The Chamber’s Legislative Priorities

The Washington State Legislature will decide issues that will either help you or hinder you in your efforts to grow your business. As your Chamber we’re gearing up to be your best advocate in Olympia. To do that, we’ll be asking what you think are the most important issues facing business. We’ll compile your answers, listen to community leaders and develop a list of legisla ve priories with our partners at the Columbia River Economic Development Council and Iden ty Clark County. Here are a few issues we think will surface in Olympia this year and how they will directly impact the cost of doing business in Washington State: Educa on Funding will be and should be the number one funding priority in 2015. The Washington Supreme Court has found the Legislature to be in viola on of its own laws by not funding basic educa on. The Legislature made a sizable down payment to cover the mul -billion dollar gap last session. They have already commi ed to making another large investment this next year. While the investment is court ordered we recognize that it’s also cri cally needed. We cannot create the workforce of tomorrow without quality educa on. This is the year the legislature and the Governor must make good on its commitment to schools.

Moving along….The Greater Vancouver Chamber of Commerce recognized three businesses and two individuals at our annual awards event which drew more than 300 people. It’s s ll being talked about as one of the craziest GVCC events ever. We hold these awards because we value what our businesses do every day to enhance our community. Educate and train the next genera on of technology pioneers, and keep them in Clark County ABOUT THE IPZ: The Innova on Partnership Zone is a Washington State Department of Commerce designaon that was created to s mulate the growth of industry clusters within specific geographic areas. IPZs must have three types of ins tu ons: a research university, an industry cluster, and a workforce training provider. There are currently

18 IPZs across the state. The Vancouver-Camas IPZ for Applied Digital Technology Accelerator was awarded in October, 2013. The IPZ is focused on two geographic areas: the downtown startup community and technology campuses along the 192nd Corridor. The Vancouver-Camas IPZ is administered by the City of Vancouver and supported by a management team of key partners: the Camas-Washougal Economic Development Associa on, City of Camas, City of Vancouver, Clark College, Columbia River Economic Development Council, Southwest Washington Workforce Development Council, Wacom Technologies, Washington State University Vancouver, and Woobox.

along our lines, we must advocate for safety along our rail corridors. There will be scarce transporta on dollars available this next year in Olympia and there are good projects in Ridgefield, Camas, Ba le Ground and Vancouver that are under construc on and we will ask the state to honor its commitment to help complete them. Workers’ Compensa on Reform remains a high priority. Washington State has the one of the most expensive and complex systems in the na on. Reforms in 2011 have made modest improvements but it’s me to take the next steps to simplify and reduce bureaucra c costs. It can be done while protec ng workers – Oregon has a priva zed system that works well. As a result employers in Oregon pay far less in L&I fees and have a large compe ve advantage over businesses in Clark County. Let’s roll up our sleeves and take some of the burden off small business while s ll providing for our injured workers. Carbon Gas Tax will emerge from Governor Jay Inslee’s office as his top priority. Since his days in Congress he has advocated for a new tax/fee structure that will lower the emissions of green house gasses in Washington State. As the owner of an electric car I like to support good environmental policy. However I cau on on the Governor’s package that will be released in December. It’s expected to be an ambi ous, bite the bullet kind of plan that may demand too much, too soon from consumers and businesses.

Cost of doing business in Washington is already among the highest. Businesses are willing to invest in good projects where there is sustained long term benefit. But small businesses already feeling burdened by state taxes and fees will be on the defensive in Olympia this year. The small business voice is best heard through Chambers of Commerce statewide. These are a few of the services local companies have received free through the Business Growth Mentor & Analysis Program at Washington State University Vancouver’s Carson Mistie Josephson Business Growth College of Business. The Business Growth Mentor & Analysis Program Manager Mentor & Analysis Program mistie.josephson@ is a student-conducted convancouver.wsu.edu sultancy that offers pro bono services to entrepreneurs and small businesses looking to grow. Businesses get customized analysis and growth ac on plans, while students get prac cal experience (and college credit) working on real business issues. Faculty and volunteer business mentors guide students throughout the process. Student teams start by crea ng a scope of work and conduc ng an analysis, and finish by pre-

sen ng realis c recommenda ons and an ac on plan. The students’ energy, fresh perspec ve and cu ng-edge classroom knowledge inform the results. As one client said, “We gleaned some things out of it we just wouldn’t have thought about.”? Business Growth MAP helps between 40 and 50 organiza ons a year. Since the program started, more than 400 students have par cipated, and 119 organizaons, including for profit and nonprofit, have benefited. Each par cipa ng business receives about 500 hours of free consul ng services from the team. Services are offered twice a year— August to December and January to May. Students tackle projects from all industries. Past projects have included everything from restaurants and services firms to manufacturing and agriculture. Any property owner looking to renovate/ redevelop commercial space. The Pre-Lease program will explain types of businesses that are allowed in the space, based on the zoning, give you a list of building requirements that should be considered, given the current use of the space and any proposed changes. Also, you will learn the permi ng process for proposed changes to the building. You’ll also be given contact informa on for staff in the relevant City Departments for follow up. New Community Heroes Featured at Event BE A SANTA TO A SENIOR PROGRAM This year the GVCC has chosen the “Be a Santa to a Senior” program operated by Home Instead Senior Care along with Pres ge Care Rehabilita on, the Elder Jusce Center and Meals on Wheels, to be featured at the 2014 “Holiday Luncheon” event. This year they are going BIG with the goal of collec ng, wrapping and delivering 500 gi s to low-income and isolated seniors this holiday season. The “Be a Santa to a Senior” program works with local businesses and retail stores to help facilitate the purchase and distribu on of gi s by placing PURPLE TREES and ornaments featuring specific seniors with their gi request. Par cipants can take the paper ornaments, make the purchase and return the gi with the ornament as the gi tag.

LUNCHEON ATTENDEES:
