Editorial Fortunately the world today is very different from that of 2003, Washington's decrees are less effective in determining the world order. But in spite of this new, more balanced division of power amongst several powers, Washington appears ever more aggressive towards allies and enemies alike, regardless of which US president is in office. China and Russia are leading this historic transition while being careful to avoid direct war with the United States. To succeed in this endeavor, they use a hybrid strategy involving diplomacy, military support to allies, and economic guarantees to countries under Washington’s attack. The United States considers the whole planet its playground. Its military and political doctrine is based on the concept of liberal hegemony, as explained by political scientist John Mearsheimer. This imperialistic attitude has, over time, created a coordinated and semi-official front of countries resisting this liberal hegemony. The recent events in Venezuela indicate why cooperation between these counter-hegemonic countries is essential to accelerating the transition from a unipolar to a multipolar reality, where the damage US imperialism is able to bring about is diminished.


CHINA IN LATIN AMERICA: US LOSES ITS "BACKYARD" China formally invited Latin America to participate in the Strip and Route Initiative (IFR) in January 2018, during its meeting with the Community of Latin American and Caribbean States (CELAC) in Santiago de Chile, where the Chinese and Venezuelan Foreign Minister shook hands as a main photograph of the event. Moscow and Beijing lead the world by hindering Washington

Moscow and Beijing, following a complex relationship from the period of the Cold War, have managed to achieve a confluence of interests in their grand objectives over the coming years. The understanding they have come to mainly revolves around stemming the chaos Washington has unleashed on the world.

China’s economic contribution provides for such urgent needs as the supply of food, government loans, and medicines to countries under Washington’s economic siege. So long as the global financial system remains anchored to the US dollar, Washington remains able to cause a lot of pain to countries refusing to obey her diktats.

The Middle East is an area that has drawn global attention for some time, with Washington clearly interested in supporting its Israeli and Saudi allies in the region. Israel pursues a foreign policy aimed at dismantling the Iranian and Syrian states. Saudi Arabia also pursues a similar strategy against Iran and Syria, in addition to fueling a rift within the Arab world stemming from its differences with Qatar. The foreign-policy decisions of Israel and Saudi Arabia have been supported by Washington for decades, for two very specific reasons: the influence of the Israel lobby in the US, and the need to ensure that Saudi Arabia and the OPEC countries sell oil in US dollars, thereby preserving the role of the US dollar as the global reserve currency.

The effectiveness of economic sanctions varies from country to country. The Russian Federation used sanctions imposed by the West as an impetus to obtain a complete, or almost autonomous, refinancing of its main foreign debt, as well as to producing at home what had previously been imported from abroad. Russia’s long-term strategy is to open up to China and other Asian countries as the main market for imports and exports, reducing contacts with the Europeans if countries like France and Germany continue in their hostility towards the Russian Federation.

The Chinese initiatives in the fields of infrastructure, energy, rail, road and technology connections among dozens of countries, added to the continuing need for oil, will drive ever-increasing consumption of oil in Asia that is currently paid for in US dollars.

Beijing and Moscow have a clear diplomatic strategy, jointly rejecting countless motions advanced by the US, the UK and France at the United Nations Security Council condemning Iran and Syria. On the military front, Russia continues her presence in Syria. China's economic efforts, although not yet fully visible in Syria and Iran, will be the essential part of reviving these countries destroyed by years of war inflicted by Washington and her allies.

Moscow is in a privileged position, enjoying good relations with all the major producers of oil and LNG, from Qatar to Saudi Arabia, and including Iran, Venezuela and Nigeria. Moscow’s good relations with Riyadh are ultimately aimed at the creation of an OPEC+ arrangement that includes Russia. Particular attention should be given to the situation in Venezuela, one of the most important countries in OPEC. Riyadh sent to Caracas in recent weeks a tanker carrying two million barrels of oil, and Mohammed bin Salman (MBS) has taken a neutral stance regarding Venezuela, maintaining a predictable balance between Washington and Caracas.

China and Russia’s containment strategy in the Middle East aims to defend Syria and Iran diplomatically using international law, something that is continuously ridden roughshod over by the US and her regional allies. Washington loses military influence in the region thanks to the presence of Moscow, and this leads traditional US allies like Turkey and Qatar to gravitate towards a field composed essentially of the countries opposed to Washington.

These joint initiatives, led by Moscow and Beijing, are aimed at reducing the use of the US dollar by countries that are involved in the BRI and adhere to the OPEC+ format. Washington's military and diplomatic defeat in the region will in the long run make it possible to change the economic structure of the Middle East. A multipolar reality will prevail, where regional powers like Egypt, Turkey, Saudi Arabia and Iran will feel compelled to interact economically with the whole Eurasian continent as part of the Belt and Road Initiative.

