China invites Venezuela to a 128 billion dollar investment plan The People's Republic of China invited Venezuela to participate in the mega project called “The Strip and the Silk”, an initiative that seeks to establish strategic alliances in the commercial area. The Chinese project presented by President Xi Jinping, before several world heads of states, indicated that Venezuela is a strategic partner for China, being its seventh supplier of oil. The mega project will be a scheme of international cooperations, from China to Europe, through Central Asia and Russia. The scheme will also extend across the Strait of Malacca to India, the Middle East and East Africa. According to information provided by the Chinese Foreign Ministry, 28 Heads of State and Government from Asia, Europe, Africa and Latin America have shown interest in participating in the ambitious plan.

1. China invites Venezuela to a 128 billion dollar investment plan

Chinese President Xi Jinping has promised to invest and provide up to $ 124 billion for the development plan. A Venezuelan high-level delegation participated in the presentation of the Chinese megaproject, called La Franja y la Seda. Venezuela, the seventh supplier of crude oil for China, has expressed interest in joining this initiative. Latin America is not a party of the fundamental axis of the Chinese project, but it is a region that would complete the geostrategic belt of the plan. Source:Chavez vive

China’s ‘One Belt, One Road’ initiative The ‘One Belt, One Road’ (OBOR) initiative is a foreign policy and economic strategy of the People’s Republic of China. The term derives from the overland ‘Silk Road Economic Belt’ and the ‘21st-Century Maritime Silk Road’, concepts introduced by PRC President Xi Jinping in 2013. These are the two major axes along which China proposes to economically link Europe to China through countries across Eurasia and the Indian Ocean. The OBOR initiative also links to Africa and Oceania.

International Community calls for Dialogue: France calls for credible mediation in Venezuela Secretary of the UN expressed willingness to contribute to dialogue in Venezuela

Recently elected French President, Emmanuel Macron, believes that credible mediation would help to restore peace to Venezuela. Macron, through a statement issued by his Foreign Ministry, said "the immediate priority is to stop the level of violence in Venezuela." President Mavron explained that this goal could be achieved through a credible regional or international mediation that gives confidence to the government and the opposition. At the end of April, Paris requested the elaboration of an electoral timetable, a petition that Caracas branded as meddling. Representatives of Saint Vincent and the Grenadines, Spain, Panama, Dominican Republic, Uruguay, Nicaragua, El Salvador and the Vatican are accompanying the dialogue process in Venezuela. The communiqué issued by Paris did not mention the countries that, since last year, have been accompanying the dialogue process. Nor did it mention that it was the opposition that cut off the talks.

Moscow says it would help Venezuela if Caracas requests Russia will help to normalize the situation in Venezuela, if requested by Caracas, said the spokeswoman of the Russian Foreign Ministry, Maria Zajárova. "If Russia is asked to participate in the normalization of Venezuela's internal processes, we will offer this Cooperation at the level we are asked to ", Said Zajárova, according to SputnikNews . Zajárova expressed the hope that the same position will be taken by Russian partners and regional international actors, who want to mediate to help Venezuela solve its internal problems.

The Secretary General of the United Nations (UN) António Guterres, , encouraged political actors of the Venezuelan government and opposition to resrart the processes of dialogue in order to resolve the crisis Policy that crosses the country. President Hassan Rouhani is re-elected

The Islamic Republic of Iran has given a clear demonstration of sovereignty and self-determination after the impressive re-election of President Hasán Rohaní, ratifying to the world their will as a great nation and to continue building a prosperous homeland of solidarity, peace, justice and equity. The elections demonstrate a high level of political awareness of the people of Iran and failure of extraterritorial unilateral aggressions and sanctions illegally imposed by US imperialism. It is a victorious recognition of the work carried out at the international level by the Iranian government for the development of its people, in defense of peace and stability, also expressed in the historic nuclear agreement. Relations between Venezuela and Iran demonstrate the strategic dimension Commander Hugo Chávez gave to this important country. Venezuela’s President Nicolás Maduro has consolidated strategic relations by expanding bilateral cooperation in areas essential for the mutual benefit of its people, and has ratified the coordination of our countries in the multilateral sphere, with the Organization of Petroleum Exporting Countries (OPEC) Relevant space in our relations of geopolitical cooperation. www.mre.gob.ve 3

President Trump’s interferences with Venezuela On the 18th of May 2017, the President of the United States of America, Donald Trump, made a statement against Venezuela, in the framework of his bilateral meeting with the President of the Republic of Colombia, Juan Manuel Santos, in the city of Washington, DC.

It is also regrettable that President Trump in his statement confessed that his opinions are based upon the contents against Venezuela that the same media corporations that carryout the fake news campaigns that he himself has personally been a victim of.

