We put in your hands the bulletin for March, April and May 2015. As we have said this is our tool to disseminate some of the tasks accomplished in our bilateral and multilateral efforts. Our pages also serve to publicize and disseminate some of the social achievements as part of public policies carried out by our Bolivarian government in Venezuela. Public policies, that caters for the needs of our population in priority areas such as health, housing, education and others. Despite the economic and media war against Venezuela, despite the measures imposed from the US by Mr. Obama, our country becomes a hope for the poor, the dispossessed, and the oppressed of the world. It becomes a hope to resolve substantive social problems that have been recognized by international organizations for excelling in fulfillment of the Millennium Development Goals set by the United Nations for 2015.

We are friends of the American people: The histories of our people have been connected since the beginning of our struggles for freedom. Francisco de Miranda, a Venezuelan hero, met George Washington and Thomas Jefferson during the first few years of the United States as an independent nation. They discussed about ideals such as liberty and justice, which where fundamental cocepts in our struggle for Independence. We share the idea that freedom and independence are fundamental elements for the development of our nations. The relations between our peoples have always been peaceful and respectful. Historically, we have sharedbusiness relations in strategic areas. Venezuela has always been a responsible and trustful energy provider for the American people. Since 2005, Venezuela has provided “heating oil” through subsidies for low-income communities in the United States, thanks to our company CITGO. This contribution has helped tens of thousands of American citizens survive in harsh conditions, giving them relief, and necessary support in times of need, evidencing how solidarity can create powerful alliances across borders.

Letter to the people of the United States: Venezuela is not a threat. We are the people of Simon Bolívar, our people believe in peace and respect for all nations.

Freedom and Independence More than two centuries ago, our fathers founded a Republic on the basis that all persons are free and equal under the law. Our nation made the greatest sacrifices to guarantee South American people their right to choose their rulers and to enforce their own laws today. The historical legacy

of our father, Simón Bolívar, is always remembered. Bolívar was a man who gave his life so we would inherit a nation of justice and equality.

We believe in Peace, National Sovereignty and International Law

We are a peaceful people. In two centuries of independence, we have never attacked another nation. Our people live in a region of peace, free of weapons of mass destruction, and in freedom to practice all religions. We uphold respect for international law and the sovereignty of all people of the world.

We are an Open Society

We are a working people, we care for our families, and we have freedom of religion. Immigrants from around the world, live among us, whose diversity is respected. We have freedom of press and we are enthusiastic users of social media.

Incredibly, the U.S government has declared our country a threat to its national security and foreign policy. In a disproportionate action, the government of Obama has issued a “National Emergency” declaring Venezuela as a threat to its national security (Executive Order, 09-15-2015). This unilateral and aggressive measure taken by the United States Government against our country is not only unfounded and in violation of basic principles of sovereignty and self-determination under international law, but also has been unanimously rejected by all 33 nations of the Community of Latin American and Caribbean States (CELAC) and the twelve member states of the Union of South American Nations (UNASUR). In a statement made on March 14, 2015, UNASUR reiterated its firm rejection of these coercive measures that do not contribute to the peace, stability and democracy in our region and called on President Obama to revoke his Executive Order against Venezuela.

We r e j e c t u n i l a t e r a l i s m a n d interventionism President Obama, without any authority to interfere in our internal affairs, unilaterally issued a set of sanctions against Venezuelan officials with potentially far-reaching implications, interfering in our constitutional order and our justice system.

We advocate for a multipolar world We believe that our world must be based on the rules of international law, without interference in the internal affairs of other countries. We are convinced that the relationship of respect between all the nations is the only path for strengthening peace and coexistence, as well as for assuring a more just world.

It is a tyrannical and imperial order and it pushes us back into the darkest days of the relationship between the United States and Latin America and the Caribbean. In the name of our long-term friendship we alert our American brothers and sisters, lovers of justice and freedom, of the illegal aggression committed by your government on your behalf. We will not allow our friendship with the people of the United States to be affected by this senseless and groundless decision by President Obama.

Venezuela gains International support CELAC: “The Community of Latin American and Caribbean States (CELAC) expresses its rejection of the Executive Order issued by the Government of the United States of America on March 9, 2015, and considers that this Executive Order should be reversed”

