Note: This report is organized into two sections. The first section is a narrative. The second section shows detailed tables on salary information for Bachelor’s and Master’s level teachers, as well as information about summer school programs and local stipends for teachers who obtain National Board Certification. The data contained in the tables is based on information provided by the school divisions. Therefore, it is possible salaries or other counts may have been misreported. The comments section of some tables contains qualifications or additional information given by localities. VEA edits comments for clarity and space limitations.

2018-19 Salary Study for Teachers Introduction This report contains data on teacher salaries, stipends for National Board Certification, and information on 2018 summer school programs for Virginia’s public schools. Surveys were completed by 127 of Virginia’s 132 school divisions, providing the data for this report. We collected information for three of the five non-responding divisions from published salary scales (all benchmarks for one division and starting salaries only for two others). Full salary schedules for 10-month teachers were also requested from the localities, and those schedules are contained in Volume II of the 2018-19 study. The first four tables at the end of this report examine teacher compensation at increments of five years, a measure which VEA calls benchmarks, for school divisions across the state. The last two tables provide information about 2018 summer school programs and local stipends for National Board Certification. The data given in this report reflect the economic conditions for local budgets, community demands, and the various strategies employed by local school divisions to attract and retain teachers. Salaries Average teacher salaries for 2018-19 generally increased by 1-2 percent over 2017-18 levels. As a reminder, the state budget enacted in June included $131.5 million to fund the state’s share of a 3% salary increase for SOQ-funded instructional and support positions in the second year of the 2018-2020 biennium, with an effective date of July 1, 2019. To qualify for the state funding, school divisions must provide an average 3% salary increase at some point during the biennium. Even though state funds for the increase will not be available until next academic year, it appears that some divisions went ahead with increases this year. In addition, several divisions indicated they’d taken actions this year to correct steps following a freeze. When comparing salaries across years, it is important to note that not all school divisions report each year. Some caution should be taken when comparing maximum and minimum salaries, as well as average salaries, at each benchmark level.

Teachers – Bachelor’s Level

Differences across the state among salaries for educators with similar years of experience are sizable, reflecting different needs and conditions. Salaries for teachers with a Bachelor’s degree range from $31,700 to $51,088 for a beginning teacher, with an average starting salary of $41,150. For Bachelor’s level teachers with 30 years of experience, the range is wider--from $48,121 to $104,876, a difference of $56,755, with an average of $61,259. Table 1 provides the lowest, highest, and average salary at each benchmark for Bachelor’s level teachers. As shown in the chart below, the difference between average salaries at five-year intervals for this school year ranges from 4.69 and 8.62 percent. 2018-19 Benchmark

In general, localities in northern Virginia report the highest salaries due largely to a higher cost of living and the cost of competing with school divisions in nearby Maryland and the District of Columbia. School divisions in the southwestern part of Virginia tend to have lower salary levels reflecting the lower cost of living in the region. Table 2 shows Bachelor’s level salaries and rankings for each division.

Teacher salaries at both the Bachelor’s and Master’s level have not increased as much as inflation over the past 10 years, with an average annual increase of less than 1%. The chart below compares average 2018-19 salaries for Bachelor’s level teachers at each of the seven benchmarks to those of 2008-09. When adjusted for inflation (orange bars), it’s clear that Bachelor’s level teachers have lost purchasing power at every benchmark since 2008-09, ranging from a loss of $1,126 for new teachers to over $5,300 for 25-year teachers.

Teachers - Master’s Level

Salary ranges for teachers holding a Master’s degree are also broad. Starting teachers with a Master’s degree earn from $33,700 to $56,671, with an average of $43,855. With 30 years of experience, the range is again wider--from $49,586 to $110,506, with an average of $64,665. Table 3 shows the lowest, highest, and average salary for Master’s level teachers at each benchmark. The difference between average salaries at five-year intervals for Master’s level teachers ranges from 4.46 and 8.37 percent, as shown in the following chart. 2018-19 Benchmark

The next chart compares average 2018-19 salaries for Master’s level teachers at each of the seven benchmarks to those of 2008-09. Similar to the decline seen among Bachelor’s level salaries, Master’s level teachers have also lost purchasing power at every benchmark since 2008-09, ranging from a loss of $1,322 for new teachers to almost $5,600 for 25-year teachers. Table 4 shows Master’s level benchmarks and rankings for all reporting divisions.

Summer School Table 5 presents information on 2018 summer school sessions among reporting divisions, including length of the session and the pay rate for teachers. Comments submitted by the school divisions are also included. One hundred twenty-two of the 127 divisions that responded offered summer school last summer. The number of days in a summer session, as well as the number of hours per day, varied considerably across divisions and programs. Teachers were most often paid an hourly rate, though some divisions paid a daily rate or a lump sum for the entire summer session. National Board Certification Table 6 provides information on school divisions that offer local stipends or additional compensation for National Board Certification beyond the state-offered stipend. The state offers an initial award of $5,000 with $2,500 continuing awards to eligible teachers, contingent upon available funding. Fifty-eight of the 127 reporting divisions offer some form of local award for National Board Certification. The majority offer a set stipend amount and a few divisions provide step increases. Conclusion NEA’s Rankings & Estimates report (April 2018) shows Virginia’s average teacher salary to be $9,218 below the national average, which ranks our state 34th nationally. This is a decline from the previous year’s rank of 32nd with an average salary that was $7,901 under the national average. Meanwhile, Virginia is among the wealthiest states in the country, ranking 9th nationally in median income, according to the U.S. Census Bureau (2013-2017 American Community Survey, 5-Year Estimates). State support for public education continues to lag behind 2009 levels, and this reduced spending translates not only to lower salaries, but to fewer teachers and support staff, larger classes, reduced course offerings, outdated materials, reduced access to technology, and delayed building improvements. These effects are most keenly felt in smaller, rural, and/or less affluent localities that are less able to make up for the loss of state support at the local level. In addition to reduced funding per pupil, many of these localities also struggle with declining student enrollment as well as a higher percentage of 6


economically disadvantaged students. These students stand to benefit the most from the services of counselors, math and reading specialists, and school nurses, the very positions that many divisions have been forced to cut. As these support staff positions are being cut, more of the associated responsibilities are being shifted to teachers. Meanwhile, the number of students with limited English proficiency and other higher-needs has also been growing statewide, as have the stresses associated with high-stakes testing. Combine these challenges with low salaries and it is easy to understand why existing teachers are leaving the profession and student enrollment in teacher preparation programs is declining. With a teacher shortage crisis looming, Virginia must endeavor to turn these trends around and make education an attractive career choice again. While there are certainly many factors outside the scope of this report that are contributing to the shortage, there is little doubt that teacher compensation is an important part of addressing it. Some important first steps have been made in recent years: 

Following the 2017 General Assembly Session, the Code of Virginia now states: It is a goal of the Commonwealth that its public school teachers be compensated at a rate that is competitive in order to attract and keep highly qualified teachers. As used in this section, “competitive” means, at a minimum, at or above the national average teacher salary.

The 2018 session, as previously stated, ended with a budget that included funding for a 3% salary increase for SOQfunded instructional and support positions effective July 1, 2019.

In December 2018, Governor Northam presented budget amendments which include $87.6 million to bump the planned salary increase from 3% to 5%.

It is now up to the General Assembly to act on the governor’s proposed amendments. Given the current teacher salary landscape and the impending teacher shortage, it is imperative that lawmakers continue the forward momentum to address these issues in meaningful ways.
