Paul returns to the Chamber after six years during which he was Executive Director/President of Identity Clark County and the Interim Executive Director of the Battle Ground Chamber of Commerce. Paul returns to us in the Business Services Counselor role. His work will be part of a Consortium effort along with ResCare/ WorkSource and the Washington State Employment Security Department. Specifically, Paul will be working to connect Chamber members with services and resources provided by all the
Consortium member partners in the areas of: talent recruitment, On-the-Job Training (OJT), hiring events, pre-employment assessment testing and facilitation, labor market information, access to tax credits and downsizing services. Attend The December 8th Legislative Outlook Breakfast, Your Chamber’s Public Affairs Committee is Advocating for You The GVCC’s Public Affairs Committee is currently preparing our 2018 legislative priority document, which is a collaboration with Identity Clark County and CREDC. This document is the collective voice of the business community and is presented to our legislators at our annual Legislative Outlook Breakfast on Friday, December 8th at Warehouse ‘23. We update our shared legislative priorities by listening to our membership. Through the Public Affairs Committee we put a call to GVCC members for topics that members feel are important for the Chamber to focus on in 2018. You responded. The list of topics that rose to the top, in addition to the I-5 bridge replacement, included requests for continued updates on the Vancouver Waterfront and its impending impacts for downtown. Further discussion and advocacy dealing with parking issues - which are forecasted to increase with the new development. Affordable housing, land use obstacles, and the potential for broadband service offerings within our area are topics of importance to our members. Each of these topics will likely be a focus point for the Chamber’s PAC in the coming year. In addition to gathering membership comments, the PAC was pleased to welcome and hear from some of Clark County’s state legislative delegation at a recent PAC meeting. Senators Wilson and Cleveland and Representatives Kraft and Vick updated the PAC on the outcomes of the special sessions. The major topic of their report was progress on the I-5 bridge replacement process bill, which passed late in the last session. They all recognize that a good part of the work ahead will focus on both a process plan and rebuilding relationships that were frayed during the
10
last grueling Columbia River Crossing process, especially with our neighbors to the south. The delegation agreed that they need to fully understand what past work has been done regarding the bridge, and of that work, what portions could be salvaged. Additionally, the legislators need to reach out to other stakeholders, such as the Coast Guard and businesses located along the river which could be impacted by the bridge, to ensure their needs and requirements are well understood. The charge to the legislators is to gather the documents from the last go-around this calendar year and to return to the Legislature with a process to address the bridge in 2018. The legislators also discussed the need for a Columbia River Maintenance Authority that would look at bridge crossing needs holistically for the region. A second topic discussed by the visiting legislators was the Legislature’s failure to adopt a capital budget. As some of you may know, there is no capital budget currently in place and as we write this column, state employees have begun to be laid off as a result. One issue that should be discussed at the Legislative Outlook Breakfast is the wisdom of holding the capital budget hostage in order to get a definitive fix to the Hirst water issue. The PAC encourages its members to read up on the Hirst decision and Legislature’s decision along party lines to refuse to pass the capital budget until this complex water issue, unrelated to the budget, is also resolved.

