San Joaquin Valley Energy Leader Partnership (VIEW) Summary of Discussion: Welcome and Introductions Kim Loeb called the meeting to order and introductions were made. Housekeeping Plug Load Power Sensors were swapped from the SJVCEO and City of Visalia to Barbara Marty of the City of Hanford. All Jurisdiction partners should have received an email with a template for labels to place on the power strips to help figure out how to use them. Hammad Chaudhry noted that SCE will also provide stickers. Benchmarking Data – Maureen Hoff requested that each Jurisdiction please look at their spreadsheets and provide her with the necessary details required for benchmarking. All facility data, for all 8 jurisdictions, should be uploaded before the end of the summer but the project is currently about 30 days behind schedule. Frank Lauro reported that the Gas Company has changed its position on benchmarking from requiring it to encouraging it. Energy Savings Goals Mark Okino presented SCE’s project list and noted that about $31,000 in incentives have gone out for the year, with Hanford and Porterville leading the way. Kim Loeb and Hammad briefly discussed lighting retrofits and the need to continue at the same pace to get the application in on time in order to receive the reward. Frank Lauro presented SCG’s project list and noted that a few projects have been identified rebates. He also said that things are moving forward with Visalia’s projects. Gail Henry had a question on some of the listed projects and Frank reminded everyone that this list is just a list of potential projects. Gail said she would take the initiative to speak with someone in the County regarding the Bob Wiley Detention Facility because the county might already be looking into boiler projects. Frank noted that he was unsuccessful in finding a speaker for the Kitchen Ventilation Program/Green Vents he mentioned at the April Partnership meeting. It is actually only a PG&E program, but there is a very informative kitchen ventilation program at AgTAC. Paulo Morais added that the program teaches how to cut back energy use, reduce use with different controls, and much more. Hammad reported on the jurisdictions’ tier levels based on the first quarter report which he deemed a very good report card! The County of Tulare has met both municipal and community level goals to jump to the next tier and now must simply initiate an Energy Action Plan to move to Silver. The City of Woodlake has already met community goals for both Silver and Gold and just needs to hit municipal goals to meet Silver. The City of Tulare is the closest to reaching Gold. The City of Visalia has met requirements at community all the way through Gold but needs more at the municipal level to reach the Silver level. The City of Lindsay needs to meet their municipal goal to jump to the next tier and they do have ARRA funding for these projects which should be a nice encouragement! The County of Kings and The City of Hanford have some work to get to Silver. The City of Porterville has its Wastewater Treatment Plant project to help with their goals, but this might take another year. Overall as a partnership this is all very good and everyone was encouraged to keep working hard! Gail showed some concern over the County of Tulare’s EECBG lighting project completion and optimizing incentives; Hammad will check on the options. Tara Becnel of SCE will present at the June Partnership meeting on Demand Response Programs, a requirement for advancing tier levels.

San Joaquin Valley Energy Leader Partnership (VIEW) Marketing and Outreach Report Courtney Kalashian reported that the Outreach Department at AgTAC has scheduled the Mobile Education Unit to be in the area for the whole second week of May. Stops will include College of the Sequoias, Visalia WIB, Porterville WIB, Porterville Fair, and possible Kings-Tulare Senior Day. Courtney, Maureen, Brian Thoburn, and th Frank Lauro will be staffing the VIEW booth at the May 13 Kings-Tulare Senior Day. VIEW recently had the Mobile Education Second Unit at the Porterville Iris Festival. The event was reported to be a great success by the staffers. Energy Action Plans Hammad asked Kim if Visalia had already submitted for their Energy Action Plan (EAP). Kim explained that Visalia has submitted for a grant through SCE and once everything is set to go, they will put out an RFP to secure a consultant. Hammad explained that one of requirements to get to Silver is simply to initiate an EAP. The requirement for Gold and Platinum is to complete the plan and implement the plan respectively. A Climate Action Plan is a larger version and includes an EAP. Hammad explained that using a template is very simple and he can help. Frank Lauro asked if any of the jurisdictions had made up their mind of how they want to go for adopting goals. Kim said the City of Visalia wants to adopt municipal goals but adopting and following through at the community level will be a lot more difficult. Hammad said he would like to see something formally adopted, maybe a presentation to council. Energy Upgrade California Gordon Smith presented on Energy Upgrade California, a program that provides Basic and Advanced packages for whole house upgrades. Gordon, Robert Flores, and Frank Henry presented the program and financing elements. The finance package provides a 15 year loan term with 3 percent fixed interest. There are 18 million dollars available statewide and no project maximum for which homeowners can apply. This program is essentially in response to the push back of the PACE program. Participating contractors have to complete specific trainings, some of which is reimbursable. Paulo suggested that Energy Upgrade California and the utilities get together so as not to duplicate promotional efforts. Everyone agreed. Other Business Kim asked for an update on SCE’s Small Business Direct Install program. Hammad said he would get information in the next few days; however, from what is known now, the program has been successful and got all the way out into outlying areas. Contractors are still in the area. Gail wanted to thank everyone for their efforts for a successful program. The Mobile Home Direct Install program was briefly recapped and it was noted that the signed letter from the City of Tulare provided great value, allowing Synergy contractors greater access within several mobile home parks. Gail requested a sample letter. For those areas that were missed, they will try to come back through or at the very least they will come through next year. nd

The 2 Annual Statewide Energy Efficiency Best Practices Forum is Thursday, July 28 in San Jose where Courtney will be presenting on Benchmarking. A Local Government Network Partner Meeting and Energy Champions th Networking Reception will take place Wednesday, July 27 .

San Joaquin Valley Energy Leader Partnership (VIEW) Barbara Marty volunteered herself as facilitator for the June Partnership meeting. Tara Becnel for Demand Response and Drew Butler for Diesel 2 Gas Solutions will be presenting. There will also be a Marketing meeting before the Partnership meeting. Before the meeting was adjourned it was briefly discussed how to encourage facility staff attendance at meetings. Kim said there needs to be something of great enough value. Paulo suggested the jurisdiction partners find out what would motivate people in coming and what is of interest to them. Adjourn VIEW Partnership Meeting The meeting was adjourned at 11:43am.
ACTION ITEMS: Jurisdiction partners to get their benchmarking data info back to Maureen as soon as possible.
