elcome to the fifth edition of Staying Connected in VET eZine, the online magazine for Australia’s VET sector. We are coming up to our major annual event of the year – next month the Velgy Bunch will bring our National VET Conference to Adelaide for the first time in its’ nine year history. We will be focusing on ‘Reconnecting VET’ and getting back in touch with the information you need to know to stay current and compliant, all hosted from the Adelaide Convention Centre from 17-18 September 2015. With Australia currently commemorating the Anzac Centenary, marking 100 years since our nation’s involvement in the First World War, we are also proud to host this year’s Motivational Speaker, Damien Thomlinson. Damien is an Australian veteran of the war in Afghanistan and former Special Forces, as well as an author and aspiring Paralympian. He will be speaking to our delegates on Day 2 of the conference and we cannot wait to share his inspiring presentation with you. The National VET Conference will feature a jam-packed Policy & Reform stream on Day 1, with representatives from the Commonwealth Government Department of Education and Training filling you in on current VET Reform developments. A brand new VET Shapers stream is being unveiled for Day 2, featuring leading inspirational VET experts that challenge thinking by providing new ways of learning in the VET sector. We are also introducing a new RTO Admin stream tailored to

Administrators, with sessions focusing on helping you understand the VET sector as a whole and the specific areas of compliance impacting your daily tasks. Supporting future growth in Australia’s International Education sector

W

hile Indian Skills Minister the Hon Shri Rajiv Pratap Rudy’s recent visit to Australia was relatively short, almost 50,000 of his compatriots are here for a longer stay as they complete tertiary education or VET courses. Minister Rudy was here to gauge what role Australia might play in helping India reach its goal of upskilling 500 million of its people by 2022. In 2013-14, education-related services with India made up $1.5 billion of our services exports and based on India’s upskilling targets, there is tremendous potential for this figure to grow significantly in the years to come. In 2014, India represented the largest share of total international student VET enrolments at 18.8 per cent, with 28,217 Indians studying VET in Australia. Across the sector, international education is already Australia’s most successful services export, worth $16.3 billion in 2013-14, and supporting around 130,000 jobs across Australia. The potential for further growth in the coming years is vast. Our strong growth confirms the quality of Australia’s tertiary education and VET sectors and shows recent policy changes by the Abbott Government are helping to make Australia an increasingly popular destination for overseas students. To help ensure we continue to capitalise on the knowledge boom and meet international demand for training and education, the Coalition Government has established the Coordinating Council for International Education to oversee the finalisation of Australia’s first-ever National Strategy for International Education. This week, the Council will convene the first of two roundtables in Canberra to consult with the international education community and bring Australia’s quarterly VET eZine

|

together the education and training sector, businesses, students, the wider community and all levels of government. The Council will also deliver an implementation plan to support the strategy and help make Australian international education the best in the world. It is the first time there has been one council of ministers and experts bringing together the main elements of Australian international education and training, comprising six Commonwealth ministers and six prominent education and industry experts. As the Federal Training Minister, I am determined to work with fellow council members to ensure the VET sectors are given every chance of maximising the benefits of surging international demand. The VET sector accounted for 22.5 per cent of all of Australia’s international student enrolments during the first three months of 2015, confirming that our international VET sector continues to deliver the highest quality education and training. The benefits of international education extend well beyond immediate economic benefits. International students contribute to a vibrant and culturally diverse Australia. Educating students from around the world fosters inter-cultural understanding in Australia and creates the people-to-people links that underpin our research, trade, investment and social engagement with the world. They also help build cultural diversity in our workplaces and communities. Businesses that are culturally diverse are more innovative, have more engaged and satisfied employees, and better understand the needs of their customers, especially in export markets.

