Despite challenging weather, a hardy group of legislators joined the Greater Vancouver Chamber, Columbia River Economic Development Council and Identity Clark County to present their reactions to the groups combined legislative priorities for 2017. We appreciate their commitment and we are interested to hear their views on what to expect in the coming year, which likely will be a busy and contentious session. Our legislators expressed appreciation for the presentation of a unified set of concerns and priorities. Our three groups conveyed combined legislative priorities as attendees curiously listened to the plans of our new representatives, and asked some clarifying and expanded questions. The key takeaways fell under a few specific categories: TAX MEASURES: • Sales tax exemption elimination will be reintroduced and our delegation will continue to oppose it. Legislators need vigilance and engagement

from the Southwest Washington business community. While we understand revenue is important, Clark County should not bear the disproportionate burden that the tax elimination would create. • There was wide support for the restoration of the Public Works trust fund. INFRASTRUCTURE: • The I-5 corridor and Columbia Crossing were recognized as challenging issues. These will likely be areas of serious focus and contention in the upcoming session. There was debate about process and procedure but agreement that a solution is definitely needed. Debate mostly centered on whether improvement/expanding of the current bridge or a new span should be considered first. ECONOMIC DEVELOPMENT • There was much support and bipartisan encouragement for both the WSU Vancouver and Clark Community College capital project requests.
• Incentives are a preferred instrument for development. These are much more constructive than mandates, and while state budgets will need to be examined, funds need to be found to support and incentivize business growth. WORK FORCE DEVELOPMENT AND EDUCATION: • The McCleary decision will be unpacked this session. There will be much discussion and hopes for a solution. Many concepts or solutions have been floated but need to be boiled down. Those that can garner bipartisan support will be moved forward. • Also noted, as a trade dependent state, Washington must have a delegation
that champions business and protects and supports ports, allowing for creative economic development. ENVIRONMENT AND REGULATIONS: • Our delegation recognizes that there is not a lot of support for the governor’s past top down approach to the Carbon Tax. While there is a need for climate protection, the delegation felt any carbon legislation needs to be fair and balanced, not aimed in a way that threatens to put industries out of business, but rather works with business to find a path forward. • The delegation was also fairly united in the concept that they should not cede oversight to agencies or allow them to write regulations unchecked. Our legislators must be engaged in monitoring agen-
cies that are overly aggressive on regulatory rule-making. As a whole our legislators stressed that, despite occasional disagreements, they maintain a spirit of bipartisanship. They agree on much more than they disagree. They all look forward to working together to move this region forward. Their reflections gave the business community much to be hopeful for, but also highlighted the need for our groups’ members to continue advocacy to ensure that the policies moved forward are in alignment with the needs of our region. We appreciate our legislators’ dedication and remain ready partners and tireless advocates for their work.

Columbia Credit Union Presents $500 Small Business Grant to GVCC Member
Each November, the GVCC hosts our “Get Out On... Small Business Saturday” program for our small business members. Columbia Credit Union has been the presenting sponsor for four years in a row. Their commitment to small business support has helped evolve the program into a month long marketing effort that spotlights our small business members. From November 1-26th, the GVCC has asked our members and the community at large to post about local small businesses with the #localthanks tag. All public posts are collected on a tagboard and the “Best Post” wins a $500 small business grant (on behalf of that business). This year, Daniel Martinez of Innovative Services NW made a post about MADdogs who employs two workers with barriers within their local small business. The post praised their community-focused business philosophy and earned owners Debbie and Lou Hijar the “best post” honors and the $500 small business grant. Innovative Services NW was awarded a certificate of appreciation and a six month web banner on vancouverusa.com.

Every year the GVCC hosts the “Holiday Heroes Luncheon” and the 23 member Ambassador team is the focus. This is when we formally showcase their year of service helping the Chamber “move business forward.” We recognize one Ambassador of the Year with the “Wally Hornberger Award.” This year, Teresa Bonawitz of Self Balance Massage was given the honors! This award is given based on attendance at reoccurring and signature events, volunteer contribution at events, mentoring new chamber members, Ambassador coordinator review, and a vote by ambassador peers. Teresa is the first to assist at the registration desks, speak on the mic and mentor new members as they come to events for the first time.
Barbe West, the Executive Director of the Free Clinic of Southwest Washington spoke at the Chamber’s “Holiday Heroes Luncheon” event, sponsored by PeaceHealth at the Heathman on Friday, December 2nd. Each year the GVCC chooses one nonprofit to spotlight at this event. We also asked the GVCC members attending the event to help support the nonprofit by bringing donations. This year the Free Clinic asked for the following supplies: hand soap, disposable gloves, arm and leg braces, warm gloves, socks, hats and ace band-aids. The donation table was full of items to bring back to the Free Clinic.

The Chamber is Vancouver’s Meeting Hot Spot for Business Issues Aerospace, Retirement Marketplace, and STEM Education conversations
Owning and operating a business in today’s marketplace takes every bit of time you have (and then some) to keep things running – and even more if you want to keep it running smoothly. With that as a reality, very few businesses have the luxury of looking around to see what is being discussed and how it might apply to their business.

For each of you, our members, that is where the Chamber is working on your behalf. Sometimes it is through our structured Public Affairs Committee where community initiatives are vetted, considered and then referred to the Board for action as well as put out to our membership through our various communication channels. Other times, it is partnering with other business organizations to collectively show the strength of the business community voice as with our Joint Legislative Priorities, presented along with our partners at the Columbia River Economic Development Council and Identity Clark County at the Legislative Outlook Breakfast. Then there are the conversations that simply pop up and were it not for the Chamber agreeing to host the conversation and convening members and partners around the issue the business community could be left out entirely. We believe that should never be the case when the vitality of the economy is at stake.

Three such conversations took place in the last 45 days. One had to do with a statewide program to make small business retirement programs more accessible and affordable, through an online marketing portal. The second was around a current tax incentive, known euphemistically as the Boeing Incentive, which was created to bolster the aerospace manufacturing industry in the state. Over 450 companies state wide, and a half dozen or so in Clark County, currently rely on the incentive to remain competitive. The third was around STEM education and workforce development. We have heard loud and clear the need our local businesses have in finding and hiring qualified workers. Our conversation was around how to influence changes throughout our educational system that addresses these needs. It is true, none of these conversations were important to every member, but each were critical to some members. Our promise to you is we will continue to be part of each and every conversation about issues that will or may have a consequence for business – on your behalf. We believe this allows you to put your time into your business operations, knowing you still have a voice in the conversation.

3D Printing Business HP Inc. Stephen Nigro is the President of HP Inc.’s 3D Printing business. In this role, he is responsible for bringing disruptive innovations to market, leveraging our proven technology and 2D expertise to lead the 3D print market. Stephen’s career involves leading many of the new breakthrough initiatives in the business. As one of the early inkjet pioneers, Stephen was part of the team that developed and delivered HP’s first color inkjet printer.
SmartRG, Inc. Mei Wu is Managing Director at SmartRG, Inc., a seasoned executive in the software industry, an advisor to start-ups, Ambassador for the Oregon Angel Fund and an investor in several other venture capital funds. Mei’s previous technology experience includes working for Fortune 500 firms such as Hewlett-Packard and AT&T Corporation, as well as five local startups in Portland and Vancouver.

Dr. Long is the Sam Reed Distinguished Professor in Civic Education and Public Civility and an associate professor in the School of Politics, Philosophy and Public Affairs. She is the author of two books, Religious Freedom and Indian Rights: The Case of Oregon v. Smith and Mapp v. Ohio: Guarding against Unreasonable Searches and Seizures and currently working on a book on Newdow v. U.S. Congress: The Pledge and the Ninth Circuit. Carolyn was a Fulbright Scholar at the University of Ljubljana School of Social Sciences in 2009-2010.

