Co-op student helps BeFit Society take its next step
Last summer, BeFit Society needed help to build its business plan from the ground up. The local non-profit organization, which aims to promote active aging and run medical fitness programs for Victoria’s growing population of seniors, hired UVic MBA co-operative education (co-op) student Mansi Sehgal (right) to do just that. Over four months, Mansi created a business case to help supervisor Allan Gilchrist (left) pitch the BeFit Society initiative to potential stakeholders, attract
investment and promote the idea in the wider community. “BeFit Victoria has undertaken a great initiative aimed at helping the community in the long run,” says Mansi. “It was exciting to work on a project that is new for Victoria residents.” Mansi is one of many co-op students working for local employers to benefit Greater Victoria and beyond. Managed by Parks Canada, the overall plan for NMCAs is to divide Canada's Pacific, Arctic and Atlantic Oceans and Great Lakes into 29 marine regions. Parks Canada's goal is to represent each of these distinct marine regions

gas exploration and development, but permit activities such as fishing, shipping and recreational activities. Fishing and marine transportation are managed by Fisheries and Oceans Canada and Transport Canada, respectively, in collaboration with Parks Canada. NMCAs are governed under the Canada National Marine Conservation Areas Act. One exception is the Saguenay-St. Lawrence Marine Park, which was established in 1998 by a separate piece of legislation that has a number of unique conditions, such as the requirement to table a management plan within a year of park establishment.
Strait of Georgia NMCA Reserve In 2003, Canada and British Columbia signed a memorandum of understanding to establish a NMCA Reserve in the Southern Strait of Georgia. The region is the smallest of five found on Canada's Pacific coast, yet it is also one of the most productive. It is also the region most intensively used by British Columbians and the many visitors that enjoy these waters each year. The
A NMCA Reserve is established when there are First Nations land claims in an area. Given the number of unresolved First Nations claims in the Southern Strait of Georgia, an NMCA Reserve would be established pending resolution of the claims. Once all claims are resolved, the area would become a NMCA.
rich sub-tidal communities provide some of the best scuba diving in North America. In addition, pleasure cruising is world-class, whether it be in a yacht or a kayak.
Impact on Commerce and Residents Once the Southern Strait of Georgia NMCA Reserve is established, ownership of provincial lands— including the seabed—would be transferred to the federal government. For waterfront residential and commercial properties, that means the submerged lands below the hightide watermark would be transferred from the Province of B.C. to the Government of Canada.
Beyond the transfer of submerged lands, there is a complex jurisdictional maze that includes First Nations, regional districts, municipalities, transportation authorities, and island trusts. This area also has more than 100,000 residents and countless visitors who have relied on easy and free access to the waters for decades. Such a delicate operating environment has a direct impact on residents’ quality of life as well as on business. One of the frequently discussed business impacts surrounding the navigable waters within the 2011 proposed boundaries is marine transportation; it is BC Ferries “backyard” and a transit route for thousands of cargo shipments per year. “The establishment and management of zones within the NMCA Reserve must not negatively affect the shipping to or from Canada’s main West Coast port,” said Carter. There are many practical questions that still need to be answered, such as how will the NMCA Reserve operations—including enforcement— be funded? Who makes the decision to halt or alter commercial vessel

traffic patterns if zones need to be established or amended? How will the success of the NMCA Reserve be measured? Who will manage affected land use, e.g. issue permits for private infrastructure that extends below the high-tide watermark? These are questions that need to be answered before the NMCA Reserve is implemented to ensure a welcoming business environment and public support.

recreational activity, as well as how such activity may be affected by the establishment of an NMCA Reserve— before the reserve is created,” said Carter. “This is a national reserve and the costs should be born nationally, not by those located within or near the proposed boundaries.” The proposed Southern Strait of Georgia NMCA Reserve should balance the needs of the economy with the environment. Issues should be anticipated and questions answered prior to implementation. Critical points need to be incorporated into separate legislation to ensure a stable and transparent decisionmaking environment for all stakeholders.

