he GVCC’s Small Business Advisory Council (SBAC) is a committee of the Chamber that meets monthly and hosts the quarterly “Small Business Resource Open House” events.

The SBAC is chaired by Ben Hoskins of 1-800-Got-Junk & You Move Me and consists of 27 business representatives and owners from the GVCC Membership. A portion of the SBAC’s duties are to analyze and contrib-

ute to GVCC programming which impacts small business. Through a brainstorming session a number of the workshops you see listed in the Spring 2016 [Engagement] Workshop Series were added and/ or altered. The SBAC is a place for feedback and ideas. The meetings focus on four elements: 1.) Updates from community support groups 2.) Overview of the Chamber’s Small Business Assistance

Program 3.) Business education and resource opportunities and finally, 4.) GVCC programming brainstorming sessions. It is important that the Chamber listens and checks-in with its members on a regular basis. NEWS Four-Way Test Should be Applied in Olympia In January a group of Chamber representatives, including myself, went to Olympia to speak with Legislators and advocate for businesses in Clark County. This time of year the Capital By Eric Olmsted is bustling with acOn Line Support GVCC Chairman of tivity. Each of the Legislators we were the Board able to talk to, either in a scheduled meeting or walking with them between buildings, reminded us that “this is a short session”. I took this to mean there may not be enough time in the session to work through all the issues at hand, and it reminded me how long and polarizing the Legislative session was last year. If the work that needs to be done this year is going to be finished in a short session, everyone needs to work together. In the early 1930s Rotarian Herbert Taylor faced this problem in his business. To solve the problem he created the Four-Way test that has been adopted by Rotary International. If our law makers would like to get more done and have less conflict they may want to memorize, and put into practice, the Rotary Four-Way Test. Of all the things we think, say or do… Is it the truth? Is it fair to all concerned? Will it build goodwill and better friendships? Will it be beneficial to all concerned? Pretty simple, yet so powerful. Ladies and Gentleman of the Washington State Legislature, roll up those sleeves, recite the Four-Way Test, and show us just how much you can get done by working together. I have faith in you.

Gov. Inslee Shares SW WA Priorities at Invite-Only Breakfast Thanks to the folks at the Association of Washington Business (AWB) our annual trek to Olympia this year included a half day of business related panel discussions followed by an afternoon of visits with a few of our legislative contingent. Among the topics discussed in the morning were employee/employer related issues such as predictive scheduling, family leave and minimum wage; carbon emissions; and the post-recession economics of the two regions (east & west) of our state. Members from across the state made up the panelists and gave solid perspectives on the issues. Of particular interest was the discussion around how the state is and should be addressing human resources related issues. A variety of bills are in play but given the challenges of the short session and the partisan nature of the two chambers at this point little progress is expected. Unfortunately, if there is no action, especially on the topic of a minimum wage increase there is likely to be an initiative on the fall ballot with the potential to be far more aggressive in nature. At least one business organization along with AWB has presented support for a phased in approach to increasing the minimum wage including a ‘teen/training’ rate.

Learning what companies are doing to address carbon emissions already, without new rules or legBy John islation, was not McDonagh only interesting GVCC CEO but I think demonstrates that when business understands the goal we’re both able and willing to make the necessary changes. The morning following Hill Day a crosssection of business and education leaders from Clark County were invited to breakfast with Governor Inslee at the Governor’s residence. The breakfast meeting provided the Governor a more intimate opportunity to engage the community. It gave those of us in attendance the chance to not only hear from the Governor but also to directly share with the Governor the issues most important to us. The Governor opened by sharing what he believes are the top priorities in the state which include the I 5 corridor, controlling carbon emissions, funding education and addressing affordable housing around the state. included an update of the growth management statutes; assistance with at grade rail crossings; and the need for a new I 5 Crossing at the Columbia River. Briefly, Governor Inslee is convinced that the new rules being developed on carbon emissions will not cost the state jobs or employers. He leans heavily on 40 jurisdictions around the country, from California to the 8 northeast states, where similar restrictions have been in place for up to 10 years, claiming their economies have “flourished.” On the issue of the I 5 corridor and the Crossing, the Governor believes the corridor to be a priority for the state. To that end, the community here needs to find agreement on what we will support at which time he is willing to bring his influence to the table and help make it happen. Education and the funding driven by the McCleary decision he sees at a legislative stonewall with a focus on the 2018 deadline and little happening before then. The Governor sees dealing with a minimum wage increase as a key component of addressing the affordable housing issue. Without that, he told us he doesn’t believe there are any sustainable solutions.

1.) GVCC’s “Business After Hours” event on Tuesday, March 8th Sponsored and held at The Quarry from 5-7pm. $10/Member, $20/Non-Member. The theme is “Dress Green For a Cause” as we’ll raise some raffle funds for St. Baldrick’s Foundation that helps research cures for childhood cancers. Food by the Quarry Executive Chefs. On Thursday, June 9th the Greater Vancouver Chamber of Commerce will take over at Lewis River Golf Course for the 14th Annual “Golf Tournament,” sponsored by Columbia State Bank. The Chamber takes the “business of golf” very seriously and we’ve built our tournament up to be the best in Southwest Washington. We offer engagement at every hole, a great after-game lunch and awards ceremony, a Nike Tent, putting contests and so much more. If you don’t have a team, don’t worry, we take single registrations and build a team of four to hit the course. Playing as a single or joining an existing team that is down a member is a great way to build incredibly strong relationships in a day. On event day we’ll start things off at the registration table at 7am with breakfast! At 8:15 am our sponsors and CEO will say a few words and our shotgun start will begin at 8:30am. The goal is to get you through the course in about 5.5 hours and back to a sprawling lunch at about 2pm. Then, a quick awards ceremony at 3:30pm to wrap up the day.
