Cordoba’s engineers provided engineering design support for the guideway civil group that was responsible for all civil engineering elements within the Metro right-of-way. Cordoba’s engineers included design of the ballast curb, bikeway, fencing, and emergency walkways, finalizing plan sets, interteam coordination, submittal package management, and for providing oversight of support staff within the guideway civil group. As the newest light rail line in California, this project is a vital element to building an accessible and sustainable transit infrastructure for the region’s future. Running along the old Pacific Electric Exposition right-of-way, Expo spans 15.2 miles connecting Downtown Los Angeles with what will extend to 4th Street and Colorado Avenue in the City of Santa Monica.

Cordoba was the project manager for the roadway improvements that are being implemented by the City of Los Angeles at the intersection of Broadway and Brazil in Los Angeles. The intersection is in close proximity to the existing rail tracks that are currently used by Metrolink, Amtrak, and freight trains. The work included evaluating previous 50% design through value engineering and constructability review. Findings and concerns were presented to LADOT and LABOE staff.

POLA Fish/Processing Storage Facility Utility Investigation The Port of Los Angeles is seeking to redevelop a 6.5 acre vacant property in the historically significant Fish Harbor area of Terminal Island to provide a long-term home for water-dependent industrial tenants, including commercial fishing, seafood processing, barges and tug boats, fueling depots, and relevant institutional users such as fire stations. Cordoba Corporation has been procured by FSI Architects, the main architect on the 200,000 square foot project, to provide comprehensive utility investigation and coordination services for the site and immediate vicinity. Cordoba is responsible for identifying, contacting and mapping all above ground and underground utilities, including water, storm water, sanitary sewer, electrical, communications, oil pipeline, and steam lines that may be impacted by development activities. Additionally, Cordoba is developing a conceptual drainage plan, which takes into account the complexities surrounding industrial wastewater and storm water discharge in the Port of LA area.

Space Shuttle Endeavor Transport Project

As Lead Consultant to the California Science Center, Cordoba Corporation provided planning, procurement assistance, CAD support, engineering services and project management services for the 12-mile move through urban streets of Shuttle Endeavor from LAX to the California Science Center. Working in close collaboration with numerous public and private agencies -- including the Metropolitan Transportation Authority and the Southern California Edison -- Cordoba professionals verified the proposed route and documented all of the contemporary clearance work needed along the 12- mile urban corridor from LAX through the cities of Inglewood and Los Angeles.

Los Angeles Streetcar Engineering Constraints Review

Cordoba identified potential engineering constraints for the Los Angeles Streetcar alignments from 2009. At the time, a single preferred alignment had not been determined. Cordoba analyzed the potential constraints to all the roadway segments that would be employed for each of the three alignment options. Cordoba’s engineers identified the existing “as-builts” by using sources of information as engineering drawings and site visits, which were also the means to identify signalized intersections and the location of street lights, as well as the street geometry. Cordoba identified potential constraints with underground utilities, overhead structures, as well as other street features such as drainage.

Streetcar and/or Urban Rail

The Santa Ana-Garden Grove Fixed Guideway Project is a potential future streetcar line that will connect the cities of Santa Ana and Garden Grove. Cordoba Corporation was the lead consultant in the Alternatives Analysis phase, helping the City of Santa Ana develop a Locally Preferred Alternative (LPA) that is consistent with Santa Ana’s vision for future transit use in the area and comply with Federal Transit Authority (FA) guidelines. Cordoba is currently the lead consultant in providing pre-preliminary engineering support and preparation of the application to enter Project Development and seek funding through the FTA 5309 New Starts. The project has been funded from local, state and Federal (FTA 5309) sources through the Orange County Transportation Authority (OCTA). It has required extensive coordination with multiple public agencies as well as substantial public outreach.

As a member of the Parsons team, Cordoba was responsible for utility identification and relocation. Using Caltrans policy for high and low-risk utilities, Cordoba worked closely with all utility companies and cities in the vicinity of the project to identify utilities affected by the project. Cordoba was responsible for coordinating work for identification, protection, adjustment, relocation, or removal of utility facilities within the project site in accordance with State and Federal laws and regulations as well as Caltrans’ District 12 policies, procedures, and standards. Cordoba also developed a Utility Working Group with impacted utility companies to ensure constant communication and coordination.