The Chamber appreciates the need to balance the conservation of our environment with the preservation of our economy. The Chamber recognizes that the beauty of British Columbia is intrinsically tied to tourism, external investment, and the health of our communities. The Chamber is supportive of continued dialogue regarding the proposed NMCA Reserve in the Strait of Georgia, provided the Strait of Georgia’s unique environment and its importance to the health and prosperity of the regional economy is clearly recognized. Terry Farmer Cares Although happy to work quietly behind the scenes, a spotlight was once again shone on Terry Farmer when he was awarded the Governor General’s Caring Canadian Award by his Excellency the Right Honourable David Johnston, Governor General of Canada. Created in 1995, the Governor General’s Caring Canadian Award recognizes living Canadians and permanent residents who have made a significant, sustained, or unpaid contribution to their community, in Canada or abroad. Farmer truly cares about making his city a better place for everyone. In particular he was recognized for his work as director of the Pacifica Housing Advisory Association, an organization that provides housing for low-income families and individuals with special needs and his ability to procure funds to upgrade the 75-yearold YMCA sports centre while honorary chair of Camp Thunderbird. Terry is the Co-Founder and Chair of Accent Inns and has also been a recipient of The

Owners David Wilcox and Yona Rodiboux-Depue will be opening the comedy club at 751 View Street, formerly the DejaVous Nightclub, above Hermann's Jazz Club. In 2015, more than 10.2 million people came into or left Greater Victoria. Our Gateways Greater Victoria’s off-island transportation is focussed out of three major gateways: Upper Peninsula, the Inner Harbour, and Ogden Point. THE UPPER PENINSULA The Upper Peninsula is Greater Victoria’s busiest gateway, moving nearly 8.9 million people in 2015. Home to BC Ferries’ Swartz Bay Terminal and the Victoria International 12

It also is the only Canadian port-of-call in the Washington State Ferry system. • BC Ferries is Canada’s largest ferry operator, providing year-round vehicle and passenger service on 24 routes to 47 terminals, moving 2015 upwards of 20 million people each year. The Upper In 2015, its Swartz Peninsula Bay Terminal alone moved over 7 million people via its #1 route to Tsawwassen (5,882,599), its #4 Inner Harbour to Fulford Harbour (652,910) and #5 route to various terminals within the Gulf Islands Ogden Point (472,688). • Victoria International Airport is the 10th busiest airport in
Canada, with more than 120 daily flights throughout North America. Operated by the Victoria Airport Authority, its market catchment area includes Greater Victoria as well as many smaller communities throughout the southern tip of Vancouver Island and the Gulf Islands. • Washington State Ferry system moves vehicles and passengers from Sidney to the San Juan Islands and Anacortes. THE INNER HARBOUR The Inner Harbour moves people by boat and float plane between Victoria and mainland B.C. as well as the U.S. In 2015, approximately 900,000 people came and left Greater Victoria via three operators: 1. Harbour Air: The sole flight operator at present, Harbour Air flies passengers between Victoria and three Metro Vancouver destinations as well as Whistler. 2. Black Ball Line: The Coho vehicle ferry traveles between Victoria and Port Angeles, Washington. 3. Clipper Navigation Ltd.: The Clipper’s high-speed catamaran passengeronly service sails between Victoria and Seattle. OGDEN POINT Ogden Point is a 12-hectare deepwater port facility in the heart of James Bay and has a heliport to the north. The port can accommodate vessels of up to 300 metres. The site is managed by the Greater Victoria Harbour Authority (GVHA), a not-for-profit corporation. Ogden Point is currently the busiest cruise ship port-of-call in Canada, with 228 ships scheduled for the 2016 season, which is anticipated to bring in more than 500,000 people to Victoria

