A MESSAGE FROM THE BOARD CHAIRS Success is never achieved alone. A major factor in the success of Virginia’s 23 community colleges is the voluntary support from many donors who understand the student and community value made possible by philanthropic investment in the Virginia Foundation for Community College Education (VFCCE). Donor investors, together with students, faculty, our local colleges and statewide leaders, are all part of a hard working team helping to make sure Virginians have opportunities for a sustainable, living wage and that Virginia’s businesses have the well-educated human talent they need to thrive. Achieving these important results is a tall order, especially in a rapidly changing and increasingly competitive world. Fortunately, Virginia’s Community Colleges are Building the Future of Virginia. Our colleges form an immensely capable and adaptable statewide educational backbone that has proven its ability to respond to the needs of students and the local communities we serve. You are helping to make the community colleges of Virginia the hallmark institutions that the Commonwealth depends on each day to provide leadership in Building the Future of Virginia. Ronald H. Holmes Chair, 2016 - 2017
Dorcas Helfant-Browning Vice Chair, 2017; Chair, 2018 1
VFCCE scholarship recipient Patrick Fritz and Governor and Mrs. Ralph Northam discuss education at a special event.
VISION, COURAGE, LEADERSHIP Since their inception more than a half century ago, Virginia’s Community Colleges have helped hundreds of thousands of Virginians develop the skills they need to lead more productive lives. In the process, scores of communities have been strengthened and become more attractive to business. And, with technology impacting today’s workforce like never before, the role community colleges play is even more important. Setting the stage for a more prosperous tomorrow by delivering the education necessary to achieve greatness today is what we do. The success of Virginia’s Community Colleges is attributable, in large part, to the vision and leadership of Chancellors DuBois and Hamel (opposite page). They cleared a path for others to follow while former Governor Terry McAuliffe (also pictured) championed the cause with enthusiasm and determination.
The education triumvirate. (l to r) Glenn DuBois, chancellor of Virginia’s Community Colleges; his predecessor, the founding VCCS Chancellor, Dr. Dana Hamel; and former Virginia Governor Terry McAuliffe. McAuliffe, who frequently described himself as Virginia’s “education governor,” was a staunch supporter of VCCS initiatives and higher education. 2

“COMMUNITY COLLEGES PROVIDE THE MOST AFFORDABLE OPTION TO EARN THE CREDENTIALS AND/OR DEGREE TO OBTAIN A GOOD JOB AND LAUNCH A CAREER. I BELIEVE PHILANTHROPIC INVESTING IN COMMUNITY COLLEGES IS A SOLID INVESTMENT WITH EXTRAORDINARY RETURNS FOR THE STUDENTS, OUR COMMUNITIES AND THE COMMONWEALTH.” — JOHN P. GOOD, JR.

BUILDING CAPACITY Huntington Ingalls Industries has committed a challenge grant to the Virginia Foundation for Community College Education, matching dollar-for-dollar the investments of other leading businesses. As the supporting arm of Virginia’s Community Colleges, the VFCCE must move aggressively to meet rapidly evolving workforce needs. The goal is to strengthen the fundraising capacity of the Foundation, expand the operational infrastructure, and increase private philanthropy. The Foundation is in the quiet phase of a major gifts campaign. Campaign funds will support programs that increase access, affordability and completion for community college students. All funds will support the areas of greatest demand, including such diverse needs as new program development, faculty positions, state-of-the-art facilities and equipment, financial aid to include veterans “last dollar” assistance, and comprehensive student support services.

MAKING A DIFFERENCE The Virginia Foundation for Community College Education (VFCCE) launched the Rural Virginia Horseshoe Initiative to transform Virginia’s rural communities through higher education and 21st century job skills. Lead donors, Michael and J.J. Smith, as well as longtime partner Dominion Energy, made major financial investments to launch the RVHI.
F. Blair Wimbush knows firsthand the difference that coaching can make in a young person’s life. The retired railroad executive and attorney still remembers his high school guidance counselor who helped him successfully navigate the application process and ultimately get accepted at the University of Rochester.
6
It was his ticket out of rural Virginia. This program helps students get the training and skills to qualify for high demand jobs. Ultimately, improving the quality of life in rural Virginia. As a board member for the Virginia Foundation for Community College Education, Wimbush works to help others from Southside Virginia find their path through the foundation’s Rural Virginia Horseshoe Initiative.
“ALL OF US HAVE AN OBLIGATION TO PULL TOGETHER TO MAKE VIRGINIA MORE PRODUCTIVE.” — VFCCE BOARD MEMBER F. BLAIR WIMBUSH

