NC Medicaid to Resume Annual Recertification Since March 2020, states were required under the federal COVID-19 Public Health Emergency (PHE) to maintain enrollment and coverage levels for nearly all Medicaid beneficiaries regardless of eligibility status. This ensured these individuals maintained health care coverage during the pandemic. The federal 2023 Consolidated Appropriations Act set a timeframe to resume Medicaid beneficiary eligibility recertifications. NC Medicaid began this process April 3, 2023. NCDHHS is focused on ensuring beneficiaries who remain eligible for Medicaid continue to be covered and those who are no longer eligible are aware of all their options, including enrolling in a plan through the federal health care marketplace. Over the past few months, NCDHHS has worked with local Department of Social Services (DSS) offices and other partners to reach beneficiaries and explain what to expect and how to maintain or obtain health benefits. NC Medicaid will process recertifications over the next 12 months based on each beneficiary’s recertification date. Medicaid eligibility terminations or reductions could begin as early as July 1, 2023, although some could lose coverage as early as May 1, 2023. For more information, visit NC Medicaid’s End of the Federal PHE webpage.
BEHAVIORAL HEALTH, I/DD, AND TBI PROVIDERS Updated NC Innovations Waiver Availability NCDHHS notified Vaya on March 29, 2023 that the Centers for Medicare and Medicaid Services (CMS) approved North Carolina's request for an amendment adding beneficiaries receiving services through 1915(b)(3) NC Innovations Look Alike [(b)(3) DI] funding to the 1915(c) NC Innovations Waiver. All beneficiaries who had an active (b)(3) DI funding source as of March 31, 2023, were transitioned to the NC Innovations Waiver effective April 1, 2023. This decision affects 20 Vaya members. NC Medicaid is working with NCDHHS eligibility teams to determine the process for activating the necessary Medicaid 1915(c) indicators for these members. Vaya will work with members, legally responsible persons, care managers, and providers to ensure a seamless transition. If you have questions, contact Vaya's Utilization Management Team at UM@vayahealth.com or 1800-893-6246, ext. 1513.
Kinship/Relative Care Resources The Pathways to Permanency project is a collaboration among Vaya, local DSS offices, and mental health providers to ensure youth in foster care have access to quality behavioral health services. At the onset of the project, multi-sector focus groups highlighted needs related to shared understanding, accessible quality behavioral health assessments and interventions, and safe and supportive homes. Workgroups of cross-system stakeholders formed to generate, plan, and implement solutions for each of the identified needs. As a result, the workgroup for Appropriate and Supportive Homes: Kinship Support has collaborated with stakeholders to compile a list of relevant kinship information, training, and resources that can help agencies engage and support kinship providers. These include: KinGAP Comparison Chart for Caregivers KinGAP Information Flyer for Caregivers Kinship Licensing Waiver Table NCDHHS Foster Family Recruitment Presentation: Common Errors to Avoid in Adoption and Guardianship Assistance Presentation: NCDHHS Kinship First