and generate over $100 million in economic impact. Helijet has a terminal at Ogden Point and provides helicopter service between Victoria and Vancouver’s downtown and airport. COMMERCIAL MARINE TRANSPORTATION The lifestyle we enjoy does not happen without the movement of commercial goods to and from Greater Victoria, of which the majority is transported by sea as it is often the most cost-friendly route. There are three main operators, BC Ferries, BlackBall and Seaspan’s commercial ferry. BC Ferries and BlackBall’s commercial services are incorporated with their overall vehicle service. Seaspan provides daily, scheduled service between the Mainland (in Delta and Surrey) and Vancouver Island (in Nanaimo, Duke Point and Swartz Bay).
There are two main marine transportation methods—“live”, where shippers transport their goods over themselves, and “drop”, where shippers drop off their shipment at one end and pick it up on the other. BC Ferries offers both services, while BlackBall provides live and Seaspan offers drop. Did you know? Seaspan commercial ferries has 17 departures per week out of Swartz Bay!
The Future There are a variety of changes on the horizon to increase the capacity and diversity of our off-island transportation network. For example: • In the Upper Peninsula, the Victoria International Airport has expanded its apron, allowing for new overnight parking for planes and motor vehicles. The apron expansion is strategic, allowing for future upgrades to take place. • In the Inner Harbour competition is heating up. Brisbane-based Riverside Marine is establishing its own highspeed catamaran passenger service between Victoria and Vancouver, as is Clipper Navigation.
• At Ogden Point, the GVHA is working on identifying potential uses for the land, including yacht and bus storage along with industrial, retail and commercial tenants to serve the densely-populated neighbourhood. • Seaspan is expanding its fleet of seven vessels, welcoming two new self-propelled ferries November 2016 and February 2017. “Increased options are good for business, good for customers,” said Al Hasham, Chair of the Greater Victoria Chamber of Commerce. “When there are more choices, there is competition, which often leads to better pricing.”
Conclusion Greater Victoria’s off-island transportation network gateways offers businesses, residents and visitors a range of choices between Greater Victoria and key locations. “Increasing the capacity and diversity of our options contributes to our economy and enhances our quality of life,” said Bruce Carter, CEO of the Greater Victoria Chamber of Commerce. “The Chamber will continue to work with provincial and federal governments to ensure competitive and sustainable transportation options.”

Murray and Lynda at the Trades Education and Innovation complex at Camosun College. It is the second largest trades facility in British Columbia providing an education to 2,700 students each year.
Philanthropy is not just a way of life but a labour of love for Murray and Lynda Farmer. Nothing underlines that more than the story of when they met 36 years ago at a United Way of Greater Victoria annual general meeting. “It’s been a lot of fun,” says Lynda. “We are fortunate that our values are similar in terms of what is important in life. Since the early days, we have shared a lot of common interests. It’s a pleasure for us to have shared those experiences together.” 14

“It’s gratifying that we are receiving this award together because we are a partnership in everything we do and everything we are involved in we basically do it together,” said Murray. “I learned a long time ago that in life it’s important to support one another— whether it’s your partner in life, a work colleague or a friend, you are better for the effort. I think that Murray and I have found that supporting one another in whatever your interests are means you get to share in that success. It doesn’t get better than that,” said Lynda.
Lynda (Johnston) Farmer was born in New Westminster. A graduate of the University of British Columbia and Simon Fraser University, her working life began in the non-profit sector, working initially for the Canadian Red Cross Society and then the Arthritis Society, which led to a 35 year commitment to community volunteer work. Murray graduated from the University of Victoria in 1968 with a bachelor’s degree in economics. Starting as a renovation and construction manager with Farmer Construction he moved on to specialize in crane rentals through his company Commercial Crane Ltd., all while serving on numerous boards including Chair for both the Vancouver Island and Canadian Construction Association. Since that fateful day 34 years ago, the Farmers have helped raise millions of dollars towards projects in the Greater Victoria region leaving a permanent imprint of generousity on everything they do. “Giving back is a no brainer,” says Murray. “In our endeavours we have got much more from what we have done in the community than what we put forward as far as I’m concerned.” “People sometimes ask us why we get involved and it’s really because of the people you meet,” said Lynda. “Whether it’s the volunteers that we have worked with or the faculty and staff at UVic or Camosun or the Ocean Discovery Centre, it enriches our life.” Murray added, “This community is incredible. People are always willing to give their time, their money, their expertise. We live in a wonderful community.” Over the past three decades, education has been the cornerstone of their philanthropic efforts. “We have lots of natural resources in British Columbia but our best natural resource is our people,” said Murray. “Education is something that enriches your mind, your culture and something you never lose. Lifelong education is so important because everything is changing so quickly.” Added Lynda, “We are lucky in Victoria. We have so many wonderful educational institutions and the working relationship between all three of those organizations is outstanding.” Lynda began her involvement with Camosun College as part of the Camosun College Foundation. She

