SUMMARY OF DISCUSSION Welcome & Introductions Courtney Kalashian welcomed the group and thanked the City of Visalia for providing the new meeting facility, the Visalia Chamber of Commerce. Business Items Courtney announced that in 2013 VIEW will become a three utility partnership as PG&E will be coming on with Dave Christiansen as the program representative and Cam Malloy as the account representative. Although PG&E has different offerings and treats unincorporated areas a little differently, the partnership will continue with all of its same efforts. Hammad Chaudhry is still trying to get specific details on the measures completed through Direct Install. The numbers are available and have been provided to the partners in the past, but he is still waiting on high level specifics. Courtney reported that she recently discussed SmartConnect rollout support through the partnership with Bill DeLain. Bill, Gail Henry, Cal Rossi, and Brian Thoburn all plan to do education and updates to the community. Brian will send the related PowerPoint to Courtney. Bill plans to update the Tulare County Board of Supervisors the first week in September on rates, SmartConnect, and other happenings. SmartConnect rollout will start October 1st in VIEW territory and deployment will run through December. 4.5 million meters have already been deployed throughout Edison territory over the past several years. The partnership website will be utilized to provide updates on SmartConnect, power outages, and any other utility information/updates. The annual statewide partnership meeting was held in July in Los Angeles. The vibe of this year’s event was much more calm compared to last year’s, most likely due to the fact that the partnership cycle is winding down. San Joaquin Valley Energy Leader Partnership (VIEW) evaluating energy intensity data using the same software as Joseph Oldham at the City of Fresno. The data will be combined with demographic data and will measure load and demand. Additional topics of conversation at the statewide partnership meeting included looking forward to the 2013-14 transition period. As far as energy saving goals for VIEW, the partnership will look to save 85,000 therms and 4 million kWh. Lew Nelson said he just received the results back an audit and it looks as though there will be potential for energy efficiency projects in the City of Tulare. Hammad added that special districts, such as water utilities, may be able to be included in the partnership somehow and would bring more opportunities and money to this region. Marilyn Lyon or another representative from the South Bay partnership or Venture partnership could possibly come to a VIEW meeting to discuss their experiences with bringing on special districts. Nothing has been decided yet and all will depend on the CPUC’s decision. Courtney added that the CPUC decision will also call for addressing workforce training. The SJVCEO is already doing work through another program related to community college curriculum and workforce training so work could potentially be leveraged here. Municipal Energy Savings Paulo Morais was on vacation so there was nothing to report for the Gas Company. Courtney reported that the City of Woodlake had completed some retrofits so they will contribute some savings towards the partnership. Lew explained that the City of Tulare was to have a post-inspection for a pump project but a few parts broke and they are currently waiting on replacement parts. As soon as Tulare receives and installs the parts, SCE will be able to do its inspection. Kim Loeb explained that the City of Visalia is still in serious disputes with their contractor so until things are resolved a postinspection will have to wait. Hammad encouraged Kim to start sending items to Mark Okino to get the ball rolling with the application/incentive process. Hammad reminded Lew that the City of Tulare is only one item away from Gold. In order to move up, the city either needs to complete an application to do the recommendation in the IDSM audit or give an explanation as to why this recommendation is not feasible/can’t be completed. Courtney will send the application to Lew. There is currently confusion over the relationship between the County of Tulare and the Air District. Mark Okino is working with the SCE incentive team to straighten things out so the county can be paid on its lighting EECBG lighting project. The applications for plug load occupancy sensors for the cities of Lindsay and Visalia have been submitted. More sensors are to be delivered this week. The method of obtaining community savings in the ELP model will be changing starting in 2013. Instead of having to obtain kWh savings, there will be a menu of items for jurisdictions to choose from that includes activities like developing a presentation for city management to showcase partnership activities. One activity must be performed at each tier level in order to move up to the next tier. The activities will make it easier for jurisdictions to obtain their community savings goals. SCE On-Bill Financing (OBF) 2012 Meeting Schedule: September 20, October 18, November 15, December 20
