SUMMARY OF DISCUSSION Welcome and Introductions Lou Camara called the meeting to order and introductions followed. Energy Savings Mark Okino and Courtney Kalashian reported that the SCE project list has not changed since the last meeting. The City of Visalia is anticipated to go Silver as soon as the traffic signal project has been completed. The County of Tulare’s lighting project is underway and the application has been submitted. Paulo Morais reported that rebate applications had been completed for both the City and County of Tulare but was unaware of what the savings translated to at the time. Courtney Kalashian updated the group on the status of EECBG projects. She recently traveled to the City of Lindsay for a council meeting in which the MOU was finally passed. The City of Woodlake is about to begin the bidding process for work. The County of Tulare’s lighting project is underway and should take about two months. San Joaquin Valley Energy Leader Partnership (VIEW) MOU about two days prior to this meeting. Courtney was happy to report that no city in the San Joaquin Valley is leaving EECBG money on the table. Lou Camara added that Kings County is going solar with a lease purchase through a project with Chevron. Kim Loeb said the City of Visalia had trouble with similar projects because it was outside of the city charter. Courtney suggested a gathering of city attorneys to further discuss regionalism in relation to these types of projects and issues. Hammad Chaudhry reported the updated numbers for the small business Direct Install efforts. He reminded everyone that some installations are still taking place so the numbers will continue to change. Dollar savings can be estimated by multiplying kWh by $0.15. Overall about 6 million kWh, or about $900,000, were saved in the Central Valley and the overall Edison effort was about 276 million kWh! Gail Henry thanked everyone for their efforts saying it was very meaningful. Hammad will get the full report with the breakdown of number of businesses touched. Mobile Home Direct Install numbers were also reported with an estimated 200,000 kWh saved in the City of Tulare. These savings do go towards the community goals. Over two hundred mobile homes were touched and the efficiency measures should save each unit about $180 a year. Hammad also reported that the plug load power strips will be delivered within the next couple of weeks and he will make a road trip to pick up any of the unused units. Mark Okino said he would deliver the units to the City of Tulare. Courtney presented the most current jurisdiction report cards and noted that the Partnership now has two silver jurisdictions with others to soon follow! She thanked Rhonda Mann for keeping such diligent records because a 2009 project that had yet to be counted helped boost savings for Kings County. The City of Woodlake is close to Silver and should be there as some of the block grant projects are completed and a Demand Response energy tips email is sent. The City of Lindsay and Kings County are next on the list for their Energy Action Plan (EAP) initiation and Courtney will be in touch to help facilitate. There was some discussion about the City of Visalia’s EAP because the city was originally going to use alternative funds to do the work. Kim decided it was best to do the initiation through the Partnership. The City of Tulare is almost to Gold and all that is lacking are a few Demand Response pieces. Lew Nelson and Mark will meet to look over the list of accounts in order to meet the Demand Response requirements for Gold.

