, neighborhood associations and other local residents this summer to launch a program that will provide up to 125 Vancouver-area families with access to gardening space and an affordable source of fresh produce. for various non-profits and organizations in the past year alone. We now offer health care coverage, prescriptions and office supplies at discounted prices for our members. We unveiled two new showcases, “Shop Local Business Showcase” and “Bring on Spring-Women’s Showcase”, as well as “Networking for New Members”. We updated Leads & Needs, added Speed Bowling and introduced and sold out the Membership Request Series. We sold out the entire 2010 Business After Hours series and booked 28 Ribbon Cutting Mixers. Attendance at the Business After Hours events now averages between 175-200 people and the last “No Business After Hours” had 1,650 paying attendees. Add to this list, traveling to Olympia on multiple occasions, attending City Council, Clark County Commissioners, C-Tran and Columbia River Crossing Coalition meetings and it makes for a fairly full calendar! Reality is, it is simply a group effort including many of you reading this column and for that I am personally very grateful. The GVCC Board of Directors has been extremely supportive and I will always be grateful for that. I feel very good about where OUR Chamber is today and feel very comfortable in handing over the reins to the next leader. I want to personally thank all of you that have supported the Chamber over the past two years and ask that you continue that support. The Chamber is a vital organization that fights for a business friendly environment throughout Southwest Washington. They can’t do it alone and are counting on your help. Clark County Accepting Projects to Green Building Pilot Program

ancouver, WA – The Board of County Commissioners has approved an ordinance that establishes a pilot program for residential, commercial and mixed-use projects pursuing the Living Building Challenge,sm one of the world’s most rigorous green building performance standards. The Sustainable Communities Ordinance allows some projects to bypass more traditional local codes and regulations to pursue the use of advanced green-building strategies. Clark County is now accepting projects to the Sustainable Communities Ordinance pilot program. Enrollment will be open for five years, or until a total of six projects are accepted. More information can be found at Clark County’s Sustainable Communities. The Sustainable Communities Ordinance, passed July 28, launches Washington’s second program dedicated to promoting the design and construction of Living Buildings. (See City of Seattle’s December 2009 Living Building pilot program.) Under the Clark County program, participants will be eligible for exemptions from certain land use and development codes. Potential exceptions could include reductions in allotted space for parking, alternatives to impervious surfaces, reduced setbacks for rainwater harvesting cisterns or the inclusion of composting toilets. “The Sustainable Communities Ordinance goes a long way toward letting the building community know that we are supportive of innovative development projects,” said Steve Stuart, chair of the Board of County Commissioners. “The pilot program will create educational models of low-impact, high-performance buildings and developments pointing toward how communities of the future will look and how they will interact with the surrounding environment.” The Sustainable Communities Ordinance grew out of an analysis completed by the Cascadia Green Building Council in 2009 that identified barriers to the Living Building Challenge (the full report is available online). With financing from the Washington Department of Ecology, Clark County has been working with Cascadia to identify and remove green-building obstacles during the regulatory process and encourage more sustainable, affordable development. “Clark County is at the leading edge of a