Last year, the Coalition signed Free Trade Agreements (FTA) with our largest trading partners — China, Japan and Korea — giving unprecedented access to these markets for a range of Australian businesses, including education services. We are now working hard to finalise an FTA with India by the end of this year, again with a particular focus for service industries. But to make the most of these agreements, the education sector and government both need a laser-like focus on the needs and interests of students. Wherever they come from, students generally want the same thing — a high-quality education that will help them get a job, and to have the most rewarding career they can. The Federal Government is working hard in our region and domestically to ensure Australia is a leader and innovator in international skills policy and I am particularly determined to ensure that our VET sector has its voice heard through the national strategy consultations. The VET sector has a very strong platform to build on, but requires ambitious, innovative approaches to create work opportunities so that our world-class international education sector continues to produce quality, employable graduates. Tips for streamlining the

AVETMISS reporting process

F

or the first time, all RTOs reported AVETMISS data this year either to their STA or to the NCVER. Previously, only RTOs in receipt of public funding reported this information. For some RTOs with experienced compliance officers it was a relatively straightforward process, but for others, especially those new to reporting data, learning new processes was at times, challenging. In simple terms, data from student enrolments needs to be extracted from a student management system, validated against the VET data standard (AVETMISS), and be submitted to the national VET collection, either via an STA or directly to NCVER. So how can you streamline the process of reporting AVETMISS data, also known as total VET activity data? Input information regularly capture all the information needed for reporting from enrolment forms and enter into the student management system at enrolment. An example enrolment form is available from NCVER’s Portal. Start early NCVER’s AVETMISS validation software can be used to validate your data at any time throughout the year. This means that you can ensure your data files are error free and ready for submission well before the collection window opens.

Ask for help early NCVER has a small, professional team dedicated to helping RTOs with data reporting, but as the final date for submission looms, the volume of calls increase and the time they can spend helping you decreases. By starting early, you’ll have time to fix errors if they occur, some of which may involve going back to students or checking outcomes or funding sources.

Australia’s largest Mentoring Program for the VET sector

V

elg Training has been hosting the country’s largest Mentoring Program for the VET sector since early 2015, using a new formula to deliver flexible online PD to over 360 VET professionals across Australia. The successful Mentoring Mondays Program features customised pre-recorded webinar content followed by live Q&A sessions for RTO Managers, RTO Administrators, Trainers and Assessors, QLD Schools VET Coordinators and QLD Schools VET Teachers. Attendance for the new PD model has been growing each quarter, with ‘Beginner’ and ‘Intermediate’ sessions delivered over four to six different dates, depending on the stream. The pre-recorded content enables new and existing VET practitioners to register and get up to speed in advance of the latest Q&A session, with transcripts and post-event resources

provided at each stage. The live Q&A sessions are broken down by the key points covered in each pre-recorded session, enabling attendees to follow along easily, keep their questions grouped together and content structured. Most organisations will register one or two staff members for the Mentoring Program, using it as an opportunity to cross-train others within their company after each session. Inspiring excellence in VET Tips for effective mentoring Although mentoring is considered an effective way of building personal skills and experience, it also delivers benefits beyond the individual. Mentoring plays a huge role in organisational improvement including workforce capability and the quality of teaching and learning. Recently people have been challenging ‘traditional’ one-to-one mentoring in favour of collaborative approaches. No matter how you describe or apply mentoring, there are three critical success factors. Glenn Searle has been in the education and training industry for over 25 years in teaching and educational leadership roles. Success Factor 1: Agreement An agreement between mentor(s) and mentee(s) is vital. Why so important? A mentoring agreement clarifies roles and responsibilities and engenders personal commitment to the process. Mentoring is a two-way street and the willingness and desire of people to be involved must be articulated and recorded. Success Factor 2: Diagnosis Diagnosis is the foundation on which successful mentoring is built. Diagnosing learning and experiential opportunities that support growth and development during the mentoring process is essential. Tapping into people’s strengths is a vital aspect of diagnosis. Initially, providing challenging opportunities based on strengths will be far more successful than focussing on weaknesses.