San Joaquin Valley Energy Leader Partnership (VIEW) Marketing and Outreach Report Courtney presented the revised marketing plan for the remainder of the year and 2012. The third year of the partnership will be geared towards support of strategic plan efforts and core programs so marketing efforts have been scaled back accordingly. One of the core programs that will be coming through VIEW territory is Living Wise, an energy efficiency education program geared towards sixth grade students. Schools were chosen based on number of sixth grade students and will be visited in the next two months. Additional schools will be touched next year. The program includes energy efficiency lesson plans in the classroom and homework assignments to help engage the entire family. The program does not keep track of student names but rather teachers are charged with keeping track of students who complete the assignment. Each Living Wise assignment box saves about 90 kWh and some therms. Strategic Plan Effort Update Courtney discussed the need to extend the deadline for benchmarking until the first quarter of 2012. The project is moving along and it is moving along well, however, it was realized that it was an error on her and Maureen’s part to ask for information from jurisdictions during budget season! Additionally, there were some problems with the online system but Maureen expects these to be fixed by Monday. Courtney reported that the Energy Action Plans are on track for completion by December 15, 2011. The first step is to initiate, which several of the jurisdictions have done, and the next part will be to complete the plan. These will include great areas for investment (some of which will be based on results from benchmarking), policies to help a city/county move forward with energy efficiency efforts, funding opportunities, and more. An energy efficiency language template for General Plan updates is on track for completion by December 15, 2011. Courtney and Maureen have been reviewing jurisdictions’ existing general plans and comparable plans for good examples of energy efficiency language. The goal is to have something that will support the existing elements of a plan and will specifically address gas and electric issues. This will be something to share across the Valley, not just across the two counties. Maureen and Courtney will be working on creating an online survey to figure out what jurisdictions would like to see and what would work in terms of energy efficiency language within their jurisdiction. Paulo said the Gas Company has existing resources to assist cities through this process so he will provide these to Maureen. Courtney also discussed the addition of two code compliance strategic planning menu item selections for the partnership (see items i. and ii. below). i. 1.1.6--“Develop educational programs for local elected officials, building officials, commissioners, and stakeholders to improve adoption of energy codes, ordinances, standards, guidelines and programs.” 2011 Meeting Schedule: December 1 2012 Meeting Schedule: January 5, February 2, March 1, April 5, May 3, June 7, July 5, August 2, September 2, October 4, November 1, December 6.


San Joaquin Valley Energy Leader Partnership (VIEW) This item is a little more involved but will compliment what we are doing in the partnership with awareness efforts. An educational program will be created using benchmarking as a jumping off point. The goal is to make sure local elected officials are well educated as to what and why they should adopt certain codes. This work will be completed between and March and November 2012. ii. 2.1.1—“Local government staff and contact staff attend code compliance workshops offered by the California Energy Commission, utility codes and standards staff, or other local governments with strong compliance work.” While in Sacramento Courtney met a third party vendor, Architectural Energy Corporation, that goes into workplaces to address Title 24 compliance challenges. This could fulfill the requirements for 2.1.1 but they do require at least twenty attendees. Courtney suggested inviting other local governments to attempt getting a robust attendance for a true regional effort and will get the ball rolling by bringing Architectural Energy Corporation to the December partnership meeting. Paulo suggested doing a statewide energy efficiency webinar. The training will be geared for those people within the jurisdiction who are in planning or similar departments. Kim expressed concern that people will think this is just another CALGreen training so promotion will be important. Maureen, Courtney, Paulo, and Hammad will work with the third party vendor to figure out what exactly this will look like. There were no objections to the proposed strategic planning menu items. Other Business In lieu of the regular monthly partnership meeting, there will be a Partnership luncheon on November 3rd. This will not be a business meeting (although some business will be discussed) and will be an opportunity for jurisdictions to meet SCE and SCG managers and discuss any challenges and successes. Hammad and Paulo will be able to take the feedback into account for the next partnership cycle. Jurisdictions are more than welcome to invite public officials. Maureen will be sending more details as location is decided. The facilitator for next meeting in December will be Gail Henry. Hammad played a Carl and Eddy video and explained that every jurisdiction will receive a DVD copy of the educational cartoon. There will be a peer to peer meeting on October 19th in Downey that is intended to be a discussion across partnerships. It has been organized by the San Gabriel COG and is for Edison and Gas Company partners. San Joaquin Valley Energy Leader Partnership (VIEW) There is a ‘State of the Utility’ meeting on October 25 th at the Energy Education Center in Tulare to discuss what to expect for 2012. Maureen and Courtney will attend. Lew Nelson described satisfaction from participating in the Beacon Award program and recommended that other jurisdictions join. Maureen will provide Lindsay Buckley’s contact information to jurisdictions in case they are also interested in participating. Adjourn VIEW Partnership Meeting As there was no further business, the meeting was adjourned.