went on to serve six years on the Board of Governors at Camosun College, two of which were in the role of Chair of the Board. “I found my experience at Camosun to be one the most fulfilling times in my life,” said Lynda. “I was very taken with their focus on student-centred learning and hearing the wonderful stories of people finding their passion in life—it doesn’t get better than that.” Murray, an alumni of the University of Victoria was asked to sit on the Board of Governors in 2002, serving two years as the Chair before being elected as Chancellor in 2009, serving two three-year terms and presiding over 79 convocation ceremonies. “As an alumni, when I was asked to join the board of governors I jumped at the opportunity,” said Murray. “Serving as Chancellor was probably the richest period of my life. The exposure to wonderful people, meeting incredible students, it was an experience I will never forget and will always treasure.” “Murray and Lynda’s contributions are inspirational, not only to UVic but to our entire community and also to higher education right across the spectrum. Their fingerprints are all over so much of what we do,” said Jamie Cassels, president of the University of Victoria. “Fifty years from now the impact of their leadership and contributions will still be felt and in fact, will be amplified by the continued growth and evolution of some of the initiatives that they began.” “Being involved with Camosun and UVic we have seen so many examples of people who have found a path in life—that’s what life is about, it’s about learning,” said Lynda. Added Murray, “There are so many great stories we have heard about people turning their life around through education.” As Co-chairs of the TRADEmark of Excellence campaign, the Farmers have played a key role in helping to raise $5 million dollars towards the new trades education complex and the refurbishment of eight existing facilities on campus. Opening in March of this year, the Trades Education and Innovation complex is the second largest trades facility in British Columbia providing an education to 2,700 students each year.

“The new trades building is vital to Vancouver Island,” said Murray. “We have a huge demographic crunch coming as the baby boomers are retiring. There is going to be such an extreme shortage of skilled trades people and this new facility coupled with the revamped existing buildings is going to allow us to enhance the trades program and provide an improved teaching environment for Camosun’s dedicated faculty and staff.” “The entire project shines a spotlight on the many rewarding careers that exist in trades,” said Lynda. “The new building is a reflection on the pride that people feel in choosing the trades as a career path.”
“My background is in heavy construction and crane rentals,” said Murray. “For over 20 years I ran a company called Commercial Crane in Victoria and Vancouver. I saw firsthand just how important those jobs in the trades are to our economy and to their families. These are good jobs. They pay well, they are gratifying because you can see exactly what you accomplished.” Murray added, “The image of the skilled trades is changing. In construction we used to have this dilemma of people thinking it was a dirty trade. It’s not, it’s high tech. It requires intelligence, skills and training.”

The new complex includes the Farmer Family Atrium providing students in different trades program an area in which to come together and interact, much like what they will hopefully experience on the job site. “Both Murray and Lynda have spent a long time supporting education in our community,” said Sherri Bell, President of Camosun College. “Their drive, desire and passion makes a difference in the community and a huge difference for students of all backgrounds.” Their passion to encourage lifelong learning took a different bent in 2006. The Farmers worked together as campaign co-chairs to help raise $5 million dollars towards the establishment of the Shaw Centre for the Salish Sea in Sidney, British Columbia. “When the idea first came forward there was a space in a building and that’s all there was there,” said Lynda. “The oceans are so critical in our lives and future of the planet,” said Murray. “It’s important everyone is educated on what happens in and near the ocean and what effect that has on everyday life.” Murray added, “The Shaw Centre for the Salish Sea is an educational centre that provides entertainment that educates everyone from grandchildren to grandparents about this huge ecosystem that surrounds us.” “This centre is very dear to our hearts,” said Lynda. “We feel it’s a wonderful addition to the community of Sidney.” How do these two very hard working individuals relax? Apparently with more work. Twelve years ago the Farmers purchased Bonnie Brae farm, an old dairy farm of about 30 acres in Central Saanich and converted it into an equestrian centre. The facility holds up to 50 horses and sees over 100 school-aged children a week as well as many more children who attend summer camps at the centre. “The centre evolved out of a hobby when we both started riding horses but quickly turned into a passion,” said Lynda. “We really do enjoy watching and witnessing the young people that come through Westside and observing their growth from a young child into an adult. I believe that being around horses teaches you a lot about yourself. It’s really a remarkable transition.” Murray says the centre ties in nicely with their focus which is education.