Between PD and work responsibilities, news and networking are items that often get pushed to the bottom of your to-do list. Tips for reviewing your training products Training products are materials associated with any “AQF qualification, skill set, unit of competency, accredited short course, and module”. - Users’ Guide to the Standards for RTOs 2015, Appendix 1 Glossary As an RTO you have a responsibility to implement “a plan for ongoing, systematic validation of assessment practices and judgements” (Clause 1.9) for each training product on your scope of registration. What does this plan (review schedule) involve? This schedule needs to define when assessment reviews will occur; which training products will be focused on; who will lead and participate in the review; and how the outcomes of these activities will be documented and acted upon. Each training product must be reviewed at least once every five years, with at least 50 per cent of products being reviewed within the first three years of each five-year cycle. [These requirements might change in the light of the new seven-year registration period.] Prioritising reviews should be risk-driven in terms of e.g. the numbers of learners involved; or the need for specialised trainers and assessors; or the need for access to highly specialised equipment; or risks identified by the regulator such as marketing. Sampling must be systematic and defensible.

Who can be involved in these reviews? Ideally, to avoid potential conflicts of interest, reviews of assessment practices and judgements should be undertaken by people not directly involved in the particular instance of the delivery and assessment of the training product. Reviewers need appropriate training and assessment qualifications; relevant vocational competencies; current industry skills; and current VET knowledge and skills. Industry experts may also be involved to ensure that materials are addressing current industry needs. An important adjunct to systematic review processes is the maintenance of current RTO staff profiles to be used in selecting review panel members and also as a focus of the review process itself; e.g. does the RTO have access to adequate personnel to deliver and assess the training product involved? What frameworks are training products reviewed against? Training products are reviewed against the principles of assessment. To what extent are materials (a) valid (“mapped” against unit requirements; satisfy industry requirements; pitched at the correct AQF level); (b) reliable (contain clear instructions for learners and assessors; include marking guides that define “satisfactory” responses; and are version controlled); (c) flexible (allow for reasonable adjustment);

and (d) are fair (not biased against or disadvantageous to the learner.) Judgements made must satisfy the rules of evidence. Did the assessment process provide evidence which is (a) valid (evidence of what it actually claims to be evidence of); (b) authentic; and (c) current (reflective of current industry experience); and (d) was there sufficient evidence to address all unit requirements? What follow up is needed? The RTO needs to demonstrate that it has addressed identified weaknesses or non-compliance. Details of changes need to be documented (e.g. recorded in some form of continuous improvement register).

n the past few decades, technology has transformed our work, our play, and even our relationships, but it has also had a tremendous effect on the way we learn. The incredible possibilities offered by the Internet mean that it is now possible for us to

However, what we get from our networks depends largely upon what we contribute to them, and it’s difficult to contribute without a digital presence. So an important piece of taking up the new opportunities of our digital world involves building our own digital identities and helping our students to do the same. This might mean creating a blog or developing an eportfolio to showcase skills, building a Twitter presence, or engaging on other social networking sites. Supporting the development of students’ digital identities through relevant course assignments and through the modeling of a professional digital presence will serve students well as they enter into their future careers. Once students have developed a digital presence, they can now tap into the many benefits of having a Personal Learning Network (PLN).

It’s important for workers

to be self-directed learners learn anytime, anywhere, and from anyone. For the VET community, this huge shift in culture can be transformative to our work, if we know how to take advantage of these new opportunities. Perhaps one of the most important affordances of the Internet is that it allows us to connect with networks of people from around the globe. 16

A PLN is a large network of professionals in a particular field; however, thanks to the Internet, this network is not limited to a particular geographical location but can instead be made up of people around the globe. Students can tap into a PLN in order to connect with others to solve problems or to collaborate on projects, or simply to share and access resources related to their field. This might mean creating or joining a Facebook group based in a particular vocation, following YouTube channels with relevant trade-related videos, or connecting to others in the field using a particular hashtag on Twitter in order to share resources or seek others’ expertise. As VET educators, we can help students to build their PLNs by ensuring that they have the requisite digital literacies necessary to participate effectively and by leveraging our own velgtraining.com