Caracas, May 2, 2015 (MPPRE) The Minister of People’s Power for Foreign Affairs, Delcy Rodriguez, met with the Rev. Carmelo Alvarez, International Missionary of the Christian Church “Disciples of Christ” and the Church “United Church of Christ of the United States and Canada”, in which the religious leader on behalf of these theological institutions, rejected international media campaign against the Bolivarian revolution. To the meeting attended Bishop Gamalier Lugo, president of the Venezuelan Evangelical Pentecostal Union, the bishop Elida Quevedo, president of the women of the Church and director of the Center for Theological Venezuelan Studies and the Rev. Ramon Castillo, bishop of the Venezuelan Evangelical Church and chairman of the Martin Luther King foundation, who reiterated their support and willingness to facilitate contact with international religious organizations, with the message of peace that day by day builds the Bolivarian process. The assistants expressed unconditional solidarity with the people and Government of Venezuela who face the international media matrix, which seeks to discredit the

efforts for unity and integration undertaken by the Revolution. In this sense, the Puerto Rican Carmelo Alvarez, expressed the need to address the media manipulation against the revolutionary process taking place in Venezuela and stressed that there are progressive churches in America who are in favor of peace, “we want to counteract any attempt to misinterpret what is happening here in Venezuela, “he said. Alvarez said that for American society, religion is very important, so urged the religious sector to raise awareness about the truth of Venezuela, a decisive action to consolidate international support. He also said be committed to the Minister Delcy Rodriguez to talk and build bridges of communication with the churches, to address the media manipulation that seeks to obstruct and destroy the Bolivarian Revolution. Meanwhile, the Rev. Ramon Castillo, stressed the importance of building ties with international

religious organizations to revitalize the solidarity actions with the Homeland of Bolívar. “The advantage that we have as Christians and religious sectors in general is the relationship with brothers and international ecclesiastical institutions.” The Rev. Castillo expressed that representatives of the Christian Church “Disciples of Christ” and the “United Church of Christ of the United States” have corroborated what the true situation in Venezuela is; they have spoken with popular sectors and have maintained a very important dialogue that allows support to Venezuela in the context of the imperial threats. Finally the religious representatives expressed the chancellor Rodriguez their commitment and willingness to revitalize the work of international support and encourage the exchange network with religious groups in the United States to strengthen international solidarity efforts.

It was very important to create the missions as an instrument, mechanism for that,” he said, while stressed that Venezuela is the second country in Latin America and the Caribbean that most decreased social inequality. He explained that distribution of wealth is key because “fighting hunger is the ability of people to get food, to have financial resources to buy them.” The more than 30 social missions running in the country have addressed about 20 million people, which has contributed significantly to the reduction of hunger, leading Venezuela to meet the Millennium Development Goals, established by the United Nations (UN) in food safety. Resende gave an overview of several missions that are, in essence, social care programs in areas such as food, education, health, social security, sports, culture, housing, transportation and recreation. He stressed the pensions granted by the Venezuelan Institute of Social Security (IVSS), to workers aged 50 years and over. The number of pensioners increased from 475,514 workers in 1999 to 2,509,975 in 2013, with the goal of reaching 3,000,000. The exponential growth of social security follows

AVN.- Venezuela’s social missions, created during the last 12 years, have been a key to eradicate hunger in Venezuela, said the representative of the United Nations Food and Agriculture Organization (FAO) in Venezuela, Marcelo Resende, when analyzing the food policies of a country that reversed the rate of undernourishment and achieved that more than 3,000,000 people without access to food before, now eat three times a day. In an interview with the Venezuelan News Agency, Resende said that through the social missions distribution of wealth has been more equitable, being these policies tools for social investment which rose from 37% of the national budget in 1999 to 60,7% in 2014. “Venezuela has a more equitable distribution, better income distribution. Wealth in Venezuela is not concentrated,

The policy of wealth distribution has been important for the creation of more than 3,000,000 jobs, reducing unemployment rate to 7.9%, the lowest in the country’s history. In addition to the educational missions, other programs to ensure public health, pay attention to sectors such as poor communities single mothers, among others, have been instrumental in reducing rate of undernourishment to less than 5% in recent years. That is why the FAO, international agency supporting countries in their struggle for the eradication of hunger, has granted Venezuela wide recognitions for its efforts in this area. cont. page 18

Food security In this regard, Resende said that the Food Mission, together with other social programs, enhances access to food. Founded in 2003, after the coup d’etat against Hugo Chavez and oil sabotage that caused losses between 18 and 21 billion dollars for the country, this mission supplies food to national public network of over 22,000 commercial establishments between grocery stores, supermarkets and popular small stores. It is estimated that 75% of the Venezuelan population buys at least one product of this network that has been very important in the battle against the economic war being waged today by the Venezuelan people. The Mission has food centers set up in poor areas for people in street situations. Resende praised that Food Mission carries out all

weekends open-air food markets and fairs that bring food directly to municipalities across the nation, with the particularity of offering essential products at fair prices. “Venezuela is well positioned concerning food security and sovereignty in the region,” said FAO representative while stressed that despite efforts of Latin American and Caribbean countries, the Venezuelan issue is special because is one of the few countries that continues such policy even after meeting the goal of eradicating hunger. While for FAO the first step to fight hunger is political priority, the Venezuelan case has been particular. As Resende has said, in this process, political conviction of President Chavez was fundamental. And the first step for Venezuela to succeed in reducing hunger was to enshrine in the

Constitution, food as a universal right, a decision that places the country among the nations that no longer suffer from hunger. “The Venezuelan government has a very strong social commitment, there is a very strong commitment to fight hunger,” said Resende.

Yet, another complimentary recognition was made in 2013 for being, according to estimates by the organization, in the group of 15 countries (including Cuba, Nicaragua, Guyana, Peru, Saint Vincent and the Grenadines, Uruguay, Chile and Brazil) that have made exceptional progress by reducing undernourishment from 13.5% in the period 19901992, to less than 5%, during the period 2010-2012. It is for me to intervene on behalf of the Bolivarian Republic of Venezuela at a time when Summit of the Americas 2015 just ended in Panama.

Ladies and Gentlemen

In the course of the Summit my country received the unanimous support of the Governments of Latin America and the Caribbean, who reiterated their solidarity with Venezuela by demanding the repeal of the unjust and aggressive measures of the Government of the United States against our country.

For Venezuela, the issue of housing is a right enshrined in our Constitution, recognizing in its article 82 that everyone has the right to appropriate, comfortable housing, with basic amenities that include a habitat that humanizes the family, neighbourhood and community relations. This is part of the legacy left by our Eternal Commander Hugo Chavez Frias.

It is my duty to express to the various multilateral organizations CELAC, UNASUR, ALBA -TCP and also to the Group of 77 plus China our deep appreciation. Madam President The Bolivarian Republic of Venezuela, endorses the declarations presented both by Egypt on behalf of the Group of 77 plus China and by Mexico on behalf of the delegations of the countries of Latin America and the Caribbean. In this regard, we support the holding of the Third United Nations Conference on Housing and Urban Sustainable Development to be held in the sister Republic of Ecuador in 2016. We have no doubt about the role of Ecuador as host country. This Conference will aim to assess the results obtained at Habitat II and in this way strengthen global

We had to guarantee their right to the people. By means of our revolution, it was necessary to meet the needs of the most fragile and vulnerable sectors. We had to respond to the social inequalities generated by the wild capitalism. Today, thanks to those two programmes we are seeing favourable results in

Venezuela. These programmes, Grand Venezuela Housing Mission and the novel programme Barrio Nuevo, Barrio Tricolor, were the inspiration of the policy of our Eternal Commander Hugo Chavez Fria, continued today by our President Nicolas Maduro. You should know that Venezuela has been deepening community organization and its incorporation into the generation of alternatives to ensure a comprehensive development that will propel a sustainable urban and rural environment, for the benefit of our people. Finally, Madam President, we share the concern of the G-77 plus China as well as Latin America and the Caribbean regarding the need for developed countries to meet their commitment to contribute the right financial support, so as to enable a broad participation of the developing countries in this process and so that there may be adequate generation of capacity and a technology transfer process. Barrio Nuevo, Barrio Tricolor Tr a n s f o r m i n g t h e habitat with the power of communities

Caracas, 27 Abr. AVN.Transform comprehensively and improve the living conditions of those who live in popular areas of Venezuela is the main objective of the Great Mission Barrio Nuevo, Barrio Tricolor, which, through 73 corridors serves more than 1.1 million of families in the whole country. This social program, the number 34 created by the revolutionary government, seeks to impact on the lives of men, women and children from the poorest sectors of Venezuela, who with no other option were thrown to the periphery by the exclusionary policies of neoliberal governments of the Fourth Republic, and forced to build their homes in the beds of streams, without basic services and permanent risk. Barrio Nuevo, Barrio Tricolor was created in 2009 by the leader of the Bolivarian Revolution, Hugo Chavez, in order to transform the popular areas, and was relaunched in November 2013 by President Maduro, who gave it the rank of Grand Mission. In the past 18 months, since it was elevated to the rank of Grand Mission, it has been invested 6.102 million dollars in the projects of redevelopment or deep humanization in neighborhoods and humble communities in the country, reported Saturday the President Nicolas Maduro, after a

journey undertaken in the San Juan corridor. In this regard, the President reiterated that the key to achieving the objectives of this program is the active participation of the people, which he added should assume the task of beautifying, develop and transform the popular areas and improve the conditions of life of its inhabitants. The Great Mission Barrio Nuevo, Barrio Tricolor consists of five strategic vertices: popular organization, mapping tools for production and construction (resources, staffing, and equipment), promote the recognition of urban popular territory and inter-sectorial popular identification, and development of social production. All this through the Corridors, these corridors are geo-human spaces that bring together several areas to assume the planning in the re-development or deep humanization of all the communities.

The President also announced the plans to install in Venezuela a branch of the Chinese construction machinery company Sany, through the VenezuelaChina agreement. “We will give everything, we already have the linkages and we will install Chinese companies here to doubling what we are bringing from China. Machines, equipment, everything for the 200 corridors, that includes two million families, continue to make progress, “said President Maduro.

It is expected that by the end of 2015 the Mission reach 2 million households, when the 200 corridos set as goal are conformed. Considering that one of the vertices of the program is the provision of tools to the corridors to advance
