A Magazine With A Mission
W
hat would you pay for ten more years of life? One year? One week? We rarely think of our life in terms of monetary value, but perhaps it adds perspective. We use the term “spend” when talking about our days, as if they were currency – yet we often don’t value them as the most precious commodity of all. Confronted with mortality during cancer treatment 22 years ago and recognizing the value of each day, I tried to think of the most impactful way one could use the limited time we are allotted. I concluded there is no greater use of a day than in service to others. Later, I met someone who had a similar experience. His advice was to do one good thing for someone else every day and one good thing for yourself. His message was truly insightful. Ever since Vero Beach Magazine began in 1997, the Guide To Giving has been the essence of our mission as a magazine. In years past, the Guide was funded out of the magazine’s own coffers, which ultimately led to an erratic publication schedule. This year, a number of local businesses and nonprofit organizations felt it was important enough to underwrite the cost of the Guide To Giving, allowing us to present to you this directory of our local nonprofits with information on how to get involved. By helping the least fortunate in our community, you help the entire community be a healthier and happier place. I hope you find this Guide To Giving a useful resource, please let us know if you have suggestions or additions for future editions.

Vero Beach: Paradise For Some, A Struggle For Others By Ann Taylor

t first glance, those of us who call Vero Beach home appear to have it all. Sunny skies, a roof over our heads, food on the table, access to health care, and cultural and educational opportunities. The list goes on. That’s what makes it so hard to realize that there are those in our seaside community who struggle day in, day out to make ends meet. Some don’t even come close. “There are a great many folks who are living paycheck to paycheck. They’re barely making it; and if that paycheck goes away, they have nothing to fall back on. They’re facing significant financial challenges and need as much assistance as possible with healthcare, housing, childcare, food and transportation,” says United Way of Indian River County CEO Michael Kint. “We are very aware that poverty is a leading obstacle in every community, and ours is no exception. One of the core problems, no matter where you’re looking, is how to break the cycle of poverty.” With that said, Kint refers to the 2014-15 Indian River County Children’s Needs Assessment Report that shows 18.9 percent of households are in poverty, 21.3 percent of children 18 and under live in poverty and there are 837 homeless in our midst. Of the 29,000 children enrolled in pre-kindergarten through grade twelve, 57 percent are eligible for free or reduced lunches. This means their families earn $24,000 or less to receive free lunch services or less than $32,000 to receive reduced lunch services. The report also identified five pockets of poverty: Fellsmere, Highlands, Wabasso, part of central Vero Beach and Gifford. While an updated needs assessment report is planned for early next year, Kint expects statistics will remain much the same. That’s hardly

reassuring. Yet Annual Fund Manager Dan Lamson, of United Against Poverty – formerly Harvest Food Outreach – says there is hope. The non-profit organization serves 600 people daily, providing food, crisis care, and opportunities for education and employment to those who are fighting to break the cycle of poverty. There are success stories. Lamson tells of a woman named Lisa who was in transitional living with her children. She had applied for jobs but lacked the skills necessary to be hired. She was at rock bottom when a friend encouraged her to enroll in the United Against Poverty Center’s STEP (Success Training for Employment Program). Over the next several weeks, she received job training, learned how to prepare a resume, and gained much-needed confidence, thanks to mock job interviews. Through the workforce development partnerships United Against Poverty has formed with local employers, Lisa and others like her have a steady paycheck and brighter future. A “brighter future” is the operative phrase when making sure the youngest among us have the educational tools they need to succeed. That’s what makes the Volunteer Pre-Kindergarten Program, which grew out of the Children’s Needs Assessment, so important. According to Indian River County Education Foundation Executive Director Cynthia Falardeau, priority is given to economically disadvantaged and homeless children who need more time and would benefit from the program. The Learning Alliance’s Barbara Hammond says the Volunteer Pre-K Program is one of the key factors in getting students reading-ready by the time they reach third grade. “Too many kids are coming in socially and emotionally behind, without basic learning skills. We need to be getting

Her focus is reading to second graders at Dodgertown Elementary School; and as chair of the Missions and Social Concern committee at First Presbyterian Church, she’s been urging others to do the same. “Here in the midst of our beautiful community, we still find those who are in great need, and they’re sometimes invisible to us,” says Smoyer, who points out that Dodgertown Elementary is a Title One school, which means 90 percent of the students live below the poverty level. Many have parents working more than one job, some come from single-family homes and others have non-English speaking parents who are unable to read to their children. “Anybody can sit next to a little 7-year-old and help him read for half an hour or 45 minutes once or twice a week. It’s not a big time commitment; and when you see their eyes light up when you walk in the door, you’ll wish you could do more.” So how can you help? Charitable Giving The Easy Way By Steven Podnos, M.D., CFP
A