“We believe that education is the key to the future,” said Murray. “A hundred young children come through the centre each week. They learn responsibility and it really helps their self-esteem.” Reflecting on the past three decades the Farmers say the most rewarding part has been the people they meet. “In everything we have done we have had the absolute pleasure of working with teams of incredible people and volunteers,” said Murray. “They have enriched our lives and in working together and getting to know one another lasting relationships have been formed.” Leaving a lasting legacy and inspiring others comes naturally to this dynamic duo. So what advice would they give those coming after them? “When opportunities come your way take them,” said Lynda. “Step into it, take on the challenges and you will grow as a person—anything is possible.”

These educational programs operate at 100 percent capacity with over 100 school groups on a waiting list, despite minimal advertising. To accommodate a diversity of opportunities, bursaries bridge the financial gaps for young people who cannot afford to pay the full cost. Titan Boats is a manufacturer of aluminum Rigid Hull Inflatable Boats (known as RHIBs). Its boats are used for search and rescue, police and fire fighting, environmental vessels and in commercial tourism and recreation. Titan Boats has state-of-the-art facilities in Sidney that provide over 5,400 square feet of fabrication space and another 1,600 square feet for outfitting and rigging. For this profile, we interviewed Jennifer Michell, Titan’s marketing coordinator. How would you describe Titan Boats? Titan Boats is a manufacturing gem in the Greater Victoria region. Since my father, John Stanners, founded the company in 1998, he and our team of skilled trades people have produced some of the finest aluminum vessels on the market today. All orders are manufactured from start to finish, beginning as a sheet of aluminum and leaving the shop as a working vessel. Titan Boats isn’t just boats though. We do custom aluminum fabrication also. How would you describe Greater Victoria’s small boat manufacturing industry? With a large percentage of sales from government enforcement, local demand for this type of high strength, durable work boat isn’t always there from year-to-year. With that, the industry tends to diversify into other avenues that can sustain business through slower periods. The small boat manufacturing industry, specifically aluminum boat manufacturing, will always have a home in the region. Being on an island, there is always going to be someone needing a beach-able boat! What is the best thing about doing business in Greater Victoria? The diversity of customers, businesses and the way everyone is there to help you succeed. In Greater Victoria, you’ll find a diverse amount of industries all within a 50-kilometre radius; most of whom are willing to work together to see everyone succeed. What is the best thing Titan Boats is doing for Greater Victoria? Steady employment. Plus we’re an anomaly with being able to employ a skilled workforce that resides on the Saanich Peninsula. We have 30 employees, and also support apprenticeships and co-ops with the local trades schools.
What is it like working at Titan Boats? I’m biased. The company was formed and founded by my father. He began the first “Titan Boat” in the basement of my childhood home. It’s humbling knowing that what we produce goes around the world, competing with some of the biggest players in our industry. We may be small in size, but what our team can produce is no small feat. What is Titan Boats most proud of? The quality level of everything that heads out of the gates. Whether you order a custom offshore enforcement vessel, a catamaran fishing vessel or a fuel tank; we put in the same level of quality for all our customers. We’re also very proud of our after-sales customer service. When you purchase a vessel from us, it’s not just a “here’s your order, have a good day” deal. We want to make sure the customer is completely satisfied with their product from the time they get it to 10 years later. Titan Fun Facts: • Our first shipment to Europe is happening this year with the delivery of Titan 290 Patrol Vessels being delivered to the Slovenian Police Department. • The majority of the whale-watching boats you see in Victoria Harbour are Titan Boats. • We have a 6’ X 28’ Waterjet cutting table, which is one of the largest on the island. • The owner, John, is no office man. He may be the brains of the operation, but make no mistake, when you walk into our facilities, he’s on the floor making final decisions and doing the rigorous quality control that our customers have come to expect from our products. Being a welder/fabricator by trade, the office is not where you’ll find John for more than 30 minutes a day. • We’re a "family" company. Our business manager is John’s fatherin-law. His son is in outfitting and rigging vessels. John’s nephew is our rigging shop foreman. His cousin is the lead painter and his father does all our stability, preliminary drawings and vessel technical documents. • Often when walking into our office you’ll be greeted by one of two Great Danes, Dozer and Duke.

