25 years after 4th of February 1992 now is the time that Revolution is coming Patriot military force During the event, the head of state paid tribute to the fall of the historical feat that accompanied the socialist leader in his struggle for the sovereignty of the country. "Today, I thank all those soldiers who 25 years ago had the courage to rise up for the country. I thank Chávez because the new history of Venezuela began 25 years ago, during the dawn of a day like today "He reflected these sentiments on Venezuela Television broadcast. He indicated that after the manifestation of the Bolivarian Revolution and the refoundation of the country, Venezuela now has a united Bolivarian National Armed Forces (Fanb) that is empowered by the Constitution and the people of Venezuela.

The President of Venezuela, Nicolás Maduro, indicated that 25 years after the military revolt of February 4th 1992, led by Commander Hugo Chávez, the Bolivarian Revolution still stands firm in its commitment to defend the sovereignty of the homeland and the rights of the people of Venezuela.

He explained that all this changed with the entry of Commander Chavez to the presidency, and "it is no longer a handful of officers and a group of soldiers as it was back then on February 4th, now there are thousands and thousands of officers and soldiers with the best weapons that Venezuela never had in order to defend the sovereignty, the constitution and the people.”

"To continue to follow the path of Chávez, to continue to walk through his footprint, 25 years later now is the time that the Revolution has come. Here we go with the sun facing us now and forever in a civic military union," Said the head of state during the celebration of the 25th anniversary of the military civic rebellion that took place at the Páez barracks facility in Maracay in Aragua state.

During the event, the President announced that 310 personnel who participated in the historic event of February 4th and November 27th 1992 will be able join Social Security services, and will be incorporated into the active reserve. He also authorized the postmortem of fallen officers during both of the historical events, as well as pension to go directly to the relatives of the nine military men who participated and died during the event.

The head of state said that with this rebellion, patriotism and the independence ideal of the Liberator Simón Bolívar was reborn. "With the arrival of Hugo Chávez and the Bolivarian Revolutionary Movement 200 on February 4th , Bolivar was resurrected because he revived and awakened the people," he said.

2017: year of growth This Saturday, the head of state reaffirmed that 2017 will be the year of recovery of economic and social life, welfare and peace in Venezuela. He referred to the importance of the Carnet de la Patria (freedom of the homeland) as a new instrument for deepening the reach of all social policies and missions of the Bolivarian Revolution into the people of Venezuela.

The awakening of the people He recalled that on February 4th, Commander Chavez awakened the people, who were being strongly attacked by the neoliberal measures of the 4th Republic. "The 4F of 1992 was marked because that was the day that the leader who would lead Venezuela to its new redemption and towards its new awakening was born."On 4F a leader was born. The project of returning back the flags of history was also born ", stressed the President of Venezuela.

"The Carnet de la Patria is one of the central axes of restructuring and reorganizing the Bolivarian Government to go deep in to the towns, to attend to the real needs of the people, and for the people to be protagonists of this new stage of the Revolution," he explained.

He also stressed the moral and ethical character of the socialist leader, who acknowledged before the television screens his participation and role in the military rebellion. "The 'For now' becomes the word, the phrase and the force of hope, because the 'For now' was that which continued rebellion and the struggle. That message marked the beginning of a new history .It was the beginning of a new independence, it was also the beginning of the resurrection of the people of Bolivar," he said.

He also stressed the importance of strengthening the organization of Local Committees for Supply and Production (CLAP) as part of this economic offensive. "We also have to multiply Clap in all communities, we have to improve supply, production work in the communities, and to strengthen the plan in order to reach 6 million households served by Clap nationwide," he said. In his address, the President called on organized popular power to be alert, in constant work of improving missions and great social missions, to make the Bolivarian Revolution increasingly irreversible.

In his address, he raised the need to project the true story of the commander Hugo Chavez, in television and cinemas, in order to change the misrepresentation and manipulation that has been the life of the leader of the Bolivarian Revolution through television networks of the International oligarchy.

"The oligarchy has fallen, but we can not lower our guard, we have to be alert, alert with the new ambushes that they try to coordinate." Meanwhile, 25 years after the awakening caused by the revolution of February 4th, here we are with the Bolivarian Revolution, prepared to continue advancing in to new horizons and new ways, "he said.

"We have to really bring Chavez to the national and international cinema and TV screens and to order the two ministers to show the world the real Chávez." The admirable leader of the Venezuelan revolution, Latin American and global," he said. 4

Kenya cabinet okays proposal to set up Open University Kenya is to establish its first Open University after the Cabinet recently approved a proposal that has been on the table for years.

obtain admission to any of the region’s universities, pay fees at local rates, and subsequently, be eligible for employment in any of the countries.

Education Cabinet Secretary Fred Matiang’i told a national conference on higher education in Nairobi last week that the Open University is one way of expanding access to higher education at a low cost. Currently, Kenya has 70 public and private universities, with a total enrolment of 540,000 students.

At the conference, organised by the Commission for University Education and held at Kenyatta University in Nairobi, Dr Matiang’i outlined legal and policy interventions being pursued to promote higher education. Among other moves, the government is revising the laws to give powers to the Commission for University Education to regulate quality and standards.

The Open University model provides distance teaching and allows more students to enrol for degree programmes because it is not bound by physical infrastructure. It allows flexibility, where students study at home and at their convenience, using pre-packaged learning materials and online resources.

The government is also enhancing funding for research and innovation in higher education, raising its financial allocations from the previous 0.5 per cent of the gross domestic product to two per cent.

The best example on the continent is the University of South Africa (UNISA) with more than 400,000 students at home and abroad.

The secretary of the Inter-University Council for East Africa (IUCEA), Prof Alexandre Lyambaje, called for regional approaches to research programmes, saying universities stood to benefit from funding for joint initiatives.

In the region, Tanzania pioneered the Open University model in 1993. The Open University is being set up at a time when East Africa is pushing for the creation of a common higher education zone, where students can