While we were once restricted to those people in close geographical proximity and to available textbooks, we can now draw on a much great variety of sources for learning. As well, in a world that is changing rapidly, workplaces are often unable to provide the constant training and professional development necessary to ensure that employees are aware of the most current practices in their trade or vocation. This means that it’s important for workers to be self-directed learners who can keep themselves up to date on changes in their field, and online networks are a great place to learn about recent developments. networks can also be useful in seeking out free or inexpensive online training programs to stay ahead of the curve. Generally, tapping into social sharing and online networks means thinning the walls of the traditional classroom in order to take advantage of the people and resources outside. The above diagram illustrates what it might look like to move to a more open model of education. By allowing (and helping) students to collaborate with those outside of the traditional educational environment, we can facilitate increased learning and sharing for both the students and those with whom they connect. The incredible wealth of knowledge available online, as well as the opportunities for connection made possible by the Internet, can be a tremendous asset to those in the VET community if leveraged appropriately.

he annual MoodleMoot Australia conference took place at Monash University in Melbourne from 6-8 July 2015, with over 500 delegates from a range of roles across the education sectors in attendance. This year’s conference was managed by Moodle HQ and saw a renewed focus on the broader sector use of Moodle and the user community’s input into the direction of the world’s most popular LMS. 1+1=3 There was input from many Moodle users, including inspiration from RTOs using the LMS to transform the quality and delivery of training. Speakers included Professor at Sapporo Gakuin University, Don Hinkleman; author and comedian, Adam Spencer; and Manager, Content Services at eWorks, Joanne Norbury. Don Hinkleman had a great take on blended learning. He stated that the combined power of face-to-face and online instruction is more than the individual parts, using the example of 1+1=3. Adam Spencer delivered a very entertaining presentation that brought home the importance of integrating the STEM movement in schools. Meanwhile, Joanne Norbury covered gathering proof of engagement for audit with Moodle, including engagement metrics and tracking techniques. There is discussion in educational technology circles about

the power of big data analytics, which is currently transforming finance and marketing activities. Gathering this data helps with both compliance and growth strategies. VET sector representation RTOs had a strong representation at this year’s MoodleMoot event, with 21 per cent of those in attendance working directly with an RTO. However, many university and school sectors are also currently using Moodle to deliver VET courses. Moodle are in the final stages of designing a new “Framework for Competency Based Education in Moodle”, which may be seen in new RTO friendly features in Moodle 3.0,

The Moodle Cloud includes free hosting up to 50 users, the latest release versions of Moodle LMS, an unlimited database size and free use of webinar tool BigBlueButton. ignificant changes have occurred in the labour market during the last two decades, which have challenged conventional models of life, learning and work. Young people entering the labour market today expect to work in multiple occupations over their lifetime, as their occupational preferences evolve and workplace changes bring new opportunities. T

his years theme, ‘DISCOVER your incredible journey to a career’, will embrace and bring into focus the skills that link to the job requirements of industry, highlighting future industry trends. The theming will mirror the Industry Innovation and Competitiveness Agenda: An action plan for a stronger Australia, which has been set out by the Australian Government. The focus will be to foster innovation and student engagement, along with creating a strong focus on skills needs associated with Australia’s emerging areas of opportunity. Industries of focus will cover a broad cross-section of VET career opportunities and include Tourism and Hospitality; Digital/IT/ STEM; Agribusiness; Construction and Building Services; and Healthcare.

The national launch for stakeholders and industry will be held on the evening of Monday 24 August at Parliament House in Sydney. Additionally, SkillsOne will be hosting a daytime Theatre Showcase for student representatives from Years 9, 10 and 11 from government, Catholic, and Independent schools. The showcase will highlight VET career pathways and opportunities featuring guest ambassadors, film and music. VET has a key role to play and through extensive engagement with stakeholders, National Skills Week seeks to mobilise, inform and inspire