ur community is awesome. So many great events each year, frankly sometimes my calendar gets jammed up and I have to decide what stays and what goes. Shout out to my friend Stacey at the Southwest Humane Society for her big event every October, that event is always a doozy. Kim Hash over at Share for her insanely cool Soups On every October packs ‘em in. CDM’s Veteran’s Day event is not to be missed. The Library Foundation’s Author and Illustrator event is always a hit. I could go on and on. What’s my point? Well, my hope is that you would consider adding the GVCC’s Annual Installation Dinner that we just had in September to that list of “Can’t Miss” events in our community. Someone told me that they heard our event was “boring”…..boring??? I shot a

We had big laughs, we honored some great volunteers, and we recognized some pillars in business and leadership in our community. pretty funny (sorry Julianna), Teresa Lawwill calling the “horse race,” the fact that we raised over $8K in the dessert dash for our Small Business Saturday program, Dr. Gloria’s stirring acceptance speech for her company Tri-Star Chiropractic, the amazing outfits and specifically hats that everyone wore to stay with the theme of the Kentucky Derby, and lastly Mark Mathias giving a shout out to 2015 Community Champion winner and recently departed Scott Campbell from Waste Connections. Scott will be dearly missed by everyone in our awesome community. Somewhere somehow I have to believe that Scott is laughing that big hearty laugh of his, smiling and looking down at the work our community continues to do to grow, to connect, and to find the good in all of us. So to honor Scott grab a glass and toast; first to our winners both past and present, next to our community, and last but not least to “Garbage” Scott as Mark put it. We love ya Kid! Chamber to Award Two $2,000 Small Business Saturday Grants in November Competition Centers Around Hashtag Contest
On November 1st the GVCC, in partnership with Columbia Credit Union, will kick off a social media hashtag competition for two $2,000 Small Business Saturday Grants. Competition for the “best post” starts on November 1st and ends on Small Business Saturday which is November 25th this year. Every GVCC member with 15 full time employees or less can enroll in our Small Business Saturday grant program at no additional cost (good standing membership required). Eligible posts must include our contest hashtag #GVCCgrant2017, be set to public, and identify a participating business - that is it! Our hashtag contest is designed to give every participating member a marketing push - regardless if they earn the grant via best post or not. The hashtag contest is the perfect opportunity to ask your past clients to share about your business
on social media. Think of the hashtag contest as a marketing framework that you can utilize to push fourth quarter marketing efforts. If you’re a retail business it can help you launch the “shop local” holiday shopping season; if you’re a service business, you can reach out to vendors, clients, and employees to share about your services using the hashtag. If you’re a restaurant, you can take advantage of all the free collateral you’ll receive, such as: counter cards, buttons, and flyers to get the word out about the hashtag contest. This private waterfront property was opened to GVCC guests, who could arrive by land or by boat, for a beautiful and exclusive evening of networking. It was also important to these hosts to think out of the box when it came to catering, so in addition to using a local restaurant for the hors d’oeuvres they also brought in the eye catching and drool-inducing Voodoo Donut Truck from across the river. TOP NOTCH PRIZES Our MEGA Business After Hours at Vancouver Mall, that was held in July of 2017, with a whopping 440 attendees to celebrate their 40th Anniversary. The prizes had a total value of nearly $3,000, including two $500 shopping sprees, concert tickets, and more. You don’t have to be responsible for footing the bill of an impressive prize list like this one. PAL’s Literacy Program Shares Stage with Ambassadors at Holiday Heroes Luncheon Please join the Greater Vancouver Chamber of Commerce for our Annual Holiday Heroes Luncheon on Friday, December 1st at the Heathman Lodge The Holiday Heroes Luncheon celebrates those that make a difference in our community. Held on the first Friday in December, the Chamber officially kicks off the holiday season with this outstanding event. We might be famous for raffling off 60+ wonderful gift baskets and having professional photos with Santa, but we’re most proud to honor one nonprofit each year as our luncheon benefactor. This year, we will host a Scholastic Book Fair to raise funds and collect books to support the Police Activities League’s (PAL) literacy program. PAL will share the stage with our GVCC Ambassador team - the Chamber’s heroes year round. For the first time ever, we’ll give each attendee a holiday ornament of a Vancouver landmark, in 2017 the snowfall on the Slocum House is commemorated. Doors open at 11:00 a.m. at the Heathman Lodge, which will give you enough time to shop the Scholastic Book Fair, get your holiday photo taken with Santa, enjoy your favorite Christmas carols from Ambassadors Yvonne Payne of Ebony Notes and Leroy Santiago of Global Security, and buy raffle tickets for a chance to win a gift basket. We have over 60 beautiful gift baskets donated by our members to be raffled off during the program. We will also announce and honor our 2017 GVCC Ambassador of the Year! This year we are thrilled to highlight the Police Activities League (PAL) Literacy program. This program is a nonprofit all-volunteer organization dedicated to providing programs and services to enrich and improve quality of life by building healthy character in youth through activities connecting kids, cops and community. They promote the importance of reading by connecting Vancouver Police Department staff and PAL volunteers with students in the community. PAL visits various schools throughout the year providing students with free books and the opportunity to read with the officers. We are holding a Scholastic Book Fair at the luncheon. Officer Tyler Chavers: Officer Chavers began his law enforcement career in 1997 in Alaska. After about seven years he and his family moved to Vancouver where he continued his work as a police officer. Currently Tyler is a neighborhood police officer, is on the Crisis Negotiator Team, and is a member of the PAL Board. When Tyler is not supporting PAL programs like Literacy and PAL Patrol, he is spending time with his family and running marathons.