Dr. Gloria Arroyo-Grubbs DC BA BS has over 20 years experience in the health care industry and is passionate about her community; working to ensure a better (health) future for all cultures in Clark County. From running large corporate wellness projects across the U.S. to specialized chiropractic care for children with autism and scoliosis, Dr. Gloria’s wellness experience comes with a diverse toolbox. She is the Health Care Chair for SW WA LULAC council, Steering committee member of SW WA Healthy Living Collaborative and runs her private practice, TriStar Family Chiropractic, in Hazel Dell/Salmon Creek. Morgan Hutchinson and partner Gareth Kautz opened High End Market Place (H.E.M.P.) which is a medical and recreational cannabis retail store in 2015. Morgan has lead the efforts of involving H.E.M.P. in important conversations regarding cannabis, partnering with PREVENT coalition of Clark County to educate our community on the importance of keeping marijuana out of reach of children, as well as educating parents on how to discuss marijuana with kids. Morgan serves on the board of the Uptown Village Association to maintain and grow UVA’s social media channels in order to organize and facilitate business growth and community connections in the area. Morgan is a graduate of WSU Vancouver with a bachelors degree in Digital Technology and Culture in the Creative Media and Digital Culture (CMDC) program.

New Pilot Program Seeks to Create B2B Link Through Mentoring In February, the GVCC is launching a new mentorship program. The goal is to better connect our members and build a network of support for our business community. The Chamber is about “moving business forward,” and creating relationships built on the foundation of mentorship is a powerful pathway to success. Through mentoring you can gain knowledge in a problem area from a fellow Chamber member, while creating a bond with your business community. Every business owner has areas that they excel in and ones that need a little work. In the first three months, our six mentors will meet up to three GVCC members each. Matt Hoffstetter, the GVCC’s Membership Services Director will be the GVCC’s “match-maker,” placing well-suited mentors and mentees together for their first meetings in February. The expectation is three meetings will take place (one hour each) over a three month period. The Chamber Mentor program is overseen by the Membership Committee, Chaired by Erika Laws, the Membership Recruitment Director and Chandra Chase, the Programs & Communications Director. Upon the completion of our three month test, this pilot program could expand to become a great B2B platform and create long lasting relationships between our 1,100 membership base.
Amy Lodholz is originally from Bandon, Oregon and at University of Oregon she started her work in fundraising for the Annual Giving Program. She is now the Development Director at Evergreen Habitat for Humanity and thrilled to be helping families in Vancouver. Amy has a passion for civic engagement and making an impact in her community. Over a 16 year career she’s worked at various nonprofits including the Johnson Creek Watershed Council. Amy has learned through service and engagement with the Chamber of Commerce that its membership represents the most active, altruistic and well-connected individuals of the community. Chamber members excel in making meaningful relationships that benefit their work and lives.
Julie Arenz was raised by an entrepreneurial father and a teaching mother and has ten years of cheerleading experience - she is the consummate business advocate. Julie enthusiastically educates business owners and executives towards financial growth, management and success, and is dedicated to community collaboration that affects positive change. Julie’s passion for business and her entrepreneurial mindset break the mold of “your typical business banker.” Julie is a graduate of Seattle’s University of Washington with a BA in Communication, a 20-year resident of Clark County (minus a one-year stint teaching in Korea), and serves as the Chairwoman of the Strategy Team with Vancouver’s Downtown Association.
Eric Sawyer is curious if you’ve read this bio? When you see Eric in person, if you mention this bio - he will buy you coffee. He’ll pay up. Eric grew up locally and graduated from Prairie High School in ’89, and from Central Washington University in ’94. Played baseball and football in high school, and baseball in college. Was also a jazz drummer in high school and opened for Kenny G at the University of Washington in ’88. Eric manages a division of BBSI (Barrett Business Services Inc.) that focuses on providing payroll/HR/and OD support for small to mid-size businesses. His passion is coaching/teaching and mentoring.
Mari Jessup is the office manager of Miller Nash Graham & Dunn. She has a passion to connect and engage with fellow business women in the community. She finds herself among women entrepreneurs at local Women in Business (WIN), Impactful Women, and GVCC events; and can help connect and guide emerging business women in Southwest Washington. She is the connector at Miller Nash Graham & Dunn by day and looks to serve the Chamber by mentoring emerging business women by connecting them to an array of resources present in the community.

