Welcome and Introductions Barbara Marty called the meeting to order at 10:06am and the meeting began with introductions. Jesse Langley introduced Hammad Chaudhry as the new SCE program manager. Jesse will now be focusing his time on the Strategic Plan support activities.

Energy Savings Goals Mark Okino presented the SCE project tracking list and said despite computer problems, all of the projects should be on the list. Frank Lauro’s list for SCG included potential projects for gas savings. The list remains the same from last meeting except for the addition of project in the City of Lindsay. There has been no

San Joaquin Valley Energy Leader Partnership (VIEW) progress for scheduling audits but if anyone feels like there is a facility that should be priority on the list, please let Frank know. Courtney Kalashian reported on the EECBG projects and noted that for those jurisdictions that have projects, they will be receiving an MOU from the Air District; these, however, are overdue so Courtney suggested that Tulare County put in a call to the Air District again. For any further information, SJVCEO’s Mike Nemeth and Sandy Nax are available. •

Marketing and Outreach Report Maureen Hoff reported on upcoming activities. The Visalia Spring Fest Home and Patio show will take place Friday, February 11th through Sunday, February 13th. The SCE Mobile Education Unit as well as a table for the Gas Company will be present. VIEW will also have a booth at the Porterville Iris Festival in April. The next marketing meeting will be held before the March 3rd Partnership meeting from 9-10am. Courtney and Maureen also provided Partners with a ‘swag’ survey to get a feel for what partners would like to order for the next batch of marketing collateral. Options will be presented and voted upon at the March 3rd Marketing Task Force meeting.

Direct Install 2011 Jesse noted that he arranged for a call with Troy Nguyen of SCE’s Business Solutions to address any concerns and answer any questions regarding Direct Install (DI). While the group waited for the call, Courtney presented the DI checklist, a comprehensive list to overview all outreach efforts. Courtney and Bill DeLain later stepped out of the room to call Troy and collected answers for the group. Courtney reminded Partners that we are still waiting on DI letters signed by mayors (or appropriate contact) from the Cities of Woodlake, Lindsay, and Tulare. City of Tulare had turned in a letter just without a signature. Lew Nelson said he would make sure that was taken care of. The due date for letters was decided to be February 10th. City of Visalia’s letter is still with SCE legal due to the additional paragraph regarding the Green Business program. Letters will go out two to three weeks prior to auditor arrival – more likely two weeks. Courtney will follow up with Bill so she can coordinate getting banners for each jurisdiction. Press releases will be going out two weeks prior to auditor arrival. Troy assured he will coordinate with the Public Relations team to make sure it goes out to the list of local media we had provided. Maureen has been contacting local Chambers of Commerce for assistance in promoting the upcoming program. The Visalia Chamber agreed to run as an ‘in-brief’ and will also include in its weekly e-news. The Tulare Kings Hispanic Chamber will include information in its March newsletter and will also provide more information in a separate mailing to members and nonmembers. The Chambers in the Cities of Tulare and Porterville also agreed to publicize the program.

San Joaquin Valley Energy Leader Partnership (VIEW) Gail Henry took the time to appreciate SCE and SJVCEO efforts for promoting DI. She and Bill DeLain have been making presentations in some of the smaller cities and are currently working on rescheduling a presentation in Strathmore. Barbara Marty was interested if people were going before council to publicize the program. Brian Thoburn said he could make this happen. •

Energy Upgrade California Paulo Morais presented on Energy Upgrade California, a joint program with SCE and SCG shared territory that looks at a home like a system rather than piecemeal when it comes to energy efficiency upgrades. The goal for the 2010-2012 program cycle is to complete 10,320 homes through the basic package ($1000 incentive) and 1,500 homes through the advanced package ($1250-$4000 incentive). Some customers have already enrolled through a manual process, but they are working to automate the system by March. The basic package measures do not require a diagnostic audit and focus on the building shell of a home. The advanced package does require a diagnostic audit, includes envelope measures and system upgrades, and must achieve a minimum 10 percent annual energy savings (the greater the energy reduction, the greater the incentive). Interested customers can contact participating contractors (information will be available on website) and the IOUs to begin the process. Since the process will most likely involve multiple contractors, Paulo suggested having one person be the general contractor and coordinate efforts. The homeowner is in charge of paying the contractor(s) and price will vary as the program does not regulate fees. For financing options, Paulo said that Viewtech Financial Services specializes in energy efficiency upgrade financing. Lou Camara asked if the rebate could be signed over to the contractor. Paulo said it would depend on the contractor/situation. In response to a question from Frank Lauro regarding incentive levels, Paulo noted that the incentive levels are the best they could come up with and still be cost effective. It would be tough to promote and initiate the program at any other level. Program literature is not yet available but Paulo will make sure that when it is, the partnership will have it for 2011 outreach events. The website (http://energyupgradecalifornia.org/) is still under construction but should be up and running by March. Los Angeles County is the only county as of now that has more in depth information

Habitat for Humanity Bill DeLain thought there was a lot in common with Habitat for Humanity’s ‘rehabbing’ work and asked Betsy Murphy to share. About five years ago Habitat for Humanity was encouraged to build green and received a grant from SCE to install photovoltaic systems on homes. Habitat is recently rehabbing older homes instead of building new homes. The ‘A Brush with Kindness’ program serves low-income homeowners in maintaining their home. Habitat for Humanity of Tulare County was identified as one of 17 out of 1,700 affiliates to offer upgrades at no cost from the Department of Energy. This past year 68 homes have been repaired. Betsy was hoping that the VIEW partnership could help to identify low-income homes for the program. Gail Henry suggested as a first step putting Betsy in touch with the Community Development Department from each city/county.

Strategic Planning Progress Report Courtney updated that the local U.S. Green Building Council chapter was contracted to begin their consulting work for a Climate Action Plan template as of February 1st. Maureen is currently working on combining and organizing utility data for each city and county for benchmarking. She will be in touch regarding matching sites and addresses and accounts to help with adding the facilities to Portfolio Manager.

Porterville Solar Generating Station February 24th at 1pm will be the dedication for SCE’s Solar Generating Station. This will be California’s largest utility-owned photovoltaic solar facility.

Topics for Next Meeting: March 3rd Hammad Chaudhry suggested not waiting until the next meeting to discuss Cool Centers and will coordinate with Courtney to get the information out to all partners. Hammad will work on bringing a program manager from the Mobile Homes direct install program to a meeting.

CPUC Workshop on Post-2012 Energy Efficiency Cycle – February 16th The CPUC workshop is to solicit input from parties on whether to extend the investor-owned utilities’ 2010-2012 energy efficiency portfolio by one or two years and how to structure the bridge funding period. It was agreed that even though the workshop will be held in San Francisco, it makes a bigger impact for the actual city/county representatives to attend to voice their opinion as opposed to sending Courtney, for example. Leslie Caviglia suggested sending input in writing. Paulo also suggested contacting Pat Stoner.

ACTION ITEMS: •

Paulo Morais will be in touch with Courtney and Maureen regarding promotional materials for Energy Upgrade California.

Courtney and Maureen will keep everyone in loop regarding Direct Install. Letters are still needed from the Cities of Lindsay and Tulare (received letter from City of Woodlake on Friday, February 4th) and the Counties of Kings and Tulare.

For those interested in the Cool Center program, Hammad Chaudhry will put you in contact with the appropriate person. Applications still being accepted.

Hammad will work on bringing information on either the lamp exchange program or the mobile home direct install program to the next meeting.
