The Bolivarian Republic of Venezuela rejects the unilateral, illegitimate and extraterritorial exercise of the Foreign Relations Committee of the US Senate that decided to extend until 2019 the legislation imposing sanctions on Venezuela. The adoption of legislation in the US Senate that projects its area of jurisdiction beyond the territorial borders of the United States represents a flagrant violation of international law and the principles and purposes of the United Nations Organization. The Executive Order of President Barack Hussein Obama that deems Venezuela an unusual and extraordinary threat to the national security and the foreign policy of the United States rests on this illegal and illegitimate legislation. The Bolivarian Republic of Venezuela condemns the arrogant exercise of the American Public Power that violates the entire international Legal System and undermines the multilateral and bilateral institutions that guide the relations between independent and sovereign states. The homeland of Simón Bolívar shall never kneel before any imperial attempt.

VENEZUELA CONGRATULATES THE SOUTH AFRICAN PEOPLE FOR THEIR 22ND ANNIVERSARY OF THE FREEDOM DAY The President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, on behalf of the Government and people of Venezuela, congratulates the Government and people of the Republic of South Africa on the occasion of the celebration of the 22nd Anniversary of Freedom Day, a historic day which marked the end of the system of apartheid and ushered in an era led by the valiant Nelson Mandela and the African National Congress. South Africa has been working tirelessly in building a more just and egalitarian society, establishing itself as a power internationally. We are confident that South Africans will know how to preserve their independence and integrity as a free and sovereign nation against imperial pretensions to undermine the legitimacy of its institutions. Today, the homeland of Madiba, as a country member of BRICS, is an example and focal point on the path to balance and development against hegemonic centers that seek to impose on humanity a single worldview. RUBÉN LIMARDO (VENEZUELA) UP TO SEVENTH PLACE IN THE WORLD FENCING RANKINGS
Olympic fencing champion in London 2012, Rubén Limardo, ranks among the top 10 best fencers in the world as he stands in the seventh place in the world ranking of the International Fencing Federation (FIE). Limardo second Olympic gold medallist in the history of Venezuela improved 13 places to be placed seventh as he was already ranked at position 20 in the World Cup of Rio de Janeiro. "During the competition in Rio I felt really good, physically I responded as I wanted and that gives me good news for the work we are doing on our way to the Olympics," said the Pan-American champion, quoted in the in Press release of Ministry of Youth and Sport. Limardo is back in Poland where he continues to practice in preparations for Monal Paris, a world class event to be held between the 20th and 22nd May 2016 in France. "Before Paris we are thinking of
doing trainings in our country’s clubs so that we can gauge ourselves in the Monal event which is very important for us," he said. 100 days to the start of the Olympics the entire team also comprised of Kelvin Reed, Francisco Limardo and Silvio Fernandez will compete in the Arena Carioca 3 track, where the sword events for Rio 2016 will be staged. "The days are counting down to Rio and we are working even harder, correcting errors that we do not want to be repeated in the games, we want Venezuela to have the best possible performance in Rio 2016 an event where everyone wants to go and fulfil their dreams," he added. www.avn.info.ve Caracas, 28th April, 2016

VENEZUELA WINS LATIN AWARD IN 2016 FOR THE SHORT FILM "LOS LOCOS DE LA VELA"
Venezuela won an award in the Latin Award for best short film documentary, in Film and Music Festival of 2016, which will be delivered next May 14 in Marbella, Spain for the documentary "Los Locos de la Vela" which narrates from various forms of artistic expression, the celebration of the traditional festival of the day of the Holy Innocents,. The general producer of the "Los Locos de la Vela" documentary and National spokesperson for the People's Network of the Falcon Film and collectively responsible for the production, Cynthia Urbina, said that this film was made on 28 December 2014 at Vela de Coro, Falcon State and since 2015 till now, it has been selected officially in various national and international festivals.
At present, they are in a kind of media tour with the motive of promoting the award won for the documentary in Marbella, "It is Venezuela which won the Latin Award, and it's not just us or the traditional "Los Locos de la Vela", it is our country, our flag that is truly triumphing outside our borders.” NATIONAL AND INTERNATIONAL FESTIVALS
‘‘It is a fact that this award has been won by Venezuela, we feel very proud. "Los Locos de la Vela" has boosted the projection of the Venezuelan documentary film in international nominations and festivals in which it has participated”, he said.
The documentary, "Los Locos de la Vela" has been officially selected in the international arena in festivals such as, the International Film Festival of Gualeguaychú, Argentina in 2015, The Phoenix Film Festival in Melbourne Australia in 2015; The Monthly Film Festival 2015 in Scotland, The Latin American Festival ABC, in Spain in 2016 and The Shorts Festival Ozark United States in 2016.
He said Alberto Jimenez Encinoza who was in charge of the direction of the film, tried to handle the issue which has been addressed by different directors from another angle. “It is a story with several characters as told from the observational point of view, with different perspectives and simultaneous shots.”
In Venezuela, it has participated in the National Video Festival of Yaracuy 2015, where it won the award for best photography and in the Short Film Festival Manuel Trujillo Durán, of 2016 in Zulia state.
Around the content, he said that the festival dated back from the 40s where it consisted of a costume contest, "where there were different categories, from the most popular costume which is simpler to manufacture, with less craftsmanship to the most colourful costumes, with some having iron frames and which measured more than two meters.”
The premiere took place nationally in the National Video Festival, held in Yaracuy in November 2015. At the regional level, it was projected in the Vela de Coro, Falcon state on 28 December 2015. It is planned to be project the documentary at the Festival Venezuelan Film of next June in Mérida.
Urbina said that the event demonstrated the real culture of the Vela community which is a fact that transcends our borders through its originality and colour.

Promoting the Unknown about Africa Accelerating demand driven, sustainable irrigation development to achieve 100,000ha by 2020
Irrigation development in Rwanda is critical in ensuring that the nation attains the set Economic Development and Poverty Reduction Strategy II (EDPRS II) target of 8.5% growth in Agriculture that will in turn boost the overall national GDP. In the preceding year (2014-15), the growth of agriculture has been depressed at 4.5% thus threatening the achievement of the twin goals of poverty reduction and economic growth. Rwanda inaugurated the Irrigation Master Plan (IMP, 2010) which clearly identified and mapped 589,000ha of potential irrigation areas in Rwanda. In 2014 Rwanda endorsed an irrigation policy whose main vision is to achieve by 2018, a developed irrigation sector that is sustainable, dynamic, efficient, demand driven which will act as the transforming force in the modernization and diversification of agriculture, thus creating national wealth and food security. The irrigation policy highlighted the major challenges restricting growth of the irrigation sector recapped as; (i) High cost of irrigation development, (ii) Poor organization in schemes, (iii) Small and fragmented private lands not attractive to big investors, (iv) Inadequate capacity (skills and equipment) within public and private sector, (v) Lack of irrigation culture within communities, (vi) Undeveloped and inefficient marketing chain, Poor water use efficiency, Lack of an irrigation policy and strategic plan for irrigation development, and Lack of clear www.newtimes.co.rw 6
