Reminder for Providers of Specialized Consultation Services Please note that NC Innovations Waiver Specialized Consultation Services do not cover time spent for staff supervision. Per NC Medicaid Clinical Coverage Policy 8-P, the service is intended “to assist family members, support staff, and other natural supports in assisting the beneficiary with developmental disabilities. Under this model, family members and other paid/unpaid caregivers are trained by a certified, licensed, and/or registered professional, or qualified assistive technology professional to carry out therapeutic interventions, consistent with the Individual Support Plan.” Unlicensed staff must receive oversight and supervision as required and clinically appropriate. For example, an unlicensed board-certified behavior analyst (BCBA) providing services in North Carolina requires supervision in accordance with State and BCBA certification requirements. However, staff supervision is not a billable service for Specialized Consultation Services or other NC Medicaid services.