few years ago, one of my clients came to me with concerns about his private foundation. He was frustrated with the complexity of filing annual documents, with proving that smaller nonprofits were eligible for his donations, and also with the cost of annual accounting. After I related my experience with a charitable gift fund, also known as “donor-advised funds,” the client closed his foundation, moved the assets to a charitable gift fund and never looked back. He tells me that he is thrilled with the complete ease of using the fund and also retaining control over where his donations go. These funds are available through many major banks and brokerage houses. The setup is online and the functionality is easy. The way these funds work is that you – the donor – contribute cash or appreciated stock to your family giving account. Appreciated stock is even better than cash since you avoid paying capital gains tax while getting a full, market-value tax deduction. You take the tax deduction in the year that you make the contribution, a nice feature allowing you to time when you want to take charitable deductions. The money can be left in a money market fund or invested in mutual funds, but it is a completed gift at that time. Administrative fees at low-cost brokers are well under one percent a year and can be well under one-quarter of one percent per year for larger accounts. There is no tax reporting other than the tax-deductible
contributions that are reported to you and the IRS early each following year. There is no requirement to make contributions every single year as with a personal foundation and there are no legal bills. Whenever you wish, you can log online or call the fund and make charitable donations to just about any nonprofit entity. A big advantage of using the fund is that they will do the legwork to establish that your recipient is legally able to collect tax-deductible gifts. I have never had an issue with any donations that I’ve made. Prior donations are kept in the history so that making future donations is just a couple of clicks away. Importantly, you decide who gets your charitable dollar, not the fund. High-income families may get financial benefit from “stacking” Schedule A deductions – including charitable donations – on an everyother or even every-third-year basis. Using a charitable gift fund makes this timing easy. You can make a large contribution – and deduct it – in year one and make contributions over the next one to two years at will. As mentioned above, another smart financial move is to donate appreciated stock. This is quite hard to do for most small charities, but a breeze with a charitable gift fund. Some families have inherited and gifted stock with a basis that is just a fraction of its current worth. They should get a full, current-value deduction when donating this stock with no taxes due. If you are looking for a clean and easy way to be charitable, I can think of no better option than a charitable gift fund. ✤

hrift shops have a long history. They began in England in 1899 and expanded dramatically during the First and Second World Wars with the opening of shops called “charity shops.” It was not long after that the thrift shop came to the United States. Today many local and national charitable organizations, both religious and secular, operate thrift shops that offer the chance to donate a variety of goods from furniture to clothing to books to jewelry and appliances. Which charities do you want to support?
Choose Your Charities Wisely By Steven Podnos, M.D., CFP
S
upporting charitable causes is a major focus of Vero Beach Magazine and something of great importance to many of its readers. But before we write checks to charitable causes, we should know where the money is going. In choosing the places for our charitable actions, we want to avoid organizations that take our donations and then don’t put the money to use in a way we approve of. Not only do we want to avoid outright fraud, but we also want to avoid charitable organizations that spend too much on administrative and other non-charitable expenses. I think the first step is to decide the type of charity you are interested in donating to. Some of you are happy with donating to a large umbrella charitable organization such as the United Way that disperses funds to many organizations and agencies; others look for more narrow, personal causes such as a college scholarship foundation, a local food bank or a literacy service. If you’re considering donating to an organization, here are several web sites to help screen among them. I think the easiest to use is Charity Navigator at www.charitynavigator.org. This site screens over 1,000 national charities for the factors mentioned above, and gives each one a “star” rating. If you or your tax advisor wants more detail, try Guidestar at www.guidestar.org. An intriguing site is Givewell at www.givewell.org that actually recommends charities for you to consider. Any charity recommended on one of these sites will be accredited to receive tax-deductible contributions. For example, while writing this article, I pulled up United Way of Indian River County. At Charity Navigator, it scores well with about 83 percent
of its contributions going to charitable causes and the remainder to fundraising and administrative costs. Guidestar offers access to independent audits and tax forms for the charity. As noted above, Givewell’s site is not useful in searching for a particular charity, but instead offers independent ideas for worthwhile and efficient causes. If you’re interested in a small local charity, some won’t be listed on the national web sites. Here, you need to do some footwork and visit the charity and ask questions. Does the charity promote a cause and use methods you approve of? If so, then you can focus on the financial side. You’ll want to find out what percentage of your donations actually go to charitable work. Shoot for at least 75 percent or ask if it is less. You’ll want to know what the charity actually does and who the people are that perform the services. You’ll want to recheck these criteria from time to time if you intend to be a repeat donor. I’d suggest that this work is well worth doing, as many of us get much more satisfaction from knowing our donations are working on a personal and local level rather than just putting a check in the mail to a huge organization. If you are making substantial donations, then ask your financial advisor or accountant to review the charity’s Tax Form 990 and any independent audits that may have been done to understand if your money is being spent efficiently. There are a number of tax advantaged methods to help with your charitable actions. You can find the answer to many of your questions in the article “Charitable Giving the Easy Way” on page 16 of this publication.