2017 wellness workshop Series PRESENTED BY
In February of 2017, the GVCC will launch the “Ready, Set, Go! Wellness Blueprint,” which is a three phase starter guide to establishing an employee wellness program. The three phases are: Leadership (ready), Education (set), and Action (go)! The Chamber has partnered with the Worksite Wellness Network (Vancouver Chapter), Clark County Public Health, and our GVCC Members specializing in the wellness industry to provide this program. The Chamber’s first community-based wellness offering will be the “Ready, Set, Go! Wellness Workshop Series,” presented by Legacy Salmon Creek Medical Center. This ten-part workshop series brings instructors to the GVCC on the fourth Thursday of each month. We will cover a variety of wellness topics including stress management, conflict resolution, and lifestyle improvements. The Chamber encourages all business owners, or managers of wellness programs to invite your entire employee base to these workshops as part of YOUR wellness program. The nominal fee covers the cost of a healthy lunch! The GVCC’s “Ready, Set, Go! Wellness Workshop” will kick off with the legendary Sherri McMillan of Northwest Personal Training who has the national awards to prove she is one of our region’s top trainers. About the Speaker:
Kerwynn Prinzing, Marketing Director and cofounder of Kadalyst Health Partners, has been in the Health and Wellness industry for over 10 years. She first started down the path of individual health, with a degree in Fitness Technology, but ultimately found worksite wellness and was drawn to achieving a larger impact and change in lives. Her former role as Wellness Director, overseeing a team of onsite practitioners, gave her the knowledge and understanding of the care needed to deliver the message of health in a way that breaks down barriers. Kerwynn is also co-founder of the Worksite Wellness Network (WWN), helping its over 200 organizations improve their own internal wellness programs through bi-monthly events where local employers connect, learn and share new ideas around worksite wellness. Kerwynn’s passion for the wellness industry sparked after her own health journey lead her to a 70lb weight loss. The freedom and energy she felt after making changes in her own life was the catalyst to inspire her to help others.

Kareen Mills - Legal Shield In October 2016 the GVCC hosted a month long Membership Drive. We put the challenge out to our stakeholders to share the benefits of Chamber membership with the community. We also put the title of “Chamber Champion” on-the-line for the person who referred and converted the most new members. Kareen Mills of Legal Shield took on the challenge and recruited the most new members during October. Thank you Kareen! We’d like to take this opportunity to thank Kareen and share a little about her story. Kareen knew fairly early that a sales, marketing and business development career could best utilize her business creativity. Kareen loves people from every walk of life and has always been a self-driven entrepreneur. After immigrating to the U.S. from the Philippines to claim her stake in the American dream, she ran headfirst into the American nightmare that descends on so many unsuspecting immigrants. Kareen’s first challenge was an insurance related lawsuit after just a few months of arriving in the US. Although she lost the suit, she feels victorious today because looking back, it’s the adversity that created an appetite for the insurance industry. Kareen graduated from San Carlos University with a major in accounting and a minor in business and marketing. Kareen held various positions in the banking world, including her last position as VP, Commercial Loan Officer with Riverview Community Bank. She also operated her own insurance practice with State Farm (one of the top insurers in the nation) for 7 years. Kareen is currently an Independent Insurance Broker solely focused on risk management for employees using voluntary employee benefits. In addition, Kareen is an active public servant as an Ambassador for the Greater Vancouver Chamber of Commerce, a mentor to other independent contractors, chapter leader for Networking with Results International, former board member for the Philippines American Chamber of Commerce of Oregon, and helped raise $600,000 for the Pink Power Ladies at SW Washington Medical Center. She stays active as a CrossFit trainer and loves spending time with her husband and two active sons camping and traveling.