Sergeant Alex Schoening: Sergeant Schoening joined the Clark County Sheriff’s Office in 1993 and he has loved his job every day since. As a deputy he has served as a school resource officer, on the community outreach team, and currently serves as the Sergeant of the traffic and marine unit. Alex volunteers much of his time with PAL supporting Literacy Events and summer camps. He is even a member of the PAL Board. When Alex is not fighting crime or hanging out with PAL youth he is coaching, playing the guitar, or spending time with family.
The Police Activities League of Vancouver is a non-profit organization that partners with law enforcement agencies to promote positive relationships between law enforcement and youth through community-based educational programs and recreational opportunities in hopes of empowering our young people to make life enriching decisions and reduce local juvenile crime rates. PAL offers youth, with untapped potential, a variety of programs year-round that foster teamwork, enforce citizenship, and build leaders. PAL’s Literacy Program works with our local elementary schools to bring the excitement of reading to 2nd and 3rd graders. When PAL visits a school, they bring 2nd or 3rd graders in for an assembly where a deputy or officer will share about safety, and the importance of reading. After a short presentation the group is divided in half. One group goes outside to check out the police vehicles, and the other half listens to a story and picks out a book of their own to take home. After about 20 minutes the groups switch. The goal of the event is simple: offer an opportunity for kids to have a positive law enforcement interaction and spark an interest to read. PAL hosts two events each month, September through June, and visits a minimum of 20 schools per year. They give away approximately 2,000 books! Each Literacy Event requires at least four officers or deputies and takes an hour of their time.
To run this program for a year, the cost to PAL is about $3,000. This includes the cost of purchasing new books for youth to take home.

Jenny Thompson: Jenny joined PAL the summer of 2015, just as she was graduating from the University of Portland with her MBA in Nonprofit Management. She brought over 10 years of youth development experience coupled with a passion for giving back to her community. Prior to PAL she was with the Boys & Girls Clubs of Southwest Washington where she started their College Prep program and was an AmeriCorps member in Denver, Colorado where she worked with foster youth emancipating out of the system. Outside of PAL you’ll probably find Jenny playing softball and eating good food.
Corporal Rey Reynolds: Corporal Reynolds has been in law enforcement for almost 30 years. He started his career in Osh Kosh, Wisconsin and landed himself in Vancouver in 1998. As an officer with the Vancouver Police Department he has served as a school resource officer, on the SWAT Team, and as a property detective. Rey has been involved with PAL pretty much from the beginning and his claim to fame is rapping Green Eggs and Ham during Literacy Events. Rey is also known for his beautiful voice and can fill a room when he sings. Outside of work Rey spends time with his family and has been known to dabble in the theater arts.

Amy Tanska is not new to the business community of Clark County, but she is new to the GVCC staff. On Monday, October 16th she started as the Chamber’s Membership Recruitment Director - directly in the middle of our annual Membership Drive. We’d like to help you get to know her by sharing these top ten tidbits: 1. She’s REALLY into racing sailboats. 2. She has a degree in Political Science from Washington State University. 3. She’s lived in five states: New York, California, Florida, Oregon, and Washington. 4. She’s known world wide for her original line of corduroy evening wear. 5. As the Interim Executive Director of the Mount St. Helens Institute she founded the Boots & Bow Ties event. 6. In 2014, she solo hiked the Oregon Pacific Crest Trail - 456 miles. 7. She has an eleven month old Australian Shepherd puppy. 8. As a Gemologist, she once sold a necklace to George Steinbrenner that was worth more than the value of her childhood home. 9.