President Trump's aggressions against the people of Venezuela, its government and its institutions have overstepped the limits. In just four months in office he has metwith three Presidents of the region, and has called at least four others, to encourage an objectionable interference of these governments through the OAS, and its abject SecretaryGeneral, in order to destabilize the country, alter the peace, intervene and exercise tutelage over Venezuela, says the Venezuelan Government.

The Bolivarian Government demands that the US government immediately cease the illegal financing through its agencies of extremist factors of the Venezuelan opposition, which have abandoned the path of politics to adopt violence, including forms of terrorism by mechanisms other than those provided for in the Constitution of the Bolivarian Republic of Venezuela, as a means of pressure to overthrow a legitimately elected Government. None of the illegal acts caused by these pro-U.S. factors in Venezuela would have been tolerated within the U.S. territory, where they would have certainly been judged severely according to its counterterrorism legislation.

“The expressions uttered by the President of the United States of America are an absurd anthology, being that in his country, human rights are being violated horrendously, systematically and in large scale; its model of speculative financial expansion has created the greatest inequality in the world; its military and media industrial complex has been the cause of lethal violence against humanity; the enactment of unilateral coercive measures with extraterritorial implications has hampered the full social and economic development of peoples; indeed it holds the record for having launched the only nuclear attack in the history of the world; and has carried out more than a hundred invasions to sovereign nations, in brazen disregard for International Law and the sacred principle of equality between nations�.

The Bolivarian Republic of Venezuela, in defense of its sovereignty, obeying the mandates of its people and the tradition of its Liberators, rejects the statements by President Trump, and regrets that the President has taken the already unsuccessful path of the Bush and Obama era, the latter who signed and ratified the unusual Executive Order that qualifies Venezuela as a threat, paving the way for U.S. extremism to attack our homeland. www.mre.gob.ve

China and Uganda seek cooperation in nuclear energy The delegation - led by Prisca Boonabantu, undersecretary in the Ministry of Energy and Mineral Development - comprised representatives from the ministry, the Uganda Atomic Energy Council and from Uganda's embassy in Beijing. The visit took place on 2-5 May and was organised by China Zhonguan Engineering Corporation (CZEC), a subsidiary of China National Nuclear Corporation (CNNC). It followed a visit of Chinese officials to Kampala in March last year. During the visit, the Ugandan delegation engaged with key Chinese nuclear energy agencies, including the national Nuclear Safety Administration and the China Institute of Atomic Energy (CIAE). As well as visiting the China Experimental Fast Reactor, the group also visited the construction site of the demonstration Hualong One reactors at Fuqing in Fujian province. Boonabantu noted that Uganda's Vision 2040 roadmap incorporates the development of nuclear energy as part of the country's future energy mix. "Plans have been made in Uganda to have clean and safe energy generation sources with nuclear being one of them," she said. The country, she added, welcomes partners to help construct, train and develop nuclear energy in line with International Atomic Energy Agency (IAEA) standards. CZEC president Yang Chaodong told the delegation China is ready to foster closer cooperate with Uganda in the area of nuclear development through partnerships and dialogue. CNNC announced on 10 May that a memorandum of understanding on nuclear energy cooperation had been signed during the visit between China Central Plains Foreign Engineering Company, China Nuclear Manufacturing Group and Uganda's Ministry of Energy and Mineral Development. The text of a draft MOU between the Ugandan ministry and CNNC was also agreed upon during the visit. Last October, a framework MOU was signed between the Ugandan ministry and Russian state nuclear corporation Rosatom for cooperation in the peaceful uses of nuclear energy. Uganda's Atomic Energy Bill came into effect in 2008, to regulate the use of ionising radiation and provide a framework to develop nuclear power generation. In October of that year, Uganda signed up to the IAEA's Country Program Framework, which provides a frame of reference for planning medium-term technical cooperation between an IAEA member state and the Agency, and identifies priority areas where the transfer of nuclear technology and technical cooperation resources will be directed to support national development goals. www.world-nuclear-news.org

ENERGY IN AFRICA: Uganda, Tanzania sign oil Pipeline Agreement On 21st May 2017, President Yoweri Museveni and his Tanzanian counterpart, President John Pombe Magufuli have today signed an East African Crude Oil Pipe Line Agreement (EACOP) as an expression of intent to go ahead with the construction of the 1,400kms oil pipe line from Hoima district in Western Uganda to the Tanzanian Port of Tanga. The initialing of the agreement followed bilateral talks between the two leaders held at State House, Dar-esSalaam today where they also discussed modalities for the implementation of the pipeline and the agreed terms of the construction. "I am very happy to be in this State House where we have signed and concluded all the outstanding issues concerning the oil pipe line agreement. We have agreed that the value added tax to this project is deemed to have been paid.," Mr. Museveni said. The President said that the project itself is a culmination of a lot of work and that it showed that East Africa can do things if they want to. www.mediacentre.go.ug