San Joaquin Valley Energy Leader Partnership (VIEW) SCE is committing additional funding to OBF and will have a total of $50 million available to partnerships. Individual jurisdictions will now be able to combine accounts and are eligible for up to $1 million. Kim asked if funds for construction management or personnel to make sure the project goes smoothly can be included in the financing. Hammad explained that if a jurisdiction is able to show that these costs are necessary to get the project done then they could possibly be included. The current OBF cycle concludes in December. Courtney asked if xenon lighting is being incentivized because if so, maybe Tulare County would be interested in replacing their outdoor lights. She will check with Mark Okino. Strategic Plan Courtney reported that benchmarking efforts for the partnership will continue in order to fill in missing facility details. Hazard mitigation plans were a random but great online find and could possibly help to fill in the gaps for square footage and year built. Courtney will put together a short summary of what the code compliance workshop would be and will email it to the group to see level of interest. Originally partners had agreed that late September would be an ideal time to host the workshop, however, there is the same thing taking place in Fresno and another location so Courtney is worried VIEW won’t be able to get a large enough crowd to meet the minimum requirement of 20 individuals. Hammad will put something in writing for Kim Loeb regarding the new deadline for Strategic Plan 5.6 activities. PC Power Management Software Courtney and Hammad discussed the PC Power Management software incentive. SCE offers a $15 incentive per PC and jurisdictions can opt to purchase the extended warranty on the software. Courtney will re-send the case study that was featured on NPR along with a program flyer and testimonials. Hammad will get additional program specifics to help partners make the case to their IT and upper management departments. He also suggested including the PC power management software as part of presentation in Tulare County to help the jurisdiction advance tier levels. ME&O Report Courtney briefly reported on the August Hanford market and employee appreciation night saying that through trial and error these types of events have been found to be worthwhile for VIEW.
The new VIEW brochures are in and will be delivered to jurisdictions as soon as the SJVCEO hires an additional staff member to replace Mike Nemeth and remove some workload from Courtney and Maureen. Letters and brochures are currently been sent out to about 17,000 customers for the Home Energy Efficiency Survey (HEES). 2012 Meeting Schedule: September 20, October 18, November 15, December 20
San Joaquin Valley Energy Leader Partnership (VIEW) Hammad reported that most programs are currently in ‘shutdown’ mode as the program cycle winds down so he did not have any new programs to report for 2012. Other Business Joseph Oldham in the City of Fresno ended up not putting in an application for a Regional Energy Network (REN) because he will continue to pursue his Home Energy Tune Up efforts with support from PG&E. Howard Choy in Los Angeles, however, did put in an application for a REN and has said that he would make sure the Valley is supported by his efforts. RENs are said to be complimentary to partnerships and should not duplicate efforts. Courtney will report back to the VIEW partners as she gets more information. The Central California Partnership meeting will be held on September 25th in Santa Barbara. All jurisdictions in attendance said that location is not financially feasible for travel due to distance and cost. Kim expressed his concerns to the event organizer as did Courtney. Maureen and Courtney will travel to Santa Barbara on behalf of VIEW. The next partnership meeting is scheduled for September 20th. An Air District representative will be in attendance to present on grant opportunities. Ismael Herera from the Rural Development Center will also be there to present on opportunities his organization provides to rural communities, including flat fees for grant writing. Maureen and Courtney will be in Washington, DC on other SJVCEO related matters and hope to possibly meet with Jim Costa staff to see what opportunities may exist for the partnership. Printed invitations for the November 1st VIEW the Success luncheon will be coming out soon. Partners were encouraged to spread the word early so people could save the date. A location has yet to be determined. Kim Loeb announced that the City of Visalia has opened up an analyst position in Natural Resources. Lew Nelson asked helped in getting going a renewable energy self generation bill transfer program. Hammad said he would bring it up when he meets with Bill DeLain. Mark Okino was able to assist in setting up a teleconference to get communications going, but nothing has come out of it yet due to the complex nature of the matter.
