City Looks at Councilmatic Tax Increases to Cover Funding Shortfall B&O Tax Reinstatement Among List of Options

GVCC’s public affairs committee recently heard a presentation from City of Vancouver staff on projected short falls in the City’s General Fund over the next five years: funding that is critical to support police, park and other public services. By 2020, the police funding shortfall is estimated to be $10.4 million. The main sources of revenue for the City—utility, sales and property taxes—are not growing commensurate with the community’s needs. And supplemental revenue from grants and marijuana sales is not bridging the gap. The City is exploring funding mechanisms for this funding gap, including Councilmatic options that do not require a public vote. One option could include a combination of taxes based on retail square footage and multi-family units, as well as increases in the utility tax and a business license surcharge. Another option would reinstate the local business and occupation tax, which is a tax on the gross receipts measured on the value of products, gross proceeds of sale, or gross income of the business. The City eliminated its B&O tax as of January 1, 2002, presumably to encourage, and not stifle, business growth. As incremental improvements in the economy continue to occur, with a resurgence of business growth throughout the City, now is not the time to impose taxes that disproportionately

impact businesses. Similarly, a tax on multi-family units, at a time where there is a crisis in affordable housing, may either discourage additional units from being built, or contribute to already rising rents. At an upcoming meeting, the PAC will consider a recommendation to the GVCC Board asking the City to consider other funding mechanisms than the reinstatement of the B&O tax, and a tax on multi-family units. Funding for necessary public services obviously has to come from somewhere and all options should be explored. Because some funding mechanisms can be put in place without a vote, this is more reason to make sure that the voices of those that would be affected are heard. The PAC’s recommendation may include a request for a task force of stakeholders or even a recommendation on specific proposal as determined at an upcoming meeting. The PAC encourages members to contact the GVCC with input on proposed or alternative funding strategies.

o you remember the old mom-and-pop neighborhood markets? I bicycled past three of those storefronts on my newspaper routes in Southeast Portland decades ago. Two were on residential streets, in old buildings with the store names on Coca-Cola signs. I’d park out front on hot days to pick up a Popsicle midway through my deliveries. The person selling the Popsicle most often was the store’s owner. This example of small, locally owned businesses comes to mind with a new report that describes a worrisome lack of business startups in the post-Great Recession era. The report by the Economic Innovation Group, a Silicon Valley-backed research organization, finds business startups have increased by 2.3 percent in the past five years, less than half the rate of increase in the post-recession recoveries of the 1990s and 2000s. The report’s larger finding is that new startups are heavily concentrated in a few very successful regions. The top-20 list of counties, including five each in California and Texas, four in Florida, and two within New York City, has just one-sixth of the nation’s population and is producing half of the new companies. Talent draws talent. And it also draws investment and bank finance money that’s essential to launching a business. Elsewhere, the decline in business starts in much of the country could usher in a “missing generation of enterprise” in rural areas and also in some parts of large metro regions, the report concludes. So what’s going on in most of the country? That’s not exactly clear. It’s easy to see that competing with traditional businesses— that is, nondigital — is a tough road. Prospects aren’t good for a mom-and-pop grocery or most retail outlets in a 7-Eleven and Amazon era. Investors and lenders aren’t abundant for startups in challenging rural, suburban, and urban communities, many where people are struggling with flat or declining incomes. Yet with the report’s pessimistic tone, it’s hard to bottle up the entrepreneurial gene that drives some people to plunge into businesses of their own. The ambitious, hardworking person who would have opened a store a couple of generations ago now creates an app to sell products. The would-be restaurateur opens a brewpub or a food truck. The exercise buff who doesn’t have the resources to open a gym creates a software add-on for the FitBit. Buck Heidrick, a certified business adviser at Washington State University Vancouver’s Small Business Development Center, says his frontline experience doesn’t reflect the data in the report. Heidrick and his colleagues statewide are swamped with helping people who have good ideas. The ease of obtaining financing ebbs and flows, but there’s plenty of assistance and even government encouragement for those who see their futures in launching a new business. In fact, three of Heidrick’s clients came up with business ideas so good that a corporation bought the idea before they could launch their business — all reward, no pain. Now that’s an entrepreneurial success — far better than selling Popsicles to a paperboy.

San Francisco is making labor history by becoming the first U.S. city to require employers to offer fully paid leave to new parents. The law providing six weeks of paid time off starts next year and includes mothers and fathers, including same-sex couples, who either bear or adopt a child. The move comes as more large companies, especially thriving technology firms, are voluntarily expanding their parental-leave policies.

But coverage isn’t widespread on a government level. California is one of only three states — the others are New Jersey and Rhode Island — that mandate paid parental leave, and none are at full pay. California gives working parents six weeks of leave at 55 percent of their pay. There is no federal policy for paid leave and, for roughly half of working Americans, getting even unpaid mandatory time off for a newborn remains an unavailable luxury.

