Program Name: LGEAR: San Joaquin Program Number: SCEXXXX Quarter: Second Quarter 2012 1.
Program Description: LGEAR is a partnership program structure, which involves the creation of energy partnerships with cities and local governments to set energy efficiency goals and generate measurable, verifiable energy savings through identification of specific energy efficiency projects and community outreach activities. Projects are referred to Southern California Edison’s (SCE) and Southern California Gas Company’s (SoCalGas) core programs and can be residential or non-residential, including small, commercial and industrial businesses, municipal and other governmental agencies, and non-profit organizations. Low income and demand response programs will also be included.
2. Administrative Activities: The following activities took place in San Joaquin: o Completed all Partnership activity monthly and quarterly reports, as requested by the IOUs, and required by the CPUC, and submitted on time. o Maintained efforts toward document retention per the terms of Partnership implementation agreement. o Provided GAP services in accounting and bookkeeping. 3. Marketing Activities: The San Joaquin Valley: o
The Partnership had a booth at the Porterville Iris Festival on April 28th and Lindsay Friday Night Market on June 1st and June 29th. Each satisfied the Demand Response co-branded event requirement for the City of Porterville and City of Lindsay respectively. The 2nd MEU was also present for these events.
4. Direct Implementation Activities: The San Joaquin Valley: o Monthly partnership meetings were held on April 5th, May 3rd, and June 7th. o Implementer finalized the document “Energy Efficiency and Your General Plan: A VIEW users guide to incorporating Energy Efficiency in your General Plan” for Strategic Plan menu item 4.1.3. o The partnership was contacted by the County of San Luis Obispo through the SLO Energy Watch to provide guidance and best practices sharing as they begin their energy benchmarking efforts. o Implementer met with staff IT to discuss using Microsoft Access to track all projects completed by jurisdictions throughout the life of the partnership in order to capture a holistic view of overall efforts. 2010-2012 Energy Efficiency Portfolio Quarterly Report Narrative o Implementer attended the May 1st SoCalGas Energy Efficiency Stakeholders meeting in Los Angeles. o Implementer met with SCE and SoCalGas representatives in Rosemead on May 24th to discuss the 2013-14 transition period. o Implementer worked to gather feedback from local government partners to make comments on the 2013-14 PIP draft to utilities. o Implementer met with the City of Woodlake on June 18 th to gather facility/space type details for benchmarking in Portfolio Manager. o An updated partnership brochure was approved by both utilities and sent to print for distribution at ME&O events and within jurisdictions for the second half of 2012. o Implementer traveled to the South Bay Cities Council of Governments for the second quarter Peer to Peer small group meeting on June 1st. Discussion focused on the proposed community savings guidelines and the 2013-14 transition period. o Implementer met with the City of Woodlake on June 18 th to gather facility and space type details relating to energy accounts for upload into the EPA Portfolio Manager system. o All eight jurisdictions successfully uploaded their facilities into the EPA Portfolio Manager system and initiated the automated benchmarking service to regularly update energy usage data. Some temporary values were used, however these will be replaced with accurate data as the information is available. For all intents and purposes, 3.1.1 is complete. 5.

Program is on target Program is exceeding expectations Program is falling short of expectations Explanation: The San Joaquin Valley partnerships have been well received. SCE, SCG, and the partners are working on additional activities to customize existing energy efficiency programs. Great focuses for the first quarter of 2012 continued to be pushing to finish Strategic Planning activities, with an emphasis on Benchmarking as it is essential for completion of other activities.

Program Achievements (non-resource programs only): The San Joaquin Valley o Implementer focused on all Strategic Planning activities, including 4.1.1 Energy Action Planning, 4.1.3 General Planning language, and 3.1.1 Benchmarking and will continue to do so to ensure completion by the second quarter of 2012.

Changes in program emphasis, if any, from previous quarter (e.g., new program elements, less or more emphasis on a particular delivery strategy, program elements discontinued, measure discontinued, budget changes, etc.). No change in focus from last quarter. The program focus has continued to move from such a community-heavy focus to more attention and efforts paid to Government facilities and staff. The Partnership is focusing on raising the awareness of municipal employees and working with the jurisdictions to instill Energy Efficiency as a core value. Implementer will work with utility partners to develop a campaign to improve personal use of energy while at work, as well as incorporate core programs into solutions. In Partnership use of embedded Strategic Planning dollars, the implementer continues to work with each jurisdiction (excluding the City of Visalia who applied on the competitive solicitation) to gather and input data from the EPA Portfolio Manager and craft a narrative for insertion in to the SCE provided EAP template. The goal of the project is to assist jurisdictions as they develop living planning documents that will guide their plan for energy projects, use, and financing for the future. The effort will take each jurisdiction through completion of the plan.