ADVOCACY IN ACTION As the largest and most influential business association in Greater Victoria, we are the voice of our members and the Greater Victoria business community. In this edition of Business Matters, we update you on our work over the past two months. During February and March, The Chamber has been very busy on the advocacy front, with numerous meetings with federal, provincial and municipal elected officials on issues of great concern to Greater Victoria businesses—sewage, housing, public infrastructure and more. The Chamber has also been very active with the regional chambers, BC Chamber of Commerce and the Canadian Chamber of Commerce, bringing our region’s issues to the forefront to engage the network on coordinated advocacy efforts.
Transportation Precinct
BC Transit, Wilson's Transportation, Tofino Bus and Greyhound Canada have received City of Victoria approval for a "bus terminal/ transportation precinct" at Crystal Gardens. “The Chamber was one of many vocal advocates for this proposal, as the arrangement provides easy access to all the amenities that our vibrant downtown has to offer,” said Policy Manager Peggy Kulmala. “The more people with free and easy movement throughout our downtown, the more economic activity—a win-win for all.” All operators must move out of the bus depot at Douglas and Belleville streets by May 31, 2016.
Bustling Busses
Construction is set to begin this fall on a bus priority lane on Douglas Street from Tolmie Avenue to Saanich Road to reduce travel time for northbound bus users. There are currently 95,000 trips made per day between the Westshore and Victoria. This is expected to increase to 160,000 by 2038 as the Westshore is forecast to be home to a large percentage of the region's population growth over this same timeframe. "Considerable improvements to existing infrastructure and travel options are needed to efficiently move people and goods in and out—

as well as within—Greater Victoria, thereby stimulating economic growth and improving our quality of life," said Chamber CEO Bruce Carter. "This project is the result of years of advocacy and hard work by numerous key organizations such as BC Transit and The Chamber. Thank you and well done to all."
Go for Gas Tax
The Victoria Regional Transit Commission aims to improve transit in Greater Victoria. For years, it has had its eye set on increasing the dedicated fuel tax applied to the region. They have lobbied the B.C. Government to amend the Motor Fuel Tax Act, asking to increase the gas tax from threeand-a-half cents per litre to five-anda-half cents, an increase estimated to generate $6.5 million. "The Chamber understands the need for capital infrastructure investments in BC Transit, provided such investments are not done at a rate that exceeds the taxpayer's ability to pay," said Chamber CEO Bruce Carter. "We support the gas tax hike, as long as the tax is wholly allocated to capital improvements."
Sewage Treatment in Sight
The CRD has been granted a sixmonth extension from PPP Canada, which is providing $83.4 million for the biosolids energy centre project. PPP Canada is one of three federal funding partners helping to pay for the region's sewage project.
Barrier to Finding Skilled Workers – Housing!
Greater Victoria's economy relies upon a wide variety of labour to meet its needs. To keep and attract workers throughout that spectrum, workers need to be able to find somewhere affordable to live. During a March 11 presentation to the Federal Liberal Caucus (BC) meeting, Chamber Chair Al Hasham, CEO Bruce Carter and Policy Manager Peggy Kulmala discussed Greater Victoria's current housing inventory—rental and ownership—and how it affects employers' ability to meet their staffing needs. "We are fortunate to have the ear of the mainland MPs; they are well aware of this critical issue and how it affects our regional economy and quality of life," said Peggy.
The Capital Regional District submitted the 10th amendment to its original Core Area Liquid Waste Management Plan to the province mid-March. It included the recommended treatment plant sites at Clover Point in Victoria and either McLoughlin or Macaulay points in Esquimalt.
The average price for housing in B.C. is forecasted to be between $594,600 and $668,000 in 2016, edging higher to $699,700 in 2017. To put that in context, a household making $80,000 a year could secure a mortgage for approx. $435,000, provided a suitable housing unit was available at that price.
The Chamber has encouraged the City of Victoria to approve the Clover Point sewage treatment location, and cautioned against tacking amenities into the mix, which would add additional expense.
The Chamber will continue its advocacy efforts to address the regulatory cost components of housing construction to reduce the barriers to affordable private-market housing.
