New Year, New Resources

Y

ou’ll find new opportunities to grow your business in 2013 through the Greater Vancouver Chamber of Commerce. (GVCC). Your Chamber is expanding its programs and events this year to help you make money, save money and boost your company’s image in the community. We can help you find the resources you need and help you get connected. We have several new resources coming your way. In April, your Chamber will launch its new Small Business Resource Center at our office on 11th and Broadway, serving as a regional provider for small business government contracts. For the first time in Southwest Washington, your Chamber will have a small business contracts specialist who can work with your company free of charge to help you compete for government contracts. We usually think large federal government contracts are exclusively for big companies, but there are several opportunities for small companies to work with state and local governments as well. Our new resource center is specifically designed to help your business identify and seize such opportunities. There are smart strategies for companies to partner on contract proposals, and your Chamber’s new resource center can help you build these strategies. Stay tuned for more details as we get closer to our launch date. We are expanding our Labor and Industries (L&I) program to include healthcare and healthcare-related businesses. For the past several years the Chamber’s retail and manufacturing businesses have benefited from the Chamber’s Retro Program, receiving refunds on their L&I premiums from Washington State. On average, GVCC manufacturers’ receive 40 percent on their refunds. We’d love to tell you more about the program and how your business can take advantage of these potential savings. In 2013, you are invited to join us for Lunch with Lawmakers, our successful public affairs program which provides an opportunity to meet with our legislators and elected officials. Look for our first Lunch with Lawmakers to start in spring.

Affirming Our Commitments, Shaping Our Future

I

t’s 104 miles from Vancouver to the Washington State Capitol in Olympia, and a well-traveled road for members of the Greater Vancouver Chamber of Commerce (GVCC) Public Affairs Committee. For more than 100 years, GVCC has championed the needs of the business community and the citizens of the Southwest Washington region. This year, your Chamber’s Public Affairs Committee intends to reiterate that crucial responsibility by representing Southwest Washington businesses at the State Legislature; from education and transportation funding to economic development, your Chamber is paying close attention to the issues that matter most to our community. We discussed those very issues with elected officials at our 2013 Legislative Outlook Breakfast in December. Here’s what’s on the agenda for this year. Education funding will take center stage most of this legislative session because of the recent McCleary v. State decision, which ruled that the State of Washington failed its constitutional obligation to adequately provide basic education in our public schools. The Washington prescribed a series of remedies that amount to $4 billion in additional school funding. his April is the 76th anniversary of the historic Kiggins Theatre, a downtown Vancouver landmark since its construction in 1936. With its distinctive art deco style, its original “KIGGINS” marquee lit brightly, and its renovated auditorium and upstairs lounge, it’s an undeniable fact that this single-screen movie theater is unlike any other in town. And Kiggins’ owner, Dan Wyatt, intends to keep it that way. Dan’s fascination with entertainment began at an early age with comics, music and games. But it’s movies and films that he describes as his “first love.” It just so happens that he first fell in love with cinema at Kiggins Theatre.

duction in Los Angeles, however, Dan was drawn back to his roots. “As much as I loved living and working in L.A., I longed for community. It’s what brought me back,” he says. Back in Vancouver, Dan focused on creating that sense of community that he had missed so much while in Los Angeles. Assuming ownership of what was then called Moxie’s on Main, Dan transformed the Uptown soda shop into what is now known as Pop Culture. “I saw an opportunity to provide a place for

youth to hang out – a market vastly underserved in our community. I wanted to create a fun environment for all ages,” Dan explains. “So Pop culture was born, expanding the soda shop to a venue that could play host to any idea that was brought in by the community.” It was in this time, that Dan realized his true talent: creating a space that draws members of the community out together to share in a communal experience. And it was this very continues on page 14

“Some of my most memorable experiences as a child involved sitting in a darkened auditorium with my eyes glued to the big screen,” says Dan. “Cinema moved me to the point of wanting to provide that experience for others, so I began to study the craft and learn what it takes to make movies.” Having decided that filmmaking was his lot in life, Dan pursued the craft, taking production classes at Columbia River High School, studying broadcast and drama at Washington State University in Pullman, and eventually obtaining his degree in film from Loyola Marymount University. he Columbian’s annual Economic Forecast Breakfast provides in-depth Northwest economic and business information tailored specifically for the business community in Clark County. This year’s event includes a keynote panel with a wealth of Northwest-focused economic and business knowledge to share, in the quest to encourage strong economic growth in Clark County.

Following the keynote speakers, participants will have the opportunity to attend two sessions presented by panelists talking about three key areas of the economy that are vital to getting Clark County businesses growing. The panel topics include: Where We Live, Work and Shop; Building Our Basic Industries; and New Areas of Promise. The Economic Forecast began as a special business feature presented by The Columbian in the mid-1980s. In 1995, a breakfast was added to give panelists a

public forum to present their views prior to the Sunday publication of a special section in The Columbian that includes in-depth information on these topics.

This is the largest presentation of economic information in the greater Portland Metro area, attracting between 400 and 500 regional attendees. The successful student program, sponsored by BergerABAM, continues to attract high school and college students. Teachers registering five students are free. payment. The business community supports investment in education; the challenge is how to pay for it. Your chamber will be involved in the legislative discussions of how best to come up with $1 billion for public schools. It’s too large a sum of money to find in any one revenue source. It will require a combination of revenues. You’ll be hearing more about this issue, as we reach out to you for your input throughout the session. Transportation funding may be at risk because of the pressures to fund education. This year, legislators will also be asked to piece together a transportation package to pay for repairs and maintenance on our state roads as well as new projects in Seattle, Spokane, Tacoma and Vancouver. GVCC strongly supports funding for the Columbia River Crossing as a fundamental building block for our future, improving safety, increasing capacity and creating jobs in our community. Your Chamber will also pro-actively and assertively advocate for legislation that improves our business climate. We will support expanding a sales tax rebate for rural counties, including Clark County. We will support an improved tax increment financing (TIF) tool for communities. We will actively work on environmental permitting issues and administrative rules that stymie local development. We strongly support environmental protections but we must also provide opportunities for business to grow and expand. We thank our local legislators for their strong support on these economic development issues so critical to our future success. As the leading advocate for business in the Southwest Washington region, your Chamber works to create and sustain a favorable business environment in which all businesses can grow and prosper. Our member-driven advocacy efforts help to ensure that businesses have the resources and support needed for job creation, growth and economic development.

passion that led him back to Kiggins. “Creating a memorable experience for the community became my calling card, which caught the interest of those involved with Kiggins when they were looking for someone to take up the helm following a year-long renovation,” Dan explains. In spring 2012 Dan assumed ownership of theater. Today, Kiggins focus is quality cinematic entertainment, but the theater also serves as a mixed-use venue, hosting, in Dan’s terms, “anything you can dream up.” And that’s what Dan loves so much about his job. “I am not only back home, but as Kiggins’ captain, I am back in the