The Project consisted of improving the existing roadway infrastructure along 3rd and 5th Street in San Bernardino, CA. The roadway improvements were approximately 4 miles, which included widening, reconstruction and restriping, drainage improvements, sidewalks, utility adjustments or relocations, streetscape and landscaping, traffic, signage, street lighting, and the design of a new crossing over existing drainage channels. The roadway improvements involve careful and timely coordination with existing tenants, local agencies, and land development projects adjoining these particular streets.

responsibilities Mr. Romero is an urban designer and city planner, with over seven years of experience in GIS, urban design, and planning. He has an advanced understanding of ArcGIS, MapInfo, and gvSIG, and his digital design skills include Adobe Creative Suite (Photoshop, Illustrator and InDesign), SketchUp, and SPSS. He has also some CADD experience. Mr. Romero has an excellent combination of creativity and analytical skills. His duties include preparation of high-end analytical and cartographic map products utilizing various data types and sources including satellite imagery/aerial photography, as well as design concepts for various projects in concordance to specifications and applicable codes. He has produced 3D models, renderings, surface models, massing studies, shadow studies, visualization studies, rendered site plans, or project sketches. Los Angeles Stormwater Capture Master Plan, Los Angeles, CA - Cordoba Corporation, Project and Planning Intern (07/2013 – 09/2013) Responsible for the initial phase of the Los Angeles Stormwater Capture Master Plan for the Los Angeles Department of Water and Power (LADWP). Gathered and reviewed documents related to stormwater capture strategies in Los Angeles. Constructed graphics that visually conveyed and communicated all the information. Wrote the technical memorandum for the Integrated Resource Plans and Integrated Regional Water Management Plans, the Urban Water Management Plans, and the Ordinances and Policies. Santa Ana-Garden Grove (SA-GG) Fixed Guideway, Santa Ana, CA - Cordoba Corporation, Project and Planning Intern (07/2013 – 09/2013) Constructed the 3D SketchUp model and customized the flyover animation for the Santa Ana-Garden Grove (SA-GG) Fixed Guideway Project that will help in the public outreach phase. Used the GIS parcels and buildings for the City of Santa Ana as a base to build the city’s downtown and the streetcar’s infrastructure with SketchUp. Translated the infrastructure’s technical plans from paper to a 3D environment. Pacific Palisades Specific Plan & Design Guidelines, Los Angeles, CA - UCLA Luskin School of Public Affairs, Graduate Student During a quarter-long course on general and specific plans, the team was tasked with updating the specific plan and rewriting the design guidelines for the community of Pacific Palisades in Los Angeles. As the design expert, Mr. Romero led a team of 14 first-year graduate students in the preparation and integration of both documents. He developed all the graphic material that was exposed in the community meetings, as well as the GIS cartography and analyses. In addition, the team created and distributed visual surveys to the community so their ideas and thoughts were heard in the process. The final product was presented to the community and to staff from the City of Los Angeles Department of City Planning in a public meeting. Neighborhood-serving specialty retail center, Beverly Hills, CA - UCLA Luskin School of Public Affairs, Graduate Student During a quarter-long course on real estate development and finance, the team of four proposed a new neighborhood-serving specialty retail center at 9900 South Santa Monica Boulevard in Beverly Hills, California. As the design expert, Mr. Romero elaborated the development program and design concept, as well as the GIS cartography for the site and the market conditions analyses. In addition, he created a 3D SketchUp flyover of the retail center, as well as other graphic material such as a broker’s set-up sheet that served the jury to bet and invest on the project. European Commission, Directorate-General for Regional and Urban Policy, Brussels, Belgium; Regional Policy Intern (10/2010 – 02/2011) Mr. Romero interned within the Directorate-General for Regional and Urban Policy at the European Commission. He assisted in the Cohesion Fund’s ex-post evaluation process and performed as an analyst of the Spanish European funds from 1986 to 2013, creating a database that helped the Spanish Unit to assess the funds’ evolution and allocation. He created GIS cartography showing the different funds at every time period. He also provided strategic and technical advice and assistance to development and management of EU co-funded projects on Transport in Spain. Researcher and Assistant Professor in GIS (10/2008 – 07/2012) - University of Castilla-La Mancha, Spain Mr. Romero was in charge of teaching GIS skills to students in the Geography and the Civil Engineering departments. In addition, he was in charge of elaborating analytical GIS cartography for professors and for personal research projects. He was Assistant Professor at the School of Civil Engineering in four other classes. 3