Brad Harrington, executive director of the Boston College Center for Work & Family, is an expert in the field. He was asked for an update on parental-leave trends. Here’s an edited excerpt:

Why is San Francisco’s new law so important? Any form of fully paid parental leave in the United States is novel because U.S. policies lag so far behind the rest of the world, and not by a little but by a lot. Of the 180 largest industrialized countries, all but two — the United States and Papua New Guinea — offer paid maternity leave. There are a handful of progressive cities and states such as California that have offered paid leave, but by and large it’s only partial-paid leave. In lieu of a national policy, local decisions are being made about what can work well to help parents, and those are being made by states or municipalities or by individual corporations. Is it also novel that San Francisco’s law applies to all new parents? That’s a trend you’re seeing in parental leave. Companies are moving toward a standardized policy for both biological and adoptive parents, and now increasingly we’re also seeing

them move toward a policy that’s gender neutral. What is the outlook for more companies and state and local governments to follow San Francisco’s lead? If you had asked me that a few years ago, I would have said the outlook was bleak. But you see a lot of the more successful, more progressive, vibrant cities now considering offering paid leave. The other thing you’re seeing a lot is corporations’ stepping up and doing this as well. And it’s happening at a rate that really surprises us. A couple of years ago, paid parental leave was barely on people’s radar. One of the things about San Fran-

cisco is that the Bay Area obviously houses a lot of technology companies, and if you look at the companies that have the most aggressive paid-leave programs, they’re in Silicon Valley. Do you see similar gains coming on a nationwide level? As for as a national policy for the United States, I see zero possibility of that happening. The theme was “Lights, Camera, Action” at the GVCC’s 14th Annual Golf Tournament, presented by Columbia Bank. The Chamber’s “actors” were dressed up as the cast of the Wizard of Oz at Lewis River. All 18 tees had business sponsors taking part in our Hollywood theme.

In July the Chamber had the opportunity to host a great party in partnership with Corwin Beverage. The team at Corwin went all-out as they celebrated their 75th year in the community. Over 300 attendees enjoyed wonderful food, beverages, prizes and so much more. The crew at Corwin had the Mug Root Beer VW bug serving floats and a vintage travel trailer serving beer/wine. They even had a selfie station showcasing the new emoticon promotional campaign. It was an outstanding party, showcasing an outstanding locally owned business.

New to the GVCC programming line up in 2015, the “Women’s Golf Tournament” is an important event for the community. It’s a fact that business is done on the golf course. We want women to participate, and feel confident to play in any tournament.

The winner of the “Best Tee” award was All Star Braces and Orthodontics. The keg on the course probably helped! Their theme was Space Jam in our Hollywood take of the golf course. This award was voted on by the golfers at the awards event and All Star will receive a $700 Tee display sponsorship as the prize. The winner of the overall tournament was the Mayor’s team! Women’s Golf Tournament

A big thank you to Legacy Salmon Creek for sponsoring this event in our first two years. This year, we kicked things off with a “Quick Tips” lesson with Steve at the Camas Meadows driving range. All our women golfers were treated to a great swag bag that included free golf balls, snacks and a scarf from Lily Atelier. The end of the day brought a funfilled awards event offering a large variety of prizes. This October be sure to enroll in the GVCC’s “Get Out On... Small Business Saturday” campaign. All you need is an active membership to be part of a marketing campaign that promotes local small business for the entire month of November. The program also provides businesses with a suite of promotional tools for you to promote yourself with the “Shop Local” message. It gets better. The GVCC operates a hashtag contest where we ask the community (along with you asking your customers) to make heartfelt posts about your business. The “best post” will earn the business a $500 business grant. Last year Nexus Chiropractic earned the best post nod and our program sponsors Columbia Credit Union presented Dr. Chandler with a $500 check! The “Get Out On... Small Business Saturday” is a program ideal for small businesses with 15 FTE (full time employees) or less. The national “Small Business Saturday” this year is the Saturday following Thanksgiving: November 26th. However, our promotional campaign runs the entire month of November. The hashtag contest launches on November 1st. This is our way of encouraging all of our members to bring their best and to shout about their participation! This is the start of holiday shopping and we must remind our community that they have local small merchant options while shopping. This is the fourth year of our “Get Out On... Small Business Saturday” campaign. We can’t think of a better way to deliver on our promise to “Move Business Forward” than to mount a campaign to encourage shopping local.

SW WA Free Clinic Will Be Chamber’s Holiday Luncheon Charity Benefactor Each year the GVCC chooses one nonprofit in the community to highlight at our “Holiday Heroes” Luncheon on the first Friday in December. This year the team at the Free Clinic of SW WA has been chosen as the nonprofit benefactor of our event. In years past we’ve worked with the “Santa for a Senior” program, the Firefighters supporting their Teddy Bear Drive, and the Assistance League of SW

WA’s JUST program that seeks donations of jeans, underwear, socks and t-shirts for teens entering or moving through the foster care system. This year the SW WA Free Clinic will be seeking donations of toothbrushes, dental floss, non-latex gloves, all sizes, wrist braces (can be purchased at any drug store), face masks, 10-oz. liquid hand sanitizer, 10-oz. liquid anti-bacterial soap, cold-weather items, such as: socks, and mittens/caps.

GVCC Updates Two New GVCC Ambassadors & Quarterly Meeting The GVCC is planning a membership drive for October. We will have a kick off party and new incentives for businesses who join in October. Plus, a substantial prize for existing members who refer the most new members. Retention is a big focus for 2017. Small Business Advisory Council Meets Goals, Dissolves In a little over a year the GVCC’s Small Business Advisory Council (SBAC), lead by Ben Hoskins of 1-800 GOT JUNK / You Move Me has met all of its goals established in 2014. The Council was created to be a sounding board for the new Small Business Assistance Program (SBAP) which provides no-cost one on one business counseling via a grant from the City of Vancouver; and also to collect and promote small business resources and education opportunities. The SBAC (24 member group) also worked to establish our “Small Business Resource Open House” events that invite business support partners like SCORE, the SBDC, the Library, the City and many other into the Chamber lobby for a free, low pressure open house to connect with local people wanting to start a business or small businesses who have questions or need help. A summary of the GVCC’s SBAC goals that have been met: • Created an accurate list of all nonprofits and support groups that provide free or low cost business counseling to start-ups or existing small businesses • Created “Business Resource Center” kiosk in office, providing a one-stopshop for information on business resources • Created “Business Resources” landing page on website providing digital links to resource groups • Establish a quarterly “Small Business Resource Open House” event, inviting partners for a meet and greet with the community.

social media workshop series sells out MOVED TO bigger space to accommodate more On Wednesday, August 3rd the GVCC opened registration for our “Fall 2016 [Social Media Super Heroes] Workshop Series.” This series features eight workshops in the month of September, sponsored by Columbia Credit Union. In six days we SOLD OUT - we had an unbelievable response. For the first time we bundled all eight classes (also includes lunch by Simply Thyme Catering) into a $99 All Access Pass - a screaming deal. Our sponsors and building owner, Tim Brown Commercial Real Estate have agreed to work with us to expand our capacity. We will be moving the workshops from our conference room, up into a vacant space within our building. We are proud to announce we have expanded from 30 seats to 50. A Message from Ben Hoskins This month I am both excited and honored to start my term as Chair of the Board. It is an especially exciting time at The Chamber. In John McDonagh we have a new leader and a fresh perspective. And the Chamber continues to expand the services it provides members as we move business forward in Clark County.

Expanding our service offerings and diversifying, the Chamber’s revenue base has been and continues to be a major goal. Business counseling - such as the PTAC and SBAP programs - events, the L&I Retro Refund Program, and assisting business with promotion and PR are examples of these efforts. And of course advocacy, while not a direct revenue generator - is a fundamental part of what members expect of the Chamber. While there are a lot of exciting new projects diversifying offerings and revenue, we understand the ultimate gauge of success is membership. We remain a member driven organization and our primary focus is on member growth - attracting new members and retaining existing. We re-introduced a revamped membership committee focused on helping members tailor their chamber experience to maximize their value. They have created a program to introduce new members to the various opportunities at the chamber, as well as a Chamber Mentorship Program so experienced Chamber mentors can help new members understand and navigate Chamber opportunities.

About Ben Ben Hoskins owns 1-800-GOT-JUNK franchises (a junk removal service) in the San Diego, Portland/Vancouver and Seattle Metros. He also owns franchise locations of You Move Me (a moving service) in Portland Vancouver as well as San Diego and Orange Counties. In addition to becoming the 2016-2017 Chairman of the Board for the GVCC, Ben is a member of Entrepreneurs Organization Portland and has been elected to the 1-800-GOT-JUNK Franchise Advisory Council. Ben received the Chamber’s Business Leadership Award in 2013 for starting and chairing a PAC subcomittee to work with the County on Business Licensing. He reduced the time and cost of simple business licenses by 70%. The committee received the “Spirit of Clark County Award” for their efforts and results. Ben started his first 1-800-GOT-JUNK franchise in San Diego in 2003 with 1 truck and 1 part time employee. Currently operates in San Diego, Portland/Vancouver and Seattle with 22 trucks and 45 employees. He added You Move Me in 2013 with 2 trucks and 2 employees. He now serves Portland/Vancouver, San Diego and Orange Counties with 13 trucks and 40 employees.