Beijing's military component has also played an important role, although never used directly as the Russian Federation did in Syria. Washington’s options vis-a-vis the Korean peninsular were strongly limited by the fact that bordering the DPRK were huge nuclear and conventional forces, that is to say, the deterrence offered by Russia and China. As in the past, the economic lifeline extended to Pyongyang by Moscow and Beijing proved to be decisive in limiting the effects of the embargo and the complete financial war that Washington had declared on North Korea. Beijing and Moscow’s skilled diplomatic work with Seoul produced an effect similar to that of Turkey in the Middle East, with South Korea slowly seeming to drift towards the multipolar world offered by Russia and China, with important economic implications and prospects for unification of the peninsula.

The United States seems to be losing its imperialistic mojo most significantly in Asia and the Middle East, not only militarily but also diplomatically and economically. The situation is different in Europe and Venezuela, two geographical areas where Washington still enjoys greater geopolitical weight than in Asia and the Middle East. In both cases, the effectiveness of the two Sino-Russian resistance – in military, economic and diplomatic terms – is more limited, for different reasons. This situation, in line with the principle of America First and the return to the Monroe doctrine, will be the subject of the next article.

Russia and China – through a combination of playing a clever game of diplomacy, military deterrence, and offering to the Korean peninsula the prospect of economic investment through the BRI – have managed to frustrate Washington’s efforts to unleash chaos on their borders via the Korean peninsula.

RUSSIA-VENEZUELA MILITARY COOPERATION: A HEADACHE FOR THE USA The military operations orchestrated by the United States in Afghanistan, Iraq or Syria at the dawn of the current century have left not only high economic and logistical costs, but also political, in terms of the sense of defeat shown by the world power before the rest of the world and the progressive look of the Arab countries to the Eurasian powers.

The disorientation of modern global society, at unequal levels of breakdown and weakening according to the privileges or punishments that the world-system distributes, is expressed in Venezuela more than in the atrophy of its economic model, in the problematic of reinterpreting its present knowing its own past. 26


An erroneous version of the functioning of society falls with all its weight and shows the disastrous and cruel socio-economic engineering of the market, which is manifested in Venezuela with high prices adrift, rampant dollarization, crisis of public services and all the rest of vulnerabilities grounded in our chaotic history within late capitalism, agitated by a high voltage intervention agenda.

The keys that emanate there have all the possible readings, being the general features, as well as the lines of recomposition and fracture along 200 years, which indicate that the Venezuelan society is still in formation, dragging all its pending matters without resolve in the economic, technological, intellectual and cultural fields. The collapse of neoliberal globalization, which moves at the pace set by a new expedition of the US Empire, complicates the scenario further. It causes the decomposition of the liberal international order, based on the relationship between national states that domesticate market forces, to be translated in Venezuela in the form of electric sabotages, punitive sanctions against the Venezuelan economy and an induced collapse of social and economic life as a tool of geopolitical power. Without rules that operate in politics, society becomes a gigantic concentration camp.

Perhaps the least distressing fact is the opportunity of reinvention in the application of a flexible thought that feeds on the built cultural substrate, reinvented or deformed by past generations, with all the problems that we can detail. And that, renouncing the permanent forecast of an uncertain future, organize the variables of war in favor of the country. The challenge is to build a discourse that, speaking from there, brings us together in another new cycle of disintegration. Because if we are still alive it is because the trace of the past continues to remind us of our pending matters in all fields. The urgent need to rebuild ourselves.

Not being history a linear fact, the only way to reinvent ourselves in the midst of the strong waves of the capitalist crisis, is to explore the keys of our present to have a reliable reinterpretation of our past. Reducing the importance of history, ultimately what gives our actions and common experience with others meaning, brought us here.

The debacle of everything and everyone at this time, also part of that we have nowhere to return for a reinvention. Without hierarchies or social institutions stripped of income, in the midst of the great tearing of neoliberalism, has resulted in everything to derive in a great odious and bellicose consensus for individual salvation. There, the current of social fascitization prevails in the face of the breakdown of our main common story: a truncated independence, a "failed" oil country; our deformed and chaotic demography, economic geography and bases of support as a nation. To rethink this happens to stop seeing us as guilty, and consequently, to act as responsible for our becoming as a society.

OBJECTIVE OF SANCTIONS TO IRAN: TAKE OIL EXPORTS TO ZERO

Taking into account its new geopolitical strategy in relation to oil, the United States decided to announce that there will be no more sanctions exceptions for any country that imports Iranian oil. The objective is to coordinate an extensive network of embargo on oil made in Iran, the largest source of income for the Islamic Republic. "This decision is aimed at zeroing Iran's oil exports," the Washington statement said. The government of the United States has been applying a strategy that allows it to decide where oil markets are inserted based on sanctions. The journalist Thierry Meyssan wrote about it: "According to the Pompeo doctrine, it is not convenient to reduce world production to the level of demand by establishing production quotas, as OPEC + did two years ago, but by closing the doors of the market to several large exporters - Iran, Venezuela and Syria - whose gigantic reserves have recently been discovered and have not yet entered the exploitation phase ". In this way, the United States directs its forces at the international level to prevent major OPEC producers and affiliates from limiting their commercial circulation of oil, becoming the main producer and decision-maker of export flows in the world.