1,372 STUDENTS were enrolled in Great Expectations in 2016/2017 8
GREAT EXPECTATIONS This innovative, nationally recognized program helps Virginia’s foster youth earn the postsecondary credentials they need to achieve independent and successful lives. Great Expectations is offered at 21 of Virginia’s Community Colleges.
WHY IT WORKS With help from Great Expectations, Nico received the tutoring and mentoring support he needed, and the program assisted him in obtaining textbooks, emergency funds, bus passes, and eventually a reliable car (thanks to a partnership with a local dealership). Nico obtained his Associate of Science degree in Social Science in May 2017, and is currently a junior majoring in Communications and History at the University of Maryland.
After Ashley had already taken courses at Danville Community College, the Great Expectations coach assisted her in selecting a Program of Study and helped her complete the steps to reach her goal of completing her degree. Ashley successfully completed an Associate in Applied Engineering Technology degree in May 2017. ASHLEY ERB Danville Community College

Debbie and Mike Quillen, of Southwest Virginia, have been loyal supporters of the students benefitting from the Great Expectations program. In their typical style, they are quiet investors making a huge impact. 9

Dan and Jane Dixon, pictured with Chancellor DuBois, help students with unexpected emergency expenses through their thoughtful support of an emergency fund for the Great Expectations Program.
SCHOLARSHIPS & EMERGENCY FUNDS CHANGE THE GAME Thanks to partners like the Neall Family Charitable Foundation who share the mission of the Virginia Foundation for Community College Education (VFCCE), hundreds of students across the Commonwealth have received scholarships and emergency funds to help them succeed. Scholarships range from $1,000 to $10,000 and are awarded based on a variety of factors including academic achievement, leadership potential, community involvement and special interest areas. The Fellows Program is the most generous scholarship awarded by the VFCCE. A pathway for Virginia’s future leadership talent, this program provides generous financial assistance and a unique leadership curriculum to second year students. Responding to a growing need, the statewide scholarship program has expanded to include funds that provide support to students with temporary hardships. These funds help students facing unforeseen financial emergencies stay enrolled and reach their academic goals. Thanks to the Potomac Health Foundation for their support of the Fellows Program and Virginia’s future leaders. 11
PHILANTHROPY IN ACTION The Chancellor’s Award for Leadership in Philanthropy was created in 2006 to honor leading philanthropists from each of Virginia’s 23 community colleges as well as the Virginia Foundation for Community College Education. Since the inception of this award, over 300 individuals, foundations and organizations have been honored. Thanks to the generosity of longtime partner Wells Fargo, the prestigious Commonwealth Legacy Scholarships are given each year in the names of the honorees. 2017 PHILANTHROPY LEADERS BLUE RIDGE

“ I will take the information that I have learned and continue to make changes in my classroom. I am so excited to continue my journey in this field and learn so much more.” Ben and Betty Davenport are passionate about early childhood education. Thanks to their generous gift, the Davenport Early Childhood Development Institute was established to ensure high-quality training and education for childcare workers. The three-year pilot program provides financial resources, coaching, and special professional opportunities for students enrolled in early childhood education at four community colleges, Virginia Western, New River, Danville and Patrick Henry.

A MESSAGE FROM THE EXECUTIVE DIRECTOR
“WE ARE GRATEFUL TO EACH AND EVERY PERSON WHO IS VIGILANT FOR OPPORTUNITIES TO SUPPORT OUR STUDENTS AND COLLEGES.” — JENNIFER S. GENTRY
Dear Friends, To achieve our daily goals, we depend on three things: a motivated and enthusiastic staff, extraordinary volunteers and board members, and the support of generous friends and benefactors. I cannot recall a time when the public and private sectors were so ideally positioned to create an abundance of opportunity for Virginians focused on improving their lives through higher education. We want to optimize that synergy by building meaningful and long-lasting partnerships. If you would like more information about our programs and the students we serve, please don’t hesitate to contact me. I would be pleased to share the Foundation’s vision for providing immediate and long-term impact for our students. Collectively, we are building the future of Virginia. Sincerely,

PLANNED GIVING THE DANA HAMEL LEGACY SOCIETY Rowe and Jenny Stinnette, recognizing and enjoying the benefits of college degrees, have made a bequest in their wills to help future VCCS students receive an education at one of Virginia’s 23 community colleges. Although Rowe was the first in his family to earn a college degree, he confesses that his high-school grades would not have been good enough to get him into a fouryear college. So he first earned an associate degree at his local Virginia Community College. “I saved money and learned how to study,” Rowe said, “which allowed me to transfer to Virginia Tech,” where he ultimately received a BS in engineering. Through the generosity of foresighted friends like the Stinnettes, the Dana Hamel Society helps strengthen the VFCCE as it increases access to education for all Virginians. The Stinnettes are excited to leave a gift that will provide opportunity for deserving students to reach self-sufficiency, regardless of their economic or academic circumstances. To learn more about fulfilling your philanthropic goal and leaving a legacy, please contact Anne McCaffrey. Thank you to our members: Ms. Patricia H. Dougans Dr. Glenn DuBois Mr. and Mrs. Stephen D.
