Venezuela at UN: Fight against terrorism must base on international cooperation On 16th June, during a session of the Security Council, the Ambassador of the Bolivarian Republic of Venezuela to the Organization of United Nations (UN), Rafael Ramirez, said that Venezuela condemns the terrorist acts, constituting a threat to international peace and security. Venezuela reiterated that the fight against terrorism must be based on international cooperation, making use of instruments existing to that end, while respecting the sovereignty and human rights and fundamental freedoms. Ramirez noted the increase in terrorist activities in countries in Africa and the Middle East, and therefore he assured that “terrorism continues to pose serious threats to international peace and security. Therefore, it is necessary to implement the measures prohibiting the financing, training and arms transfers to terrorist groups and non-state actors, in accordance with the relevant resolutions of the Security Council and the General Assembly.” He urged the Security Council to take decisive actions on the issue of financing and logistics of non-state terrorist groups and actors since, the latter ones, sometimes become a source of violence and become into terrorist groups. “In the fight against terrorism we must act with a profound political sense. Beyond combat operations against such exponents, the international community must tend to overcome the root causes of the crisis which we live,” said the Venezuelan diplomat.

He said the drama currently being lived by Syria, Yemen, Libya, among other peoples, requires the support of the international community with “preventive, systematic and decisive” responses to address the actions of Boko Haram, Al Qaida, ISIS, the Alnusra Front and their associated groups. Ramirez said the 1267 Sanctions Committee concerning Al Qaeda and associated entities, is an important tool in the fight against terrorism and supported the position of this relates to the military advance with terrorist groups in Syria, Iraq, Libya and Yemen. “We express our concern over the unilateral action of some countries, which, on the grounds of fighting terrorism, advance illegal actions of targeted killings, arbitrary arrests and bombings, which often cause civilian casualties and are outside the international law” he stressed. He added that, in this sense, the fight against terrorism must be addressed from a multilateral perspective, incorporating the States concerned. He regretted that during the Review Conference of the Treaty on the Nonproliferation of Nuclear Weapons (NPT), held last May, was not achieved the adoption of a final document due to the refusal of some countries regarding the implementation of 1995 agreement on the convening of the Conference on Nuclear Weapons Free Zone in the Middle East. www.rnv.gob.ve

On Thursday, during the Open Debate of the Security Council on Children and Armed Conflict; the Ambassador of the BolivarianRepublic of Venezuela to the UN, Rafael Ramirez, called on the parties to fulfill their obligations to protect the children who currently live in situations of conflict. The meeting was led by Anifah Aman, Minister of Foreign Affairs of Malaysia, and was attended by the UN Secretary General, Ban Ki-Moon; the Special Representative of the Secretary General on Children in Armed Conflict, Leila Zerrougi and UNICEF Deputy Executive Director, Yonka Brandt. Ramirez referred to the report by the UN Secretary General, which highlights that during 2014 many difficulties to ensure the protection of children living in conflict situations were reported. "The Secretary General and the deplorable and tragic situation of children in armed conflict must mobilize the moral strength of the international community to stop the military

escalation in the conflict and protect all the resources available to girls and children, who are abused, traumatized, kidnapped and killed in the same” he said. On the participation of non-state actors in situations of armed conflict he reiterated that "a genuine commitment is necessary to stop encouraging armed groups and other non-state actors with financial or military capacity aimed at destabilizing and perpetuating the cycle of violence ". Ramirez said that the report of the Secretary-General shows alarming data on the occupying power in Palestine, where the number of children killed during the year 2014 reached 557 victims, while 4,249 were injured. "We can confirm that the occupying power of Palestinian violated recurrently at least three of the six criteria used to designate grave violations against children in situations

of armed conflicts, however, we note with concern that the military responsible for such acts were not incorporated in the Annexes of this year's report. " The Venezuelan representative condemned the kidnapping of children in armed conflict, as in Africa and the Middle East, while condemned the bombings carried out in densely populated areas, including in an educational center. Venezuela will continue to support the efforts of the international community to protect social groups which currently are subject to conflict, especially children and women. Source:
